Morning commute to be impacted by bluff construction BY DAILY PRESS STAFF PCH Those who drive north along Pacific Coast Highway will have one less lane to use for the next six months. Work will start Oct. 26 to stabilize 1.6 miles of the historic Palisades Bluffs in Santa Monica, forcing construction crews to close the northbound lane nearest to the bluffs between the hours of 8 a.m. to 3 p.m., Monday through Saturday. Apartment owner sued for violating fair housing laws BY MELODY HANATANI Daily Press Staff Writer
DOWNTOWN The owner of a series of conveniently located and high-end apartment buildings in Santa Monica is the subject of a federal lawsuit that raises allegations of discrimination and violations of fair housing laws. Santa Monica Collection and Malibubased Christina Development Corp. are accused of discriminating against 70-yearold Nadia Fino by refusing to accept a Section 8 housing voucher that she claims was necessary to pay for her unit of 23 years when she became unable to work because
of a disability. The lawsuit was filed Oct. 13 in the United States District Court Central District of California by the Southern California Housing Rights Center and the Legal Aid Foundation of Los Angeles, which are representing Fino. They are asking the court for an injunction to halt the plaintiff ’s eviction, order the defendants to accept the housing vouchers and award compensatory, statutory and punitive damages to Fino. The plaintiff is also seeking the defendants to allow a second tenant in her unit as a live-in aide. “I’ve completely exhausted my savings at this point,” Fino said in a statement. “How

am I supposed to continue to pay my rent on disability benefits alone?” Representatives for the two companies could not be reached for comment. Fino has lived in a two-bedroom unit at 1251 14th St. since 1986, a building which the Santa Monica Collection owns and the Christina Development Corp. manages. She currently relies on Social Security disability and Supplemental Security Income benefits. LOS ANGELES Mortgage default notices against California homeowners dropped during the past quarter, as lenders renegotiated more loans and took other steps to limit foreclosures, a real estate tracking firm said Tuesday. Nearly 112,000 mortgage default notices were filed during the July-September period, a 10 percent drop from the 125,000 filed during the second quarter of 2009, San Diego-based MDA DataQuick said. DataQuick President John Walsh said lenders might be intentionally slowing the pace of formal foreclosure proceedings. “If so, it’s not out of the goodness of their hearts,” he said. “It’s because they’ve concluded that flooding the market with cheap foreclosures in this economic environment may not be in their best financial interest.” A better tactic to stem losses could be to keep motivated, employed borrowers in their homes, Walsh said. The latest figures marked a 19 percent increase from the nearly 92,000 default notices recorded in the year-ago period, when a new state law began requiring lenders to meet with borrowers to discuss possible remedies to foreclosure 30 days before beginning the process.
