This passport was issued for the passage of an Uruguayan "Oriental" man and his sister from Uruguay to Buenas Aires. It is dated May 10, 1854, and signed by Mateo Magariños Cervantes, Minister of the Interior and Exterior in 1854. Venancio Flores was the President of Uruguay, having been in office for only slightly over a month. Flores served as the fifth Constitutional President. For slightly longer than five months, Flores served in the triumvirate that ousted Juan Francisco Giró as President of Uruguay in 1853 due to a combination of political and economic factors. Giró was seen as being too closely allied with Buenos Aires, which some in the Colorado Party viewed as a threat to the sovereignty of Uruguay. Additionally, his administration was plagued by economic problems, including high levels of debt and inflation.
