It is with great present the results of this annual SOBRASA Report during my tenure
Special thanks dedicate their time and effort, without any remuneration, other than the joy of the SOBRASA mission accomplished: “UNITING BRAZIL TO PREVENT DROWNINGS”.
Thanks to our volunteers, water safety warriors, for their success, and for upholding our values of reliability, determination, altruism, proactivity and generosity. In this way, we have a better, more protected and prepared society in the water safety of our beaches, rivers, lakes, dams, swimming pools, waterfalls, houses and water sports.

Among the biggest victims are children from 1 to 4 years old. Until the last bulletin, consolidated in 2021 and based on data from 2019 DATASUS, deaths from drowning in this age group were the 2nd cause of all death. In 2020 it became the 1st CAUSE of CHILD DEATH, which draws attention to the care INSIDE THE HOME. The increase in fatal drowning victims was also reflected in children between 5 and 9 years old, which raised from 3rd to 2nd place in the ranking among all causes of death.
OBJECTIVE
Training the SOBRASA volunteer in ethical conduct, technical knowledge, public communication skills, and water safety class plan.
The SOBRASA BOARD and its 3,000 volunteers thank to DHL, for believing that our mission, beyond a dream, is already a reality, that transforms the history of many families in Brazil from north to south, east to west in this continental country that suffers from the death of 16 of its children every day – THANK YOU!

On April 5th, from 7 to 12 pm, the official launch of the SOBRASA partnership with DHL took place at Praia da Macumba, Recreio dos Bandeirantes, Rio de Janeiro. The following activities occured that day: SOBRASA Kids session, drowning survival chain class, Surf-Save, demonstration of lifesaving sport and equipment testing (rescue board, RESCUE-tube, fins and CPR on manikin).
16 Brazilians die from drowning every day. Drowning is the leading cause of death for 1 to 4 years old, 2nd cause for 5 to 9 years old, and third for 10 to 14 years old. Our children die mainly from drowning in Brazil. This happens all over the world and for this reason, the United Nations and the World Health Organization have determined that July 25th is the WORLD CELEBRATION OF LIFE DAY and thus the prevention of drowning. A day where we, from SOBRASA, act throughout Brazil through our 3,000 volunteers with water safety tips and prevention actions.

I can swim and I won't drown! This idea that it is enough to know how to swim in order not to drown is very common. But this has proven to not quiet right. Many great swimmers, surfers and experienced “acquamans” drown and die. Simply because we have limitations and we need to know and respect it.

The “Princess Charlene of Monaco Foundation” is committed to building a world where children of all backgrounds can thrive in a safe environment and learn to live together. Its missions are to save lives by fighting drowning and to develop children's education through the values of sport..
Since its creation on December 14th, 2012, the Foundation has supported and financed educational projects around the world, through 3 programs that offer theoretical, practical and sports training for children and adults and raise public awareness of the
dangers in water. More than 900,000 people in 40 countries have benefited from Foundation programs.
Another great institution believing in the work of SOBRASA and supporting all our volunteers who fight daily against drowning cases through Prevention.

Princess Charlene of Monaco was born in 1978, in Zimbabwe, and from an early age had a passion for swimming. In 1996, she won the South African Swimming Championship In 2000, her team placed fifth at the Sydney Olympics. She also won a gold medal in the 200m backstroke at an international event held in Monaco It was at this time that she met Prince Albert. In 2002, she won gold medals at the Swimming World Cup and retired from competing in 2007 after qualifying for the Beijing Olympics. Growing up in Africa, she raised her awareness of childhood issues, which led her to give swimming lessons to disadvantaged children throughout her career. Since its creation in 2012, the Princess Charlene of Monaco Foundation has saved lives fighting against drowning and has developed children's education through the values of sport, supporting and funding educational projects around the world.

SOBRASA in support of CDE (Army Sports Commission)
Between April 11th and 17th, the Trials for the World Military Open Water Rescue Championship (Holland, 7th to 14th of June) were held at Praia de Fora at the Physical Education College of Brazilian Army (EsEFEx), in Rio de Janeiro.
On March 8th, an International Women's Day was instituted, that year with the motto #BreakTheBias (break prejudice). SOBRASA joined the initiative on social media with messages alluding to women in drowning prevention.

With the support of the Blue Flag program, another SOBRASA Kid´s was held on Peró beach, Cabo Frio, led by our volunteers Luciano Messias (Luke) and Régis Amadeu. Lifeguards trained by the San Diego, California service; Title of Sir (Knight) by the International Lifesaving Federation; medical reviewer for Resuscitation, New England Journal of Medicine, Critical Care Medicine and British Medical Journal. Author of 4 books, 98 book chapters and more than 240 national and international medical articles about drowning. Guest speaker to more than 800 lectures.
I'm Magna Costa, Executive Secretary, triathlete and swimmer My first contact with SOBRASA was in 2018, through an open water swimmer friend who is a lifeguard. I took the course, and since then I became the first female lifeguard certified by SOBRASA, in the state of Rio Grande do Norte. Since then and forever I have become an agent in drowning prevention and mitigation and I practice my sport more safely
I'm André Ferraz, Retired Colonel of Pernambuco Military Fire Department (CBMPE), Lifeguard, International Diving Instructor and Rescue Boat Operator. I was State Coordinator of Civil Defense and Protection/PE and Commander of the Maritime Fire Brigade; Postgraduate in Aquatic Environments (UNICAP) and Strategic Planning (Uninassau). Today, in addition to being a SOBRASA volunteer, I am a Plastic Artist and Vice-President of the Pernambuco Rowing Federation.
I'm Ricardo Antoniazzi Pelliccioni, retired Lieutenant Colonel, from the Fire Department of the State of São Paulo, where I worked most of my career in the Water Safety activity, specifically in the role of lifeguard and maritime rescue.
I'm Lúcia Eneida Rodrigues, Infectologist, Intensivist and Hyperbaric doctor, focused on prevention and rescue of diseases in the aquatic environment; currently working in offshore medicine.
I'm Danielli Mello, PhD, graduated in Physical Education and I work as a Titular Professor at the Physical Education College of Brazilian Army (EsEFEx), with Exclusive Dedication, in the area of Exercise Physiology.
I'm Juliano de Figueiredo Silvério Alves, Veteran of the Military Fire Department of the State of Minas Gerais, Nurse with specialization in Urgency and Emergency, PHA, Intensive Care and Cardiology. I participate in water safety activities since 1992, in addition to being a SOBRASA volunteer, I work as a Diving Instructor by NAUI and First Aid by HSI.
I was Chief of Staff and General Commander in 2018. I worked for 7 years as Executive Coordinator of Civil Defense and Protection of the State. I participated in 16 Summer Operations during my career, 6 of them as Commander of the Lifeguard Force. I believe that life only makes sense when we have a greater purpose of helping others, positively impacting their lives. This is the main engine that motivates me to contribute daily to the reduction of drowning deaths in our country, because if our actions as SOBRASA reach just one citizen, who realizes the importance of prevention, all our efforts will have been worth it.
I am a former swimmer, triathlete and lifeguard trained at Para Fire Department (1998) and Pernambuco (2000). Current state director and vice president of SOBRASA. My relationship with SOBRASA started in 2007 when the State of Pará participated in the Brazilian South American Championship of aquatic rescue in Guaratuba/PR and there I started to be part of the advisory board. My main goal is to bring all the members of the State of Pará to an awareness of the importance of developing prevention against drowning in our region, through lectures in schools, clubs, associations and places that we can propagate.
In 1997, I participated in the 2nd SOBRASA RESCUE organized by SOBRASA In partnership with CBMERJ There it began a passion for the activity after being an athlete of Water Polo and swimming In 2000, I took the Lifeguard Course at CBMERJ and had the opportunity with SOBRASA to carry out the rescue with surfboards, watercraft and inflatable raft The courses helped me to write the our Lifeguard State Manual and to coordinate several water rescue courses As my biggest contributions, I co-authored the prevention comics book in swimming pools, rivers, beaches and floods.

Program developed by Sobrasa and unprecedented in Brazil, teaches elementary school children (6 to 9 years old) in public and private schools how to relate to water safety, avoiding drowning and acting as multipliers of this information towards to parents and guardians. The program contemplates multiple interaction, such as the use of theater stage, cartoon videos, comic books, and a simple presentations by teachers, athletes or lifeguards.
Held in 16 states of Brazil from 2010 to 2022. Average involvement of 680,000 children and teachers.
(*) The program was only effectively started in 2022 from May, due to the of COVID-19 restrictions.
Swimming pools and homes account for 55% of all drowning deaths in the 1-9 years old age group. Created in 2012, Pool+Safe is taken to schools, gyms and swimming clubs, arousing the interest of new students and guardians who seek aquatic practices in safe places and with qualified guidance.

Surfers are the most frequent visitors to our beaches and are often responsible for rescues.

Sobrasa Kids is a program carried out with children on beaches, swimming pools and schools in a playful and interactive way. Using sport and games, children learn various actions to reduce drowning, based on prevention.
With a huge attendance at each edition, and the average 25 events per year, this program covered 9.300 participants in these 9 years
Year 2022 = 285 events which reached 34,181 students.
Courses to health professionals, physical education, aquatic athletes, parents and those interested in the area. This program teaches how to prevent, rescue and first aid use, in drowning cases, delivered in 5 hours course. They are completely ONLINE and free, and can also be performed in a hybrid format, in open environments such as beaches, swimming pools, rivers or lakes.
Since 1997, this program delivered at average of 80 events per year, and reached more than 100,000 people in these 25 years.
Year 2022 = 06 events that reached 121 students
Course to everyone who wants to know how to act in case of emergency in the health area. It is carried out completely ONLINE and FREE or it can be carried out in a hybrid format, in open environments such as beaches, swimming pools, rivers or lakes.
Since 1996, this program delivered at average of 50 events per year, and reached more than 50,000 people in these 26 years.
An annual event that unites specialists and volunteers to exchange information to reduce drowning.

Event that brings together all specialists and volunteers to exchange information that contributes to the reduction of drownings. SOBRASA has held, since 1996, the Brazilian Lifesaving Championship. In 1997, this sporting event was integrated into the International Water Safety Symposium and, in 2004, it expanded to became a continental South American event. The biggest event in the area held in Latin America, provides integration and union of Brazilian and international rescue services, in addition to promoting the development of processes and methods used to reduce the number of drownings in Brazil and friendly countries. This event runs once a year, during 4 days and offer a series of rescue industry activies (technical conference, lifesaving sports, and directive meeting).

Encourages and supports counties managers in identifying the drowning problem in their region, in addition to helping in the development of customized drowning prevention actions plan. SOBRASA provides, free of charge, technical assistance in the construction of these actions plan to public and private entities responsible for places such as public swimming pools, lakes in national parks and water courses where boats can cross, among others. It uses several prevention programs as a solution. Created in 2015, it has already reached 9 municipalities and impacted 120,000 people.

We hold 15 to 25 meetings a month, distributed as: board of directors, operational, administrative, planning, fundraising, tax, technical, and Sobrasa departments. We met with national institutions such as Ministry of Tourism, Ligabom, ABNT, ABRAMEDE, and international institutions such as ILCOR, AHA, WHO, ILS and IDRA. All with a single goal: to help our volunteers to carry out better, their prevention actions.

SOBRASA, through its Administrative Board, is promoting the revision of its Strategic Plan. In general lines, the plan foresees actions for a horizon of 2 years (2023-2024), which are aligned with our mission, vision and values. Preliminary environmental analyzes were carried out (SWOT and Pestel) from which a reference document was produced. This is a dynamic plan, focused on the current moment and that undergoes constant updates and alignment. The main purpose is to build the future we want, which is, to live in a country that is aware of the problem of drowning and adopts effective preventive measures to reduce it in all aquatic environments.

The purpose is to qualify companies which wish to provide education in prevention, rescue and first aid with a SOBRASA seal. The SOBRASA seal is provided at 3 different levels depending on the depth of content and training to be provided. Learn more here.

Courses to health professionals, aquatic sports people, parents/guardians and those interested in the area with a five-hour interaction learn how to prevent, rescue and use first aid in cases of drowning. It is free and performed completely ONLINE or in a hybrid format in an open environment, which can take place on beaches, swimming pools, rivers or lakes.

• 55% of all drowning deaths occur between 1 and 9 years of age
• Occurrence during leisure in the pool is 2 times more frequent than accidental fall In the range of 1 to 4 years, the home and swimming pools represent the place of death in 87%
• The most affected age group is 1 to 4 years old (48%). Children aged 5 to 12 years who know how to swim are drowned more by the suction of the pump in swimming pools (estimated at 28% of the total in swimming pools).
• They occur in residential swimming pools (49%), clubs and gyms (10%), schools (7%) and others.
• Boys die twice in swimming pools. 44% occur in the summer period, which indicates that impact and seasonal campaigns could be concentrated close to this selected period.
• The estimated risk of death in swimming pools is 1 for every 12,782 swimming pools in one year
• It is estimated an average expenditure of 28 million/year with deaths from drowning in swimming pools
The Southeast is the place with the highest occurrence of drownings in swimming pools (42%), although the greatest risk is the Central-West region, possibly due to a greater number of swimming pools
The “POOL+SAFE” program created in 2013 by SOBRASA reduces incidents of drowning in swimming pools through the education of swimming teachers and students in gyms, schools and clubs. AVOID

• 50% of the drowned were swimming/playing in the river and 16% were fishing.

• Between 1990 and 2000, floods were the second most recurrent disaster in Brazil, reaching 30% of all disasters and the main responsible for causing deaths (44% of the total)

The "KIM AT SCHOOL" program - created in 2010 by SOBRASA, reduces incidents of drowning in FLOODS through education in primary schools.

The drowning survival chain is the most important tool in education on the reduction and mitigation of drownings.
Describes a step-by-step that includes all actions, from how to avoid drowning to the hospital, when necessary.
As drowning mainly involves pre-hospital assistance provided in a highly hostile environment – water – and is usually carried out by laypeople without training, it requires an educational approach that is different from other pathologies in order to reduce these dramatic numbers.

What is the importance of the Automated External Defibrillator (AED) on beaches and spas, especially in cases of drowning?
The AED is not useful in cases of primary drowning, as Cardio-Respiratory Arrest (CRA) has a respiratory cause and occurs in asystole in almost 100% of cases where there is no indication for defibrillation. However, the AED is useful in these places, where there is a high occurrence of cardiac arrest in ventricular fibrillation (VF), by elderly people practicing various activities and thus exposed to the risk of cardiac arrest by Ventricular Fibrillation. In these, its use can determine the success of resuscitation. In cases of secondary drowning, the occurrence of an Acute Myocardial Infarction may also be necessary. Each Lifeguard Service should assess the benefits of having an AED available for immediate use at these locations.

THE RISK OF DEATH BY DROWNING IN AN AREA WITHOUT A LIFEGUARD IS 50 TIMES HIGHER. Attend only areas with lifeguards on duty and respect the risk flags.

So far, there is no case described of this type of occurrence in a swimming pool, indicating that the possibility is rare, but due to prudence and because the covers (of the swimming pool) do not have the same composition and have not been tested for this purpose, there is no total safety.
According to recommendations from the National Lightning Safety Institute, aquatic activities should be suspended, and people must be directed to a place protected by lightning rods whenever a storm is closer than 13 km, meaning, thunder interval less than 40 sec.
We recommend:
"Although the chance of being struck by lightning in a pool with a cover without lightning rods is very low, get everyone out of the water immediately, and keep them in a covered area"

27 years ago, the SOBRASA dream began - to make our waters safer.
Every year, new dreamers warriors joined to this challenging journey, and in this way we matured our mission, vision, values and our goals were strengthened.
The drowning problem is complex, and the solution is diverse, mainly through the education of the population and professionals who deal with water safety.
Over the years, we have established together a large part of the world's protocols used in drowning prevention, rescue and first and advanced aid, demonstrating the strength that an ideal, and the union around it can be achieve. Drowning data show a 45% reduction between 1996 and 2020 in the number of deaths per 100,000 inhab. in Brazil, which confirms the effectiveness of these actions.
