Call to lower alcohol limit for drink-driving offences Councils and fire and rescue authorities are urging the Government to lower the drinkdrive limit in England and Wales to help cut alcohol-related accidents. Following the publication of latest DfT estimates showing an increase in drinkdrive related crashes in Great Britain, the Local Government Association (LGA), which represents more than 370 councils and all fire and rescue authorities in England and Wales, is calling on the Government to drop the current limit from 80mg to 50mg of alcohol per 100ml of blood. England and Wales have one of the highest drink-drive limits in the world and the highest in Europe, with the exception of Malta, which has announced plans to lower its limit to 50mg. Northern Ireland is also due to introduce a lower limit this year. Between 2010 and 2015 the number of people killed in reported drink-drive accidents has remained between 220 and 240. Cllr Simon Blackburn, chair of the LGA’s Safer and Stronger Communities Board, said: “Lowering the drink-drive limit could save up to 170 lives in the first year alone and almost £300m annually by reducing the number of call-outs to accidents, emergency service costs and hospital admissions. “The Government should be leading by

The number of potholes filled over the past year has dropped again for the second successive year, according to the latest Annual Local Authority Road Maintenance (ALARM) survey. It has shown a reduction in the average number of potholes filled per authority, although the total number remains high at 1.7 million – one every 19 seconds. The figures for England show a 19% decrease, with the biggest drop in London (43%). Wales has seen an increase in the number filled (19%). The disparity in cost between filling potholes as part of a planned programme of carriageway repairs and as a reactive repair is again evident, with reactive repairs costing almost a third more. Taking an average cost for filling a pothole across each region, the total amount spent in England and Wales last year is estimated at £102.3 million, the lowest figure reported since ALARM 2012. Alan Mackenzie, chairman of the

Asphalt Industry Alliance (AIA), said: “Potholes are a symptom of poorly maintained roads and can have a serious effect on road users but spending money fixing them in isolation is wasteful. “The most efficient way to deal with our crumbling roads is to fix them properly and stop potholes forming in the first place. It is time we had a rethink about the future funding of our roads, otherwise we will end up with a network that is just not fit for purpose.” The estimate for this one-time catch-up cost has remained largely unchanged for the past four years and is a considerable £12.06 billion. This breaks down as an average of £85.7 million per authority in England; £21.4 million in London and £26.9 million in Wales. If adequate funding and resources were in place to get roads back into a reasonable condition, highway departments reported that the estimated amount of time required to carry out such work would be around 12 years. ●

The heat is on for hauliers as fire rips through migrant camp The knock-on effects for UK-bound hauliers as a result of the fire that has reduced the migrant camp at Grande-Synthe, to the north of Dunkirk, will be massive. That’s the reaction of the Road Haulage Association to the news that the fire (linked to fighting between approximately 150 Kurds and Afghans) made 1,500 migrants ‘homeless’ in just a couple of hours. “This is really bad news,” said RHA Chief Executive Richard Burnett. “Of course we sympathise with those migrants who travelled with very little and who have now been left with nothing more than just the clothes they stand up in. “However,” he continued, “as the

only organisation dedicated solely to the needs of UK road hauliers, it has to be their welfare that we are duty-bound to focus upon. “Already we are seeing migrants return to the Calais area – all with the same goal; to reach the UK by whatever means possible and that usually means on the back of a truck. “They have no thought for either their own safety, or of anyone else. A sudden influx of well over 1,000 displaced migrants will only make what is already a bad situation much, much worse. “I am greatly concerned that the only people who may come out of this well will be people smugglers – those criminals that make a living through human trafficking.”

RHA warns truck operators of higher insurance premiums Truck operators may be in for a surprise when the time comes to renew their insurance premiums since the Chancellor released details of a proposed change to the way that compensation payments are calculated. The RHA says the discount (or interest) rate used to calculate these payouts will be cut from 2.5% to -0.75%, to reflect the fall in inflationlinked government bonds since 2001, when it was last revised. Road Haulage Association (RHA) Chief Executive Richard Burnett said: “The effect of the change will be to increase the amount insurers have to pay claimants to reflect today’s lower interest rates. “But the cut is bigger than most insurers expected. They have no choice but to increase their premiums and motorists and hauliers will have no choice but to pay them. We are very concerned

South west road boost The Department for Transport (DfT) has proposed that the A358 that links Somerset towns Taunton and Ilminster be improved to boost business in the south-west. A proposed new route with dual carriageways for quicker travel was unveiled by Transport

Secretary Chris Grayling. “Currently, the road is a mix of single and dual carriageway, leading to bottlenecks and congestion. It also carries more vehicles than it was designed for, causing further delays,” he explained.

DAF Apprentices to the rescue!

Ceremony paves the way for DAF’s new headquarters After nearly thirty years in Thame, Oxfordshire, DAF Trucks in the UK is moving to a new facility in neighbouring Haddenham, Buckinghamshire. An official groundbreaking ceremony has taken place that signals the beginning of a £20 million investment that is “Instrumental in further strengthening DAF’s market leading position in the UK,” commented Ray Ashworth, DAF Trucks UK Managing Director. Senior executives from DAF Trucks N.V. and PACCAR Inc. were joined at the groundbreaking ceremony by Simon Smits, the Dutch Ambassador to the UK, as well as representatives from the local authorities and the project management company. The new three-storey facility will be complete in July 2018 and will have almost 50,000 sq. ft. of office space. The DAF Trucks UK headquarters will include a state-of-the-art auditorium, as well as an ultra-modern four-bay workshop to offer world-class training facilities for DAF dealers and employees. “The new facility is being built at a time when DAF is enjoying record success in the UK”, added Ray. “In the UK, DAF is the market leader and set a record 30.1% share in the above 6.0-tonne market. Heroes help pregnant woman after she suffers a late-night flat

ix DAF Apprentices have been hailed as heroes after coming to the rescue of a pregnant Bristol woman after she suffered a late-night flat-tyre on the city’s Cribbs Causeway. After several adults either refused or were unable to help 25-year-old Natalie Jones, it was the six youngsters from the DAF dealer network, studying locally at City of Bristol College, who stepped forward to lend assistance and fit a replacement wheel and tyre. “I was with three friends and had just returned to the car after a night out at the cinema on Cribbs Causeway,” said Natalie. “It was cold, dark and windy and, with no passers-by apparently able to help, the situation was becoming quite distressing. “The five young men and young woman who approached us couldn’t have been more polite. They offered to help, changed the wheel and we were on our way in no time. They were wonderful,” she said, “they were my heroes that night. They told us that they were with DAF and studying at the local college, so the next day I wasted no time in making contact to ask they pass- on my heartfelt thanks,” she said. “We were thrilled after reading Natalie’s note from City of Bristol College,” said Tony Shepherd, Business Services Manager at

Truckers and rural campaigners fall out over new roads Most truckers who regularly get stuck in traffic would willingly back plans for extra roads. But countryside campaigners have warned that new highways in England not only fail to ease congestion but in fact make traffic even worse. Road building also “obliterates” rural views and harms nature, the Campaign to Protect Rural England says. Its study of 86 road schemes completed between 2002 and 2012 says the majority damaged the surrounding environment. But Sir John Armitt, of the National Infrastructure Commission, said it was essential to increase road capacity. The Government is set to spend £1.2bn on building and maintaining roads in the next year, which it says will cut congestion and improve journey times while boosting businesses and jobs. Ralph Smyth, head of infrastructure at the CPRE, said road-building projects led to a “depressing, self-perpetuating cycle of more and more roads”. Roads were not delivering the congestion relief promised, he told BBC Radio 4’s Today programme. “They improve it for the first year or so, then traffic rapidly increases.” The CPRE’s research drew on official evaluations of 86 road schemes, which Highways England carries out for road projects costing more than £10m. ●

DAF Apprentices to the rescue!

Ceremony paves the way for DAF’s new headquarters After nearly thirty years in Thame, Oxfordshire, DAF Trucks in the UK is moving to a new facility in neighbouring Haddenham, Buckinghamshire. An official groundbreaking ceremony has taken place that signals the beginning of a £20 million investment that is “Instrumental in further strengthening DAF’s market leading position in the UK,” commented Ray Ashworth, DAF Trucks UK Managing Director. Senior executives from DAF Trucks N.V. and PACCAR Inc. were joined at the groundbreaking ceremony by Simon Smits, the Dutch Ambassador to the UK, as well as representatives from the local authorities and the project management company. The new three-storey facility will be complete in July 2018 and will have almost 50,000 sq. ft. of office space. The DAF Trucks UK headquarters will include a state-of-the-art auditorium, as well as an ultra-modern four-bay workshop to offer world-class training facilities for DAF dealers and employees. “The new facility is being built at a time when DAF is enjoying record success in the UK”, added Ray. “In the UK, DAF is the market leader and set a record 30.1% share in the above 6.0-tonne market. ix DAF Apprentices have been hailed as heroes after coming to the rescue of a pregnant Bristol woman after she suffered a late-night flat-tyre on the city’s Cribbs Causeway. After several adults either refused or were unable to help 25-year-old Natalie Jones, it was the six youngsters from the DAF dealer network, studying locally at City of Bristol College, who stepped forward to lend assistance and fit a replacement wheel and tyre. “I was with three friends and had just returned to the car after a night out at the cinema on Cribbs Causeway,” said Natalie. “It was cold, dark and windy and, with no passers-by apparently able to help, the situation was becoming quite distressing. “The five young men and young woman who approached us couldn’t have been more polite. They offered to help, changed the wheel and we were on our way in no time. They were wonderful,” she said, “they were my heroes that night. They told us that they were with DAF and studying at the local college, so the next day I wasted no time in making contact to ask they pass- on my heartfelt thanks,” she said. “We were thrilled after reading Natalie’s note from City of Bristol College,” said Tony Shepherd, Business Services Manager at

Pune, a three-hour drive inland from Mumbai, is one of two ‘automotive hubs’ in India (the other is Chennai) where largescale production facilities exist from Tata Motors, Mahindra, Mercedes, VW, FIAT and General Motors. While the DAF brand isn’t marketed or sold in India yet, Robin headed up a team of 230 local employees at the PACCAR India Technology Centre (PITC) focusing on IT, Engineering and Component Sourcing.

Robin’s remit was also to explore commercial opportunities that may exist for PACCAR products – and that includes winches as well as trucks and engines – in India and the ‘ASEAN’ zone; the Association of South East Asian Nations. ASEAN is made-up of 10 countries which together form a trading block. A truck market, but not as we know it

There’s one aspect of the Indian truck industry that will appear decidedly familiar to UK observers. Despite a population of 1.3 billion, there’s a driver shortage. “This is due in part to truck driving being

perceived as a ‘low status’ occupation,” says Robin, “but, unlike the UK where a decent living can be made behind the wheel, truckers in India are very poorly paid.” The market itself is huge; some 300,000 trucks above 6.0-tonnes will be sold in India in 2017, with Tata enjoying a 60% stranglehold on the share. Ashok Leyland fares well with around 30% and then BharatBenz with 5% and Indian manufacturers Eicher and Mahindra along with a few European manufacturers, with niche products. As for the trucks, the Indian market is

several decades behind the UK, Europe and, indeed, much of the rest of the world. For instance, an estimated 80% of 16.0-tonne trucks that leave Indian production lines do so without a cab. Called truck ‘cowls’ these rudimentary chassis go to local body-builders for completion. “Vehicle specification is best described as rudimentary,” says Robin, “and there’s certainly no air-conditioning for the driver. A typical Indian truck,” he adds, “is a Euro-1 or Euro-2 vehicle, maintained at operators’ premises and very often repaired by drivers at the roadside.” As a result, most trucks are 10 to

20-years-old, contributing significantly to the extremely poor air quality in Indian towns and cities. “A small step in the right direction,” adds Robin, is that Euro-4 standards on emissions was mandated on new trucks from April 1st this year, though this will have little impact until the old-smokers, and there are millions of them, are taken off the road.” The upshot is that, while the Indian truck and transport industry is poorly evolved, PACCAR sees some commercial opportunities ahead and, with Robin’s work in Pune, the PITC has a broad body of work

with which to carefully analyse market trends in preparation for making an entry into the Indian market when and where the right opportunity exists. And what about the weather in India? “Not too bad,” says Robin, “Away from the humid coastal regions, and at 2,000ft. above sea level, it’s really quite pleasant between November and February. DAF takes a bold stand at CV Show To underline DAF’s focus on innovation as part of a drive to enhance fuel efficiency, lower CO2 emissions and improve productivity, DAF has confirmed that the Future Truck Chassis Concept (FTCC) will be on display at the CV Show this month in Birmingham (April 25-27).

T

hanks to a number of patented chassis design innovations, in combination with lightweight materials and components, DAF’s FTCC achieves a remarkable weight saving of 500kg on DAF’s 12-tonne LF chassis platform – which already offers a low kerb weight for highest payload. Featuring independent front air suspension, the FTCC also makes extensive use of aluminium. Another patented innovation is the integrated body floor structure, achieved by incorporating the body sub-frame into the main chassis side members. Designed primarily as a distribution vehicle, DAF’s FTCC was developed as a collaborative project with Sapa Profiles UK and CSA Group, and co-funded by the UK Government’s Innovate UK. Reducing weight, or ‘light weighting’, through the use of novel designs and materials, is just one part of a multifaceted approach by DAF Trucks to future vehicle design. The exhibition of the FTCC at the CV Show follows the showing of another of DAF’s innovation vehicles at the IAA in Hanover in last September. Using hybridisation to capture regenerative energy in a lithium-ion battery pack, the innovative XF is capable of electric only driving for short distances. With the prospect of zero emission zones in a number of major European cities from the mid 2020s

such technologies will enable regional and long distance trucks to deliver the ‘final mile’ with zero tail-pipe emissions and low noise. DAF Trucks is also a key player in the evaluation of predictive, connected and collaborative driving as demonstrated during the European Truck Platooning Challenge last year. Truck Platooning uses automated driving technology to allow trucks to drive a short distance apart. The second vehicle automatically follows the first using Wi-Fi, radar and cameras. Enhanced aerodynamics will result in reduced CO2 emissions. There is also an opportunity to improve the driver’s field of vision. Once the legislation is finalised,” he said, “the industry will have the opportunity to invest in solutions which make further CO2 reductions and enhanced safety possible. When a customer orders a new DAF truck, the specification is bespoke to the needs of their operation and two vehicle preparations are rarely the same. Some vehicles simply require a comprehensive pre-delivery inspection (PDI) and quality check, whereas others can be much more involved. This can include anything from fitting additional safety systems and equipment, to applying livery, or installing in-cab accessories. Once a vehicle meets customer specification, it receives a full valet from top to bottom, so that customers can rest assured their new truck is ready to hit the road from day one.

Customers can also access the support of an in-house driver trainer, with a range of training options to help drivers get the best from their DAF vehicles. DAF takes a bold stand at CV Show To underline DAF’s focus on innovation as part of a drive to enhance fuel efficiency, lower CO2 emissions and improve productivity, DAF has confirmed that the Future Truck Chassis Concept (FTCC) will be on display at the CV Show this month in Birmingham (April 25-27).

T

hanks to a number of patented chassis design innovations, in combination with lightweight materials and components, DAF’s FTCC achieves a remarkable weight saving of 500kg on DAF’s 12-tonne LF chassis platform – which already offers a low kerb weight for highest payload. Featuring independent front air suspension, the FTCC also makes extensive use of aluminium. Another patented innovation is the integrated body floor structure, achieved by incorporating the body sub-frame into the main chassis side members. Designed primarily as a distribution vehicle, DAF’s FTCC was developed as a collaborative project with Sapa Profiles UK and CSA Group, and co-funded by the UK Government’s Innovate UK. Reducing weight, or ‘light weighting’, through the use of novel designs and materials, is just one part of a multifaceted approach by DAF Trucks to future vehicle design. The exhibition of the FTCC at the CV Show follows the showing of another of DAF’s innovation vehicles at the IAA in Hanover in last September. Using hybridisation to capture regenerative energy in a lithium-ion battery pack, the innovative XF is capable of electric only driving for short distances. With the prospect of zero emission zones in a number of major European cities from the mid 2020s

such technologies will enable regional and long distance trucks to deliver the ‘final mile’ with zero tail-pipe emissions and low noise. DAF Trucks is also a key player in the evaluation of predictive, connected and collaborative driving as demonstrated during the European Truck Platooning Challenge last year. Truck Platooning uses automated driving technology to allow trucks to drive a short distance apart. The second vehicle automatically follows the first using Wi-Fi, radar and cameras. Borsboom, Director Product Development. “Over the last decade,” he says, “average fuel consumption and CO2 emissions from a longdistance truck have been reduced by 14% and we continue to reduce that even further.” He adds: “Additional steps will be made with the new masses and dimensions legislation approved by the European Parliament. Enhanced aerodynamics will result in reduced CO2 emissions. There is also an opportunity to improve the driver’s field of vision. Once the legislation is finalised,” he said, “the industry will have the opportunity to invest in solutions which make further CO2 reductions and enhanced safety possible. We look forward to the final rules.” ●

The ninth edition of the definitive TRP Catalogue was published late last year and will be available on the DAF Trucks stand at the CV Show. “Be aware,” warned Stewart Davies, “with over 75,000 parts in TRP’s ever-expanding range, the printed TRP Catalogue is a hefty tome! Customers can, however, collect a copy from their local DAF Dealer or order one online at www.TRPparts.com.

When a customer orders a new DAF truck, the specification is bespoke to the needs of their operation and two vehicle preparations are rarely the same. Some vehicles simply require a comprehensive pre-delivery inspection (PDI) and quality check, whereas others can be much more involved. This can include anything from fitting additional safety systems and equipment, to applying livery, or installing in-cab accessories. Once a vehicle meets customer specification, it receives a full valet from top to bottom, so that customers can rest assured their new truck is ready to hit the road from day one.

A COMPREHENSIVE HANDOVER Once a new DAF leaves Ford & Slater, it is delivered to a customers’ site along with a comprehensive vehicle handover, giving the customer a familiarisation and walkaround of their new vehicle, with particular attention to any new features they may not have used before. Customers can also access the support of an in-house driver trainer, with a range of training options to help drivers get the best from their DAF vehicles. With a hands-on team of 12 dedicated members of staff and 175 people on site, Ford & Slater Leicester’s vehicle preparation department is a well-oiled machine, rolling more and more new DAF trucks on to the road day after day.

able reel and drum producer, Marlin Industries in Wrexham, has replaced its entire artic fleet with new top-of-therange DAF XF Super Space Cab tractor units. Supplied by DAF dealer, Imperial Commercials, also in Wrexham, ten XF 460 FTG 6x2s and one XF 460 FT 4x2 unit are already in service and, the company says, are already delivering vastly improved returns over its pre-existing mixed fleet. The move to a DAF Euro-6 fleet, explains Group Transport Manager, Mike Stokes, has resulted in an immediate and significant upturn in productivity for the company, “Although we have a GVW of 44 tonnes we only gross out at 34 tonnes,” he says, “and we’re already seeing ten-plus mpg from the new DAF XFs, and that’s extremely encouraging in just the first few weeks in operation, and much better than the old Euro-5s.” The move to the UK’s market-leading DAF brand comes as a result of an exhaustive wholelife cost analysis against other major truck manufacturers and with the substantial input of Marlin’s drivers. “We employ highly experienced drivers,” says Mike, “drivers who have come from other top transport operators and drivers who have extensive knowledge of all the leading truck models. Almost without exception, they told us the DAF XF would be their truck of choice. If you factor in DAF’s whole life costs and the impressive levels of aftersales support from Imperial Commercials which we’ve already seen, then it’s a combination that’s hard to turn down.” A five-year funding arrangement for the new DAF fleet has been supplied through PACCAR Financial, DAF Trucks’ in-house finance division. Marlin reports that it was unable to find a more competitive package with other well-known third party finance companies. Marlin Industries places great emphasis on its environmental responsibilities, and boasts an ISO-accredited recycling facility at its Wrexham base. Additional locations are found in Newport and Hawick, Scotland. A recent FORS Bronze accredited operator, Marlin is enjoying increasing business resulting from ongoing infrastructure projects throughout the UK. ●

General Manager at mini-TANKERS, Gary Branch, explained why the company has stuck with the DAF brand in recent years. “We have an ‘N’-reg DAF 7.5-tonner which we acquired when we bought the company over 10 years ago,” he said, “and we couldn’t have hand-built the specification to be more suitable. We wanted to future-proof the specification and DAF has provided us with successive models ever since, albeit higher up the weight range to suit our

requirements. Today’s DAF light and middleweight rigid range is a solid, reliable workhorse, and,” said Gary, “support from DAF in Stockton has been first rate.” The new DAF drawbar caused a bit of stir after it was delivered in 2016. Strictly a rigid fleet, the ‘big’ new vehicle, concedes Gary, made a few of the drivers a little nervous. “It was the first of its kind on the fleet,” he said, “and the drivers were uneasy with its size at first. But, aside from the articulation, it’s a compact little machine and the drivers are all very comfortable with it now. It certainly looks fantastic and, quite unintentionally, it’s become the flagship of the fleet. The company’s ‘direct fuelling solutions’ strapline holds true to form with its 365-daysa-year service and its ability to go anywhere regardless of location – and in double-quick time. Plant and equipment customers benefit from a flexible delivery offering which keeps machinery operational and eliminates the need for costly, and risky, on-site fuel storage. Mini-TANKERS does, of course, offer bulk deliveries and it can cater for larger projects too – tanker and driver hire provides a bespoke facility for customers and a fuel management service affords customers the peace-of-mind of knowing all its fuel supply operations, from ordering to management information, is also taken care of. ●

here’s airbrushing, and there’s airbrushing! DAF Driver Magazine has seen some stunning paint-jobs in its time, but this one is right up there with the very best. Artist Adam Haden from Cornwall is making a name for himself in the world of ‘truck art’ and he’s really excelled himself with this Battle of Hastings-themed DAF XF. The lucky owner of this masterpiece is Graham Poole, boss at Rochdale-based haulier Graham Poole Road Transport. The new DAF XF 510 FTT is a 6x4 heavy-haulage machine with just about every box ticked on the options list. Although the truck is fully kitted-out in Kelsa light-bars, flashing beacons, air-horns and strobe lights, it’s the paint-job that’s the real talking point. The base paint was applied by Wyke Commercials in Irlam, including a two-lacquer finish on the chassis. Then, Adam Haden was let loose with his airbrushes and his imagination, and what a fantastic piece of work. The cost? A cool £20,000! (For those results, we think that’s money well spent – Ed.) So why 1066 and the Battle of Hastings? “Well, the new wagon is on a ’66-plate,” said Graham Poole, “and I wanted something to tie in with that. The reg. plate is TN 66 DAF, too. Adam has a real talent, and I really wanted him to showcase his skills on this one. I’m bowled over with the results,” he said, “the detail is just incredible.” We asked Graham who the regular driver is, “Me!” he said emphatically. We’re not surprised, Graham, We wouldn’t let anyone near it, either! ●

Barry Proctor Services also has a DAF drawbar nearing delivery, and it too, will arrive via Adam Haden’s workshop. The artwork being prepared for this latest truck will be based on the TV series ‘Auf Wiedersehen Pet’.

Why drivers should say no to self-employment

How many innocent people have to die before the Government does something about the scourge of what amounts to a modern-day bonded labour?

I

see him most afternoons when I’m walking the dog. There’s a passing space on one of the narrow country lanes near where I live in remote West Wales and in the mid-afternoon it is usually occupied by a Transit van bearing the livery of a well-known home delivery company. The driver is slumped exhausted across the seats, dead to the world. He, like thousands of others, is a small exploited cog in a very large machine. He’s a self-employed delivery contractor working in a market that is pretty much unregulated, to an extent that it is not only unethical but also downright dangerous, yet one that is used by many large companies that pride themselves on their ethics and safety. Companies like a well-known supermarket I could mention. Just like pretty much any other company, it buys its transport services. In June last year, a Crown Court judge questioned why a driver’s employer was not also in the dock when 31-year-old van driver Malkit Chaukria was jailed for causing death by dangerous driving. Delivering white goods for this supermarket, via contractor Gills Transport Ltd, he was regularly starting work at 2.30 am and ending his shift at between 7 and 8 pm. On the return leg of a run which had taken Mr Chaukria and his driver’s mate Ahron Ryan down to the West Country, he fell asleep at the wheel of his Mercedes-Benz Sprinter on the M5 after 16 hours of work and driving and collided with an artic parked on the hard shoulder. Mr

“I know of one driver who scuffed a mirror. Replacement mirror covers for his van can be obtained for 23 pounds, but his employer charged him 230 pounds” Ryan was killed instantly. Judge Michael Cullum said: “The hours you were expected to drive were utterly irresponsible and it is obvious to me that your employer bears a high degree of moral responsibility for what happened. “You were trapped by a poorly paid job in exceptionally tiring conditions and the hours you were expected to drive were ludicrous. “It is not for me to comment on the minimum wage that you and Mr Ryan were being paid for working ridiculously long hours and driving hundreds of miles each day, for, it must be said a modest payment. “I presume that had you refused to work such long hours, which you should have done, then you would have lost your job.”

Chaukria was jailed for two years and four months. And this is not an isolated case. Last December, another van driver from the West Midlands found himself facing a charge of causing death by dangerous driving. Wednesbury man Stephen Clarke, aged 59, was before the High Court in Glasgow after he had fallen asleep at the wheel of his Sprinter, which was sub-contracted to UK Express Logistics. He had left Coventry at 1.20 am and fell asleep at the wheel when on the A74(M) near Lockerbie. His van hit a car which was stopped on the hard shoulder with an overheating engine. Driver Farzana Kousar was getting out of the vehicle’s passenger door when it was struck and she died of chest injuries. He was jailed for two years. A similar fatal crash involving the same company had taken place nearby just a month earlier and fatigue had been highlighted as a cause of that accident too. So why do the drivers do it? The reason is that they are often tricked into a modern form of bonded labour. They drive vans which they hire from their ‘employer’ at exorbitant rates (try £1,300 a month for a Sprinter which you can lease directly from Mercedes-Benz for about £1,000 or less) and are charged ridiculous amounts for spurious ‘damage’. I know of one driver who scuffed a mirror. Replacement mirror covers for his van can be obtained for £23, but his employer charged him £230. In fact, it appears that some business models are based on carrying parcels at cost and making profit from sub-contractors. So, why do people do it? Because, in the words of The Eagles’ song Hotel California: “You can check out any time, but you can never leave”. These companies fix their accounting system so you always owe them more than they owe you. Even taking a day off sick can see you fined £150. Once you’ve started for them, you can hardly afford to live but you cannot afford to stop. Most people reading this will have a Category C licence and hopefully will be able to find better work. But if you know anyone who is tempted by ‘self-employed’ van driving, do them a favour and talk them out of it.

He had left Coventry at 1.20 am and fell asleep at the wheel when on the A74(M) near Lockerbie. His van hit a car which was stopped on the hard shoulder with an overheating engine. Driver Farzana Kousar was getting out of the vehicle’s passenger door when it was struck and she died of chest injuries. He was jailed for two years. A similar fatal crash involving the same company had taken place nearby just a month earlier and fatigue had been highlighted as a cause of that accident too. So why do the drivers do it? The reason is that they are often tricked into a modern form of bonded labour. They drive vans which they hire from their ‘employer’ at exorbitant rates (try £1,300 a month for a Sprinter which you can lease directly from Mercedes-Benz for about £1,000 or less) and are charged ridiculous amounts for spurious ‘damage’. I know of one driver who scuffed a mirror. Replacement mirror covers for his van can be obtained for £23, but his employer charged him £230. In fact, it appears that some business models are based on carrying parcels at cost and making profit from sub-contractors. So, why do people do it? Because, in the words of The Eagles’ song Hotel California: “You can check out any time, but you can never leave”. These companies fix their accounting system so you always owe them more than they owe you. Even taking a day off sick can see you fined £150. Once you’ve started for them, you can hardly afford to live but you cannot afford to stop. Most people reading this will have a Category C licence and hopefully will be able to find better work. But if you know anyone who is tempted by ‘self-employed’ van driving, do them a favour and talk them out of it.

Designed for the very different operating environments and up to 70 tonnes GCW many DAFs boast specifications not seen on DAFs in Europe. These include Meritor single reduction double drive bogies on Airglide air suspension and sometimes the Eaton 18 speed manual gearbox, although the ZF 16 speed AS Tronic gearbox is proving a popular choice matched to the PACCAR MX 12.9 litre engine which is available with a maximum 510hp rating.

ohn Bowler is the fourth generation of family-run transport company TW Bowler, a business that is more than 60 years old. He heads up the burgeoning heavy haulage side of the business and it’s his job to organise and move abnormal loads across the UK.

Since joining the business six years ago the fleet of Road Vehicles (Authorisation of Special Types) (General) Order 2003 (better known as STGO) has grown from one to represent more than half the fleet and account for half the business. “More people are approaching the company to do heavier work,” he explains. The company runs a mixed fleet with an 8x4 250 tonner with a towing capacity acting as the company’s big hitter. It’s ably assisted by six other trucks rated at 180 tonnes, 150 tonnes, two 80 tonners and two rated at 65 tonnes. To strengthen the fleet they took on an eighth STGO tractor unit, an ex-demonstrator from Leicester-based DAF Trucks Dealer Ford & Slater. The XF 510 FTM, with Marc Sadler behind the wheel, is an 8x4 twin-steer powered by the 12.9-litre MX13 engine producing 510hp and 2,500Nm torque from 1,000 to 1,425rpm. It has a 16-speed manual transmission. “We were very impressed with the DAF when we had it on demo, and six months later we decided to buy it. “We went for the DAF because it was a great truck throughout the time we had it on demo. We were very impressed with the layout, which is modern and looks smart. The axle spacing on the tractor unit is ideal for the weight distribution on our work.”

The vehicle was specified with a Super Space Cab, cab air suspension, fog and cornering lights, sky-lights and a copperbrown interior. Marc and his co-driver get to travel on heated and ventilated leather seats. Another new addition to the fleet is the arrival of a secondhand German-built Scheuerle FlatCombi modular trailer. It

can be built to meet the requirements of a specific load and meet an increasing demand from customers to do more heavier work above 150 tonnes gross vehicle weight. It’s the 25th trailer on the fleet that includes power-steering double extenders, vessel trailers, three beam-deck trailers and an array of low-loaders.

The low-platform FlatCombi trailer can be used as a semi-trailer but, more importantly, it brings the company into the drawbar and pull-push markets. John explains: “It is specialist work. The trailer is built in axle rows so you can build the trailer for the job. “If you’re moving a bridge and it’s too high, you can build the trailer with the beams in the bed for it to sit down lower. Load height on the Scheuerle trailer can be set as low as 780mm. He adds: “This trailer has opened the door to getting more work – there aren’t many of these in the country.” Transport was reintroduced in 1989 by John’s father Nick Bowler while his business partner Lyndsey Bowler ran the horse-riding equipment and animal feed shop at the farm, cattery and head office of TW Bowler Group. Nick used an AEC Mammoth Major, which replaced a wagon and drag. He built the fleet up with a tractor and three-axle step-frame low-loader trailer to serve local customers. That led to a four-axle lowloader and then STGO work duly followed. Nick successfully built the business moving plant, rail and farm machinery, and fabricated equipment. Thomas William Bowler originally started the business that bears his name in 1950 from Offerton, near Stockport, Greater Manchester. Transport went hand-inhand with agriculture at Shady Oak Farm

After the abattoir was sold off, transport tailed off and his son John Bowler (John’s grandfather), concentrated on farming. Nick was more interested in equipment than farming and did repairs and bought and sold plant, machinery and vehicles, as well as moving the equipment for himself and his customers. “My dad would buy something and occasionally it didn’t work so he had to get it on the truck to get it home. Things have just progressed,” he recalls. Heavy haulage isn’t a just-in-time industry – organising an abnormal load can take months. Nothing can be overlooked, he says, because it might come back to haunt the job when the wheels start rolling. “It might appear that the route could be ‘turn off the motorway and head down the road for five miles and turn left’, but there might be a weight restriction on a bridge so you have to go around it and that might add 40 miles to the journey. “Street furniture might have to be moved, so the company needs to approach the local council to organise removal, a tight corner might be accessible with independent steering on the trailer to get the trailer around; one building might project over the road on a narrow street making the entire route unsuitable. “You do everything you can to get around a parked car if it’s in the way. If there is definitely no way of getting around, the team might see that they can manually steer the trailer across to kick it out to try and make the corner. It’s this sort of problem solving the lads do all the time. It is never a drama or an issue, you just sort it out.” An STGO movement order is set in stone. There is no contingency route or skirting around via another road or shortcut.
