Conley Expansion Proposal Presented BY RICK WINTERSON

O

n November 13, Massport officials presented their $35 million proposal for expanding the Conley Terminal. If approved, ground will be broken next spring. Mitigation of potential quality-of-life problems for nearby residents was the most-dis cussed issue. Other discussions centered on the layout of the newly expanded terminal and its security. At the Tynan School last Wednesday evening, November 13, Massport (the Massachusetts Port Authority) presented its plan for expanding the Conley Terminal. Briefly stated, this proposed expansion will extend westward across what used to be the Coastal Oil property. A haul road, in and out of the expanded terminal, will stretch across intervening properties to join with Summer Street at the bridge over the Reserved Channel. The present Farragut Road entrance for trucks into Conley will be relocated to this haul road. The employee and passenger car entrance will remain on Farragut. joyed a very successful decade. However, this has led to justifiable complaints from nearby residents, involving noise and intense lights during nighttime hours and the ever-increasing truck traffic along First Street. The situation was further complicated by the long battle to remediate the oil leakage that occurred during the years that Coastal Oil was in operation. There’s also a backstory to the proposed Conley Terminal expansion. When the Panama Canal widening is completed in 2014, extremely large container ships (referred to as “post-Panamax� vessels) will be able to pass through the Canal and then un-
