Housing: A Key Issue

ASCA (the Andrew Square Civic Association) held an important community meeting on Monday evening. The two-hour event, was their first get-together since summer began three months ago. Most of our community groups in South Boston take the summer off, i.e., no meetings during June/ July/August. And come September, there’s usually a lot to discuss.
The ASCA meeting was friendly, quite active, and very spirited – among the many topics discussed were ongoing plans for Washington Village, progress in cleaning up Andrew Station, and an update on the opening of “Small Victories” (a new restaurant at 400 Dorchester Street). Everyone thought the “On the DOT” evening last Friday went

well. “We’re excited!” was one enthusiastic comment.
During the meeting, housing issues were discussed in some detail. Everyone at the ASCA meeting was aware that Accordia Partners had received BPDA (Boston Planning & Development Agency) approval for Dorchester Bay City. Even though Bay City will be located on the Dorchester side of Kosciusko Circle, at the old EXPO site on Columbia Point, it will have a significant effect on South Boston.
The complete renovation/ reconstruction of Mary Ellen Mccormack Project (a.k.a. “Old Harbor”) also came up. The renovation/reconstruction will be a “mixed income” development, with market rate units alongside subsidized units. Interestingly, while

most of the people attending the meeting agreed this would be a good development, much concern was expressed that it should not be managed like the similar development now going on at the Anne Lynch Homes (a.k.a. “Old Colony”). Preserving older trees and existing green landscape areas around Mccormack was stressed.
To add to the emphasis on housing in South Boston, we received two Notices this week. One of these announced that developers have been selected by MassPort (the Massachusetts Port Authority) to design and build affordable housing in the South Boston Seaport. This 200-unit project
will be 15 stories tall; it is to be located on D Street next to the South Boston Waterfront Transportation Center.
The second bulletin described a proposal to build 250 residential units near the BCEC (the Boston Convention and Exhibition Center). These would be four- to six-story structures on three available lots, a few blocks to the south and east of the BCEC. Whether this project would offer subsidized rentals was not stated. However, South Boston Online had reported on a presentation last year, which claimed that moderate costs would characterize this threelot proposal when approved.

neighborhood. It’s worth stating that South Boston, with just over 5% of Boston’s population and only 10% of its area, is
home to more than 20% of Boston’s assisted and subsidized residents. We are doing our part. Let’s keep it that way.
Government Shutdow Impact on Veterans and their families
Boston City Council President Ed Flynn filed a hearing order to discuss the impact of a government shutdown on Boston’s Veterans and their families. The hearing order will be formally introduced at the Council Meeting this Wednesday, September 27th, in preparation for the possibility that the federal government shuts down on October 1st.
All are welcome to The Blessing of the Animals, in honor of the Feast of St. Francis of Assisi, Patron Saint of Animals, that will take place after the 9AM Mass, at Gate of Heaven Church, this Sunday, October 1st, 2023. It will be held downstairs in the I Street Courtyard, near the Celtic Cross, outside Gate of Heaven Church. Please have your lovable family pet on a leash or in a pet carrier.
While veteran benefits, including health care and pensions, are unlikely to be impacted by a government shutdown, pay for current military service members will be halted, and agencies such as the Department of Housing and Urban Development and Department of Labor, which support veterans and military families with housing vouchers, and services such as transition assistance and career counseling, are likely to be affected. In the past, the City of Boston’s Office of Veterans Services has worked with the U.S. Department of Veterans Affairs and other federal agencies to support veterans and military families, and provide them
with information on the services and benefits they have earned.
“Veterans and military families have proudly served our country and earned their benefits from our city, state, and federal governments,” said Council President Flynn. “I have heard from a number of our veterans, as well as those active in service, expressing concerns about benefits and pay from the government shutdown, including services for women veterans, homeless veterans, and veterans with disabilities. It is critical that they are guaranteed services on time, and that they have clarity and information on the impact of a government shutdown.”

Developer to Build 200 Mixed-Income Units in South Boston
Massport Designates Developer to Build Affordable Housing in the South Boston Waterfront. First of its kind project to develop 200 mixedincome units
The Massachusetts Port Authority (Massport) Board of Directors today voted to designate Boston-based The Community Builders (TCB) and their team to develop the first mixed-income residential development project in the South Boston Waterfront. TCB has nearly 60 years of experience building housing. This project will provide 200 rental units in a 100% affordable project. The proposed unit mix contains 90 twobedroom units and 25 threebedroom units ideal for families. The project’s income levels range from 30% Area Median Income (AMI) to 120% AMI, which will allow for workforce housing.
Creating more housing is a shared priority for Governor Maura Healey, Boston Mayor Michele Wu, and business leaders. Massport understands the urgency of the need and with this project, will contribute to addressing it.
“The development of this site marks a significant step forward as we look to find creative solutions to increase housing opportunities here in Massachusetts,” said Ed Augustus, Secretary of the Executive Office of Housing and Livable Communities. “This South Boston parcel is consistent with the Healey-Driscoll Administration’s commitment to exploring innovative ways to build much-needed housing on land owned by the state and quasi agencies that ultimately will enable families to both live and work in the city.”
The project consists of
a 15-story building totaling 224,000 square feet. D Street will be activated with 15,000 square feet of community retail space and a childcare facility. The project is conveniently located near two MBTA Silver Line stations. The building will be all-electric, including the use of solar shading devices and solar photovoltaic panels on the roof. The overall design will be highly sustainable and pursue Passive House and LEED Gold design standards.
“This project helps the Authority contribute to solving the existing housing crisis in Boston, and creating a mix of housing opportunities is important to our Board as the district evolves on the South Boston Waterfront,” said Massport Board Chair Patricia Jacobs.
“Building more housing is critical to the Commonwealth’s economy so we are excited about this important project that will bring affordable family and workforce housing to the South Boston Waterfront,” said Massport CEO Lisa Wieland.
“The Community Builder’s proposal led in all four selection criteria and we were impressed by their vast experience in building mixed-income communities.”

If you are ever tempted to think that all new neighbors to South Boston, bring ill-regard and annoyance to the treasured neighborhood, you haven’t met Alabama born and raised, Alan Barlow. At twentyseven, he completed undergraduate and graduate degrees in Alabama, is a Physician’s Assistant and visited forty-eight states. He has now landed in South Boston, the only place he has lived outside of Mobile.
“I absolutely love my job at Mass. Eye and Ear,” he said.
Over Thirty and Under Three
“Everyone who works there seems to want to be there. I randomly applied through Indeed, and interviewed at other Boston places, too, but I couldn’t have been luckier to get this.”
He expresses enthusiasm and joy for his home of less than a year and engages in a natural and intelligent way. He observes some of the behavior he doesn’t like but stays focused and without obvious judgement.
“I always wanted to live in a bigger city and not drive. I am loving it here. There is always something to do. I live right near the beach and played volleyball there this summer, and now we have moved over to Moakley Park. Then, Trivia Night at the Shamrock has become a stable in my life. The same group plays
every week, and it is fun and right down the street,” he said.
Beyond these positive activities, Alan thought through his choice of where to live. “I didn’t want a high rise. I like this kind of place, but I understand how people who have lived here a long time get nervous about costs going up,” he said. As he walks around the city, he is quick to see beauty in the Public Garden, and Charles St, and in travel to other New England states, but there is something that feels at home about him in South Boston. With a slight Southern accent and ample politeness, he looked for a different place to call home, and seems to have found it.
“Yes, it is different, and I haven’t had a winter yet, but what I notice is that people tell you what they don’t like. It’s honest. No one tries to be nice to be nice,” he said with a notable sense of modesty and confidence.
As comfortable as he is in this northeast city of new wonders, his mother, Director of IT for an international firm, and a pharmacist sister, mother to his young niece and nephew all live in Alabama. So far, his outgoing manner allows for a connection in both places.
“They are used to me missing because I travelled so much, but I will go back for the most important holiday, Mardi Gras, make no mistake,” he said laughing.
Of course, much of Alan’s time is devoted to work in the Sinus Clinic at Mass. Eye and Ear, and the interesting and complex situations that led him to want to have a patientfacing career over other medical possibilities. Even so, he is already thinking of volunteer work when the time and place are right.
“I want to do something that provides a service and also helps me stay medically up to date. I’m thinking about where when the time is right, “he said.
It will be a lucky place that matches him, as it has been for Mass. Eye and Ear and South Boston. He brings the kind of energy and sensitivity any community can appreciate.
“I am planting my feet and want to stay at a place,” he said.

This notable exhibit at the Midway Gallery in Fort Point was actually created by a gathering of very talented women, whose works of art plead for a healthier Earth and empathy for all living species.

The Midway Artist Studios in South Boston’s Fort Point neighborhood provide artists with live-work spaces at 15 Channel Center. Since 2014, Midway has rented studios to working artists, who are pursuing their creativity via extraordinarily diverse media and activities. With 89 live-work studios currently, Midway is the largest

artists’ building in Greater Boston.
Midway also has a groundfloor gallery open to the public that is now exhibiting “State of the Earth”, a collection that includes many works in a host of studio media. All of the artists in this exhibit are women; all of their exhibited works focus upon Earth’s biodiversity in crisis. This situation is addressed at the entrance to the “State of the Earth”, where a letter entitled “Art and Science on Biodiversity Crisis” is posted from Liliana Folta. Be sure to read it. In addition to exhibiting, Folta is an Interdisciplinary Artist and Independent Curator Advocate of Native Plants.
We were particularly struck by an exhibit near the entrance to the Midway exhibition space. It is a multi-level installation by local artist Kathleen Bitetti, which consists of a large, carefully arranged number of small works of art by her and her neighbors. And that leads to the name of her installation - “NEIGHBORS”.
Bitetti began a pollinator garden in her backyard in 2020, after her next-door neighbor cut down trees and letting sunshine into her yard. Her plantings now include spring-to-fall blooming flowers, along with over-winter planters for perennials and annuals that thrive in the “micro-climates” her backyard experiences. Many of the objects in Bitetti’s installation were sourced from her neighbors. Honey from Caitlyn Murphy’s nearby beehive is one example. Ten crocheted bees were fabricated by the Crochet Club at the Neighborhood House. Many objects came from neighboring stores. “Neighbors” by Kathleen Bitetti is quite an eyeful, indeed. We could only include a few photos of the many works of art in “State of the Earth”. See the exhibit for yourself. The variety of art works and the number of media used are truly interesting. Many of them are not only beautiful, but
are also vivid reminders of an environment that needs your help to survive. And just to repeat,
if you decide to visit the exhibit, be sure to (carefully) read the letter posted by Liliana Folta.

First of all, perhaps some translation is called for. “On the DOT” refers to the mega-project that is now underway along Dorchester Avenue. This is being managed by CORE Investments, Inc., and it will eventually stretch for half a mile, from just north of Andrew Square and its “T” Station almost to the intersection with Old Colony Avenue. The area involved amounts to 22 acres, and it is located entirely along the west side of Dorchester Avenue (take yourself for a walk
The LOT on the DOT’s opening event was a Movie Night last Friday. From 5:30 until sunset at 7, many family activities were played – cornhole, walking teddy bears, and some fantastic outdoor dining were featured. The dining included Cannonball Cantina and Trolley Dogs (The Duke of Dogs), a vendor of large specialty hot dogs that are served enthroned on toasted sub rolls. The Dogs had names like Duchess, Western, Tex-Mex, and even The Original.
The featured movie was that huge favorite, “The Lion King”, the epic Disney Studios graphic movie first shown back in 1994. An audience of several hundred families and their children showed up. After sunset, the evening was blessed
with cool breezes during the 90-minute film – only Disney could put together this kind of movie adventure. And not to be outdone, CORE Investments not only hosted the On the LOT Movie Night, they also gave the kids free popcorn, along with complimentary cotton candy in many colors.
Just before the movie was announced by CORE SVP Michael Cahill, we had the pleasure of a brief, informal interview with Brett Lazar, the President of CORE Investments, Inc. CORE is located here in Boston on the 30th floor of 800 Boylston Street. Lazar expressed his enthusiasm at beginning the whole On the DOT project, and he seemed to really be enjoying CORE’s Movie Night. At this time, he and his staff are working on obtaining the necessary permits to begin construction of
a number of offices, residences, and laboratories. Many of these will focus on furthering South Boston’s role in the life sciences. And South Boston Online will be working on future articles as the project unfolds with CORE’s PR agent, Kristine Resendes of Social Thrive. We suggest that you plan on attending the various events planned for The Lot on the Dot between now and the upcoming Holiday Season. The Movie Night is discussed above; unfortunately, last Saturday’s Fall Block Party had to be cancelled due to rain. But five (5!) On the LOT events remain in the future: Southie Showdown (SEP 30-OCT 01), Oktoberfest (OCT 14), Halloween Fest (OCT 28), Giveback Bash (NOV 11), and Holiday Market (DEC 2-3). An event at Pappas Way on Sunday allowed participants to relax, rejuvenate, and reset. The free Southie Revive & Thrive included a flow yoga and calming meditation session, smoothies and snacks from
Lulu Green, a plant making class, hand and back massages, and tarot card readings. Almost 80 people signed up for the event, but the remnants of Tropical Storm Ophelia kept some of the participants home, said Erika McAuliffe, one of the cofounders of EMRG Events with Rebecca Giffing.
The event allowed residents to discover a sanctuary for well-being.
Erika and Rebecca have been tasked with activating the space around the Rec Station for Oxford Properties and Pappas Enterprises. The duo organized the Musical Bingo events at Pappas Way in June and will close out the season with a dog-
friendly Halloween event at the end of October that will feature costume contests, a scavenger hunt, food, and beverages.
“Oxford Properties has created this green space in the middle of the city and not everyone knows about it,” Erika said, noting they are bringing attention and awareness to the area.

October Lifeguard Hiring Event
New Lanes on A Street
Boston Centers for Youth & Families (BCYF) is hosting a free lifeguard hiring event on Saturday, October 14 from 9:00 to 11:30 a.m. at the BCYF Mason Pool in Roxbury. Any Boston residents with valid lifeguard certification who are interested in working as a lifeguard at a BCYF pool are invited to attend. BCYF previously held four lifeguard hiring events in August and September.
The lifeguard hiring event will combine all the necessary steps to become a lifeguard for a City of Boston pool in one location. These include a swim evaluation, skill evaluation, interview, and paperwork processing. Full-time and parttime positions are available as well as Head Lifeguard positions.
BCYF lifeguard positions start at $22/hour and all lifeguards, even those who work part-time hours, are eligible for all the benefits available to City of Boston employees, including generous health, dental and retirement benefits as well as paid vacation. With pools located in almost every neighborhood of Boston, working at a BCYF pool is a great way to serve your community.
Interested candidates must be at least 18 years old and should bring the following: at least two
references, contact information we can follow up on, a state ID or license, and American Red Cross Lifeguard Certification. The City of Boston is working across departments to renovate several city-owned pools following years of disinvestment. The City has reopened the BCYF Paris Street Pool in East Boston and the BCYF Marshall Pool in Dorchester will reopen soon. Both pools received large Capital investments. More pools will be reopened in the coming months and this hiring event is seeking lifeguards to help staff them and other BCYF pools.
Lifeguard recruitment and pool renovations are part of Mayor Wu’s Swim Safe initiative, a commitment to support Boston residents’ safety around water.
The redesigning of local roads to allow more lanes for nonautomotive uses proceeds. The photograph shows the recent layout of traffic lanes along A Street, near where Second and Third Streets intersect it. The lanes are expressly set up to allow bicycles and pedestrians to proceed safely, and they are similar to the pilot lane program being installed on Summer Street between First Street here and the intersection at South Station and Atlantic Avenue

City Seeks Project Management Firm to Oversee Long Island Bridge Reconstruction
Contracted construction management team will ensure work can start immediately after City secures final approvals
The City’s Public Works Department is moving to the next stage in the effort to rebuild the Long Island Bridge by seeking firms to provide construction oversight and contract assistance services for the bridge superstructure replacement project. The City aims to have an Outside Project Manager (OPM) in place by the time the City secures its final bridge replacement approvals so that construction work can begin immediately to restore access to the Long Island public health campus. Applications are due October 20, and the City will review and select a team before the end of the year.

a comprehensive network of care as so many experience substance use and mental health challenges,” said Mayor Michelle Wu. “I’m excited to bring on a project management team to begin taking action in rebuilding a public health campus and coordinate with provider partners to bring these critical services online as quickly as possible.”

The outside project manager will be crucial for supporting the City of Boston to rebuild the bridge. The City is awaiting its final two reviews required for the Long Island Bridge project: a federal consistency review by the Massachusetts Office of Coastal Zone Management (CZM) and a bridge permit from the United States Coast Guard. The Coast Guard has previously issued favorable preliminary determinations on the navigational and historic preservation elements of the City’s bridge design.

With $81 million already available in the FY24 capital budget for the bridge, the City is accelerating progress on construction immediately and set a goal that in four years the bridge would be rebuilt to a campus with a first phase of buildings ready to reopen for programming.
