Gary Moody, 45, was arrested after being pulled by police from a tank underneath a women's outhouse in a park near Albany, N.H., in June. A teenage girl had reported that when she went to use the facility, she saw Moody, standing in the muck below the hole, staring up at her. News of the Weird has reported on others discovered in similar circumstances (and who typically wear raincoats and waders and stand patiently, waiting for a user): in Horsetooth National Park in Colorado in 1998; near Peterborough, Ontario, in 1995; at a state park near Hamden, Conn., in 1990; and near Durango, Colo., in 1990. According to Moody's arrest report, his explanation (which is a familiar one for these situations) was that he accidentally "dropped" a "ring" into the toilet and had to go looking for it.

CITY HALL — Elected officials this week passed up an opportunity to adjust fees that may have increased the number of affordable housing units in Santa Monica, unconvinced the decision to do so would be effective. Six members of the Santa Monica City Council on Tuesday couldn’t come to a consensus on what the impact might be for approving an amendment that would raise developer “in-lieu” fees intended to increase the amount of affordable housing in Santa Monica. As a result of the stalemate, there will neither be a financial analysis of the impact to developers, as requested by some councilmembers, nor an immediate decision to raise the fees, as desired by others.

SM BEACH — Following years of unfulfilled requests from promoters, City Hall is finally considering a new beachside race route — the first of its kind in Santa Monica that would provide runners with an ocean view. While the city currently has four race routes, two of the paths — both near Santa Monica College — are virtually unusable due to growing traffic, according to city officials. PALISADES PARK — Animalrights activists have their chestnuts in a twist over the city’s poisoning of ground squirrels, but the city contends they’re barking down the wrong burrow. People for the Ethical Treatment of Animals has lobbed criticism at City Hall for poisoning the rodents running rampant at Pali–sades Park, recently sending a letter to Mayor Pam O’Connor urging her to order city employees to immediately remove all pesticides being used to poison ground squirrels at the park. “Death from the poisons being
