CITY HALL Water from long dormant local wells contaminated with a gasoline additive could soon be flowing once again from Santa Monica faucets. The City Council on Tuesday celebrated what was deemed a momentous occasion, approving a proposed project to install a new groundwater treatment plant at the Charnock Field, hoping to finally bring local sources back into the public drinking water system.
The project involves two components — the construction of a new water treatment system at the Charnock Well Field on Westminster Avenue and improvements to the Santa Monica Water Treatment Plant (SMWTP), which is used to soften, disinfect and fluoridate the water. Both facilities are located outside of city limits with the SMWTP located off the corner of Bundy Drive and Wilshire Boulevard. The plant is expected to be operational by 2010. “It really is a milestone in cleaning up our water and becoming self-sufficient,” Mayor Pro Tem Richard Bloom said.
It was a dozen years ago that five wells in the Charnock Field were taken out of commission after officials discovered MTBE contamination from leaking underground gasoline storage tanks owned by several oil companies, including Shell, Chevron-Texaco and Exxon Mobil. Several settlements benefiting City Hall followed over the next decade, including $120 million from the oil companies in 2003 and another $131 million in 2006. The first settlement included terms that called for the formation of a Charnock Engineering Committee that was co-repre-
sented by City Hall and the oil companies to coordinate the construction of a new treatment facility. The second settlement three years later handed over sole oversight of the restoration project to City Hall. The project in its original version received resistance from residents in the Mar Vista-Palms-Del Rey neighborhoods for its aesthetics, which they felt was out of character with the area, and noise impacts from the facility. For author Deborah Fine, that unsettling question is, “Deborah, do you prefer Cool Whip, or is it that you don’t know how to make whipped cream?” Whatever the trigger may be, it seems that family gatherings are times when conversations can become uncomfortable or tense. Avoiding awkward silences during holiday meals can be as easy as rephrasing a question. “We say things to our family that we would never say to people in the outside
