Joanne Kelly Heads Julie’s Family Learning Program by Rick Winterson

W

hen you first meet Joanne Kelly, the Executive Director of Julie’s Family Learning Program since Wednesday, September 8, you’ll be impressed with her enthusiasm – both for her new position and for Julie’s itself. During our interview, Joanne referred to Julie’s as “a hidden gem”. Despite having been the leader of Julie’s efforts for only six weeks, she has set herself the goal of making sure that South Boston knows what Julie’s Family Learning Program is really all about. Her plans include an Open House in the near future – possibly on a Saturday afternoon in mid-November – please look for her press release about this event. REAL ACCESS!

Director. Bob has been loyally serving the clients at Julie’s (both the very young and the adult clients) for more than 40 years. After four decades of hard-working service, he is looking forward to his own welldeserved retirement on December 31. But he’s still working at Julie’s as a consultant to Joanne through year-end, while she completes her break-in period. During our interview, Bob said, “Look, change is inevitable. Wit h Joa n ne’s le adersh ip, Julie’s is in good hands.” To use a current word, Joanne is “connected”. She was born and raised in South Boston – her family included four daughters born and brought up in the Old Colony development. One of her sisters, who was a Continued on Page 2

Julies Family Learning young Mom at the time, attended Julie’s earlier in this century. Joanne’s education includes a B.S. degree in Business from E a stern Na z a rene College, followed by a Master’s degree (an M.B.A.) from the University of Phoenix – she received her M.B.A. from Phoenix long before the need for “remote” or “virtual” classwork arose. Since then, Joanne has held financial and management positions at nonprofits such as the International Society for Disease Surveillance, the Tufts Health Care Institute, and Quincy Community Action Programs. Prior to coming to Julie’s, she was the V.P. of Finance and Administration at Quincy Asian Resources, Inc. Perhaps most important of all, Joanne is a mother herself. She and her daughter Brandy now reside in the Germantown neighborhood of Quincy. Brandy attends UMass Boston, majoring

Julie’s Family Learning Program facade in Criminal Justice; her ambition is a career as a Police Officer. Among the key challenges Joanne faces is staff ing a fully reopened Julie’s Family Learning Program for 2022 and beyond. Dedicated employees with the right qualif ications also need to be compassionate human beings to serve Julie’s

clients well. Finding good teachers is just one example of her staffing challenges. And you have certainly heard about all of the workforce changes and complications caused by t he COV ID -19 pa ndemic. These are quotes from Julie’s news release about Joanne Kelly: “She is the right leader at the right

time …” says Board Chair Sharon Asiaf. Theresa Finn Dever of the Board’s Search Committee adds, “Joanne embodies (our) values in the deeply intentional way she approaches her work.” So Joanne is certainly welcome here. We’ l l c lo s e w it h a goodbye to Bob Monahan – Godspeed and farewell, Bob!

The fall weather was crystal perfect, the coffee was excellent, and our local cops were welcomed enthusiastically. Cathe Walsh of Deja Brew, 704 East Broadway, hostessed the 2021 observance of South Boston’s “Coffee with a Cop” tradition. A number of residents showed up this morning to celebrate the first Coffee with a Cop. And the upbeat conversation was all about sports, families, and the good work done by the Boston Police at Station C-6 here in South Boston. Thank you, Cathe; and thank you to all our Police Officers.

Sen. Collins, Rep. Biele Announce Funding for Affordable Housing in South Boston Investments will produce over new 100 units of affordable rental units in South Boston

R

ecently, State Senator Nick Collins, State Representative David Biele, and the Baker-Polito Administration announced more than $30 million in direct funding as well as the allocation of state and federal tax credits that will yield an additional $200 million to support the rehabilitation and production of 678 units of affordable housing. These investments are being made through the Department of Housing and Community Development’s Rental Housing Rapid Production Program. Locally, these investments will result in

104 new rental units at the Anne Lynch Homes at Old Colony in South Boston, all of which will be affordable to households. The housing provider, Beacon Communities has worked closely with the U.S. Department of Housing and Urban Development, DHCD, and the City of Boston, and DHCD to fully redevelop the massive Anne Lynch Homes at Old Colony over the last decade. To date, more than 500 units have been completed or are currently under construction as the rehabilitation of Old Colony continues. When completed, all the new units will be affordable to households earning less than 60% of AMI. “Building more affordable housing to disrupt patterns of housing insecurity and

intergenerational poverty is a top priority for me,” said Senator Collins. “I am proud to support these critical investments as Chair of the Senate Committee of Community Development and Small Business, and I thank the Baker Administration for awarding this funding.” “It is crucial that we continue

to produce housing that is affordable for our neighbors and families,” said Rep. Biele. “I am thankful to the Baker-Polito administration for these important investments which will result in over 100 new affordable units in South Boston, and will continue to work with my colleagues in government on the housing needs facing our communities.”

“It’s great. I could feel t he a nt ic ipat ion f rom t he neighborhood,” she said, noting she had gotten a lot of questions about when the bakery was going to open. Tatte is the anchor of National Development’s redevelopment of the Cole Hersee complex at 60 Old Colony. The 30,000-square-foot South Boston Tatte site includes an open production area (you can watch the deft hands of the bakers) that serves all of Tatte’s Massachusetts locations, the bakery & cafe, a bread room, a kitchen for the bakery, and a separate kitchen for cooking and baking classes. “We want to be able to allow guests to be part of the production,” Tzurit said. “It’s impor t a nt for u s to a l low people to come into our world.” That world includes amazing

Tatte boasts beautiful decor, comfy seating at tables, a bar, and counters, Wi-Fi, and so much more. “We want to be a part of people’s routines and a place where they can work, hang out, and make friends,” Tzurit said, noting the site employs more than 150 people, many of them South Boston residents. Power Plant Deconstruction to Begin

The current Power Plant site, looking down L Street.

by Rick Winterson

F

or nearly the next two years, the existing Power Plant structures at the intersection of Summer and East First Streets will be undergoing an almost complete

removal, to clear that site for new construction. This is a brief update on the site clearance that will make room for the Hilco Redevelopment Project. It was detailed in a virtual ZOOM meeting held by various contractors on Tuesday evening. The Hilco Redevelopment Project (the HRP), a subsidiary of the Hilco/Redgate partners, owns the old Power Plant that sits on the Reserved Channel at the intersection of Summer and First Streets. The Power Plant was shut down for good several years ago. HRP intends to build a massive mixed-use complex at that location, but to begin with, the site must be cleared of the existing buildings almost entirely. The word “deconstruction” is used by HRP to describe the

process of clearing an existing site slowly and very carefully, so that public sa fet y and convenience are ma ximized. “Deconstruction” also refers to retaining and renewing certain buildings on a built-up site buildings that might be historic or are architectural landmarks. HRP intends to reuse four of the original buildings on the Summer Street site, which are ca lled “turbine ha lls”. D e c on s t r uc t ion begins in November. This will take approximately 20 months; it’ll be completed in the midsummer of 2023. During the months remaining in 2021, the buildings and pump house on the north side of the site are to be taken down. Removal work will begin on the main smokestack. The sidewalk

on the east side of Summer Street will be closed from First Street to HR P’s brick headquarters building near the Conley Freight Corridor Road. However, the No. 7 bus stops will be retained. Additional Summer Street traffic due to the deconstruction will amount to a few trucks per hour – an estimated 25 trucks over each day shift, all of which will travel only on Summer Street (not down L Street or on East Broadway). Questions remain: For example, City Councilor Flynn seek s more intensive pest control with continuous daily monitoring. Noise and dust will be monitored and mitigated as needed, but such nuisances are difficult to predict. South Boston Online will keep you posted as deconstruction progresses.

to South Boston’s “real world” of beaches, shorelines, and salt water, along with other beaches from Nantasket to Nahant. All of these are healthy, squeaky clean, and beautiful due to SH/SB. Chris Mancini (SH/ SB Executive Director) emceed the Awards Ceremony. Also on hand were Patricia Salic (SH/ SB Development Director) and as usual, Bruce Berman (the SH/ SB Director of Everything Else). The Silent Auction was as successful as Awards Ceremony.

The many, many donated auction items raised approximately $330,000, far in excess of the event’s original fundraising goals. This will be used to continue free programs on beaches for the region’s families and children, and will continue the restoration of what ED Chris Mancini described as “our spectacular urban natural resources”. Twenty-seven (27) Event Supporters, including the Patty Foley Legacy Fund, were listed at the “Destination: Boston Harbor” Awards Ceremony.

ave the Harbor/Save the Bay (abbreviated SH/SB herein) put on a Silent Auction and an Awards Ceremony last week. It was an elegant event, entitled “Destination: Boston Harbor”; it was held at the Convention Center’s Lawn on D. The nine Awardees were recognized as “Harbor Heroes”. The first Award recipient among them was South Boston’s Jon Cronin,

a supporter of countless worthy causes such as SH/SB, as well as the Principal of The Cronin Group. The Group includes many South Boston enterprises along Broadway. Jon received his Hero Award from Chris Mancini, the Executive Director of SH/SB. The gala was upbeat for many reasons – a crowd of several hundred in attendance, an elegant meal, the enjoyable Lawn on D games, summer-like weather (despite predictions), and most important, SH/SB’s contribution

Jon Cronin and his Group are strong SH/SB supporters.

J Bruce Berman, SH/SB ED Chris Mancini, and Development

Fort Point Open Studios Open Once Again

“Dragons Breath”, by Nathan Bourque.

by Rick Winterson

O

pen Studios – really “open” in person, not “virtual” – have returned. Last Friday through Sunday, enthusiastic art lovers and aficionados gathered once again at South Boston’s Fort Point studios, galleries, and selected outdoor areas. Yes, masks were worn. Otherwise, it was Open Studios as we all remember them. The FP3. Gallery at 346 Congress Street hosted Jeffrey Heyne, who has assembled an exhibit he calls “To Hunt a Moon”. His unique assemblages are composed of photographs of the Moon shot there by astronauts. He then combines these with views of the America’s rural West, often in the snow, which gives the fence lines a striking appearance, as in “Contour Map with Cattle Fence and Silver Spur”. And take a long look at Heyne’s “Mt. Hadley with Cattle Ranch and St. George Crater”. The Fort Point Artists Community (FPAC) exhibited individual works of member artists in their 300 Summer Street home gallery. We were especially struck by “Day of Storms”, a bas relief made from redwood chips by Mario Kon, and the brilliant coloring of “Dragons Breath” by Nathan Bourque. Talent runs in families - South Boston Online

“Listen, 2021”, by Michelle Curran.

had previously reviewed paintings by Bourque’s father, Michael Bourque. A key apart of the FPAC exhibit welcomed visitors under the title “Protecting Our Sea Grass Habitat”. It had as its goal an awareness of the beauty and life of seagrass, so visitors were asked to take part. The visitors were challenged to jointly design a room-sized installation using paper figures cut to symbolize sea grass marshes and their dwellers. The lobby of the artists’ live-work studio building at 15 Channel Center hung perhaps 50 or more original works in many media. Most of the these were creations with the central theme of global warming and ocean rise, which ranged from an extremely graphic video of Downtown Boston flooding in 2018 to a digital collage of found images by Michelle Curran she called “Listen, 2021”. Curran’s art work was inspired by the three effects of climate change; it represented droughts, floods, and fires. The only question she left unanswered came from wondering if the droplets in her work of art represented torrential rain or our own human tears. The USPS lot’s fence along A Street was both the canvas and the frame for an installation entitled “The Proud Thread” by Kristen Alexandra. “The Proud Thread” is a peacock’s tail created from thread; the greens and blues certainly evoke its feather; since ancient times, peacocks have symbolized regrowth and rejuvenation. And wouldn’t you know that Kristen said about her work of art, “I’m proud as a peacock!”? The evening Open Studios exhibition was actually a fashion show called “Born to Create”, which was held in the Envoy Hotel’s performance space, directed by Harrison Clark, and featured designs by fashionisto Tyrell Primus of “Visuals”. Local individuals acted as models for the fashions created, many of which were adorned with words that functioned as integral parts of the designs. The Envoy’s space was converted into a Born to Create Fashion Show Runway for the occasion. Unfortunately, the staging of “Born to Create” left much to be desired. Lighting to properly view the “Visuals” was sadly lacking, and the ragged timing of the actual event indicated that it hadn’t been adequately rehearsed.

“Day of Storms”, redwood chip bas relief by Mario Kon.

Jeffrey Heyne by his favorite work, “Contour Map with Cattle Fence and Silver Spur”.
