Two-day storm does little for drought BY DAVID MARK SIMPSON Daily Press Staff Writer

CITYWIDE Yes it rained all day Tuesday and Wednesday but no, you shouldn’t go back to watering your sidewalks and driveways or having high-volume water balloon fights. It turns out the impacts of the storm - the first significant rainfall in months - were pretty minimal, for Santa Monica at least. The Santa Monica Mountains, from which the city by the sea draws its water, got about an inch and a half of rain, according to the National Weather Service. Local driver joins Carlin for FIA Formula 3 European Championship BY RUSSELL ATKINS Special to the Daily Press

Gustavo Menezes is the first driver to be announced as part of Carlin’s 2015 FIA Formula 3 European team. The 20 year-old racer from Santa Monica will join the British squad for his second season in the competitive junior category. Menezes had a strong rookie season in the FIA F3 series including a pole position, multiple podiums and points finishes, as well as a top ten finish at the Macau Grand Prix in November. Previous to racing in the FIA F3 series, Menezes was a multiple race winner in German F3. Speaking about joining Carlin, Menezes

SANTA MONICA NAMED AS A HOST TOWN

Matthew Hall matt@smdp.com Representatives from the Special Olympics and local dignitaries gathered at ICE on Dec. 4 to announce Santa Monica has been named as a Host Town for the 2015 Special Olympics World Games. Santa Monica will welcome a group of athletes from one of the 177 countries participating in the games from July 21-24, 2015. The World Games are expected to bring more than 7,000 athletes to the area for the largest athletic event in the world for 2015 and the largest event in Los Angeles since the 1984 Olympic Games.

Zoning debate continues BY MATTHEW HALL Editor-in-Chief

CITY HALL The process for revising Santa Monica’s master zoning code continues to grind forward with some residents reiterating opposition to the plan at the micro and macro levels.

Santa Monica’s master zoning code is out of date and development within the City is being governed by specific development agreements that provide unique restrictions/guidelines on a per-project basis. The City has an interim zoning regulation that stipulates legal restrictions on development and the Land Use and

Circulation Element (LUCE) that expresses the desires of the community in a nonbinding way. In some cases, the two are in conflict and an update to the zoning code is needed to reconcile the differences. The City is working on an update to the SEE ZONING PAGE 8
