PASADENA City Attorney Marsha Moutrie motioned in the direction of the courthouse metal detector she passed through Wednesday morning, hoping to make a point to a three-judge panel on why Santa Monica officials believe a jet ban is necessary. While the U.S. Court of Appeals in Pasadena has been free of dangerous incidents, such hasn’t been the case for other courthouses, justifying the presence of security measures at all judicial locations, Moutrie said.

Similarly, while all runway overrun accidents at Santa Monica Airport have involved smaller planes, there have been fatal cases involving the larger C and D-type jets at other facilities across the country, bolstering the need for a proactive ban locally on the bigger and speedier planes, especially since homes are located 300 feet from both ends of the runway, Moutrie explained. The argument was made on Wednesday during a hearing on City Hall’s challenge of a cease-and-desist order that prohibits it from enforcing the jet ban, which was approved by the City Council in March. A decision on whether the court will support or deny the appeal is not expected for at least

three months. The hearing took place six months after a U.S. District Court judge ordered City Hall to comply with the Federal Aviation Administration’s cease-and-desist order until the agency completes its administrative examination on the legality of the ban. City Hall and the FAA are currently in mediation to work out their differences before potentially kicking off the agency’s administrative hearing in March. The City Council adopted the jet ban after it rejected several runway safety proposals by the FAA, including an option to install an Emergency Material Arresting System, which would be designed to stop the

majority of flights taking off. City officials felt the FAA’s proposals were not sufficient and would not provide the level of safety residents are requesting. Judge Edward Korman questioned why City Hall was insistent on removing the injunction before the administrative hearing with the FAA was concluded, pointing out that no categories C and D jets have accidentally overshot the runway at Santa Monica Airport. SMC Jason Bentley’s rise to become the music director at KCRW resembles that of a Horatio Alger, rags-to-riches novel. What started out as a volunteer job working the phone banks at KCRW soon blossomed into a meaningful, successful career for the popular DJ. “This is a wonderful KCRW story,” said Ruth Seymour, general manager of the public radio station, which is a community service of Santa Monica College. “Jason began as a phone volunteer in the front office when he was still in high school. He grew up on KCRW because his parents were listeners.” Bentley was born in Tallahasse, Fla., but spent most of his life in Santa Monica. He lives in Venice with his wife Kahi and he said you can usually catch them strolling down the Third Street Promenade. He attended Santa Monica High School, and that is where he began to develop a keen interest in radio broadcasting. “At my high school there would be that guy who would do announcements on the PA system,” Bentley said. “I did that at Santa
