Monitoring Around and Near Refineries Improves Understanding of Air Quality in Surrounding Areas

I

mplementation of South Coast AQMD’s Rule 1180 program (refinery fenceline and community monitoring) is underway. Rule 1180 was adopted by the Governing Board in December 2017 and requires all large petroleum refineries in the South Coast Air Basin to install and operate continuous fenceline air monitoring that will provide real-time data for a variety of air pollutants such as benzene, black carbon, hydrofluoric acid and other volatile organic compounds (VOCs) to the public and established a fee for monitoring in communities nearby refineries.

Air monitoring can provide valuable information about sources of air pollution, types of pollutants, and air quality impacts in communities in areas surrounding refineries. The main objectives of the Rule 1180 program include:

The South Coast AQMD Rule 1180 website will provide real-time preliminary monitoring data collected at the community sites and provide links to each refinery’s fenceline monitoring data.

• Providing real-time information about air pollutant levels at refinery fencelines and in nearby communities; • Understanding long-term variations and trends of refinery-related emissions; • Helping communities understand potential air quality impacts of refinery emissions; • Providing a notification to the community if emissions exceed predetermined levels; and • Enabling refineries to quickly address significant changes in emissions.

Once the fenceline monitoring systems are installed at the local refineries, there will be a total of 138 monitors that will use different technologies to monitor for pollutants associated with refinery operations. In addition to the monitors at the refinery fenceline, South Coast AQMD and its contractors will deploy, operate and maintain an additional 12 air monitoring stations within the communities near the refineries. South Coast AQMD continues to work with the local refineries on all other elements of their fenceline monitoring plans including quality assurance, back-up monitoring

Yorba Linda Councilman Rodriguez and Environmental Attorney Kracov Join Governing Board, Mayor McCallon Reappointed

A

t the February 7 Governing Board meeting, Yorba Linda City Council Member Carlos Rodriguez was sworn in to the South Coast AQMD Governing Board, as the representative for the cities of Orange County.

Rodriguez has over two decades of public and private sector experience.

He currently serves as the Chief Executive Officer of the Building Industry Association of Southern California Baldy View Chapter, and serves on the Southern California Association of Governments – Transportation Committee, League of California Cities – Orange County Division, and has been awarded the “Corporate Advocate of the Year”

from the California Hispanic Chamber of Commerce.

At the same meeting, Highland Mayor Larry McCallon was sworn in to his second four-year term as the South Coast AQMD Governing Board member representing the 16 cities of San Bernardino County. He was first elected to the position in February 2016.

Both McCallon and Rodriguez were elected by mayors and council members of the cities within each county they represent on the South Coast AQMD Board.

At the March 6 Governing Board meeting, environmental, civil law and

land use attorney Gideon Kracov was sworn in as the Governor’s appointee to the Governing Board.

At his private practice in Los Angeles, Kracov has worked for diverse business, labor and non-profit clients, and as a government lawyer. He also spent over a decade as General Counsel of the California Waste and Recycling Association, served as Deputy Los Angeles City Attorney where he counseled the Departments of Planning and Sanitation and helped negotiate the $168 million settlement that removed trash from the Los Angeles River, and has served pro bono for various non-profits and community organizations.

South Coast AQMD Issues Violation for Jet Fuel Release that Impacted Los Angeles Area Schools, Public

T

he South Coast AQMD issued a Notice of Violation (NOV) to Delta Airlines following a jet fuel dump on January 14 that impacted students, teachers and other members of the public in Los Angeles County.

The NOV alleges that Delta Airlines caused a public nuisance in violation of the agency’s Rule 402 and California Health and Safety Code Section 41700. South Coast AQMD’s investigation was prompted by community complaints which resulted in inspectors being dispatched to several locations. Complaints regarding the exposure to the jet fuel were reported at multiple schools within the Los Angeles Unified School District, the Cudahy Public Library, and two schools within the El Rancho Unified School District.

Delta Airlines Flight 89 was headed to Shanghai, China from LAX when an in-flight emergency was declared, causing the plane to return to the airport. As part of its emergency landing, jet fuel in the form of mist was released into the atmosphere impacting multiple areas of Los Angeles.

South Coast AQMD Staff Presents “Why Healthy Air Matters” to Carson High STEAM School

n February 6, staff from South Coast AQMD had the opportunity to present the “Why Healthy Air Matters” program (WHAM) to students in a senior Environmental Sciences class at Carson High STEAM School. The school’s Environmental Science, Engineering, and Technology program empowers students to participate in real world environmental and sustainability issues, such as air quality, and preparing them for higher education and careers.

WHAM aims to increase awareness of air quality issues within the South Coast Basin and empower youth to drive positive change in their communities through a series of lessons. South Coast AQMD’s staff Ryan Stromar presented on local and regional air quality issues and different careers paths at South Coast AQMD and in the fields of environmental science and air quality.

The students learned about the current challenges and opportunities facing their community and the region in the fight for clean air. As a school located within an Assembly Bill 617 designated community, the class learned about South Coast AQMD’s efforts to address the

disproportionate effects of air pollution in environmental justice communities. The class was invited to attend a future AB 617 Community Steering Committee meeting to see firsthand how community members, local businesses and environmental and health organizations are working to improve the air quality and quality of life in Carson and neighboring communities.

The student’s next WHAM lesson will have them design an air quality study and take real measurements of particulate matter with handheld monitors, then present their results to South Coast AQMD. South Coast AQMD is implementing the WHAM program in high schools located within environmental justice communities to increase teacher and student awareness on air quality issues in their communities.

AB 617 Update AB 617 Update: Kick-off Meetings Held in Southeast Los Angeles and Eastern Coachella Valley

I

n January 2020 the South Coast AQMD staff held kickoff meetings in the recently designated AB 617 communities of Southeast Los Angeles and Eastern Coachella Valley.

Community Kick-off meetings were held on January 9 in Huntington Park and January 22 in Coachella. South Coast AQMD Governing Board Member, and Riverside County Supervisor V. Manuel Perez gave welcoming remarks at the Coachella meeting.

At the kick-off meetings, staff provided an overview of the AB 617 program, the Community Steering Committee (CSC), Community Emissions Reduction Plans, and Community Air Monitoring Plans.

Approximately 80 people attended each of the kick-off meetings.

Community Steering Committees were formed for each community, with 38 members in Southeast Los Angeles and 45 members in Eastern Coachella Valley. The first CSC meetings were held on February 6th in Bell Gardens and on February 20th in Coachella. Staff presented a CSC orientation, information on sources of air pollution, and an overview of local air monitoring efforts. The CSC members participated in active discussions regarding the community boundary and to identify each community’s air quality priorities.

All-Electric Trucks Demonstrated at Volvo LIGHTS Innovation Showcase

S

outh Coast AQMD played a key role in the Volvo Low Impact Green Heavy Transport Solution (LIGHTS) Innovation Showcase on February 11, at the Fontana Auto Club Speedway and TEC Equipment facility.

Fifteen public and private partners, including South Coast AQMD and the California Air Resources Board (CARB), are involved with the

Volvo LIGHTS project to evaluate all-electric freight movement in high-density traffic and urban areas, particularly in EJ or disadvantaged communities.

Event attendees were able to ride and drive the Volvo VNR Electric project trucks and attend breakout sessions on infrastructure and charging, service and support, and community benefits.

South Coast AQMD is administering nearly $90 million for the Volvo LIGHTS project from a $44.8 million award from CARB with $41.7 million coming from Volvo and its 15 partners.

South Coast AQMD also contributed $4 million to the project from the Clean Fuels Fund.

Increased No-Burn Day Enforcement and Education Help Improve Wintertime Air Quality

E

very winter from November 1 to the last day in February, on days when air pollution levels of PM2.5 are forecast to be high, South Coast AQMD meteorologists issue a mandatory ban on burning wood or manufactured fire logs in residential fireplaces and outdoor fire pits.

The South Coast AQMD issued 23 No-Burn advisories this winter across the South Coast basin during the four months the annual Check Before You Burn program was in effect.

This is an increase from the 2018-2019 season’s 13 No-Burn days, but a decrease compared to the 33 No-Burn days in the 2017-2018 season.

Enforcement and educational activity were stepped up this season to further local residents’ awareness of, and compliance with the Check Before You Burn program. On each No-Burn day, air quality inspectors were dispatched to investigate complaints received about burning on a No-Burn day. On those days, informational letters explaining the program, and violation notices were issued to residents found or suspected of burning on no-burn days.

Wood smoke is a significant source of PM 2.5. Breathing high levels of PM2.5 over long periods of time can aggravate asthma, and trigger other respiratory or cardiovascular conditions, and increases risk of heart attack and stroke, and potential low birth weights in newborns.

Recent South Coast AQMD Executive Staff Promotions

A

mir Dejbakhsh was named Deputy Executive Officer (DEO) of Engineering and Permitting on November 18, 2019. He has over 35 years of air quality experience with the South Coast AQMD and has extensive knowledge of Title V, RECLAIM, BACT/LAER, and New Source Review. Most recently, he served as Assistant Deputy Executive Officer of Engineering and Permitting and Senior Engineering Manager in charge of the Coatings/Plating/Military/ Entertainment Industry team.

Jason Aspell was promoted to the position of Assistant Deputy Executive Officer of South Coast AQMD’s Office of Engineering and Permitting on January 6.

He will be assisting DEO Amir Dejbakhsh to ensure the successful operation of the agency’s permitting program. Prior to this position, Jason was the Senior Enforcement Manager of the Toxics and Waste Management Division overseeing a compliance team responsible for the asbestos program, lead, hexavalent chromium, and other toxic emission sources, and landfills and wastewater treatment facilities.

Faye Thomas was appointed to the position of South Coast AQMD’s Clerk of the Boards effective December 30, 2019. As Clerk of the 13 member Governing Board and five-member Hearing Board, Faye is responsible for scheduling all regular and special meetings and hearings, preparation of minutes and agendas, and the posting of meeting and hearing notices. She is the official custodian of records for the Governing Board and Hearing Board and provides administrative and clerical support to both boards. She has over 29 years of service in various administrative roles throughout the agency. Faye has a bachelor’s degree from the University of La Verne.

Celebrate Earth Day’s 50th Anniversary with South Coast AQMD

A

pril 22, 2020 is the 50th anniversary of Earth Day, a global event to demonstrate support for environmental protection. Although the first official celebration occurred in 1970, the Earth Day movement dates to the early 1960s.

Following the revelations in Rachel Carson’s environmental science book “Silent Spring” in 1962, U.S. Senator Gaylord Nelson wanted the federal government to recognize the planet was at risk and take a more active role in cleaning up the environment. After being inspired by the countercultural demonstrations of the 1960s, Senator Nelson developed the idea for Earth Day, envisioning massive grassroots environmental demonstrations across the nation.

When Senator Nelson announced his idea for Earth Day, the response was ecstatic, as 20 million demonstrators, across thousands of colleges, universities and local communities, participated in Earth Day activities. One of the founding events of Earth Day was an environmental teach-in first held on April 22, 1970.

By 1990, Earth Day celebrations had gone global with over 140 countries participating. n January 18, the South Coast AQMD hosted its 7th Annual Martin Luther King, Jr., Day of Service Luncheon “Continuing the Legacy Through Clean Air for All” at the California Science Center in downtown Los Angeles.

The luncheon featured prominent guests and inspirational speakers on the environment and air quality and highlighted South Coast AQMD’s many environmental justice initiatives including “Why Healthy Air Matters,” a youth educational program. More than 350 participants from a wide variety of basin residents, elected officials, and four South Coast AQMD Governing Board members attended the event.

This year’s featured speaker was Victor Pacheco, Civic Engagements Specialist at Community Coalition. Also featured was the recipient of the Environmental Justice for All award, Gloria Walton, President and Chief Executive Officer of Strategic Concepts in Organizing and Policy Education (SCOPE).

South Coast AQMD Technology Demonstration Forum

n January 10, the South Coast AQMD showcased prototype and commercial trucks that have been funded, developed and demonstrated through a variety of the agency’s Technology Advancement Office projects, with total project costs shared with local, state and federal agencies.

The following projects were showcased: • Class 8 Battery Electric Drayage Trucks (BYD & Peterbilt); • Class 8 Fuel Cell Trucks (Kenworth); • Class 6 and Class 8 Battery Electric (LIGHTS) Electric Trucks (Volvo); • Orange County Transportation Authority fuel cell transit buses (New Flyer); • Class 6 eM2 and Class 8 eCascadia battery electric trucks (Daimler); • Battery electric airport shuttles (Phoenix Motorcars); • Class 8 fuel cell drayage trucks (Transpower and US Hybrid); and • UPS fuel cell delivery vans.

In addition, commercially available products eligible for incentive funds including Near-Zero Class 8 trucks with Cummins Westport 12-liter ISX12N CNG powered engines (Freightliner Cascadia and Volvo VNR) were on display.

The event was held in the front parking lot at the agency’s Diamond Bar headquarters.

Registration fee is $65.69 per person. Submit payment to our Cashier in the lobby upon arrival. Pre-registration is preferred prior to attending this training.

However, walk-in registration is welcome provided that the 80-person capacity of the venue is not exceeded.
