The Santa Monica City Council is easing back into their regularly scheduled meetings with a light agenda on Sept. 12. Council’s only discussion item for the night is an exemption to rules governing sidewalk sales to facilitate the upcoming Coast festival. Santa Monica will host its open streets festival, Coast, on October 1 and City Hall is being asked to modify its rules regarding sidewalk sales to allow local businesses to capitalize on the surge in foot traffic. Individual businesses and Business Improvement Districts are limited to two sidewalk sales within any 12-month period. Some BIDs will have reached that limit prior to Coast and staff are
asking for a temporary exemption to the rules to maximize the effectiveness of Coast. “In order to minimize the impacts that this public Coast event will have on businesses located within or near the event and to enable these businesses to undertake activities in conjunction with the event, it is necessary for the Council to enact this emergency interim ordinance to expand the frequency that temporary use permits may be obtained for sidewalk sales when these additional sales are undertaken in conjunction with a City-produced public street event and to waive the filing fee for temporary use permits sought in conjunction with this event,” said the staff report. The proposal to reuse the now vacant Sears building on Colorado will be before the Landmarks Commission with a recommendation to approve the application that will eventually fill the property with new office, retail and food businesses.
The store at 302 Colorado Blvd. closed in April of this year following the sale of the location to a real estate investment company. In July of 2015, Sears created a new independent, publicly traded real estate investment trust named Seritage. Natural disasters are occurring more frequently from the multiple hurricanes to the La Tuna fire in Los Angeles and the City’s Office of Emergency Management (OEM) wants the public to recognize September is the official National Preparedness Month. According to Lindsay Barker, Chief Resilience Officer for Office of Emergency Management, the last natural disaster that affected Santa Monica was the Northridge Earthquake in January 1994. Since then the City has created a MultiHazard Functional Emergency Plan that will guide the City’s response during any emergency – whether it be an earthquake, tsunami, or mass casualty incident. “We also have a specialized Tsunami Response Plan.

These plans detail how City departments will work together to respond to urgent community needs and work with our local, regional, state and federal partners,” said Barker. If a tsunami were to hit the Santa Monica area the induction zone could possibly reach Ocean Ave. and Neilson Way, leaving Ocean View Park with excess water and damage. If and when a disaster hits the City has declared four locations as a safe refuge; Roosevelt Elementary, Santa Monica High School, Olympic High School and Washington Preschool.
