Fetish du Jour: In July in Exeter, England, Paul Pennington pleaded guilty to engaging in sexual activity in a public restroom, while incidentally dressed in a baby diaper, bib and girl’s dress and carrying a baby bottle (but also wearing a stuffed bra). And Sean Kelly, 35, was arrested in Sebastian, Fla., in July, and charged with fraudulently attempting to obtain health-care services after he showed up at a clinic complaining of back pain but dressed in a baby diaper (which he eventually “loaded,” demanding a change). And Calvin Milo Alvarez, 30, was arrested in Fayetteville, Ark., in May on a child pornography charge after he was found by police, arguing with another man at an apartment house, with Alvarez dressed in a baby diaper and bleeding from the mouth.

DOWNTOWN — City officials are making sure that the new $57.7 million library is adequately protected, so they’re hiring additional security guards to keep the peace. Two full-time security guards will be assigned to the library, set to open in December. They’ll be roaming the 104,000-square-foot facility, constantly surveying the grassy outdoor plaza with a cafe, fountains and a terrace, as well as
keeping an eye on hundreds of computers, desks and chairs sprawled throughout the building for lounge and study. They’ll also be keeping an eye on who enters the facility, what they are carrying and how they smell. Security is nothing new to the Santa Monica public library system, where acting librarian Greg Mullen said such positions have been filled for more than 15 years. CITY HALL — 2004 was a fairly typical year in the world of litigation at City Hall, which paid nearly $1.7 million to settle lawsuits brought against it. The Big Blue Bus, City Hall’s largest department, was the leader in pay-outs with $910,348. It also paid the most expensive settlement — $425,000 to Martin Erck, who was severely hurt when a bus hit him while he was riding his bike on Ocean Avenue. Another $60,000 went to Maria Stathus after a bus struck her while she tried to pass it. And Mansoor Haghighi got $62,500 after the bus he was riding accelerated and he subsequently fell down. The planning department in 2004 paid $125,000 in fees involving a lawsuit levied by Howard Jacobs, former operator of 2000 Main Street/Calstar Equities. Jacobs sued City Hall, claiming that the planning department dragged its feet during the environmental review process, delaying for months his plans to build a large residential and commercial complex on Main Street.
