CITYWIDE With the filing deadline to qualify for the November ballot still days away, two-term Board of Education member Jose Escarce became the first candidate to receive an endorsement from a major organization last week when the teacher’s union threw its
backing behind the long-time incumbent. The endorsement for Escarce — a scientist with the RAND Corp. and professor of medicine at UCLA — is the first made by the Santa Monica-Malibu Classroom Teachers Association this year, leaving the three
remaining spots for the school board open. “The Escarce endorsement is significant for us because it’s coming out so early and we believe that he has been such an outstanding board member for eight years with a record of accomplishments,” Harry Keiley, the president of the SMMCTA, said. “We will be prepared to do what is necessary to help get Jose elected.”
The union was following an internal protocol — modeled after the California Teacher Association — in which they early on award a “Friendly Incumbent” designation to well-established candidates whom they feel deserve an endorsement. The SMMCTA conducted its interview of candiSEE ELECTION PAGE 12

CITYWIDE It could be the weather. Perhaps it’s rising gas prices. Cleaning up the environment may factor in. Regardless of the reasons, local bike shops have noticed a definite upswing in the number of people using pedal power to commute around town. A number of shops have reported that overall sales numbers are up and bikes are rolling out of showrooms at a brisk pace. Bike accessories and service appear to be leading the charge as more people opt to trade four wheels for two. “It’s hard to judge, but it seems that sales are up anywhere from 10 to 20 percent,” Andrew Smith, owner of Bike Attack on Main Street, said. “We’re noticing a real increase. Certain things you don’t sell regularly have been moving a lot faster.” Smith said that sales always pick up during the summer months, but has noticed that this year has been particularly good for business. A sudden demand for 27-inch tires, which were once standard equipment, is a telling sign that a new wave of commuters are retrieving aging bicycles and restoring them to road-ready status. Manufactures have since gone to a new industry standard, with 27-inchers becoming a remnant of a time that has since rolled by. “People are bringing their old bikes out of the basement to get them up and going,” Smith said. “[The old tires] are still available, SEE BIKES PAGE 14

CIVIC CENTER A veteran Santa Monica firefighter was arrested this week for masturbating while seated on a bench inside the amusement park at the Santa Monica Pier, authorities said. Fernando Padilla, a paramedic captain assigned to Santa Monica Fire Station No. 5, was detained by Pacific Park security guards on Wednesday after witnesses reported seeing him exposing himself and “manipulating his genitalia,” SMPD Sgt. Renaldi Thruston said. When officers arrived, they recognized the suspect as Padilla, who has served as a firefighter for 19 years. Padilla was off duty and not in uniform during the alleged incident. Padilla was transported to the Santa Monica jail where he was booked for indecent exposure and lewd conduct. Padilla has been placed on administrative leave, pending an investigation. Padilla served as president of the Santa Monica Pony League at Los Amigos Park from 2001 to 2005, according to the league’s Web site. Representatives with the firefighters union could not be reached for comment. SMFD Chief Jim Hone said Padilla was placed on paid leave Thursday but could not comment further on the incident because it is still under investigation. Once the criminal investigation is complete, Hone will evaluate the outcome to determine if any personnel action needs to be taken.
