standardized tests last school year, as well as their own past performance. The Standardized Testing and Reporting exam, or STAR, is a statewide test in which 4.7 million California students participated. State and county scores improved in all of

five categories this year, with 57 percent scoring proficient in English-language arts and another 51 percent reaching proficiency in mathematics. Those percentages include students in grades 2 through 11 who took English exams

Rubin has been following news about the airport for a long time, she said Friday. “I am interested in the two major issues, noise and environmental, as well as the issue with the city’s contract with the (Federal Aviation Administration),” Rubin said. “As a lawyer and somebody who has worked on major policy issues, I think I can bring an interesting perspective to the table.” Mayor Richard Bloom nominated her for the spot, which was vacated in April when E. Richard Brown, a professor of health services and community health sciences at UCLA, died of a massive stroke. “The bottom line is that Ms. Rubin is a highly-skilled attorney whose analytical and legal skills will be, increasingly, of great value to the commission,” Bloom wrote in an email.
