Man arrested for allegedly committing lewd act on child

PUBLIC SAFETY FACILITY Police have arrested a homeless man with a lengthy criminal record for allegedly rubbing his body up against a 10-year-old girl, it was announced on Thursday.

SMPD Sgt. Richard Lewis said Thursday that Anthony Eugene Evans, 51, was positively identified by the victim after she pointed him out in a photo line-up, commonly referred to as a “six pack,” because it includes six photos of potential suspects.

The girl was allegedly assaulted on Tuesday morning around 8 a.m. while she and a friend were on their way to school. The girls were walking in the 800 block of Montana Avenue when they noticed Evans following them, Lewis said. They went to a nearby Pavilions market to elude him.

While in the checkout line, Evans allegedly “rubbed” his body against the victim.

When he was confronted, Evans quickly left the store, Lewis said.

The two girls left, went to school and notified administrators, who called police.

CITY HALL It took a list of neighborhood protections, a choir of supporters and almost $1.9 million in benefits, but Saint John’s Health Center is one step closer to getting a pass on a $25 million parking structure it promised to build over a decade ago.

The Planning Commission voted 5-1, with Commissioner Jennifer Kennedy against, to recommend that the City Council approve the amendment to the development agreement that the hospital signed in 1998 when it began the process of rebuilding after the 1994 Northridge earthquake.

The decision didn’t come easily, even for

supporters.

“I’ve been bandying about this more than I should,” said Commissioner Ted Winterer. “It’s the mother of all parking variances.”

The amendment codifies an existing arrangement where the hospital leases out 450 spaces in the nearby Yahoo! Center and 95 spaces at Saint Anne’s Catholic Church, located a few blocks south on Colorado Avenue.

By the time the hospital’s first phase of construction is completed in 2012, it will supply 749 spaces spread out across its north and south campuses for a total of 1,528 parking spaces.

That’s a slightly higher number than would have been achieved with the 1998 agreement that requires a 442-space subter-

The amendment is a gamble on City Hall’s good will in many ways, however.

The hospital promises to deliver “functionally equivalent parking” to what would have been achieved if the parking garage was built, meaning not only the number of spaces, but also functionality and impact.

Should any of these things change, City Hall has the ability under the terms of the agreement to force Saint John’s to build the parking structure anyway, on top of the other commitments spelled out in the agreement.

KCRW’s Harcourt departs for MTV Longtime KCRW fixture Nic Harcourt announced this week that he will be leaving the popular public radio station for a position with MTV. During his time at KCRW, Harcourt has been an influential part of the station’s programing. He has been credited with discovering more than his share of artists, bringing them to the public’s attention.

His work as a music supervisor for TV, film and advertising came about as an extension of his work hosting KCRW’s signature music show Morning Becomes Eclectic. He called the station his radio home for more than a decade, and most recently hosted a Sunday evening music show. His last show was this past Sunday.

“Every music director that has come to KCRW has been able to build on the foundation their predecessors left behind,” said KCRW General Manager Jennifer Ferro. “It meant a lot to have all three of our former music directors on the air here, but we wish him well as he continues to find new ways to share his unique music sensibility.”

Rosie’s Girls mark a decade

Rosie’s Girls participants from the past 10 years will reunite Saturday to celebrate the program’s decade of service in Santa Monica.

Originally created to help young girls learn how to operate saws, drills, welding torches and other tools of the trade each summer, Rosie’s Girls has helped over 400 girls over the years that don’t mind wearing hard-hats and coveralls.

To mark the program’s 10th anniversary, Rosie’s Girls @ 10 was designed by girls for girls as a platform to celebrate and recognize the accomplishments of girls and women in the community. The hundreds of girls who have participated in the program over the years as well as parents and friends of Rosie’s Girls are invited to attend the conference.

The conference will kick-off at the Santa Monica Main Library, 601 Santa Monica Blvd., at 9 a.m. with Riveters of Today interviews and a skit on the “herstory” of Rosie the Riveter.

The afternoon session will be at Virginia Avenue Park, 2200 Virginia Ave., in partnership with City Hall’s Juneteenth Celebration, beginning at 2 p.m. Afternoon highlights include workshops in construction, gardening, violence prevention and yoga. There will also be a screening of the award winning film, “Going on Thirteen.”

A celebrity basketball game is scheduled for Saturday at Santa Monica College to benefit business education in South Los Angeles.

Dubbed the first annual David Bing Academy of Finance Celebrity Basketball Game and Red Carpet event, the game is a fundraising effort that will benefit a new South Los Angeles school’s business and finance curriculum.

Organizers have confirmed a roster of players that reads like a who’s who of sports and entertainment. Expected to play are: Mike Epps, Anthony Anderson, Bryon Russell (NBA), Mitch Richmond (NBA), music producer Rodney “Darkchild” Jerkins, rapper The Game, Pooch Hall, Baltimore Ravens running back Willie McGahee, Camille Winbush (“Bernie Mac Show”), Omar Gooding (“Baby Boy”), music producer L.T. Hooping it up for a cause

Brown vetoes budget, uncertainty mounts ROBIN HINDERY Associated Press

SACRAMENTO Gov. Jerry Brown angered members of both parties Thursday by vetoing a budget plan approved by Democrats in the Legislature then blaming Republicans for a fiscal impasse that threatens to strip more money from education and vital public services.

The developments made a balanced state budget appear more elusive than ever, even though Brown said he would once again try to reach a compromise with GOP lawmakers over whether to extend a series of tax increases set to expire June 30.

Brown warned, however, of dire consequences in the form of more cuts if

Republicans don’t yield on the tax extensions and authorize a special election to put the question to voters.

“If they continue to obstruct a vote, we will be forced to pursue deeper and more destructive cuts to schools and public safety — a tragedy for which Republicans will bear full responsibility,” the governor said in his veto message.

Brown’s swift dismissal of the budget proposal and his ensuing finger-pointing raised serious questions about where things go from here as the clock winds down to June 30, a date that has become the new unofficial deadline for approving a plan to close California’s remaining $9.6 billion deficit.

“By his veto, he prolongs the public confusion and fear that has been the shame of every budget in this state for the last 30 years,” said Assembly Majority Leader Charles Calderon, D-Whittier.

GOP lawmakers challenged Brown’s claim that the current standstill was their fault.

“In fact, it’s the Democrats who are holding California hostage by refusing to allow the voters to weigh in on meaningful structural reforms — not just Gov. Brown’s tax proposal,” a group of four Republican senators who have been involved in budget talks with the governor said in a joint statement.

Republicans are seeking reforms to public

employee pensions, a spending cap and regulatory changes to help California businesses.

At a news conference Thursday afternoon, Brown offered little insight into how he planned to break the long-running stalemate with the GOP but said it could include arm-twisting and concessions and “everything within the law I will pull out of my gubernatorial briefcase.”

“We need four Republican votes and in the next several days I’m going to do everything I can — I’ll move heaven and earth — to get those votes,” he said.

Stop with the names Editor:

I wish the Santa Monica Daily Press would stop publishing the names of people in their column on local crime. These people have not been found guilty, yet when you publish their names they become available for all the world to see on the Internet. This is absolutely unfair.

What makes me finally write this letter is how unfortunate I thought it was to publish the names of the students from Santa Monica High School who were caught drinking beer in England, even though they were of legal drinking age in the United Kingdom. These are young people that have succeeded beautifully in their choir band and the idea that they are starting out their adult lives and most likely college lives with their names on page 1 of Internet searches is thoughtless, reckless and very unkind to some of our locals here in Santa Monica.

Dirty reusable bags Editor:

I have a question about your recent article “Better bags,” Earth Talk, page 6, June 13. It appears that many reusable bags have significant amounts of lead in them; half of them contain bacteria found in fecal matter and practically none of the users wash their bags regularly.

I guess my question is, will reusable bags cause more serious problems with possible lead poisoning and food contamination by the elimination of clean, disposable, recyclable plastic bags?

Master plan Editor:

I am a Santa Monica homeowner and an avid reader of your paper (print and online). I particularly value your coverage of land-use issues. I have one suggestion though, and it was prompted by the June 11 article on The Village development (“The Village gets high marks for visuals,” page 1). It would be very helpful if, in such articles, you could print a plan or map of the project as well since the architectural rendering didn’t clearly show the scope of the project. The image you chose to publish showed mostly “part A,” of a project that has A, B, and C elements. It was difficult to reconcile what was written with the image.

However, a plan would have instantly revealed the complete nature of the project. One could construe the chosen image as deceiving (I don’t believe that was the paper’s intention) since the project is much bigger than the image represented. So, a pretty picture plus a plan would go a very long way communicating what the scale and scope of such a project in the future.

My thoughts and thanks for considering them.

What’s that smell?

Summer months most deadly for teen drivers

of the classroom and into their cars, it’s a good reminder that the summer season almost always proves to be the most dangerous for teen driving.

And the news is not getting any better.

A new study by SADD (Students Against Destructive Decisions) and Liberty Mutual Insurance gives parents reason to pause before handing over the keys to their newly released young driver, revealing an alarmingly high number of teens who have had “near misses” while behind the wheel. It also delivers some insight into what may be chief contributors to those events — even if they differ from what most young people think.

According to the study, 68 percent of teens admit to having narrowly avoided a crash. Yet, perhaps not surprisingly, teens are more likely to blame external factors than to point the finger at themselves — even when they are at fault.

Indeed, one in three drivers (34 percent) who say they have had a “near miss” blame another driver, while 21 percent say weather was the primary cause. Yet when asked what they were doing in the car at the time of the incident, teens admitted to an array of distracting or dangerous behaviors: 30 percent were speeding, 21 percent were texting, 20 percent were talking to their passengers, and 17 percent were changing songs on their MP3 player.

Ironically, only 9 percent of teens believed excessive speed was the primary contributor to a close call, while 13 percent said texting while driving was to blame.

Another 6 percent passed along responsibility to friends who distracted them.

It’s no surprise that our “close call kids” are likely to report they regularly engage in dangerous or distracted driving behaviors: • 36 percent say they regularly talk on a cell phone while driving; and • 33 percent say they regularly text behind the wheel.

Those numbers are significantly lower for the 32 percent of teen drivers who report never having had a close call.

Despite these disturbing statistics, 92 percent of teens consider themselves to be safe, cautious drivers.

And few seem to sense the dangers lurking on the roadway once school’s out for summer, despite the fact that young drivers are behind the wheel 44 percent more hours each week in the summer than during the rest of the year or that summer is the most popular time of year for kids to be driving under the influence of alcohol or other drugs. According to the Insurance Institute for Highway Safety, June, July, and August are the deadliest months for teen motor vehicle fatalities when almost 1,000 teenagers die (994 in 2009).

Close calls cause the majority of teens to change their driving behaviors, but

only for a while. In fact, nearly half of them say their renewed commitment to more responsible driving lasted only a month or less. And what improvements in driving habits teens do report are more likely to involve paying better attention to other drivers than to texting or speeding less.

There’s got to be a better way.

Reminiscing about mom and pops on Father’s Day IN RESEARCHING FOR THIS COLUMN, I

came across a bit of golf trivia. I have almost zero interest in golf (unless you count ogling photos of Tigers’ mistresses). But my late father loved golf so here goes: the final round of the U.S. Open is always on Father’s Day Sunday. (I didn’t say funny trivia, just trivia.)

Apparently this custom began so that the fathers of the pros could see their sons in person. Now it’s become a holiday for husbands whose Father’s Day present from their wives is an uninterrupted three hours in front of the TV. (It beats another tie.)

In the late 1950s I used to caddy for my father, though at 13 I wasn’t much bigger than the bag. On Saturdays, often my dad would “chip” golf balls on our front lawn and I’d catch them with my baseball mitt. Forget “chip,” he’d whack them. I didn’t mind because, while I wasn’t exactly good at my chores (i.e. often forgetting to take the garbage cans to the curb), I was good with a glove.

In those days I bore a resemblance to the actor Tony Dow who played Wally on “Leave it to Beaver.” When cute neighborhood girls would walk by giggling, “Don’t make an error, Wally,” I felt like digging a hole in the grass to hide in.

But one plus to my father’s passion for golf was Father’s Day gift buying was foolproof. Anything related to golf, (balls, a book

by Arnold Palmer, or a golf hat) was always a big hit. Many years later with my wife I didn’t have the same luck with anniversary presents, which is one reason she’s an ex-wife.

For 23 years, my father owned a men’s store in the West Adams district of Los Angeles. Even after two heart attacks forced him to sell the store my dad always had a soft spot for small businesses in the burgeoning world of corporations. (Today we might as well be called The United Corporations of America.) I didn’t inherit my father’s love of golf but I did inherit his fondness of mom and pop stores.

In Santa Monica the battle between the neighborhood and corporate store continues, although if it were a boxing match, they’d have long ago called it a corporate TKO. But I recently stumbled across a tiny enclave in Santa Monica’s sea of chain stores that reminded me of how Ocean Park was

Donald and Christine are proudly connected to Santa Monica High’s Workability Program where kids with special needs are able to get much needed work experience. To the Davis’ delight, one of their kids just got accepted to UCLA. Next door is Cathy Tauber and Patty Polinger’s Vidiots which L.A. Magazine rightfully calls “the best video store in L.A.” (Cathy and Patty met at age 3 at a nursery school on Robertson Boulevard!) Vidiots has thrived since 1985 and with good reason.

They’ve got a remarkably knowledgeable staff, 40,000 titles and activities like Vidiots Annex Film Studies which is “like going to film school but without the homework.”

Among the store’s many devoted fans (and in his case, a guest lecturer) is Academy Award winner Oliver Stone.

The last of the three is artist Ryan MacLeod Morris’ Flying Saucers Caffeine and Art which is a hip but relaxed art gallery and coffeehouse. (The UnStarbucks.) As a reviewer wrote, “Working remotely is about outlets, wi-fi and parking and Flying Saucers has all three in spades. Every year as Father’s Day approaches, I find myself thinking about my dad. I’d like to imagine he’d have gotten a kick out of my recollection of his hitting the golf balls and me catching them in my mitt. He would have been impressed with the three mom and pop stores. LOS ANGELES California’s coastal development agency is expected to decide whether a controversial development proposal in Malibu led by U2 guitarist The Edge can move forward.

Staff members for the California Coastal Commission have twice told the board to deny the project, although officials could choose to ignore that recommendation.

Approving such a project would set a precedent and invite more development in remote, rugged locations, the staff members told commissioners at a meeting on Thursday.

“In my 38 years I have never seen a project as environmentally devastating as this one,” said Peter Douglas, executive director for the commission.

The proposal led by the musician, whose real name is David Evans, calls for five multilevel homes of up to 12,785 square feet to be built on 156 acres in the Santa Monica Mountains. Project designers say the homes will have the top green building certifications. The guitarist has said the mansions will be some of the most environmentally sensitive in the world.

But project opponents, including the National Park Service, say the development will negatively impact the sensitive habitat. The musician and his partners appeased the Santa Monica Mountains Conservancy, which opposed the project, after agreeing to give the agency more than $1 million, dedicate nearly 100 acres to open space and provide public access to hiking trails.

Coastal Commission staff has suggested building fewer homes on the site.

The owners claim they are five separate owners each building a single home on separate lots, an argument that would make it more difficult for the commission to deny their proposals.

not adequately shown they are individual owners and believe the project is a single coordinated development with a single project manager, single architect, single website and, until recently, a single agent that came before the commission.

To prove that the sites were under individual control, one owner flew in from England while others sent video clips telling commissioners they were not taking any direction from Evans regarding the development of their site. Attorneys meanwhile argued commission staff ’s single ownership theory would not stand up in court and that the owners are the entities that hold the titles.

Don Schmitz, the project’s planning consultant, told commissioners there are homes at similar elevations in the Santa Monica Mountains and there is plenty of development near the site including Malibu’s exclusive Serra Retreat neighborhood. In this case the owners want to develop on only 1 percent of their land, he said.

“We’re flummoxed to understand why we’re so special,” said Schmitz, adding that they’ve done everything that staff has asked.

“There is nothing these property owners can do that they haven’t already done.”

solved the mystery of an extraordinary flash spied in a faraway galaxy, saying it came from a massive black hole that devoured a star after it wandered too close.

The awesome energy released by the feeding frenzy was first detected by NASA’s Swift satellite on March 28 and was later confirmed by a fleet of space and ground telescopes.

Some scientists initially thought the bright flash was a gamma-ray burst from a star collapsing, but flaring from such an event typically lasts only a few hours.

Instead of fading, the cosmic outburst continued to burn bright and emit highenergy radiation that could be observed even today.

Two separate teams pored through data and concluded that an unsuspecting star the size of our sun likely got sucked in by the powerful tug of a giant black hole. Until then, the black hole had been relatively inac-

tive. The findings were published online Thursday in the journal Science.

As the black hole gobbled up the star, it streamed a beam of energy straight at Earth that was recorded by telescopes. The stellar feast occurred in the heart of a galaxy 3.8 billion light years from Earth. A light year is about 6 trillion miles.

“This was clearly different than anything we’ve ever seen before,” said one of the team leaders, Joshua Bloom, an astronomer at the University of California, Berkeley who classified the event as extremely rare.

Black holes are swirling, super-dense cores of galaxies that vacuum up nearly everything in sight. How they grow so huge remains a mystery. Scientists think the latest observation could help them better understand how galaxies form.

Could what happened in the distant galaxy occur in our Milky Way? In theory yes, say scientists, but the chances are low.

“It’s not something worth losing sleep over,” said researcher Andrew Levan of University of Warwick in England, who led the other team.

Teen attacked by alleged gang member Crime Watch is a weekly series culled from reports provided by the Santa Monica Police Department. These are arrests only. All parties are innocent until proven guilty in a court of law.

WEDNESDAY, JUNE 1, AT 2:38 P.M., Santa Monica police officers responded to a bus stop located on the 700 block of Pico Boulevard regarding an assault and possibly a strong arm robbery that just occurred.

When officers arrived, they made contact with the alleged victim, a 17-year-old girl, who told officers that she had just left school for the day and was nearing the bus stop when a woman suddenly came from behind and attacked her. The teen said she was struck several times in the face and body before being kicked in the head by the suspect, who fled on foot. The girl told officers that she knew a second suspect who was at the scene because the two go to school together. Upon further investigation, it was revealed that the female suspect mistook the victim as being someone else during the attack. The suspect was located and placed under arrest on June 9 at 3:35 p.m. on the 1800 block of 14th Street. She was booked for assault with a deadly weapon and participation in a criminal street gang. She was identified as Mayra Arroyo, 24, of Santa Monica. Her bail was set at $70,000. No charges have been filed against the second suspect as the case is still under investigation.

SUNDAY, JUNE 12, AT 10:05 A.M., Officers responded to the 2600 block of Third Street regarding a report of a burglary in progress. When officers arrived, they made contact with the alleged victim who said that she saw a woman and a man in her carport trying to steal her bikes. When she questioned them, the suspects rode off. She told officers that some parts of her bike were missing. While searching the area, officers found a woman matching the description of the female suspect. She was detained and identified by the victim. Police searched the suspect’s bag and said they found bike parts belonging to the victim.

Officers placed her under arrest and she was booked for receiving stolen property, petty theft, possession of marijuana and a probation violation. She was denied bail.

The suspect was identified as Kelly Lin Osborn, 26, a transient. The second suspect is still outstanding.

SATURDAY, JUNE 11, AT 1:52 A.M., Officers responded to the area of 12th Street and Marguerita Avenue regarding a report of an armed robbery that just occurred. When officers arrived, they made contact with the alleged victim who said he was standing outside his vehicle talking with a friend who is employed as an armed security guard in the area. While talking, a van pulled up and stopped. A man emerged from the sliding door of the van with a gun and ordered the victim to empty his pockets. As this was going on, the friend ducked behind a tree and drew his own weapon. The suspect jumped back in the van and drove off without taking anything. During the investigation, officers located a vehicle traveling eastbound on Interstate 10 matching the description given of the van. Officers stopped the van at Centinela Avenue and Venice Boulevard. Officers searched the van and found a BB gun.

The victim and his friend identified the suspects as those who tried to rob them and all three were placed under arrest and booked for attempted robbery. Bail was set at $50,000 for each suspect. They were identified as Roderick Fitzpatrick, 21, of Los Angeles; Eric Levert Redd, 21, of Torrance; and James Limont Henderson, Jr., 20, of Los Angeles.

SATURDAY, JUNE 11, AT 2:09 P.M., Officers responded to the 300 block of Colorado Avenue — Sears — regarding a possible shoplifter in custody. When officers arrived, they made contact with store security who said the suspect entered the store with a bag and proceeded to place several items in it.

The suspect allegedly left the store without paying for the items. Security detained her until police arrived. She was placed under arrest and the property was recovered. She was identified as Louise Gilliland Kistler, 49, of Santa Monica. Her bail was set at $20,000.

FRIDAY, JUNE 10, AT 6:08 P.M., Officers responded to the 1500 block of Second Street — Parking Structure 8 — regarding an attempted bicycle theft in progress. As officers were driving to the scene, they were informed that the alleged victim was chasing the suspect down the street. Officers located them in the 200 block of Santa Monica Boulevard and detained the suspect.

Officers spoke with the alleged victim who said he was returning to the parking structure to get his bike when he saw the suspect trying to cut his lock. The suspect ran when he saw the owner. Officers placed the suspect under arrest and he was booked for petty theft, possession of burglary tools and a probation violation. He was identified as Jorge Cabral, 40, of Inglewood. His bail was set at $10,000.

THURSDAY, JUNE 9, AT 7:47 P.M., Officers were on patrol in the 2100 block of Grant Street when they observed a man on a bike commit municipal and vehicle code violations. When he saw the officers, the man allegedly jumped off his bike and began walking. Officers made contact with the suspect and learned that he was on probation for possession of a controlled substance. During a search of the suspect’s bag, officers said they found several prescription drugs in a bottle for which he had no prescription. Officers placed the suspect under arrest and he was booked for possession of a controlled substance, a probation violation, riding his bicycle against the flow of traffic and riding a bike on the sidewalk. No bail was set. The suspect was identified as Kenneth Allen Proctor, 49, a transient. news@smdp.com

According to the parents of minors who witnessed the alleged events, on May 4 before wrestling practice during sixth period at Santa Monica High School, teammates entered the practice room and saw a noose.

Nearby was a wrestling practice dummy.

Varying reports describe the noose and dummy in different configurations.

Although pictures were taken using students’ cell phones, most if not all were deleted at the request of staff, according to multiple sources, including Santa Monica-Malibu Unified School District Superintendent Tim Cuneo.

Gray’s son, who is on the team and is African American, walked past the dummy and noose into the locker room to change into gym clothes.

Two boys allegedly approached him in the locker room. One grabbed him in what Gray described as a “bear hug,” while the other slipped a lock through his belt loop and connected it to a nearby locker.

The boys allegedly then walked back out of the room, shouting, “Slave for sale.”

The wrestling coach, Mark Black, walked in on the scene and broke it up immediately.

The incident was reported to administration that night, and counseling sessions were held for students that needed to speak about what they had seen.

That day, May 5, Gray’s son did not attend school.

Gray was at work on May 31 when she found out about what had happened. Her son didn’t tell her, not wanting to make a big deal out of it.

Although other parents on the team had been told, Cuneo said, for some reason, Gray was not informed.

“I apologized to her personally,” he said.

Whether the juvenile victim wanted it to be or not, the situation was a big deal, said Darrell Goode, president of the NAACP for Santa Monica and Venice.

“When behavior comes out this darkly, it requires a high level of awareness and reaction to it,” Goode said. “One, we have to make sure the victim is OK. Two, if there’s a crime committed, we must make sure it’s addressed appropriately.”

Even the symbolic use of a noose is considered a hate crime in California, Goode said.

The school district does have a policy that deals with hate-motivated behavior that states that behavior or statements that “degrade an individual on the basis of his or her race, ethnicity, culture, heritage, sexual orientation, physical or mental attributes, religious beliefs or practices shall not be tolerated.”

Students found guilty of perpetrating a hate crime can be suspended or recommended for expulsion, according to the policy, and must attend the appropriate counseling, sensitivity training and diversity education.

“We expanded discussions at that level because we felt that when the horseplay you see happen between kids turns into something like this, we’re concerned about it expanding,” Cuneo said.

They were suspended, will attend counseling and will work with staff to provide anti-bullying and anti-hazing workshops for incoming freshmen.

Cuneo met with Gray Wednesday afternoon to discuss what had happened, and what steps the district would take to shed light on the matter.

Gray had three requests: To send out a mass e-mail to parents and teachers saying that a racial incident had occurred, to create a separate document in the student handbook for students to sign regarding racial discrimination and to clarify punishment for the involved students.

A mass e-mail, sent on behalf of Samohi Principal Dr. Hugo Pedroza, was sent Thursday afternoon. It described the event as “an incident with racial overtones,” but did not give details about what had occurred.

Cuneo did not agree to including a separate form, noting that harassment was covered by a wider policy that mentioned race, found on page 14 of the student handbook.

Goode, who also attended the meeting with the superintendent, called for a full investigation of the incident in its totality to clarify many of the points that remain uncertain, including the use of the noose and the positioning of the dummy.

“We want it clear so we can unravel the whole situation,” Goode said.

Parents remain unhappy about the outcome, and ultimately worried for both the wrestling program and for its leader, Black, who they hold in high regard.

“He is respected, and loves my child,” said parent Sherri Walker. “He helped her with her homework. He’s a very rare coach who looks out for the overall good of the child, not just the athleticism of the child. Those boys did a discredit to him.”

The Democrats have majorities in both the Assembly and the Senate but need at least two GOP votes in each house to pass tax increases or place measures on a ballot.

The budget plan approved Wednesday by the Legislature and sent to Brown’s desk was widely seen as a placeholder that would allow Brown and the Democrats to continue pursuing the budget they really want. It also allowed legislators to possibly avoid a measure passed last year that halts their pay if they don’t approve a balanced budget by June 15.

The Democrats’ proposal allotted $3 billion less in state education funding than Brown called for when he released his own revised budget plan in May. It also would have cut more than $500 million from state programs.

Brown said the proposal reflected some positive work but did not go far enough.

“I am vetoing today because I don’t want to see more billions in borrowing, legal maneuvers that are questionable and a budget that will not stand the test of time,” Brown said in an online video message after announcing the veto on his Twitter account.

Democratic leaders expressed skepticism that members of their party would vote for a plan that includes deeper cuts than those already proposed. They called on Brown to start offering solutions instead of criticism.

“We are too far down the road for the governor to continue avoiding a specific proposal or specific set of proposals on what he intends to do ... if he can’t gain those Republican votes,” said Senate President Pro Tem Darrell Steinberg, DSacramento.

Brown vetoed the main budget bills, but the Legislature has not yet sent him a series of trailer bills approved at the same time. Those include several measures that would likely face a legal challenge, including a $12 increase in the vehicle registration fee and a firefighting surcharge on rural residents.

In approving the budget package, Democrats in the Legislature exercised their newfound ability to pass a budget plan — but not tax increases — on a simple majority vote, a power granted by voters last year.

Had lawmakers missed a June 15 constitutional deadline to send a balanced budget to the governor, they would have forfeited $261 a day in salary and $142 in payments for daily expenses under a voter initiative passed last year.

The state controller said his office is still trying to determine whether the package approved Wednesday met the constitutional definition of a balanced budget.

All patients and visitors that want to park at the hospital will have to go through a valet service, which Commissioner Hank Koning believed could not be the same if a car was being brought from an on-site garage versus an off-site lot.

Although he wasn’t pleased with the valet, Koning took comfort in an agreement with teeth.

“There are safeguards,” he said. “If something happens, alter it, or build the garage.”

The amendment was contingent on the City Council’s approval of the Yahoo!

Center’s development agreement, which allowed the leasing that had been going on for the past decade.

“There is no more appropriate lessee than Saint John’s,” said land-use attorney Chris Harding, who was representing the hospital.

Not only does the Yahoo! Center have a large surplus of spaces, Saint John’s negotiators have created a contract that ensures the hospital will be the last parking space lessee kicked out in the event that actual tenants of the business park eventually need more spaces.

That leaves a cushion of 600, a margin of error on which the hospital is willing to bet the $25 million it would otherwise need to construct the subterranean parking garage.

Beyond the benefits of shared parking, which developers have embraced as a way to avoid paying for parking spaces, Harding offered yet another sweetener — consistency.

“This is not an experiment we’re proposing tonight,” he said. “We have leased

That’s not all planners got out of St. John’s during negotiations.

The hospital agreed to shoot for policies that get an average of 1.5 employees in each car during busiest times of day by November, as well as an employee specifically hired to make sure its plan to reduce its traffic impact goes into effect.

Saint John’s will provide 45 bike parking spaces, incentives to use public transportation and to telecommute when possible.

It will also set up a shuttle from the hospital to the new Expo Light Rail line within 180 days of the train operating in Santa Monica.

From a parking point of view, the hospital agreed to charge a reduced rate for the first hour, although commissioners pushed to make that a full 90 minutes.

Staff valued the benefits at $1,877,000 across 10 years, a major discount from the $25 million originally planned for the structure.

That’s a positive thing, said supporter Dr. Russ Kino, Saint John’s emergency room medical director.

“We’re here to ask you to allow us to spend that money to save lives rather than on a parking structure,” Kino said.

Two sticking points remain: A $200,000 contribution to the Memorial Park Expo Light Rail Station, and $35,000 for a study that would look at how local hospitals could coordinate traffic within their health care district.

Thanks for the memory “A MEMORY OF TWO MONDAYS” IS

not one of Arthur Miller’s more recognizable plays, but it should be. Especially at a time like this, when the American economy is going through a Great Recession.

“Two Mondays” is set in 1933, during the Great Depression, when the unemployment rate was 25 percent and people clung to whatever jobs they were lucky enough to get.

Playwright Miller, like many other potential artists of the period, struggled through his young manhood in a vast assortment of odd jobs. This play, autobiographical, as much of his work is, is set in an automotive parts warehouse where a dozen men and two women banter and heckle each other through the long, tedious days.

Gus (Richard Leighton), who has spent 22 years at his desk in this grungy setting, serves as the captain and father figure for this motley crew. It’s he who forgives their foibles and shelters them from the watchful eyes of their appropriately named boss, Mr. Eagle (Billy Ensley).

Chief beneficiary of Gus’ generous concern is Tom Kelly (Conor Walshe), an alcoholic accountant who arrives late and so hung over he can barely make it to his chair.

His dazed stare and complete lack of control of his body is hilariously over-the-top and provides the single best scene in the play.

The two women also provide interesting diversions. Patricia (Julia Mcllvaine), the attractive receptionist, is having an affair with one of the blue-collar workers (Jason Paul Field) who is married, harassed, and quietly desperate. Agnes (Lynn Wanlass), the pencil-thin telephone operator, has made the group her family and agonizes and empathizes with them over everything that happens in their lives.

Also notable are the young Irishman (Nick Cimiluca) who is forgetting the lines to his beloved epic poems as he sinks into alco-

holism and lethargy, and an elderly gentleman (Paul Denk), buddy to Gus, who shuffles around insisting that he is “not 100 years old!”

Central to the drama, however, is Bert (Lane Compton) who is, presumably, Arthur Miller’s doppelganger. He is a young, temporary worker who is saving his meager salary to go to college. (College, he explains, costs $150 to $200 a year!)

All these background stories are established on the first Monday, a summer day in 1933, and climactically resolved on the second Monday, a winter day in 1934.

All the actors, under the scrupulous direction of Amelia Mulkey, are uniformly excellent. (The actors at the Ruskin Group Theatre always are.) But in this instance equal credit must be given to Cliff Wagner’s impeccable set design. The dirt and grime and old tire rims and filthy windows and dust over everything is so compelling that it makes you feel creepy just to look at it. And it ties you sympathetically to the men who have worked in that environment for so long that they don’t even seem to notice it. That is, until they whimsically decide to wash the windows.

“A Memory of Two Mondays” is a beautifully written, wonderfully acted period piece that is as relevant now as when it was written. First produced on Broadway in 1955, its revival production in 1976 garnered nine Drama Desk Award nominations along with a Tony nomination and a Theatre World Award for Meryl Streep. Watch next year’s Ovation Awards here in L.A. for kudos for this outstanding ensemble production.

The proposed emergency gangway and floating dock component consists of: 1) demolition and removal of one existing concrete pile and an 18-foot-long by 8-foot-wide section of the concrete decking of the southern fishing platform; 2) installation of a 2.5-ton capacity hydraulic crane lift on the pier; 3) construction, transportation, and anchoring of a 60-foot-long by 36foot-wide floating barge (dock) on the south side of the pier (anchoring will be with 12 screwtype anchors or piles driven into the seafloor in approximately 16 feet of water [MLLW]); 4) installation of a 88-foot-long by 5-foot-wide aluminum gangway on the south side of the pier; 5) installation of various railings, utilities, and amenities at the project site; and 6) demobilization and removal of construction equipment and site cleanup.

The Phase 4 structural upgrade component of the proposed project consists of: 1) construction of a temporary pile-supported steel trestle on the north side of the existing pier; 2) demolition and replacement of a 363-foot-long by 36-foot-wide wooden section of the pier; 3) removal and disposal of 19 wooden pier bents and piles that support that Pier section; 4) replacement of the wooden piles and bents with pre-stressed concrete piles and concrete piling caps (one bent is a set of four 18-inch diameter round piles and a pre-stressed concrete piling cap connecting the tops of the four pilings); 5) installation of on- and under-pier utilities; 6) replacement of wood stringers and deck; and 7) removal of temporary trestle, demobilization and removal of construction equipment, and site cleanup.

L.A. council supports having fans buy Dodgers ASSOCIATED PRESS LOS ANGELES The Los Angeles City Council is backing efforts to allow fans to buy the Los Angeles Dodgers.

The council Wednesday approved a resolution asking Congress to pass legislation allowing the public to bid if the team ever becomes available. Current Major League Baseball rules forbid new public offerings.

There have been concerns that owner Frank McCourt, who’s locked in a property battle with his former wife, hasn’t got the money to keep the Dodgers operating. Major League Baseball is running day-to-day operations while it investigates the club’s finances.

Dodgers Vice President Howard Sunkin called the council’s action irrelevant. He tells the Los Angeles Daily News that the team has an owner already: Frank McCourt.

Obituaries Lewis N. Steele Lew Steele, a longtime resident of Santa Monica, CA, passed away peacefully at a Hospice facility in Los Angeles, CA on June 10th from complications associated with cancer. He was 84.

Born in Brownsville, PA on 10/22/26, he served in the U.S. Army during WW II and obtained an undergraduate degree from Penn State University in the early 1950’s. Lew enjoyed life to the fullest and enjoyed spending time with all of his special friends in Southern California.

He is survived by his brother, Howard, his niece, Bonnie, of Sacramento, CA; his nephew, Bob, his wife Sandy and their two daughters, Kelly and Keri of Santa Rosa, CA. He will be interned in Sacramento Valley National Cemetery, Dixon, CA. Arrangements are pending.
