Transform your community

T

o give where you live means to invest in the community where you spent your formative years, the hometown where you raised your children, and the community that provided your family’s livelihood. In 2016 the Community Foundation helped the following donors, families, and organizations to give back in positive, lasting, and impactful ways to the communities they care about by establishing permanent funds with the Community Foundation.

Bruce Penwell, Jr., was born in Pana and graduated from Beecher City High School. He attended the University of Illinois UrbanaChampaign and moved to Raleigh, North Carolina after college. After a career in sales and marketing in animal health, Penwell has now retired to St. Joseph, Michigan.

However, he has never forgotten his ties to Effingham and Shelby counties.

With his hometown roots in mind, Penwell established the Bruce V. Penwell, Jr. Designated Fund to support organizations located in Pana, Effingham, Beecher City, and Shelbyville. The fund provides two scholarships at Beecher City High School; one for students majoring in education in memory of Mabel Laue, a former Beecher City Elementary School teacher; and the second for students pursuing a nursing degree, in memory of Elva Jennings Penwell. The fund also provides for the upkeep and maintenance of the Beecher City Cemetery (Beecher City) and Linwood Cemetery (Pana), as well as operating support for the Beecher City Library, Shelby County Historical and Genealogical Society, and the Effingham County Genealogical Society.

The Effingham County Fair has been one of the premier fairs in Illinois since 1944 and the Effingham County Fair Association has plans to ensure that it maintains this status for generations to come.

To achieve this goal, the Fair Association board has established the Effingham County Fair Association Endowment with Effingham County Community Foundation to secure the future needs of the county fair. As the endowment grows, it will provide a permanent source of funding for the county fair, allowing the board to prepare for future unforeseen needs and repairs while minimizing the necessity of annual fundraising.

LeAnn Schroeder Hardiek, a young mother of two small boys, was diagnosed with breast cancer at the age of 29. She passed away in April 2015 at the age of 31. Upon LeAnn’s first diagnosis with breast cancer, the Effingham community rallied their support around her and her family.

During LeAnn’s many hospital stays, her boys were often given toys, such as Lego sets, to keep them occupied. LeAnn expressed her desire to her family to pay forward the comfort her boys received to other children of cancer patients.

LeAnn’s father Jim and stepmother Kathy honored her request by establishing the LeAnn Schroeder Hardiek Friendship Fund at the Community Foundation. The fund provides gift cards to cancer patients to help alleviate their children’s fears and relieve the financial burden felt by parents. The gift cards are distributed by Effingham Crossroads Cancer Center nursing staff.

Gary Niebrugge is a lifelong resident of Effingham County who graduated from St. Anthony High School, attended Lake Land College, and had a 26-year career with Sherwin Williams in Effingham.

He and his wife Debbie have three children and are members of New Hope Church. Since retirement, Gary has been engaged as an entrepreneur. Gary had a vision to support youth in his community, but needed a partner to help him achieve his goals. In April 2016, the Krops4Kids Fund was established at the Community Foundation. Krops4Kids provides locally grown, healthy foods to children through the process of a hands on education, while instilling core values such as hard work, ownership, responsibility, and gratitude, building upon Christian principles reflecting and showing the love of Christ.

Throughout our annual report, you will read more stories like these of individuals and groups committed to supporting their communities for years to come. It looks different for everyone, but regardless of your situation, Southeastern Illinois Community Foundation can help make your philanthropic dreams come true.

2016 At A Glance

Audra Clodfelter joined the full-time staff of the Community Foundation in January in the role of Marketing Coordinator. Audra worked part-time for the Community Foundation in 2015.

In March 2016, the staff of Southeastern Illinois Community Foundation left their office on East Washington Avenue and relocated to a larger office facility on South Banker Street.

February

Amanda Lessley joined the Community Foundation staff as Development Officer in February. She coordinates annual events, donor stewardship programs and provides training assistance to fund advisors who are building unrestricted funds and endowments in southeastern Illinois. Amanda graduated from Southern Illinois University Edwardsville in 2002 with a Bachelor of Science in Speech Communications. Since earning her degree, she has dedicated her career to the non-profit sector and has more than 12 years of experience in non-profit development and fundraising.

The Community Foundation awarded $75,545 in scholarships to 73 students in Effingham, Jasper, and Coles counties.

Southeastern Illinois Community Foundation recently accepted its first gift of 503 acres from the Ray, Mary, and Tim Niebrugge Trust, which generates annual support for college scholarships to high school graduates in Effingham County who are in need of financial assistance.

Members of 100 Women Who Care Jasper County voted Jasper County Cancer Support as the recipient of the $5,550 contribution collected at its first meeting on April 7.

Members of 100+ Women Who Care Effingham County selected CEFS/Golden Circle Nutrition Program (“Meals on Wheels�) as the recipient of the $11,700 contribution collected at its first membership meeting on April 14.

Because the Community Foundation is classified as a public charity, it is not subject to the five percent distribution requirement of private trusts and foundations. This puts the Community Foundation in a unique position to receive and retain other gifts of farmland and use the available income to benefit local charities that make our rural hometowns stronger and better places to live.

Derek Pierce was awarded the $2,500 Arland D. Williams, Jr. Scholarship. Derek is currently enrolled at Eastern Illinois University in Charleston as a dual major in finance and accounting with the goal to earn his Master of Business Administration.

100+ Women Who Care Effingham County contributed $12,500 to Harmony Playground at its second meeting of 2016.

100 Women Who Care Jasper County selected Compassionate Friends of Newton as the recipient of its $6,250 collected contribution.

The Richard E. Workman Sports & Wellness Complex held its grand opening on September 7, 2016.

Fundraising for the $9.3 million dollar project was facilitated by Effingham County Community Foundation. The sports complex features an eight-lane competition pool, indoor therapy/ recreation pool and lazy river, large multipurpose gym and fitness center.

In August, the Community Foundation awarded $3,672,719.19 in grants to 70 non-profit organizations and community projects.

Jasper County Community Foundation hosted its Hometown Event on November 3 at the Lifetree Cafe.

Crawford County Community Foundation hosted its Hometown Event on November 10 at the Bella Vista Winery.

100+ Women Who Care Effingham County In 2016, the Community Foundation gathered women together to discuss how they could work together for the greater good of their communities.

n 2016, women of Effingham and Jasper counties were introduced to an exciting and efficient form of charitable giving – called giving circles - that makes giving where they live so much fun!

100+ Women Who Care Effingham County and 100 Women Who Care Jasper County are based on a giving circle model in use throughout the country.

A giving circle is a form of philanthropy in which a group of individuals donate their own money to a pooled fund, decide together where to give the funds and, in doing so, seek to increase their awareness of and engagement in the issues covered by the charity or community project.

Members of each giving circle commit to donating $400 annually. The first $100 is invested in the 100+ Women Who Care Effingham Care Endowment or Jasper County Community Foundation Endowment, respectively. Contributing to an endowment ensures that funds will continue to grow to meet future needs in the community through grantmaking. The remaining $300 is contributed to three non-profit organizations or community projects serving the county.

The concept of the giving circle is simple: members meet three times a year and nominate a non-profit organization or community project that they would

Three nominations are chosen and members are given an opportunity to present to their fellow members on behalf of the organization or project’s need for funding. After each organization is represented, the membership votes for one organization to receive the funds. Once the votes are tallied and the recipient is announced, members make their contribution to the organization before leaving the meeting.

The non-profits and projects that are represented can gain support even if they are not selected by the membership, such was the case for the FISH Christmas Store, as spokeswoman Molly Bushue explains, “The level of awareness that came from presenting at the meeting was truly awesome. It was a wonderful platform to spread the word about the FISH Christmas Store. Although we didn’t walk away with the big donation, multiple members still donated to the Christmas store after hearing my presentation.”

Our giving circles are simple, informative, and impactful! Meetings are less than an hour long, allowing women to participate in the midst of a busy schedule. Members love the opportunity to socialize, network and make new friends all while learning about the non-profit organizations and community projects at work in their community.

Richard E. Workman Sports & Wellness Complex O

n September, 17, 2016, the Richard E. Workman Sports & Wellness Complex opened its doors to the Effingham Community! What started as a small seed planted over 20 years ago led to a communitywide effort to build this state-of-the-art health and wellness facility that benefits all residents of Effingham County.

On December 31, 2013, Dr. Rick and Angie Workman stepped forward with a pledge of $6 million and a challenge to the Effingham Community to raise the additional $3 million needed to fund the project.

The total amount raised from the community campaign was $152,487 over the $3 million goal from more than 150 donors. The grand total raised with Dr. Workman’s lead gift and the community campaign was nearly $9.3 million.

Ninty percent of the total raised came from the following major donors: Dr. Rick and Angie Workman Family; Midland States Bank; the Schultz Family (Agracel, AKRA, Roy and Nancy Schmidt, Ann and Dennis Deters, Open Prairie Ventures); City of Effingham/Convention & Visitors Bureau; J & J Ventures Gaming – Kay Jansen and Jack Jansen; Pat and Gloria Bauer; Dieterich Bank; Jerry and Madalaine McDaniel; Blake and Laura Linders; Richard Beatty – Central Illinois Hotel Management; Martin’s IGA; Dan Hecht Chevrolet Toyota; The Koerner Families & The Associates of Koerner Distributor. In addition to the major gifts, more than $965,000 came from 140 donors who contributed $25,000 or less and all donors who contributed $1,000 or more are represented on the donor wall in the lobby of the facility.

The grand opening was a joyous occasion, especially for those who were personally involved for so many years in conceptualizing and shaping the Richard E. Workman Sports Complex. Members of the Steering Committee included the following individuals: Dean Bingham, Hank Stevens, David McDevitt, Joedy Hightower, Jeff Althoff and the Park District board, Community Foundation staff and board, Greg Grunloh, Holabird & Root, Tom Hillgrove, Rink Management, and more than 30 additional volunteers who worked in some way to make this facility possible! Like other projects of this magnitude, the Richard E. Workman Sports & Wellness Complex required leadership, foresight, careful planning and most of all generous donors!

Ray, Mary, & Tim Niebrugge Land Trust Local farmer grows more than just crops...

they grow possibilities.

R

ay Jansen is pictured above in front of a sign recently erected on a tract of ground he has farmed for more than 35 years. Jansen was a longtime friend of the Ray, Mary, and Tim Niebrugge family, whose private family trust was established to provide college scholarships for high school graduates from Effingham County needing financial assistance. Ray began farming the ground with Tim Niebrugge when he was 18 years old.

Tim Niebrugge, the son of Ray and Mary, took over the farm operation after the loss of his parents until 2005, when he was diagnosed with melanoma cancer. He passed away in September 2006. Tim never married or had children, so he left 503 acres to the Ray, Mary, and Tim Niebrugge Trust.

The Trust also provided for Ray Jansen and other individuals the option to farm the property during their lifetimes. At the end of 50 years, the property was to be distributed to two named beneficiaries, St. Mary’s Church in Green Creek and Effingham County Community Foundation.

However, in December 2012, as the value per acre of the farm increased, the trustees were faced with the

realization that they would have to sell off portions of the farm property. For private trusts, five percent of the assets must be distributed each year to avoid tax implications. That rule, where a farm asset is concerned, means trustees would have to sell off pieces of property to make the required distribution and essentially cannibalize the farm in the process.

The trustees knew this was not what Tim would have wanted and they turned to the Community Foundation to find a way to keep the farm intact. In the end, the trustees petitioned the court to dissolve the trust and distribute the property to the two beneficiaries.

As the new landowners, the Community Foundation has honored the terms of the original trust and works closely with tenant farmer Ray Jansen to not only maximize the income from the farm, but to provide scholarships to Effingham County graduates. The Ray, Mary, and Tim Niebrugge Scholarship Fund has distributed nearly a quarter of million dollars since the Community Foundation began administering the fund.

Outstanding philanthropists honored T

he Community Foundation exists to provide support and training for our affiliate community foundations. In the past, we have highlighted the work of one affiliate a year at a regional annual dinner. In 2016, we proposed a major change to the regional event structure in order to return our focus and messaging to our local affiliates and the people and communities they serve. By hosting “Hometown Events” in each of our affiliate communities, we had the opportunity to celebrate the community leaders, local funds and specific programs supported by each affiliate community foundation and selected a local Outstanding Philanthropist from each affiliate community foundation.

Jack Schultz was named the 2016 Richard C. Siemer Outstanding Philanthropist for Effingham County. Schultz shows remarkable care for his community in so many ways, such as contributing to its economic development through business ventures and the promotion of tourism. Schultz is the founder and CEO of Agracel, an industrial development company that works with companies wanting to relocate to small rural communities.

Agracel is located within Effingham’s Network Center, a technology park which Schultz started.

Also located in the Network Center is the Lake Land College Kluthe Center, another project that Schultz dedicated his time to. Today, many other businesses are located within the Network Center, providing over 2,000 people with a place to work or study.

Mike and Carol Fuller were named as the 2016 Outstanding Philanthropists by Mattoon Area Community Foundation. Mike and Carol Fuller lost their son, Alan, in 2004 and chose to carry on Alan’s legacy of generosity and kindness by establishing the Michael Alan Fuller II Memorial Scholarship to provide financial assistance to graduating Mattoon High School students pursuing higher education.

In addition to his work with Agracel, Jack Schultz is involved in promoting tourism in Effingham County. Under his leadership, the Lake Sara Forever Fund was created to complete a shoreline restoration and protection project. That fund’s purpose is expanding and Schultz serves on the Parks & Recreation Committee to enhance recreational opportunities at the lake for the entire Effingham community. Schultz also provided the land and financial support for the Cross Foundation.

Schultz is also a founding member of Effingham County Community Foundation and has donated more than $1.5 million to funds including the Agracel Can Do Fund and the Bethina and Jack Schultz Donor Advised Fund.

The Fuller Family established the Big Al Golf Classic in 2005 to raise funds for the Michael Alan Fuller II Memorial Scholarship. Rather than attempting to manage all the paperwork associated with a scholarship fund, Mike and Carol contacted Mattoon Area Community Foundation to help them with the investment the of the assets they had worked so hard to raise and to handling the scholarship process on their behalf.

After 11 years of hosting the Big Al Golf Classic, Mike and Carol decided to end the golf classic. However, because of their hard work building a permanent endowment, the Michael Alan Fuller II Scholarship will continue to fund scholarships annually without the need for annual fundraising. As of 2016, a total of 126 scholarships, totaling $122,000, have been awarded to students in Mattoon and Albuquerque in Alan’s memory.

Eagle Country Water Works received the 2016 Richard C. Siemer Outstanding Philanthropy Award in Jasper County. Eagle Country Water Works was established in 2004 when Tony Griffith had the idea that the profit from water bottle sales could be re-invested in youth programs in Jasper County. Mark Bolander was motivated by Griffith’s vision and the two partnered together with Lanette Huddleston to move the vision forward. Since 2004 the organization has granted more than $250,000 towards programs supporting youth in Jasper County.

Steve McGahey was named the 2016 Richard C. Siemer Outstanding Philanthropist in Crawford County. Crawford County is where Steve lives, works and raised his family. He has given back to his community through economic development leadership, volunteerism, and philanthropy. For the past 18 years, Steve has served on the boards for the Crawford County Development Association, the Palestine Development Association, and the Robinson Area Chamber of Commerce. His involvement with these organizations led to the development of at least three programs that are benefitting Crawford County today: Crawford County CEO, Leadership Crawford County and Crawford County Community Foundation.

Numerous examples of their philanthropic work can be found throughout the community from the Jasper County Boys and Girls Ballpark to school programs and, most recently, at The Landing, a newly established youth center in Newton.

Eagle County Water Works was also instrumental in the establishment of Jasper County Community Foundation, donating the seed money to establish the unrestricted community endowment. Since then, Eagle Country Water Works has established its own endowment and has provided the startup funds for Jasper County CEO and continues to be an investor in the program. In 2015, the Eagle Country Water Works Jasper County CEO Scholarship fund was established. In total, more than $100,000 has been invested in Jasper County Community Foundation funds. Through their generous investments with the Community Foundation, local youth programs in Jasper County will benefit, forever.

Steve learned of the CEO program through Bob Schultz, an acquaintance from the Illinois Chamber of Commerce, and saw the value in bringing the program to Crawford County and worked with others to recruit investors and establish the Crawford County CEO class.

Leadership Crawford County is a course that introduces its members about Crawford County, including the opportunities to become involved with the community.

The Palestine Development Association established a fund with Southeastern Illinois Community Foundation in 2011. Through that partnership, Steve became interested in the Community Foundation, its focus on rural philanthropy and its affiliate community foundation network. He took his interest to the Crawford County Development Association and after much discussion, the board began recruiting members to serve on the Crawford County Community Foundation advisory board.

Jason oversees the accounting functions of Southeastern Illinois Community Foundation and assists with audit preparations. outheastern Illinois Community Foundation established the Legacy Society to recognize those individuals who are planning gifts today that will provide significant benefits to our community in the future. These gifts may take the form of bequests, charitable remainder trusts, gifts of life insurance, or other charitable planned gifts.

You are eligible for membership in the Legacy Society if you have made arrangements in your will or through some other form of deferred giving, for a gift to Southeastern Illinois Community Foundation.

Simply contact our office to notify us of your plans and we will assist you in making more precise arrangements for how the Community Foundation will use your gift.
