Two-day storm does little for drought

CITYWIDE Yes it rained all day Tuesday and Wednesday but no, you shouldn’t go back to watering your sidewalks and driveways or having high-volume water balloon fights.

It turns out the impacts of the storm - the first significant rainfall in months - were pretty minimal, for Santa Monica at least.

The Santa Monica Mountains, from which the city by the sea draws its water, got about an inch and a half of rain, according to the National Weather Service. Other areas in Southern California saw upwards of four SEE STORM PAGE 9

Local driver joins Carlin for FIA Formula 3 European Championship

Gustavo Menezes is the first driver to be announced as part of Carlin’s 2015 FIA Formula 3 European team. The 20 year-old racer from Santa Monica will join the British squad for his second season in the competitive junior category.

Menezes had a strong rookie season in the FIA F3 series including a pole position, multiple podiums and points finishes, as well as a top ten finish at the Macau Grand Prix in November. Previous to racing in the FIA F3 series, Menezes was a multiple race winner in German F3.

SANTA MONICA NAMED AS A HOST TOWN

Matthew Hall matt@smdp.com Representatives from the Special Olympics and local dignitaries gathered at ICE on Dec. 4 to announce Santa Monica has been named as a Host Town for the 2015 Special Olympics World Games. Santa Monica will welcome a group of athletes from one of the 177 countries participating in the games from July 21-24, 2015. The World Games are expected to bring more than 7,000 athletes to the area for the largest athletic event in the world for 2015 and the largest event in Los Angeles since the 1984 Olympic Games.

Zoning debate continues

CITY HALL The process for revising Santa Monica’s master zoning code continues to grind forward with some residents reiterating opposition to the plan at the micro and macro levels.

Santa Monica’s master zoning code is out of date and development within the City is being governed by specific development agreements that provide unique restrictions/guidelines on a per-project basis. The City has an interim zoning regulation that stipulates legal restrictions on development and the Land Use and

Circulation Element (LUCE) that expresses the desires of the community in a nonbinding way. In some cases, the two are in conflict and an update to the zoning code is needed to reconcile the differences.

SMC Dance Performance Santa Monica College’s Global Motion World Dance Company will present “Peace and Security,” an exciting program of choreography showcasing dance styles from around the world.

Performances are Dec. 6, at 4 p.m. and 7:30 p.m., and Sunday, Dec. 7, at 7:30 p.m. in The Broad Stage at the SMC Performing Arts Center, Santa Monica Boulevard and 11th Street, Santa Monica.

The “Peace and Security” performance reflects SMC’s 2014 Global Citizenship theme and features traditional and contemporary dance styles, including West African, Ballet, Belly Dance, Contemporary Jazz, Filipino Dance, Flamenco, Korean Dance, Lyrical Jazz, Mexican Folklórico, Irish, Indonesian, Persian, Salsa, Swing, and Tango.

Global Motion, founded by Judith Douglas, is under the artistic direction of Raquel Ramirez and Sri Susilowati.

Global Motion is a world dance performance company that expresses the concept of humanity in the form of global citizenship. The company is composed of SMC students who learn, rehearse, and perform world dance styles. Global Motion provides a platform for SMC students to experience and learn about other cultures through world dance while working with professional choreographers who are experts in the field of world dance.

Global Motion has toured extensively and performed at schools, festivals, and special events throughout California and Mexico for more than 30 years. The company has recently - for the second time - returned from performances in Beijing, China.

Raquel Ramirez is co-director of Global Motion and a dance professor at SMC. She is also the founder and director of a folklórico performance group, and is dedicated to supporting the traditions and cultures of Mexico.

Sri Susilowati, originally from Indonesia, is co-director of Global Motion and a member of the SMC dance faculty. She is a dancer, choreographer and storyteller, creating and performing traditional and contemporary works that focus on community, gender, and ethnicity.

Cynthia Molnar is an acclaimed teacher, dancer, and choreographer who teaches Classical Ballet on the adjunct faculty at Santa Monica College. She also holds the position of ballet mistress for the On The Edge Youth Dance Ensemble in Los Angeles. Molnar will choreograph a duet “Romantique” Pas de Deux.

Guest artist Peter deGuzman is the artistic director of the Los Angeles-based Malaya Filipino-American Dance Arts. He received the 2012 Best Choreography Award at the L.A. Weekly Theater Awards for “The Romance of Magno Rubio,” which played at the Ford Amphitheater. He will choreograph a dance piece that combines Pangalay dance style of Southern Philippines with a Tagalog (Filipino) proverb, and puts it into a contemporary context.

SMC student Nazanin Badiei, who started learning classical Persian dance in Iran at the age of 7, has been a professional Persian dance teacher for more than 10 years. She will choreograph two different types of Persian Folklore dances. The Turkish and Kurdish dances performed by two groups of dancers will show how these different ethnic groups can dance separately, with their own movements, yet join each other and dance together in friendship by sharing their feelings and emotions.

Rain, rain … waste, waste Editor:

We are recent migrants (three years) to Santa Monica from Sydney, Australia. Coming from the driest continent on earth we have finally learnt to respect water. In the severest of droughts Australians have learnt to take a short shower standing in a bucket and placing the wastewater onto the garden. We even wash dishes in a bucket of water when asked by our political leaders. When you use the toilet we have a saying “if its yellow let it mellow.” Only flush every once of twice a day. Hosing pavements is an absolute no-no and car washes boom because washing your car in the street causes nothing but angry stares from the neighbors.

It astounds us that residents of Santa Monica still water their gardens in the middle of the day, hose the pavement for no other reason than they are bored and its part of their everyday routine. Now it has bucketed down with rain for two days and where has most of the water gone? Into the sea.

This city is full of intelligent, hard working and unbelievably generous people. We have been welcomed with open arms by so many residents. It is just so frustrating to watch and see this waste. Water is the most precious of commodities, maybe we can work together and share ideas and experience about how to use it in a far more intelligent way!

City Big Wigs to Hear Noise About Noise

THE LATE WILL ROGERS, PERHAPS

Santa Monica’s most beloved citizen even 80 years after his death, was a world-renowned vaudevillian, movie star, newspaper columnist and radio performer. How beloved? One of our beaches is named Will Rogers and his sprawling 186 acre residence nestled in the Santa Monica Mountains has been one of the most popular of California’s Parks since 1944 when it was deeded to the state following the death of Rogers’ widow. The many ocean view trails are spectacular and on Sundays from April through September the polo matches on the huge grass field is a sight to behold.

Rogers is remembered for volumes of witticisms including, “I’m not a member of an organized political party, and I’m a Democrat;” “Don’t let yesterday take up too much of today;” “There are two theories about arguing with a woman. Neither works;” and “I only know what I read in the paper.” Twitter and “The Daily Show” aside, so it is with me.

On October 29 in the Daily Press I read that our city’s coffers are overflowing by $28,000,000 more than predicted. Then, in my friend and colleague Charles Andrews’ Nov. 19 “Curious City” column, I saw where our outgoing City Manager Rod Gould’s echoed the optimism at “Santa Monica Talks Presentation” at Tongva Park. Like a motivational speaker, Gould ebulliently suggested the state of the city couldn’t be finer.“We’re on the cutting edge of everything and rolling in the dough,” a tongue in cheek Andrews reported, “and man did I sleep better that night.”

Things are so rosy that many city officials appear unwilling to see, speak or hear nary a critical word. But all may change on December 10th. That’s when the Department of Public Works’ Wendy Pietrak, Glennis Waterman and Director Karen Ginsberg will speak to residents from 6 to 7:30 p.m. in the Shores’ lobby North Meeting Room. (Sorry, already “sold out.”)

The trio (and Police Chief Seabrooks!) will answer questions regarding the slew of citysponsored events. I hope they have mea culpa in hand. If not it might be prudent to frisk residents at the door for rotten vegetables.

The problem is that for years now, it’s as though any and every loud event somehow just has to be staged at picturesque Ocean View Park. Unfortunately it’s surrounded by the Sea Colonies and the Shores the majority of whose residents probably hope to sleep in on the weekends. Not likely unless they’re deaf.

The recent “Noise Nightmares” series of

events culminated on Oct. 4 with the World’s First Vegan Oktoberfest. (Also the world’s loudest!) Apparently the city’s Community Events decided it would be a good idea to combine 3000 people, untold kegs of beer and ear-drum busting music that was so loud it was heard eight blocks away. Decibel count? Imagine an outdoor Rolling Stones concert.

The city didn’t stage the Oktoberfest by the beach with the giant speakers facing the ocean. Instead it was physically located as close to 1,500 residents as possible without actually being in their apartments and condos.

And it went on for 16 hours, if you include the equally nerve-wracking noise generated by taking the event down that lasted until 2 in the morning. Loud beeping trucks, jackhammers, steel poles clanging to the ground. Compounding matters, Police told irate, sleep-deprived residents who phoned to complain that the takedown was permitted when in fact it was for Sunday during the day! Oops.

A la Ed McMahon, “And just how loud was the music, Johnny?” From inside my apartment, I couldn’t be heard on the phone.

I had to shout as l left a voice mail for Council Member Kevin McKeown who was so shocked by the Oktoberfest cacophony that he made a MP3 file. It circulated as did my subsequent columns on the subject and soon word spread in City Hall that something was rotten in Denmark, or at least too noisy in Ocean Park.

The sad truth is this is just one more example of the ongoing battle between residents and the city; between quality of life issues and commercial interests. With all the development in the past decade, if the battle was a boxing match it would have been stopped long ago with commercial interests winning by a resounding TKO. I don’t care that we’re $28,000,000 or whatever the figure is, in the black, somehow residents have to start coming first again. That said, I’m not holding my breath. Instead I’m writing this column.

Perhaps Rogers’ most famous quote is, “I’ve joked about every prominent man of my time. But I never yet met a man I didn’t like.” I’m not sure even good-natured Will would have been that upbeat if, while he was sleeping in on the weekend, some civil servants staged a Vegan Oktoberfest directly across the street.

The Kiwanis Club of Santa Monica’s continues its 92-year tradition of helping to support youth and less fortunate residents of the City of Santa Monica this holiday season with the annual Thanksgiving basket delivery. The Monday before Thanksgiving members from Kiwanis Club of Santa Monica, Kiwins Club of Palisades High, and UCLA Circle K Club purchased, assembled and delivered turkeys, stuffing, cranberry sauce, vegetables and pie to 78 local families who couldn’t otherwise afford a celebratory meal.

Kiwanis is a modification of a Native American word for “I make noise” and we have expanded that into making a loud impact on peoples’ lives in our community.

This year Kiwanis will distribute $140,000 in grants and scholarships to local organizations that serve youth. Over twenty organizations will help target those funds toward the most in need. Major grants will go to the Santa Monica Library, Police Activities League, Boys and Girls Club of Santa Monica, and the Westside Shelter and Housing Coalition. In addition, 20 academic scholarships plus 27 music awards will go directly to students.

Patrol officers responded to a call of domestic violence that just occurred in the 1000 block of Marine Avenue. Officers were told the victim and suspect had been dating off and on for the past four months, and tried living together, but after the suspect became abusive the victim asked him to move out. About a week prior, the victim decided to try and repair the relationship and allowed the suspect to move back in. On the night of the 29th, the suspect and victim started to argue. The suspect grabbed the victim’s phone and looked through the contacts list. When the victim tried to get her phone back, the suspect grabbed the victim’s head with both of his hands and threw her to the ground. The victim said she hit her head on a chair as she fell. The suspect fled the location, taking the victim’s cell phone with him.

The officers detained the subject on the street, still in possession of the victim’s phone. Carl Dwayne Morgan, 43, Santa Monica, was placed under arrest for petty theft and battery and transported to the Santa Monica Jail for booking. His bail was set at $20,000.

ON NOV. 29, AT 4:25 P.M. Night watch officers responded to a call of a suspicious person on the Santa Monica Pier.

The caller reported that a male suspect was inside a women’s restroom stall peering over the wall into other stalls. The officers determined the location of the suspect and knocked on the door. The male suspect exited the stall and told the officers, “All of the men’s stalls were taken and I had to go to the bathroom.” When the officers asked him if he climbed up to look into the other stalls, the suspect told them he had because he wanted to make sure no one was in the stall next to him. The victim who reported the incident identified the suspect as the male who had looked into her stall while she was inside. Yhwh Daystarr, 35, homeless was arrested for peeping and a probation violation. His bail was set at $10,000.

Officers responded to the 3100 block of Main Street to investigate a family disturbance. The victim called police to report that the suspect, his girlfriend, had been drinking and was now running through the streets and refusing to give him his phone or keys. The victim and suspect have been dating for about a year, and on the day of the incident started arguing about finances. When the suspect told the victim she wanted to go buy cigarettes, the suspect told her they had no money to do so. The suspect became upset and started throwing items around their apartment; she also pushed the victim several times, scratching the victim on both arms. The suspect left the apartment for several hours, and when she returned she was showing several signs of alcohol intoxication, including red and watery eyes, slurring her words, and a distinct odor of alcohol. When the victim contacted police for assistance in caring for the suspect, she became enraged, struck him on the neck, and spit on him. Raven Thomas Lamb, 23, Santa Monica, was eventually taken into custody in a neighboring apartment and transported to the Santa Monica Jail. Her bail was set at $50,000.

ON NOV. 28, AT APPROXIMATELY 12:50 P.M. Patrol officers responded with lights and sirens to a call of an assault with a deadly weapon that just occurred in front of OPCC at 503 Olympic Boulevard. The victim, a paralyzed veteran, was sitting in his wheelchair on the sidewalk when he was approached by the suspect. For unknown reasons, the suspect attacked the victim without provocation, punching him in the face and knocking him to the ground. The suspect then grabbed a glass bottle and struck the victim on the head. OPCC patrons intervened and restrained the suspect until police arrived. The victim suffered a cut on his left eyelid, and two puncture wounds from broken glass on his right arm. Dan Lewis Booker, 45, homeless, was transported for the Santa Monica Jail for booking. His bail was set at $30,000.

ON NOV. 28, AT ABOUT 12:16 P.M. A day watch patrol officer driving in the area of Lincoln Boulevard and Ashland Avenue was alerted to a possible stolen vehicle in the vicinity. The officer located the U-Haul truck, reported stolen on August 8, 2014. The officer conducted a traffic stop of the vehicle and detained the driver and passenger for suspicion of vehicle theft. During a search of the vehicle, the officer located multiple fraudulent credit cards and a large bag of tools. The suspect told the officers he didn’t know who the tools belonged to and was unable to explain the work he was doing that required tools and the U-Haul truck. Additional fraudulent cards were located in the suspect’s pockets. Johnathan Leslie Rogers, 24, Stanton, was arrested for vehicle theft and other theft offenses, including possession of stolen property, and transported to the Santa Monica Jail for booking. His bail was set at $50,000.

ON NOV. 28, AT ABOUT 1:20 P.M. Officers responded to an “armed robbery” radio call in the 1000 block of Hill Street. It was initially reported that a male and female suspect broke into an apartment where the victims were working and stole a purse and other property. When confronted by one of the victims, the male suspect pulled out a knife and told the victim not to touch the female suspect. The suspects were last seen heading southbound in the alley east of Lincoln Boulevard. The suspects were quickly detained by officers and positively identified by the victims as perpetrators of the robbery. The female suspect was still in possession of the stolen purse. Both suspects were transported to the Santa Monica Jail and booked for robbery, burglary and conspiracy. Kerry Lee Jordan, 27, Los Angeles was denied bail. Brittany Bregel, 30, Pacific Palisades, had bail set at $50,000.

Subsequent interviews with the victim’s family led to information used to obtain the warrant. Refugio Mendez, Whittier, had bail set at $20,0000.

ON NOV. 26, AT APPROXIMATELY 2:52 P.M. Officers assigned to patrol the downtown area observed the suspect walking his bicycle northbound across Broadway at the intersection with 2nd Street, crossing against the red light. The officers stopped the suspect in the 1400 block of 2nd Street for the Vehicle Code violation and asked for identification. The suspect told the officers he did not have any identification card, but claimed he had been issued one in California in the past. Despite repeated attempts, the officers were unable to locate any record based on the information given by the suspect. They subsequently transported him to the police station so that he could be identified and booked. David Mihalis, 41, Montecito, had bail set at $5,000.

ON NOV. 24, AT APPROXIMATELY 5:50 A.M. Officers patrolling the downtown area noticed the suspect walking back and forth on the sidewalk in the 1500 block of 5th Street. The suspect was extremely agitated, walking back and forth and yelling obscenities. As the officers approached, the suspect walked to an unoccupied parked vehicle and kicked the right rear door. The officers could hear the suspect’s foot striking the side of the vehicle. They detained the suspect and discovered a small dent and a fresh shoe scuff on the car.

A notice card was left for the vehicle’s owner and Bryan Christopher DiBucci, 45, Santa Monica, was arrested for vandalism and transported to the jail for booking. His bail was set at $500.

ZONING FROM PAGE 1 master zoning ordinance and sections of the proposed updates were discussed at the Dec. 3 Planning Commission meeting as part of an ongoing process culminating in approval of a new Zoning Ordinance Update in June of 2015 by City Council. Discussion at the Dec. 3 meeting was supposed to focus on Divisions 1 (introductory provisions) and 5 (general terms) of the plan.

Brad Misner, principal planner in the City’s planning division said the goal was to establish a base from which more complex elements could be understood.

“Our belief is that with an understanding of the provisions and general terms, that will form a basis, a foundation for understanding the remainder of the code,” he said.

However, the entire document was open for debate and while some comments did address specifics of Divisions 1 and 5, some speakers continued to voice frustration at the entire process or address broader concerns about the future of development in Santa Monica.

Three specific topics have become a rallying point for some residents. There is opposition to allowing “activity centers” on Wilshire Blvd., to the conversion of some residential lots to commercial use and to the proposed density of development allowed along Wilshire. Speakers criticized the process for leaving their concerns out of the most recent draft of the rules but staff said some concerns have been addressed and those that were omitted were left out because the limited scope of the zoning rules require some changes be discussed in another venue.

Misner said staff has read every comment made by residents but that only those directly relevant to amending the zoning code can influence the current process.

“As we were putting together the red line draft, many comments fell into a very large policy discussion area and in some instances it didn’t have a bearing on the zoning ordinance, and I say that knowing that I’m not trying to be slight,” he said.

“It’s just that when you talk about an issue like activity centers, activity centers are a concept that’s in the land use and circulation element, and the ability to have activity centers is predicated on a specific planning process, so what you’d find in the red line zoning ordinance is one page that talks about any activity center will go through that process so there really wasn’t an indepth response we could make there.

Things that were very specific about technical aspects of the code we reviewed and many times it informed how we drafted the red line. There were some instances when frankly it didn’t rise to the level that required a change.”

Longtime residents Brian and Cheryl Stecher were the first to address the commission during public comment and Cheryl said neighbors had participated in the process for years with the issues of activity centers, development on Wilshire and the residential/commercial lots rising to the top of their priority list.

“We felt betrayed at the last planning commission, this effort was apparently ignored and these three issues that matter most to our neighborhood were singled out for exclusion from further discussion,” said Brian.

Commissioner Jim Ries said he expected to hear many similar comments throughout the meeting and said the commission isn’t deaf to the community’s concerns, but said the process of updating the zoning code must conclude before those specific issues can be addressed.

“It certainly wasn’t that we were ignoring you or that you were betrayed,” he said.

Other speakers during the meeting did provide input on specific issues including the definition of creative office space, the statement of purpose for zoning, maximum building heights, the overall pace of development and a feeling that the rules favor businesses over residents.

The Commission will continue to discuss the proposed update at its meetings on Dec. 10, Dec. 17, Jan. 7. Jan. 14., Jan. 21 and Jan. 28. The process will then continue at City Council. matt@smdp.com

City Hall relies on the aquifers in the mountains to the north because most of Santa Monica is paved, which makes it harder to capture water. City officials don’t yet know how many gallons were brought into Santa Monica’s coffers.

“It really is too early to tell and honestly it was a small amount of rain in the big picture,” said Water Resource Manager Gil Borboa.

He continued: “The precipitation in one year, to get out of the drought, would have to be 150 percent of what the normal precipitation is for the rain gages that are measured for that purpose in the state.”

In this case, the value of the storm was more in what it could do for water usage rather than what will do to restore our water collection.

“It’s not to say it didn’t help,” Borboa said.

“It did help. For one thing, it was enough rain to really soak everything and people don’t need to actually water their landscape or their lawns for a good week. We hope that has some translation into more water conservation.”

City Hall is still in the process of formulating its mandatory water cuts, which could go into effect early next year.

The storm caused mudslides on the Pacific Coast Highway well north of Santa Monica and flooding in other parts of the state but had little impact on Santa Monica.

“We have not had any big issues as a

result of this storm,” said Director of Public Works Martin Pastucha. “Some minor concerns with sloughing on the bluff at Palisades Park and we have closed off some areas near bluffs as a precaution. Some minor flooding under the pier and the 1550 Parking Lot, but the water is being pumped out of there slowly. Storm drains are flowing fine and no major issues.”

City Hall was prepared for the storm, he said.

“We have our areas to monitor so it is just a minor refocus during the event,” Pastucha said, “but all of our systems are cleaned and checked prior to start of rain season to insure that when rain comes there are no major surprises.”

Last year was one of the driest in recorded history for the L.A.-area. This year hasn’t been much better.

In response, Gov. Jerry Brown declared an official drought and asked, along with City Hall, for a 20 percent reduction in water usage. Code Compliance announced earlier this year that its officers would be cracking down on landscape-related water violations.

Santa Monica gets about 80 percent of its water locally and buys the rest from the Metropolitan Water District, which draws its water from the Colorado River and Northern California.

City Hall aims to be fully water self-sufficient by 2020.

“It’s certainly a relief to get some rain,” Borboa said. “I hope that it portends well for more rainstorms that come along this winter.” dave@smdp.com

In 2012, an attorney representing 13 local churches filed suit against City Hall, claiming that the council erred because the ban was approved specifically to avoid controversy, effectively revoking the churches’ rights to free speech.

Later that year, a Los Angeles federal judge dismissed the lawsuit, claiming that City Hall was within its constitutional right to ban the unattended displays because the decision impacted all groups, religious or otherwise, and provided groups with other ways to display their scenes.

The churches’ attorney filed for an appeal of the dismissal. Two years later, last week, they got word that the appeal will be heard by a three-judge panel within the U.S. Ninth Circuit Court of Appeals on Feb. 6 in Pasadena, according Hunter Jameson, a spokesperson for the churches.

“Should we be granted favor, what would happen could take a number of forms,” Jameson said.“It could go to the district court for trial, because there’s not been a real trial, or the city could take certain moves itself.”

There was no timeline for when the courts would decide whether or not to hear the appeal.

“It is progressing,” Jameson said. “It’s been a long time.”

After the oral arguments in February, the churches will go back to waiting — there’s

no timetable as to when the judges will have to make a decision this time either.

In the meantime, the churches are planning to display their nativity scenes elsewhere for the third year in a row.

In 2012, the nativity scenes were erected in front of Watts Commercial Properties on the 2700 block of Ocean Park Boulevard but last year, for the 60th anniversary of the nativity scenes, the group moved to Mt. Olive Lutheran Church at 14th and Maple streets.

The 13 scenes will return to Mt. Olive this year, Jameson said.

“We do have hopes that it will be eventually returned to the park,” he said. “I think two years is a little early to talk about a tradition but we’re very thankful to the church to be back there and it’s great to have a place where we’re able to return. It’s our home and we’re very appreciative for now.”

The displays will be up from Dec. 14 through New Years’ Day. On Dec. 14, at 3 p.m. in Palisades Park, the coalition of churches will host an opening ceremony, including a 24-foot-long banner that will depict nativity scenes and include text narrating the story.

“We’ll have Christmas music,” Jameson said. “Attendees will be invited to sing Christmas carols and the Salvation Army is going to furnish a brass quartet.”

Displays in Palisades Park are permitted under the ordinance, so long as they’re attended. The banner and other displays, presented on Dec. 14, will be attended. dave@smdp.com

Marines to train in Los Angeles for urban combat Dozens of Marines will raid buildings and dodge paintballs shot from modified M-15s in downtown Los Angeles as part of a routine exercise to prepare troops for urban combat, officials said Thursday.

Los Angeles residents may notice anywhere from two to six military helicopters buzzing over the metro area next week, but Capt. Brian Block said no one will be able to see the raids being held at several undisclosed locations in the city because they will be off limits to the public for safety reasons.

“It’s not going to look like ‘Apocalypse Now’ by any stretch of the imagination,” Block said.

The Marine Corps has held similar training in recent years in Atlanta, Memphis and other cities. The military worked closely with the Los Angeles Police Department and notified property owners so no one will be caught off guard, Block said.

No residents live in the spots where the pseudo-combat will take place, Block said.

The military will bring in actors to role play, and troops will be hit with paintballs.

The training is part of a two-week military exercise that starts Friday and involves about 2,400 Marines and sailors from the 15th Marine Expeditionary Unit ahead of its deployments to the Western Pacific and Middle East in spring of 2015. The exercise ends Dec. 16.

The Los Angeles portion will take place over a couple of days, Block said, but he would not provide specifics so the public does not try to get to the sites to witness the training. The other exercises will take place at military bases in California, at a site outside Las Vegas, and another outside Flagstaff, Ariz.

Conducting training in different cities helps troops hone their skills by giving them a realistic urban setting not found on military bases, where service members also carry out raids in mock villages, officials said.

Couple cleared in daughter’s death arrives in US An American couple has arrived in Los Angeles after being cleared in the death of their adopted 8-year-old daughter in Qatar.

The David House Agency, which represents Matthew and Grace Huang, says they arrived on Thursday.

The agency tweeted, “Mission accomplished. Matt and Grace are in Los Angeles. They have not stopped smiling.”

The couple’s return brings an end to a nearly two-year legal saga they say was rooted in confusion over cross-cultural adoption.

The couple’s last moments at the Qatar airport on Wednesday were a tense experience that brought Grace Huang to tears at one point when her husband was held up for several minutes on the other side of passport control.

Poisoned Los Angeles mountain lion recovers A mountain lion living in Los Angeles’ Griffith Park appears to have recovered from mange and exposure to rat poison.

Santa Monica Mountains National Recreation Area biologist Jeff Sikich says the lion dubbed P-22 looks healthy and has a full belly in recent photos.

The National Park Service on Thursday released photos taken last month by a remotely triggered camera set up at the site of a freshly killed mule deer. More than 1,500 photos were taken as P-22 returned to feed over four nights.

P-22 was robustly pictured by National Geographic last year with the Hollywood sign in the background. But early this year he was markedly deteriorated when he was captured for a collar battery change. Biologists treated him for mange and poisoning, and then released him.

Ex-school accountant pleads guilty to embezzlement Prosecutors say a former Southern California school district accountant recorded on video stuffing lunch money into her bra has pleaded guilty to embezzling $1.8 million.

The San Bernardino County district attorney’s office says 50-year-old Judith Oakes pleaded guilty Thursday to nine counts of misappropriating public funds.

Prosecutors say Oakes could face a maximum of eight years in prison when she is sentenced on Jan. 8. She is also required to pay the $1.8 million taken from the Rialto Unified School District between 2005 and 2013.

Oakes was arrested last year.

A message was left for Oakes’ attorney, C. Patrick Milligan.

Apple says plaintiffs’ iPods not covered by suit For want of an iPod, a billion-dollar lawsuit may be in jeopardy.

Apple attorneys are raising a last-minute challenge to a class-action lawsuit over the company’s use of restrictive software that kept iPods from playing music sold by competitors. Apple says new evidence shows the two women named as plaintiffs in the case may not have purchased iPod models covered by the lawsuit. Opposing lawyers disagree.

U.S. District Judge Yvonne Gonzalez Rogers said she isn’t ready to decide, but told both sides to file legal briefs as soon as possible.

Apple stopped using the software in 2009 and the case only covers certain iPod models purchased between September 2006 and March 2009.

CARSON The Los Angeles Galaxy will be playing the New England Revolution on Sunday December 7 for the MLS Cup. It’s an interesting match up considering that Galaxy star Robbie Rogers is leading at the forefront of his own revolution.

Rogers is the first active openly gay player in the five major American professional sports. Since coming out in February of 2013, he is near of the top reaches of American soccer, yet no one has followed him.

“To be honest, I thought when I came out and Jason [Collins of the NBA] and Michael [Sam of the NFL], I thought there’d be a chain reaction,” Rogers said in a recent phone interview with The Associated Press.

“It’s been a lot slower. I guess that just reminds me how big a problem it is in sports culture with homophobia. They don’t feel comfortable.”

Collins came out in 2013 near the end of his NBA career as a free agent. He made history in that sport by appearing in 22 games with the Brooklyn Nets last season and averaging 7.8 minutes per game. Sam came out after his SEC Player of the Year Award winning campaign with the University of Missouri Tigers in 2013, just in time for the 2014 NFL Draft. He was selected in the 7th round by the St. Louis Rams but is no longer with an NFL team and has yet to make his NFL regular season debut. Now he is even questioning his decision to publicly come out via ESPN as seen in a recent interview with GQ. “There are a number of gay men playing professional sports, just not out,” Rogers told the AP. “In the end, it’s really about guys coming out and changing the atmosphere by being in it. You definitely need to create the environment first where guys feel comfortable.”

Rogers hopes he can expedite the creation of that environment with his new memoir “Coming Out to Play”, which has just been released by Penguin Books on Tuesday in books stores everywhere. It’s an all access look inside the heart of one of the many stars of the flagship franchises in the MLS, and the storms that surround heart and mind when dealing the realization of an alternative sexuality that encompasses an identity that for years has ranged in perception from clinically disturbed to downright criminal.

“Growing up, I heard and saw plenty that made me think that being gay was bad, defective and sinful,” Rogers wrote.

It’s a process that eats away from the inside like a parasite with piranha like tendencies. Once it becomes the truth inside, it becomes a secret anxiously waiting to be released and become the truth outside.

Rogers realized early on that he was gay in high school not from the form of love, but from words of hatred.

“I was really sensitive to words like ‘faggot’ and ‘gay’ and things like that,” Rogers said. “Those words really affected me at a young age. It for some reason hurt me and I would just cringe when I’d hear those words.”

To be gay in America was - and still is in some parts of the country - a contradiction; a contradiction of one’s faith, a contradiction of one’s morals, a contradiction of one’s masculinity, and most importantly in Rogers realm, a contradiction of the pillars of the sports cathedral built in America and the rest of the world.

“Like every locker room I’d been in for years now, ‘fag’ and ‘gay’ were tossed around like an all-purpose putdown,” he wrote. “It cut deeper into an already raw wound.”

While Rogers is alone among the ranks of active openly gay professional athletes, each athletic coming out story inspires another.

As seen on the SB Nation site outsports.com, there is no longer a shortage of coming out stories among the collegiate ranks.

So acceptance is a process; a process that has possibly been accelerated by the rise of social media. Exposure is the best way to tolerance and acceptance. Social media platforms like Instagram and YouTube have allowed people to get to know gay men, lesbian women and homosexual couples through enlightening video blogs and public photo diaries. One could say the exposure from a distance via social media has allowed more in person understanding.

“I think our world is more connected through social media so people in general are exposed to more things,” Rogers said.

“Which make it easier for the LGBT community to be more connected with the rest of the world.”

Rogers hopes his book will reach those individuals who feel afraid of their surroundings and that those individuals will be able to draw strength and courage from his story and avoid a prickly process that Rogers has characterized as “tiring” and “really unhealthy.” So far, Rogers is receiving the right results.

“One of the main things I heard from people is ‘Obviously it’s your story but it feels like you’re telling my story,’” Rogers said. “Before I came out, I was very much alone and I think a lot of people that read it kind of felt the same at some point. So I think they can relate to it in that way.”

There have been enough articles written about Rogers to write an autobiography.

However no one gets the true story rich with dollop after dollop of detail without reading “Coming Out to Play.”
