CEO’s Update Dale Edwards reflects on his first six months in the role My first six months as Chief Executive of the Somerset Chamber of Commerce has really flown by!

When I joined towards the end of last year, I remarked on what an opportunity it was to lead the Chamber team through its next phase of development and growth for the benefit of Somerset businesses. Six months in, this sentiment is as true for me today as it was when I started at the Chamber.

My perfect introduction to Chamber life was attending the Somerset Business Awards in October – although officially I had not yet started my new role at that point. Since that evening I have been on a steep learning curve, getting to know the team, working with the board to prepare for the future, and meeting a wide range of business owners and leaders across the county. What is abundantly clear is that the people I have met are very enthusiastic about growing a vibrant Somerset economy, which is a great platform to work from.

I have been asked on a number of occasions what has been the highlight of my first six months at the Chamber, although it is incredibly difficult to pin down one particular thing. There are so many good news stories from our members, including Somerdale International receiving a Queen’s Award for Enterprise, celebrating the achievements of the county’s apprentices at the recent Grow Somerset Talent Awards, Pardoes winning a trio of national industry awards, and Harry’s Cider documenting record growth. This list could go on and on, and I am confident the good news stories will continue to flow.

Along with the team, I get a sense of real pride that Somerset businesses are constantly evolving to face the challenges and take advantage of the opportunities of the future. This is certainly a great place to do business, and it was lovely to see so many local businesspeople and companies celebrating ‘Somerset Day’ on 11th May. The 2016 Somerset Business Awards officially open on 1st June, providing another excellent opportunity to celebrate the impressive businesses that are based here in Somerset. I am already looking forward to this year’s awards ceremony on 21st October!

My time at the Chamber has only just started and I am very much looking forward to supporting

Somerset businesses and helping the Chamber grow further, continuing to be a catalyst for economic growth in Somerset.

I would like to finish this month with the wonderful news that Alan Windsor from the Hinkley Supply Chain team has recently become a father. I am delighted that both mother and son are well, with Alan coping with the joys of a new-born in the household! Congratulations to the Windsor family from all of us at the Chamber.

BCC Quarterly Economic Survey now open The Quarterly Economic Survey (QES), run by the British Chambers of Commerce, is the UK’s largest and most representative independent business survey. Each quarter 7,000 businesses participate and are questioned on a wide range of issues, including home sales and orders, export sales and orders, employment prospects, investment, recruitment difficulties, cashflow, confidence and price pressures.

The QES is the first economic indicator of the quarter, published in advance of official figures and other private surveys, and it consistently mirrors trends in official data. For this reason the survey is closely watched by policymakers such as the Treasury, the Bank of England, the Office of Budget Responsibility, the EU Commission and the IMF. The QES Q2 2016 fieldwork is now underway, closing on Monday 13th June.

EU Referendum Vote Leave and Britain Stronger In Europe campaigns respond on key business issues The British Chambers of Commerce (BCC) has been in discussion for some time with both the Vote Leave and Britain Stronger In Europe campaigns to source answers to the key topics of concern for Chamber members up and down the country. Using their responses, the BCC has created a series of EU referendum briefing documents covering the following business issues:          

Trade with European Union member states Trade with non-EU member states with existing EU trade agreements Trade with non-EU member states without existing EU trade agreements Customs and border management Labour, skills and migration Prices and currency Business regulation Business taxation Regional development funding Financial services and the City of London

BUSINESS REGULATION As a member of the European Union, the UK currently adheres to a set of rules and regulations that govern the bloc's Single Market. In focus groups held at Chambers across the country over Q4 2015 - Q1 2016, businesspeople requested greater information on the regulatory environment and how it would change in the event of a remain or leave vote – with a particular focus on what they believe to be the costs and benefits of these rules.

“EU red tape costs UK businesses billions every year.

Out of the EU, Britain would take back control of the regulations applied to UK businesses and we could regulate our economy in our own interests while substantially reducing the costs that businesses face.

Damaging regulations would no longer need to apply, and the rules applicable to businesses would instead be decided by UK voters, the UK Government and Parliament.

“Being in the single market makes it easier for businesses to export to the EU as they don’t have to follow multiple sets of regulations. It also ensures that Britain is at the table when the regulations that exporters have to follow are written, meaning our domestic industries’ interests are represented. If Britain were to leave, businesses would have to adhere to EU export rules, but these would be set by our continental competitors.

“Outside the EU, we will begin to repeal damaging ‘single market’ regulations. We will be able to influence global standard-setting bodies more effectively and regain an influential voice on the world stage. Many EU rules are actually set at an international level. For example, the United Nations Economic Commission for Europe, which covers the continent plus North America and a substantial portion of Asia, sets standards in various fields such as vehicle safety. EU members have little influence on this because the Commission speaks for them, and is looking to supplant the UK in other global bodies.”

“Furthermore, it is worth noting that studies which have looked at a cost-benefit analysis of EU regulation on business have shown that the benefits outweigh the costs. Leave campaigners often omit this fact, and fail to admit that many of the regulations which derive from European law would be retained if the UK were to leave.”

LABOUR, SKILLS AND MIGRATION In focus groups held across the country over Q4 2015 - Q1 2016, Chamber members identified access to skills – both from inside and outside the EU – as a key issue. Firms want greater clarity on the impact of the referendum on both their existing workforce and their future hiring needs.

“If the UK left the EU, nobody from other EU countries would be removed from the UK and no UK citizens would be forced to leave other European countries.

The EU’s own Charter of Fundamental Rights would prevent the collective expulsion of British citizens from the EU.

“Being in the EU makes it easier for businesses to employ people with the skills they need to be competitive. European funding helps deliver apprenticeships and skills programmes. It also allows employees to move between offices for companies based in several EU countries.

“We will have a sensible regime for the movement of people that allows us to replace the immigration policy we have now – a combination of an open door for low-skilled labour while simultaneously stopping highly-skilled people from outside the EU coming to the UK to contribute. Criminals could be banned and we could explicitly fast-track those with skills to come to Britain and work here.

“It’s vital, however, that immigration is controlled.

That’s why we have kept out of the Schengen area, keeping control of our borders. And it’s why the Government’s renegotiation took action to limit in-work benefits access. That ensures the system is fair, and welcomes people who come here to work hard, pay their taxes and contribute to our economy, public services and society. Ending free movement would mean we would lose access to the single market meaning prices would rise and jobs would be lost, according to HM Treasury’s research. It would also mean that Brits looking to travel to the continent could need to apply for visas.”

“Outside the EU, the UK Government could introduce an immigration system that is fair and works for the UK’s economic interests.”

BUSINESS TAXATION The UK tax system is affected by EU law via three main channels: rules that stipulate when to levy indirect taxes (and to some extent, within what range), most notably the VAT Directive; rules that assign tax liability in cross-border transactions – these include VAT but also the Parent-Subsidiary and Interest-Royalties Directives concerned with eliminating double taxation on the payment of dividends, interest and royalties; and rules for information disclosure and reporting of corporate and personal incomes. These rules have evolved over time and will continue to do so. In focus groups held across the UK over Q4 2015 – Q1 2016, businesspeople wanted more clarity on how the UK tax system would evolve in the future under either referendum outcome.

“Our VAT rules would no longer be determined by EU law. Outside the EU’s common system of VAT, we could simplify VAT rules substantially. The current system encourages complex schemes of tax evasion, including acquisition frauds and carousel frauds.

These frauds are very costly to legitimate business.

“A vote to remain means we can continue to work together with other European countries on tax issues – co-operating to make improvements on tax issues like the VAT treatment of cross-border transactions as part of the EU VAT Forum. This has already included projects like the pilot scheme allowing people to request advanced rulings on what VAT will be due on complex cross-border transactions.”

“The current system gives far too much power to the European Court. This creates uncertainty for business. On 4 June 2015, the European Court ruled that the UK’s reduced rate of VAT of 5% on ‘energy saving materials’ was contrary to EU law. The Government is now proposing to raise VAT to 20% on energy saving materials, which will cost the sector £310 million between 2016-2017 and 2021-2022.”

BCC EU Survey Business vote tightens as referendum campaign heads to the finish line Nearly 90% of the senior businesspeople polled in a recent British Chambers of Commerce survey say they are unlikely to change how they will vote before the referendum on 23rd June.

The BCC’s detailed findings indicate that 54.1% of businesspeople polled would vote to Remain, down from 60% in February 2016, and 37% would vote to Leave – up from 30% on the BCC’s previous survey.

The data on voting intentions also shows some divisions based on size and export interests. Those trading with other EU markets express the strongest support for ‘Remain’, with the strongest levels of support for ‘Leave’ among those that do not. Businesspeople representing large firms are significantly more likely to vote ‘Remain’ than those in micro businesses.

The findings, from an April 2016 survey of over 2,200 leading businesspeople, also show that individuals are now strongly committed to their voting preferences. Just 0.3% of respondents said they were uncommitted, and only 10.8% said they could change their mind.

Commenting on the results, Dr Adam Marshall, BCC Acting Director General, said, “As the EU referendum campaign enters the final straight, the race for the business vote has clearly tightened.

“Although a clear majority of the businesspeople we surveyed continue to express a preference to remain in the European Union, the gap between Remain and Leave has narrowed significantly in recent weeks.

“While only a minority of businesspeople report that the referendum campaign has had a material impact on their firms to date, much larger numbers say they expect significant impacts in the aftermath of the vote.

“Whichever outcome prevails, Westminster must shift its attention back to the economy on 24th June without delay. Growth is softening, and Westminster’s referendum ‘tunnel vision’ over the past year has meant that far too many key economic issues have been given short shrift or delayed altogether.”

Police and Crime Commissioner Election Re-elected PCC Sue Mountstevens reiterates her commitment to tackling business crime On 6th May, independent candidate Sue Mountstevens was declared the Avon and Somerset Police and Crime Commissioner after second preference votes were taken into account with a total of 118,547 votes.

The overall turnout was 26.64% with 325,456 votes cast across the whole of the Avon and Somerset area. This represents an increased level of turnout compared to the previous PCC election three years ago (19.59%).

Speaking to the Somerset Chamber following her re-election, Sue Mountstevens reiterated her ongoing commitment to tackling business crime.

She said, “Thank you to the residents of Avon and Somerset who have chosen me as your Police and Crime Commissioner, we will keep politics out of policing for a further four years. It has been a privilege to have represented you over my first term and I’m delighted you’ve re-elected me to continue this important work.

“Business voices are a vital part of our community, so I want to work to ensure a safe environment for businesses to grow, invest and employ local people representative of our communities. In addition, we know that crime falls when employment and standards of living are higher, so effective management of crime against business is in all our interests.

“You have told me that a growing area of concern is internet crime, with online fraud, cyber-attacks and email scams affecting your livelihoods daily. I will work closely with the Constabulary to ensure that they are responding to this growing threat, ensuring that cyber-crime is not viewed as being separate to neighbourhood policing, recognising the majority of our communities are online.

“Avon and Somerset Constabulary are the first force in the country to log business crime on their crime recording systems, allowing us to understand better the nature of business crime in our region. This, alongside the business crime forum I set up in my first term, is providing an opportunity for local business groups to feed their concerns and share best practice. My first forum of this term will take place on 1st July, check my website for more details.

“My Community Action Fund, issuing grants of up to £5,000, will continue and in my first term it supported community projects such as funding for Business Against Crime Partnerships. I will work hard to encourage better data sharing protocols to allow businesses and the police to share necessary intelligence on suspected and actual offenders, helping prevent further crimes.

“As your PCC, I will continue to ensure that local people and local businesses get a more direct say in policing as this is essential to improving your policing service. Membership Case Study: Conquest Centre Teresa Wort explains why being a member of the Somerset Chamber is so important to Conquest Centre Conquest Centre provides horse-based activities for people with physical and learning disabilities (including emotional and behavioural challenges), designed to benefit their health and wellbeing. Established in 1965 and based in Norton Fitzwarren, Taunton, the charity now caters for 180 disabled children and adults each week, with a total annual footfall of 22,000 people.

Conquest became a member of the Somerset Chamber of Commerce in August 2014, having seen the success that had been achieved by other charities involved with the organisation. Members of the Conquest team are now familiar faces at a variety of Somerset Chamber events.

Teresa Wort, Corporate and Community Fundraiser, explains, “Networking is the Chamber benefit we use and value the most at the Conquest Centre. Cold-calling from a charity is not good, you would be lucky to get past the gatekeeper, and even then you probably wouldn’t get to speak to the type of senior business people that attend the Somerset Chamber events, such as the company MD, CEO, Sales Director, and so on. We have also found the member directory useful as and when there is something specific we require.”

With corporate supporters playing an important role at Conquest, it is great to hear that their membership of the Chamber already seems to be paying off. Teresa says, “We have been chosen as Charity of the Year; received Gifts in Kind that we have been able to use within the charity or offer as raffle and auction lots; had businesses send teams of staff to give us a helping hand by volunteering for a day; and we’ve obtained corporate sponsorship for our uniforms, a video we are having made about Conquest, new signage at the top of our drive, and various boards both inside and outside the arena.”

In terms of advice for any companies that are thinking about joining the Somerset Chamber, Teresa says, “Do it, you meet and build relationships with some of the best companies in Somerset, the building being the most important part. It’s meeting with like-minded people that understand it’s a two way conversation and you may well be able to introduce or recommend them to someone that you know. After all, the old saying is so true that people buy from people, and no-one goes out wanting to be sold to. It’s great that you even make friends and discover hobbies and interests that you have in common.”

Summing up her experience of Somerset Chamber events over the years, she said, “The Chamber support and Chamber team are brilliant at events.

Holding their annual Charity Golf Day for us was tremendous and great fun. In my previous role, I had the opportunity to put on breakfast events with them, and that was always a pleasure and ran smoothly. They are welcoming, always ready to help with introductions, and brilliant at customer care, which is all so important.”

Members’ News costgard adds extra energy to head office team Independent energy broker costgard has announced two new appointments to its head office team, based at Fivehead near Taunton.

Jackie Smart has recently joined the company following eight years at Clarks in Street. She brings substantial accounts experience, as well as being an experienced administrator. Jackie said, “I’m delighted to be working with a company that is big enough to have the structure and support in place, but small enough to really care. It’s a great atmosphere to work in and you can see what a strong relationship there is with our clients.”

Sarah-Jane Trask has been appointed costgard’s new Business Development Manager. With a background in recruitment, she is going to be working closely with Managing Director, Maria O’Sullivan, to ensure the future growth of the business. Everybody’s walking the dog Shepton Mallet NHS Treatment Centre is sponsoring Farrington’s Family Fun Dog Show, which takes place at Farrington’s Farm on Sunday 5th June between 10.30am and 4.00pm.

There will be plenty to see and do for local dogs and their owners. Ten show classes will identify the top dogs – from cutest puppy to best pedigree – and there’s a host of entertainment and dog-related stalls.

Springcourt Animal Rescue will be microchipping pets, with the first 20 customers free of charge and £5 per pet after that. They will also have a range of pets and birds of prey for people to see. Demonstrations will include obedience, dog yoga and agility.

Recruitment on the rise according to HR specialists at Monahans Businesses in Somerset are on the up, with a positive trend for recruitment and a slowdown in redundancy, according to figures from chartered accountants Monahans.

The firm is one of only a handful of its size in the country that also offers specialist HR and Health & Safety support and consultancy, providing access to specialist knowledge and advice in a cost-effective and flexible way.

Over the past year, Monahans has provided HR support to over 115 businesses of all sizes in the region and has seen an increase of 72% for recruitment project support and a reduction of 45% in redundancy projects.

Peta Fry, HR Director at Monahans, said, “The outlook for our region is looking positive and we’re also seeing an increase in the number of companies that are considering employing apprentices and looking to boost the number of younger staff.

Members’ News ADPR takes on new PR apprentice Specialist communications agency, ADPR, has appointed its latest PR apprentice, Zak Hillard.

Aged 17, Zak joins ADPR from Yeovil College and will complete his Level 4 certificate in Public Relations (PR) through the PRCA (Public Relations Consultancy Association), as well as receive in-house training.

Commenting on his appointment, Zak says, “I am very excited to join ADPR as its new apprentice! I am really looking forward to learning as much as possible from the ADPR team, as well as through my PRCA course. I’ve learnt so much already and look forward to all the upcoming challenges.”

Zak is the third apprentice through ADPR’s dedicated training programme in five years – one of whom, Beki Knowles, was recently promoted to Account Manager.

Superact CIC awarded flagship Creative Europe project Superact, a not-for-profit CIC that uses music and the arts to deliver social impact projects, has been awarded a large four-year cooperation project by Creative Europe, with the EU contributing €2million to help fund the programme. The first project meeting takes place at Dillington House in June and will be an opportunity to introduce delegates to all that Somerset has to offer.

The project, Future DiverCities, will establish a network of cultural creators across nine European countries and Canada. It will encourage creativity, innovation and art production, embedding these into the heart of communities. The partnership will develop independent talent and assist the creation, distribution and monetisation of art.

Future DiverCities is a flagship project for the creative industries and is anticipated to attract further EU funding, with Superact aiming to place Somerset at the heart of the initiative.

Weston College’s ‘tremendous’ work recognised by Association of Colleges Weston College was described as a ‘true beacon’ for colleges nationwide when it was presented two awards from the Association of Colleges (AoC).

The College has been handed two national Beacon Awards by the AoC: the UCAS Progress Award for Careers Education and Guidance, and the Council for Learning Resources in Colleges Award for the Effective Integration of Libraries/Learning Resources Centres in Curriculum Delivery.

The awards recognise the hard work of the college’s ASPECT (Advice, School, Progression, Employability, Careers, Transition) team and its LibraryPlus team.

Principal and Chief Executive of Weston College, Dr Paul Phillips OBE, said, “It’s tremendous, the work which goes on at Weston College. These two teams have shown a real entrepreneurial flair and have ensured the learner has come first.”

Business News Enterprise Act 2016 becomes law The Enterprise Bill has received Royal Assent and the Enterprise Act 2016 became law on 4th May 2016. The Act applies throughout the UK and includes a package of provisions that will benefit small business owners, including measures to:  Establish the office of a Small Business

Commissioner. The Commissioner will be able to help small firms tackle late payment and lobby Government on their behalf over issues such as VAT and business rates.

 Bring certain statutory regulators within the scope of

the Department for Business target of cutting £10billion of red tape during the current parliament.

The regulators will be identified under secondary legislation, which is yet to be published.

 Extend the Primary Authority scheme, which enables

local authorities in England and Wales to enter into an agreement with trade bodies and provide advice about specific sector-based regulations that can be relied upon by small firms regardless of where they are located.

 Increase the quantity and improve the quality of

apprenticeships, for example, by making ‘apprentice’ a protected title and involving employers in developing apprenticeships for their industry.

Other measures include those to reform the business rates appeals system, enhance the right of shop workers to opt out of Sunday shifts, and enable private investment in the Green Investment Bank.

Small firms call for help with energy costs More than a third (36%) of business owners believe that providing grants to carry out energy-efficiency upgrades is the most important action Government could take to help small firms reduce energy costs, according to a British Chambers of Commerce and British Gas survey of 2,100 business owners.

Only 13% of survey respondents have seen a decrease in their energy bill over the last three years, while 35% have seen prices increase and 37% have seen little or no change. The research also found that only 8% of business owners believe more guidance on energy efficiency would help them reduce costs and just 4% believe finance arrangements such as low-cost loans or lease agreements would help.

New fund for construction trailblazer apprenticeships The Construction Industry Training Board (CITB) has launched a new Trailblazer Apprenticeship Fund to support firms investing in higher level apprenticeships.

The fund will provide grants to business owners who are training apprentices to level four and above, including post-graduate qualifications.

Trailblazers are new apprenticeship standards developed by a group of employers representing specific construction-related occupations. They enable employers to take the lead in developing new standards to create a workforce that meets current and future skills needs in the construction sector. Business owners can claim £75 per day up to a maximum of 35 days for off-the-job attendance at training as part of a trailblazer apprenticeship. This equates to £2,625 of funding per year and employers can backdate claims to September 2015 in line with the academic year.

Pensions Regulator warns about escalating non-compliance penalties The Pensions Regulator has warned smaller employers about the financial consequences of failing to comply with escalating penalty notices (EPNs). In a recent press release, the Regulator revealed that 95% of small employers subject to automatic enrolment had complied with their legal duties. However, its most recent compliance report reveals that 96 EPNs were issued by the Regulator in the first three months of 2016, compared to just 31 between July 2012 and December 2015.

EPNs are only issued to employers who fail to comply with a fixed penalty notice. If the recipient of an EPN does not comply with its requirements within 28 days, they will be liable to a fine that increases daily. For small employers with one to four employees, EPN fines increase by £50 per day, and fines for employers with between 5 and 49 employees increase at a rate of £500 per day. Commenting, Charles Counsell, Executive Director of automatic enrolment warned employers that failing to act means “clocking up a significant penalty”.

Broadband Voucher Scheme Connecting Devon and Somerset Broadband Voucher programme targets people with speeds of 2Mbps or less Connection vouchers worth up to £500 are now available to residents and businesses across Devon and Somerset. The vouchers will cover the cost of connecting to an improved broadband service to boost broadband speeds from 2Mbps, or under, to a minimum of 10Mbps.

The scheme will provide a subsidy of up to £500, in the form of a voucher code, to fund the installation of a new broadband connection which will be available for at least the next twelve months. Eligible residents and businesses that are in receipt of a voucher code can choose to redeem the voucher with one of the suppliers listed on the Connecting Devon and Somerset (CDS) website, with every solution guaranteeing a minimum of 10Mbps download speed.

To date, over 260 residents and businesses have applied for vouchers, with the number increasing every day. Seven broadband suppliers are currently registered on the CDS scheme offering a variety of technology solutions including fibre to the home, wireless and satellite. CDS are in discussions with other suppliers, so it is possible that more suppliers will eventually join the scheme offering residents and businesses even more choice.

Cllr. David Hall, Deputy Leader of Somerset County Council and Cabinet Member for Business Inward Investment & Policy, said, “This voucher scheme offers residents and businesses yet to benefit from the CDS Programme immediate access to improved broadband.

The benefits will be felt across both Devon and Somerset and offers residents and businesses on some of the slowest connections a real boost in speeds.

We’ve been working hard to overcome the challenges of connecting rural areas and this scheme is the product of feedback and extensive engagement with suppliers.

“Based on this, a panel of suppliers has already been put in place, and more will be added as and when is necessary. We will ensure that the Voucher Scheme operates as efficiently as possible for both the supplier and consumer, as part of our commitment to provide consumers with the choice and excellent broadband provision that they deserve.”

Town Chamber News Shepton businesses are alive and kicking!

Shepton businesses are alive and kicking and are looking forward with a positive attitude. That was the overwhelming feeling coming through at the highly successful annual meeting in April of the Shepton Mallet Chamber of Commerce.

Over 30 local business people crammed into the Thatched Cottage in Shepton Mallet for a lively and entertaining meeting, with guest speakers including Graham Knight of the Somerset Chamber of Commerce and Rupert Cox, CEO of the Royal Bath & West of England Society.

New Shepton Chamber Chair, Alan Stone, commented, “Although there have been some sad stories employment-wise so far this year, there is a real need to look behind dark media headlines. The reality is that the Shepton economy is buoyant. Unlike many other ‘commuter towns’ Shepton is a town where people come in to work, and there are more jobs per head of 1,000 population than anywhere else locally. And people who knock the High Street really need to consider that in fact Shepton is second only to Street

with Clark’s Village in terms of retail sales area in local towns.”

2015 was a fantastic year for Shepton Chamber with membership trebling to around 45 and a whole programme of events taking place, with more being planned for the year ahead. A new committee of eight is now in place and actively working together.

President Paul Hooper OBE said, “It is good to see the Chamber working once again with local councillors, council officials and larger local businesses like Tesco, Kilver Court and the Bath & West Society – more communication and encouragement of local links is important.”

Somerset’s Young Professionals Raise a Bagful!

A group of Somerset’s young professionals tackled the county’s highest peaks on Saturday 7th May, all in the name of local charity, School in a Bag. Raising more than £1,500 to date, with donations still being received, the 14 participants (including Jenn Chidley-Sanders and Loren Gray from the Somerset Chamber) walked approximately 20 miles along varied terrain, each carrying a School in a Bag backpack to raise the profile of the charity.

The ‘Somerset 5 Peaks Challenge’ was the result of a Somerset Young Professionals event, held at the School in a Bag site in September last year. Designed to test the participants, they trekked up five of Somerset’s highest, most scenic and iconic peaks around the county: Beacon Batch, Glastonbury Tor, Wills Neck, Selworthy Beacon and Dunkery Beacon.

The aim of the trek was to raise enough money to fund a minimum of 100 school bags filled with stationery, learning resources and eating utensils for underprivileged, orphaned and disaster-affected children around the world. Each bag costs just £15 to produce and ship, and so far the team have raised enough for 100 bags.

Commenting on the expedition, one of the participants, Robert Titcombe from Porter Dodson, said, “The walk was incredibly gruelling in places, but fortunately the weather was on our side and allowed us to witness first-hand the splendid, unspoilt countryside of Somerset that many of us take for granted. There was real camaraderie between us all and knowing that we were ‘actively’ contributing to raising the profile and funds of School in a Bag was something that will live long in the memory.”

One hundred per cent of the money raised will go directly to School in a Bag. To date, School in a Bag has funded 69,018 bags, which have been sent all around the globe, including Sierra Leone, Madagascar, Ghana and Sri Lanka.

Luke Simon, Founder of School in a Bag, said, “We would like to thank everyone who took part in the Somerset 5 Peaks Challenge, raising a fantastic amount of money for School in a Bag. It was great fun, the energy and enthusiasm was brilliant despite the very early start and rain along the way, but finished with gusto as we reached Dunkery Beacon, with the sun shining and lots of smiles!

“It’s the first time we’ve done the Somerset 5 Peaks as a challenge so it was really good to be in the home county for both us and the Somerset Chamber, as well as the ten different Somerset-based companies that were represented.”

An Interview With...

Cllr. David Hall of Somerset County Council Cllr. David Hall is the Deputy Leader of Somerset County Council, as well as being the Cabinet Member for Business, Inward Investment & Policy. He has been a County Councillor for seven years and has held his current role for six of those.

Born in Bridgwater, he went to the old Dr Morgan’s Grammar School. He and his wife Annie have lived in Bawdrip for 28 years and have two grown-up children. In his free time, his hobbies involve decrepit old cars and motorcycles, tennis, cycling and clay pigeon shooting.

When you were at school, what did you want to be when you grew up?

I used to change my mind on an almost daily basis.

I suppose, rather like now, I had so many different interests and liked to do so many different things that I never settled on one particular thing. This also probably explains why I’ve had quite a varied and interesting career to date. ‘Variety is the spice of life.’

What was your first job?

What do you enjoy most about your current position?

I am immensely proud of Somerset, I can’t imagine a better place to live, work and enjoy life, so to be in the privileged position of actually being able to contribute to the county’s future development and wellbeing is a huge honour.

What do you think are the biggest challenges facing the Somerset economy at this time?

Developing a skilled workforce to support a sustainable economy and take advantage of the economic opportunities that lie ahead. It’s a circular challenge, we have to develop an economy which offers well-paid skilled employment and at the same time make sure that our own workforce, particularly our young people, have the necessary education and training to fill those jobs.

As a teenager, I had a number of different jobs. I was a grocery delivery boy for my local grocery shop. Some of my friends suggest that the character Granville in Open All Hours was modelled on me. I also spent time in the summer holidays as a mackerel fisherman, deck chair attendant and trampoline attendant. Lots of variety once again, whilst earning enough to support a succession of decrepit motorcycles and old cars.

What are the County Council’s priorities in terms of supporting businesses in the county?

I see our role very much as that of facilitation, support and engagement. The days of presiding over a large cash budget for economic development are gone. Now our role is to support business, bring the right people together in constructive dialogue, and act as a conduit for all the many and varied channels of government Cont...
