Tobacco license program to fund sting operations BY MELODY HANATANI Daily Press Staff Writer
CITY HALL Those who sell tobacco might want to be on the lookout for minors seeking cigarettes after a new retailer licensing fee was adopted this week to fund sting operations. The new Tobacco Retailer Licensing Program, which was adopted by the City Council on Tuesday, will require that all vendors who sell products containing tobacco hold a license issued through City Hall. The program comes in addition to the various other licenses that tobacco retailers have to purchase from various agencies depending on their type of business. “This is designed to do one thing and that is to curb sales to minors and that’s entirely what the fees are used for — sting operations and to fund administration of the program and education,” said Adam Radinsky, who heads the Consumer Protection Unit in the City Attorney’s Office. Enforcement will be done in conjunction with the Santa Monica Police Department. The sting operations usually involve minors working undercover who will go around to various stores and try to buy tobacco products, Radinsky said. City Hall has yet to set the fee amount, which will be based on the cost of the program divided by the number of businesses that will receive a license. The timeline for when the program will go into effect is also still up in the air. Retailers will have their licenses suspend-

DOWNTOWN A veteran Santa Monica firefighter arrested in July for allegedly manipulating his genitalia while seated on a bench at Pacific Park will be arraigned today, officials with the Los Angeles County District Attorney’s Office said. Fernando Padilla, a paramedic captain
assigned to Santa Monica Fire Station No. 5, has been charged with one misdemeanor count of lewd conduct and will be arraigned at the Airport Courthouse in Department 140, said Shiara Davila, a spokeswoman for the District Attorney’s Office. The Santa Monica City Attorney’s Office normally handles misdemeanor cases filed by the Santa Monica Police

Department, however, since Padilla is a city employee, the case was given to the District Attorney’s Office, eliminating any conflict of interest. Padilla, who has worked for the SMFD for 19 years, was put on paid leave after the arrest, which occurred on July 30 at about 5:15 p.m. Santa Monica police said Padilla was observed by witnesses exposing and manipulating his genitalia while seated on
