How can we settle the historical debt of public spaces with existing infrastructure in the city?

SAN TELMO HISTORY & THE PROBLEM

CONCEPT

The San Telmo neighborhood is part of the historic center of the City of Buenos Aires. It is one of the oldest neighborhoods in the city, originally populated by port workers. It is one of the best-preserved areas within the ever-changing Buenos Aires and is characterized by its colonial mansions, petit hotels, tanguerías, its gastronomic circuit, and its cobbled streets.

In 1970, in response to the great automotive growth that collapsed the access to the city. A highway was built in the middle of the block that forms a true urban barrier that without any consideration generated a fragmentation in the north-south direction generating degraded spaces below its route, mainly due to the inadequate destination and treatment that was given to such places.

Sometimes the key to a good solution is not in the solution, but in how we propose the problem.

The second idea was to intervene in the EMPTY, propose new uses, and a porous block generating passages to enter the low highway.

And finally, Go from the FINISHED PROJECT to MEANWHILE with stages, so the public space can be used from the first moment it is under construction.

IDEA & PROJECT The public space has the great particularity of being in the middle of the block and in addition to this situation, the houses and buildings give their backs to the highway.

In the future this situation, as the fabric is renewed, due to the positive impact that this space will provide, we think that it can be reversed and begin to open up to it.

But it is something that requires a long period of time.

Corazón de manzana does not bet on the mere fact of taking advantage of the public lands that were left by the construction of the highway to make a public space there.

PARTICIPATORY PROCESS

Physical meetings in 2019

The project from day one was conceived with the opinion and experience of its neighbors, which is why we met in the neighborhood and in the community center we were able to discuss what actions were necessary for this pilot project. Established sensory tours and neighborhood events were proposed.

The meeting with the community consisted of 3 steps: First, the winning project and the bases for the execution of a part of that project were presented.

Afterward, we met in rounds with urban planners, government agents, and neighbors to discuss ecology, safety, and neighborhood activities. Finally, new points were proposed to be raised in the project and a more honest proposal was generated with the neighbors.

The participatory process continued virtually because of Covid 19. This new way of work made the meetings more relaxed and everyone had their moment to raise their voices.

We listened to each other, we proposed and from that exchange, very good conversations emerged.

It is a message, it is an invitation, it is to tell society that the city is theirs.

It is to invite them to create it, imagine it, The urban intervention locates the citizen in a situation of experience.

The citizen is invited to be critical, a space of democracy, a true democracy, transparency and a new way of voting

Once the period of urban intervention was over, the data and experiences shared by the community were collected and a note was sent to the government describing what people were thinking. So, when planning new projects these opinions could be taken into account and can be used as a source of inspiration in the next urban projects of the city.

The potential of empty spaces

First plan, then act!

Until a few decades ago, the Suquia River was inaccessible, and sewage and industrial effluents were frequently discharged. Over time, the into its waters environmental situation improved due to investment in road infrastructure, but it became a quick connection route for cars. Today, in its surroundings there are situations of empty lots, usurpations, and remnants of the road trace.

Lots and sectors called “vacancias” to those lots and sectors4that present different degrees of abandonment on the margins of the waterfront and its contact with the urban environment.

In addition to the effect of these projects on physical space, if articulated with different actors and neighborhood organizations, these designs can can have an impact on education and awareness of issues such as environmental deterioration. At the same time, the articulation with the adjacent institutions such as community centers, existing squares, is important because it works emphasizing citizen participation as a fundamental tool for the development of urban public space and the concept of temporality and social construction.

CONTEXT & ANALYSYS Chacarita Alta is one of the greatest challenges of analysis and project, it is one of the oldest neighborhoods and its history is linked to the numerous floods caused by being settled in a basin that feeds the Paraguay River. The project proposes a clear and systematic way of describing the diversity of conflicts and potentialities that the neighborhood has.

The team generated a comprehensive analysis by sectors from A to U and each of the proposals consider sustainable urban consolidation of the community while

geotechnical risk road opening

strengthening its physical and social integration into the city.

For the analysis and diagnosis of sector-scale systems, components such as the configuration of plots, the quality of the buildings, the layout of roads, corridors, stairways, squares, the existence of unused lots, or significant dimensions that can house relocation housing projects, among others, are considered.

From the detection of changes, challenges and potentialities, urban strategies and proposals are developed based on homogeneous criteria and standardized type elements.

The living wall

The project takes the wall as the creator line of public spaces. What is now a symbol of social fragmentation can become the new face of a neighborhood recognized by the city and its inhabitants.

The living Wall functions as a link of micro-interventions.

The Links

The project does not plan to be completed, but is proposed in parts, called The Links.

These points were detected because of social interactions between the community and neighboring neighborhoods that already exist. It aims to support these activities and generate a new agenda of opportunities for people to get to know each other.

Railway company shed. The only one that it´s left. The people of the community use this space as a smithy. They work with iron, produce and market there. It is an important source of income for the community.

It´s a well known place where a lot of people of the city goes to buy products.

Delimiting green spaces is important because the community growth processes are often spontaneous. Therefore The Greens are proposed as spaces of air and vegetable plot. Each one is appropriate in different ways depending on the people who live around it.

Sport is important in the community, the dynamics generated by football among people are interesting. A space is proposed to receive an agenda of matches and sports activities linking the Los Galpones Football School and the Alta Cordoba Football School.

Physical activity is fundamental to human life, often in the Villas it is a matter of gender to have access to sports. The project creates an athletic path with exercise spots and playgrounds since walking is the activity that women do the most and usually joined by their children as mentioned by the Soup Kitchen Rinconcito de Luz. This line connects the square of Alta Cordoba and the square of Los Galpones.

As Jane Jacobs says, people make the city. The city transforms and adapts to people, and not the other way around.

So, we ask ourselves, what is the city like of a RESTLESS CULTURE? Barranquilla moves, it is its identity. To capture the essence of the people is to recognize their dynamic and chaotic customs. Then arises the idea of promoting a center that moves constantly, alive, restless, because they are precisely the places that best reflect the culture of a community. They are the spaces with the greatest heritage and historical load. A center in motion reflects a story always present, cared for, told, in revolution.

If we wanted to change the reality of the Riachuelo River we should create small interventions. It starts in the point A.

Line : Produce without harm.

In the map, you can see that the River it´s a clear division between North: Buenos Aires city and South Buenos Aires province.

Where do we apply these lines of action? POINT A: Central Market place and La Salada Fair

In relation to the 4 axes, 4 lines of action are proposed.

01 Produce without harm. It is proposed to enhance the historical productive character of the basin, but under another model, to exploit its condition of limit between province and city as a strip of exchanges between people and goods.

Today, the river is polluted, but focusing on the solution, on the whole, would involve a great economic, political and ecological effort. That is why we propose to work in the meantime with activating points. We recognize 4 areas with important programs that today do not interact with water or do so in a negative way and that have the potential to reconnect to water.

These generate an impact that exceeds the point itself so, in the long term, the basin is recovered.

The Riachuelo ceases to be a physical barrier to become a thickness of metropolitan exchange.

02 Water culture. It aims at the generation of new behaviors in society in its relationship with water. For people to take care of and worry about the cleanliness of the Riachuelo, it is necessary to a change in the popular imagination. People have to come to it and use it as a public space.

03 Drain on clean support. The lack of formality of the green spaces of the basin caused them to become waste points, this causes the water to run off and increases contamination. Green spaces play a fundamental role in a watershed because they act like sponges. And, at the same time, they become places of recreation, production, and ecosystems of species.

04 Operate the water. Currently, cities seek to drain water quickly through gray infrastructure, that is, facilities that pass under the city and remove water. The city is a manifestly complex organism. Any action modifies the pre-established conditions and can generate new processes that were not registered or contemplated.

In the same way, floods behave unexpectedly, modifying the territory through which they advance without scruples or sorrow.

2 River Infraestructure & Floodable areas

When the limits of a flood are no longer described only by the quantity and speed of the water, other aspects begin to intervene such as ecological infrastructures or configurations designed conscientiously and located to influence and shape the water´s flow.

Think of Infrastructures not only as complex networks but as habitable landscapes whose preponderance means rethinking them as spaces of integration. Changing the popular imagination that people have of the city and its relationship with the environment is essential when addressing flood landscapes.

A series of re-potentiated corridors link the metropolitan strategy to the center, with the metropolitan connector anchoring it, with the passenger rail as the primary means of transport.

The creation of these newly inhabited landscapes, emphasizes fluctuation, movement, and the positive impulse that moves us forward, instead of neutralizing all its effects, means a radical advance of the natural over the anthropic, converging in an urban-natural symbiosis—a radical advance of the natural over the built.
