MAIN STREET Looking to revive a long lost tradition in Santa Monica, residents of Ocean Park are organizing a Fourth of July Parade down Main Street. The call is out for marching bands, kids with bicycles and residents with imaginative minds to make the event as colorful and patriotic as possible.

“We’ve all lived in Santa Monica for years and whenever people move in they say, ‘Why isn’t there some sort of Fourth of July event in Santa Monica?’” said Joel Brand, a member of the Ocean Park Association, which is organizing the event with help from sponsors including the Main

Street Merchants Association, the Santa Monica Daily Press, North of Montana Association, local businesses and the City Council, which recently gave $6,000 to organizers to help pay for security costs and other expenses.

“There is the fireworks show at (Santa Monica College), but there hasn’t been a parade for a long time and it just seem there is a huge amount of potential fun ... to be had,” Brand added.

The honorary grand marshal of the parade will be retiring Roosevelt Elementary School Principal Jerry Harris, who served the community for a quarter century.

SMC One week into her retirement, former SMC Police Chief Eileen Miller continues to find herself adjusting to a daily routine that doesn’t include arriving on campus at 3:30 a.m.

The 33-year veteran of law enforcement has yet to determine how things are going to play out as she turns her attention toward family, but she knows one thing — she misses the relationships she cultivated during her stint at the college.

“That’s the hardest part of it all,” said Miller, 56, who retired May 31. “When you think about 33 years, that’s pretty much my entire adult life that I spent there … Overall, it was a dynamite experience. I wouldn’t have changed any of it.

“It was a pretty good marriage.”

Her colleagues agree. From officers and administrators to faculty and students, all seemed to grow fond of Miller’s collaborative leadership style and her calm, friendly demeanor that helped foster stronger ties

between students and law enforcement.

“She cares tremendously for Santa Monica College and the safety and well-being of our students and has brought the department to a high level of professionalism,” said Nancy Greenstein, who is both a member of the SMC Board of Trustees and the director of police community services at UCLA, which worked with Miller on issues affecting both campuses.

“The campus is safe and that’s the bottom line,” Greenstein said. “She cares about the campus and she created a safe environment for students to learn.”

To honor her contribution to the college, SMC President Chui Tsang presented her with the “Manager of the Year” award Wednesday during SMC’s annual Recognition Program, which honors retirees and employees who have served the college well over the years.

SANTA MONICA BEACH Even if the shoe fits, athletes from across the Los Angeles region won’t be wearing them this weekend, as they make the beach their pitch for a soccer tournament.

More than 130 pre-registered teams will take to the sand north of the Santa Monica Pier this weekend for the inaugural Copa Cabana Cup. Players will match skills on 14 fields, beginning at 9 a.m. on Saturday and Sunday.

“We were always hanging out at the beach and playing soccer, so we thought it’d be a fun little thing to do,” said Jeff Sundy, of The West Coast Soccer Academy. Sundy and friend Andy Rock are hosting and coaching in the weekend event, which has attracted 1,300 boys and girls between the ages 8-19.

“We’ve got teams coming from Texas, San Diego and all over,” Sundy said.

This weekend’s matches mark the first youth and adult beach soccer tournament staged in Santa Monica. There are currently more than 15 tournaments in the United States attracting 15,000-plus players. Sundy and Rock both played the sport in Europe, where it is considerably more popular.

Many vendors will be setting up shop along the beach for the tournament, offering up some summertime food and beverages, as well as beach and sport-oriented gear. The Los Angeles Galaxy is expected to be represented by some of its Major League players. The Kid’s Zone will feature juggling demonstrations, soccer clinics, tricks and an inflatable soccer field.

Cleats aren’t an essential piece of equipment for beach soccer, a relatively new sport on the West Coast. Getting off the grass provides room for more fields and proves a less costly investment than traditional soccer leagues. Kids only need their feet, the sand and a soccer ball to get some exercise and summer fun.

An art form in its native country of Brazil, the sport has steadily caught on elsewhere, creeping northward into the United States. Sand soccer may be new to California, but it has been played for years on beaches across the nation, from Cape Cod to Miami to New York.

“It is going to be an annual event,” Sundy said. “We’ve already got it booked for next year.”

The weekend tournament provides an alternative to the traditional sport as well as a chance for interested players to meet with coaches from The West Coast Soccer Academy (1158 26th Street). The Academy is geared towards youth development in soccer and is staffed by experienced players and coaches.

District gets its house in order Editor:

As a strong believer in participatory government, I have had a professional and personal interest in Board of Education meetings and the district’s budgetary process for over 30 years. Since my retirement from the district in 2003, I have attended just about every Financial Oversite Committee meeting held in the last four years.

With regard to the continuing flap over school finances, I strongly believe the early settlement and departure of ex-CFO Winston Braham last November has triggered the most transparent budget development process in recent history!

Wisely, the Board of Education quickly approved the superintendent’s recommendations to bring in FCMAT — the state budget police — and to hire interim CFO Stephen Hodgson. After receiving the FCMAT recommendations on ways to improve fiscal procedures and meet state accountability standards, the Board approved measures to correct the numerous errors and miscalculations in Mr. Braham’s initial Multiyear Financial Projections last October. These actions have greatly improved the district’s current financial solvency next year and in the out years. And, for the first time in five years, the Board, FOC and public have been able to review the complete budget process in a timely manner.

Even the recent dialogue between the City Council and the Board, bringing into question the use of confidential settlement agreements between the district and some parents, has been a positive move toward a better understanding of the complicated issues surrounding special education. The City Council and the community should accept as “good faith” the Board’s commitment to bring in an outside third party (as they successfully did with FCMAT) to evaluate and review all aspects of that department.

It’s time to close the books on Winston Braham and put the John Deasy era of secrecy, subterfuge and suspicion to rest. Since her arrival less than a year ago, Superintendent Dianne Talarico has been picking up the pieces — often under duress — in an attempt to put the district’s house in order and build relationships. We should all remember that she inherited 98 administrative changes in just four years — leaving little continuity of leadership, and a dysfunctional organizational structure with antiquated communication systems — all resulting in rampant employee and community distrust. In order to move on together, it seems appropriate for the School Board and the community to renew their support for Superintendent Talarico through the tough times, as well as the good ones to come. If that means evaluating every department and every school for areas of improvement as well as excellence, then we should applaud her efforts to get the job done.

Teriton is latest Ellis Act atrocity Editor:

These people at 130-142 San Vicente Blvd. (“Apartments spared,” June 14), in spite of most being U.S. citizens, and some perhaps veteran or parents of vets, could not manage after three years to keep themselves from being “Ellis” evicted by an Israeli sympathizer who wants to demolish their building to make room for non-U.S. citizen Israeli Jews (not even Arab Israelis)?

I wonder what may have been accomplished if the SM City Council had noted that such gross misrepresentations of the Ellis Act are probably being repeated all over the United States as pretext for immigrating Israelis at the expense of much-suffered Palestinians!

Debate regarding poverty is overdue POVERTY. IT IS THE CENTERPIECE OF

John Edwards’ presidential campaign, the cover story for Sunday’s New York Times Magazine and on the front pages of newspapers nationwide after Monday’s announcement by U2 lead singer Bono and two former Senate Majority Leaders of the $30 billion ONE Campaign to make poverty a central issue in a presidential campaign for the first time since Robert Kennedy’s assassination in 1968. With 49 million Americans now living at or just above the poverty line — more than the population of California and New York combined — this debate is long overdue.

As author John Berger noted, today’s poverty “is unlike that of any other. It is not, as poverty was before, the result of natural scarcity, but of a set of priorities.” It was a priority to Robert Kennedy, who spoke of the slow but deadly violence of poverty that break’s “a man’s spirit by denying him the chance to stand ... as a man among men.” Twelve years later, however, Ronald Reagan swept into office campaigning against imagined Cadillac-driving welfare queens and won reelection on the sunny optimism of “morning in America.”

Reagan shifted priorities to the individual and cutting taxes, since government was “the enemy” and poverty was merely “a career for lots of well paid people.”

For the next generation, poverty largely disappeared from our political discourse, and even popular culture as 1970s junk dealer Fred Sanford was replaced by the likes of Dr. Cliff Huxtable. The slow violence, however, has quietly continued as poverty has increased 17 percent under President Bush.

The poor have simply become part of our disposable society, a point illustrated by the recent discovery of Los Angeles-area hospitals dumping poor patients on Skid Row (often while still in their hospital gowns).

To make poverty a priority, Sen. Edwards and Bono must overcome the fact that, for many Americans, poverty is invisible and simply an abstraction. One common abstract is that poverty is somewhere overseas or, if it exists at home, it is about “them” “over there,” who for some reason, which may be of their own doing, fail to grasp the golden ring of American opportunity.

I grew up amidst poverty in a working class neighborhood that by the mid-1970s was struggling to recover from “white flight.”

The 100-year-old Catholic church that anchored the neighborhood was badly in need of repair, but had few parishioners left to support it. There was a brief period of hope when, during the Carter administration, community groups with government assistance began renovating dilapidated and abandoned houses. This all ended when Reagan

took office and housing assistance was cut by nearly two-thirds. Abandoned by the government, the neighborhood’s downward spiral resumed so that by the mid-1980s, every house that I once passed along my five-block walk to grammar school was either burned down or abandoned. By 1990, one in six houses in the neighborhood was vacant (compared to one in 12 in Santa Monica today) and prostitutes roamed the streets.

Today, the neighborhood is alive again.

Once again, government and community groups teamed together to start rebuilding the neighborhood, cutting the number of vacant units in half. In addition, last year, the Catholic church completed a half-million dollar renovation project and, today, its pews are full with a new generation of working immigrant families. While more than 40 percent of the residents live below the poverty level, there at least is hope.

Ultimately, that is what this debate is truly about — hope. Do we sit comfortably and ignore the reality that one in six Americans are now at or near poverty levels and, by neglect, allow a shroud of despair to remain over them; or do we follow Sen. Edwards’ lead to build an America where “the bright light of opportunity shines on every person.” While we have always paid lip service to the notion that America was a “shining city upon a hill,” after Katrina can we in good conscience continue to ignore the presence of the “other America” or ignore the searing images that gave poverty a face and a name?

After Katrina, President Bush declared that the nation had a duty “to confront this poverty with bold action.” While Bush delivered nothing, the duty remains and Sen. Edwards and Bono deserve credit for bringing this issue back in the spotlight. It is time that the world’s most prosperous nation remove the stain of Katrina and decades of neglect with bold action to build a true “morning in America” where the rays of hope shine on all Americans.

grim, the combination is overwhelming.

So we take it out on things like how “The Sopranos” ended.

In the infamous last scene, Tony and Carmella are about to have dinner at a family style restaurant. The camera carefully scans the room full of customers as we wonder who is going to kill Tony. A.J. joins his parents and they begin to eat onion rings. Tony scans selections on the jukebox, while out in front, Meadow has trouble parallel parking. Inside, a customer goes to the bathroom. To get a gun, perhaps? The tension was almost unbearable.

As Meadow enters the restaurant, the bell on the door jingles. We fear Tony will be whacked any second, when, without warning, the screen goes black.

Huh? Instantly, I went through a series of emotions. At first, I thought the cable went out. When I realized it was just the end of the episode, I felt empty. There was no closure. And yet a moment later I was relieved. While Tony’s clearly a sociopath, I still didn’t want to see him get popped, especially not in front of his family.

Minutes after the final episode, viewers jammed HBO’s Web site so heavily it caused it to crash. The next day, they phoned the talk shows with epithets for “Sopranos” creator David Chase that they normally reserve for Dick Cheney. While some felt the ending was pure genius, the vast majority were furious. Some cynically speculated the ending was such so that if there’s ever a movie, it could pick up from the final moment in the restaurant. Much as they griped, my hunch is they’d be the same ones in line for the movie. Right behind me.

With all the important issues facing us, the junk food journalism we are fed is more than a little disconcerting. Some might say I’m no different, witness this column. I hope that’s not the case. Of historical note: Eldridge Cleaver went from Black Panther radical to Republican conservative. In 1980, he even endorsed Ronald Reagan for president.

So, who knows? Maybe Paris will wind up a nun.

best-selling “Soul on Ice” was written while he was in prison for attempted murder. The book was a racially-charged collection of essays and letters written to his female lawyer. I was in college at the time and felt compelled to write a spoof, “Sol on Ice,” the prison letters of Soloman Siegel. Whereas Cleaver was black with a Jewish lawyer, Siegel was Jewish with a black cleaning woman. (Forgive me as this was pre-politically correct.)

I was reminded of “Sol on Ice” by Paris Hilton’s recent communiqués from behind bars. During her eighth day of incarceration, Paris phoned Barbara Walters to say she has dropped her legal appeal and doesn’t want to cause problems. “I have found God and He has ‘released me,’” Hilton said. Apparently, Paris is tired of playing the dumb blonde, which she claims was an act.

(And a convincing one at that.) In just one week, she has become spiritual. When she gets out of jail, she wants to help fight breast cancer and hopes to convince toy companies to build a “Paris Hilton Playhouse” for sick children. (I’m not touching that one.)

Paris’ major complaint is that she isn’t allowed any makeup and is suffering from dry skin. She hoped the media would focus on the men and women serving our country in Iraq, something more important than herself. (I’m impressed she knows there’s a difference.) When she’s released next week, word has it that Paris’ father is planning a big post-pokey party in Las Vegas. That’s just what a rich, borderline alcoholic, young woman needs. Lindsay Lohan is due to get out of rehab, maybe she can join in the fun?

Now we turn to the final “Sopranos” episode, which practically caused a national uproar. Twelve million people watched and seemingly all of them called talk radio shows the next day. Is it me, or do people these days get outraged over trivial matters while serious issues are ignored? After four and a half nightmare years, where is the outrage over Iraq? How about the Walter Reed scandal? Or no body armor, or defective Humvees, or Katrina, or ...? The list is longer than I have room. My theory is we are so angry and feel so powerless, and the reality is so

MONDAY, JUNE 4, AT 6:50 P.M. Santa Monica police officers on routine patrol in the 1600 block of Seventh Street noticed several people laying down on the sidewalk in what appeared to be an encampment. Officers approached the group and began questioning them. One person admitted that he was a sex offender who had failed to register with law enforcement since March 27, a violation. He was arrested and booked for failing to register as a sex offender. He also had a misdemeanor warrant. He was identified as Monte Damone Davis, 38, a transient. His bail was set at $20,500.

MONDAY, JUNE 4, AT 6 P.M. Officers responded to the 1700 block of Ocean Avenue — Le Merigot Hotel — after receiving a call from hotel employees about a guest who was making irrational comments, including something about having a gun or looking for a gun and needing some bullets, police said. When officers arrived, they made contact with the guest, who appeared to be under the influence of a controlled substance. Officers went to the guest’s hotel room and found several pills and $100 bills scattered around the floor and the bed. On a night stand, officers found what appeared to be rock cocaine and some hypodermic needles. The guest was arrested for being under the influence of cocaine and for possession of a dangerous drug and drug paraphernalia. He was identified as Robert Nelson Payne, 50, from Jacksonville, California. His bail was set at $10,000.

Officers responded to the 500 block of Wilshire Boulevard — Wild Oats — regarding a strong-arm robbery that had just occurred. When officers arrived, they spoke with employees at the grocery store, who said a woman walked in and began browsing the aisles before taking a bottle of apple juice. Employees said the woman hid the juice in her jacket and then walked out of the store without paying for it. Once outside the store, employees confronted the suspect, who began fighting with them. She managed to break free and run. The employees called police and apprehended the suspect a block away. She was arrested for strong-arm robbery — not shoplifting — because she fought with the employees, police said. She was identified as Monique Felicia Williams, 35, a transient. Her bail was set at $50,000.

WEDNESDAY JUNE 6, AT 4:35 A.M., Officers responded to the 1600 block of Stanford Street — G-Technology Inc. — regarding a burglary that had just occurred. When officers arrived, they spoke with a witness, who said a suspect had driven a van up into the company’s parking lot and rammed a door, gaining access to the building. He then took 15 to 20 boxes containing computer hard drive casings valued at $20,000. A description of the van was given, and officers were able to locate it on the I-10 Freeway. Officers managed to get the suspect to pull over near the 10 and 110 interchange. The hard drives were inside the van, which had also been stolen. The suspect was arrested for commercial burglary and grand theft auto. He was identified as Edwin Alexander, 30, from Maywood. His bail was set at $25,000.

TUESDAY, JUNE 5, AT 11:35 P.M., Officers on routine patrol in the 2300 block of Ocean Park Boulevard — Pavilions Motel — noticed a man they knew to be on parole standing in a parking lot talking with friends. Officers approached the man to search him and his vehicle and then search his room. Inside the room, they found some checks that were not in the suspect’s name. The suspect could not account for why he had the checks, so he was arrested for a parole violation for possession of stolen property. Also in the room were pipes typically used to smoke rock cocaine. The suspect was identified as Tommie Lee Booker, 35, a transient. No bail was set because of a parole hold.

THURSDAY, JUNE 7, AT 12:30 P.M. Officers responded to the Santa Monica Pier after receiving a call from the Harbor Guard about two men spray-painting pillars underneath the landmark. When officers arrived, they apprehended the two men, one of whom was a juvenile and released to his parents. The other, identified as Abraham Gomez, 19, of Los Angeles, was booked for vandalism and malicious mischief. His bail was set at $5,000.

‘The Valley’ may vanish Census Bureau could remove it from map By the Associated Press

LOS ANGELES The San Fernando Valley could be wiped off the map by the U.S. Census Bureau.

The valley, a huge area with more than 1 million residents northwest of downtown, was granted designation as a distinct demographic region by census officials two years ago.

But few people use the statistical data so the Census Bureau has proposed elimination of the nationwide category under which the San Fernando Valley was granted federal statistical status.

The proposal was part of an April 6 notice in the U.S. Federal Register asking the public for feedback on Census County Divisions, the statistical category defining the San Fernando Valley as a specific place.

Census County Divisions were created in the 1950s at a time when there were no census tracts. The CCD’s, as they are known, are used to identify entities such as townships that do not have well-defined civic divisions.

Lawmakers and others in the San

Fernando Valley had battled for years for the CCD designation, praising the detailed demographic information for use in achieving economic and political clout.

“We feel very strongly that this is again the Valley being snubbed, plain and simple,” said Councilwoman Wendy Greuel, who introduced a city resolution opposing any effort to eliminate the San Fernando Valley designation.

“I am not going to stand by and let this data be taken away,” Greuel said.

Census officials told the Daily News on Wednesday that the federal data subset is rarely used.

“We weren’t seeing a lot of evidence on our Web site of people requesting the CCDs,” said Michael Ratcliffe, chief of the U.S. Census Bureau’s Geographic Standards and Criteria Branch.

Ratcliffe, who was instrumental in helping create the Valley’s census designation, said the bureau posted the notice because it felt obligated to find out whether regions still wanted the bureau to collect the data.

“If interest no longer exists and data are not used, or the geography introduces unnecessary complexity in the hierarchy, the Census Bureau will consider eliminating CCDs for the 2010 Census,” the register notice reads.

Forensic expert says no fingerprints were on gun

LOS ANGELES Listen up, “CSI” fans. It’s not as easy as it looks on TV. A sheriff ’s fingerprint expert testified in record producer Phil Spector’s murder trial Wednesday that latent fingerprints rarely are found on guns used in crimes and none was found on the gun that killed actress Lana Clarkson.

“We only get fingerprints off guns 8 to 10 percent of the time,” said Donna Brandelli, a sheriff ’s forensic identification specialist.

She said prints rarely adhere to the shiny metal surface of a gun or a wooden grip which has many ridges.

Coincidentally, Brandelli noted in testimony on her experience and education that she is writing a doctoral thesis on “the CSI effect and jurors’ expectations based on their television viewing habits.”

She said she used every scientific technique available to her to search for fingerprints on the .38- caliber revolver and on bullets taken from the gun found at Clarkson’s feet in Spector’s mansion.

“I met with negative results,” she said.

“We were unable to isolate any fingerprints.”

On cross-examination, attorney Linda Kenney-Baden asked the witness:“Just because you didn’t get a latent fingerprint, can you assume that someone wiped the gun clean?”

“No,” said the witness.

Prosecutor Pat Dixon turned the ques-

tion around and asked whether she could assume someone did not wipe the gun.

“No,” she said.

Brandelli related having more luck finding fingerprints on the bottom of Clarkson’s shoe, on two brandy snifters, a bottle of tequila and a ginger ale bottle on Spector’s coffee table.

Her colleague, Dale Falicon, who tried to match the prints, testified the glasses and bottles had various prints from Clarkson and Spector. The print on the bottom of the shoe could not be matched with anyone.

Kenney-Baden asked the expert: “Is it unusual to find people’s fingerprints on items in the house where they live?”

“No,” said Falicon.

Earlier, a coroner’s criminalist denied compromising evidence while collecting fibers, hairs and debris from Clarkson’s body.

Jaime Lintemoot, called by the prosecution in an attempt to fill in any gaps in the story of evidence collection, said that she used “tape lifts” to remove fibers from the abdomen of Clarkson’s black slip dress.

On cross-examination, Kenney-Baden suggested that by applying the large patch of sticky material to the dress, she had obliterated blood spatter evidence crucial to the case.

The pattern of blood spatter from the gunshot is a key element in the defense case with lawyers suggesting it will tell how far away Spector was standing from the actress when the gun was fired.

McCain cuts ‘pork’

LOS ANGELES Republican presidential candidate John McCain said Wednesday he will try to squash nearly $150 million in proposed defense spending backed by Democratic rival Hillary Rodham Clinton, calling the projects wasteful and unneeded by the military.

Speaking to reporters outside a downtown fundraiser, the Arizona senator said Clinton larded a Senate bill with a lineup of “pork-barrel” proposals that would drain funds needed to shore up armed forces arrayed around the globe.

McCain plans to offer amendments or join with other members on the Senate floor to “eliminate these earmarks and pork-barrel spending projects, which the Pentagon had no request for and had no need for.”

“We can’t do this earmarking and pork-barreling if we ever are going to be careful and serious stewards of the taxpayers’ dollars,” McCain said.

A Clinton campaign spokesman, Luis Vizcaino, said

the New York senator “has worked hard to advance measures that protect our troops abroad and assist their families here at home.”

The Clinton camp said McCain previously praised the bill that he was criticizing, saying in May that it proves strong national defense and saving taxpayers’ money were bipartisan priorities.

McCain spokesman Matt David said the Arizona senator “supports the legislation but opposes earmarks. ...

McCain obviously has a fundamental disagreement with Hillary Clinton when it comes to pork barrel projects.”

The Hill newspaper reported Wednesday that Clinton secured 26 pet projects, or earmarks, worth $148 million in a 2008 defense-spending bill — more than any other Democrat except for the chairman of the Armed Services Committee.

Taxpayers for Common Sense, a watchdog group, has calculated that Clinton landed 360 earmarks worth $2.2 billion from 2002 to 2006 in various spending bills. The beneficiaries have ranged from defense giant Northrop Grumman Corp. to New York-based Telephonics, which won $5 million for helicopter equipment.

Democrats on Capitol Hill have pledged to cut earmarks in half from prior levels. President Bush is demanding that the number and total cost of earmarks be cut in half.

McCain, a longtime critic of such spending, had none.

He said Clinton’s proposals would shortchange the military at a time of war.

“We need a bigger Army. We need a bigger Marine Corps,” McCain said. “You look around the world — Iran, North Korea, Afghanistan. It’s not going to be over for a long time.”

Immigrants trying to revive bill

SAN FRANCISCO As President Bush pressed lawmakers Tuesday to get immigration reform back on track, immigrants across the country were marching, praying, writing lawmakers and hitting the road for Washington in a desperate push to revive the stalled measure.

Before the bill collapsed in the Senate last week, most immigrants agreed it was flawed. But seeing a rare opportunity for change slipping away — and recognizing it may not come again for years — many insisted they wouldn’t let it go without a fight.

The immigrants’ rallying cry echoed the president’s words to divided Republicans: “The status quo is unacceptable.”

“There was a lot of frustration that politics got in the way of sound, necessary public policy,” said Jerry Gonzalez of the Georgia Association of Latino Elected Officials, a statewide organization whose 4,000 members are calling their senators seeking reforms. “The time is now. They need to act. They have to.”

A caravan departed Wednesday from Los Angeles after a prayer from Roman Catholic Cardinal Roger Mahony, a longtime supporter of immigrant rights. Renan “El Cucuy” Almendarez Coello, a popular Spanish-language radio host, also was on hand to send off the “Dreams Across America” caravan.

“We have all come for the American dream,” Coello said. “Go for it!”

Organized by the Catholic Church, unions and community groups, the caravan includes several dozen legal immigrants who will cross the country by train while making stops to tell their stories of coming to the United States.

The trip was scheduled to finish in Washington on June 19.

“I came here and started from scratch,” said Jules Boyele, 40, who fled civil war in his native Congo 17 years ago. “And any immigrant who is willing to work hard and make a difference. ... I’m going to fight for those people.”

On Sunday, a separate Washington-bound caravan led

by Eduardo “Piolin” Sotelo, host of the nationally syndicated radio show “Piolin por la Manana,” left Los Angeles and is picking up immigrants along the way who are eager to tell their stories to legislators.

In the spring of 2006, Sotelo and Coello used their popularity to rally hundreds of thousands of people to

march for reform in California and across the nation.

Now Sotelo’s collecting letters asking for a path to citizenship for the country’s approximately 12 million illegal immigrants. He’s broadcasting his appeal from cities along the way, and expects to have about 1 million letters by the time he gets to Washington on Thursday.

“If someone’s already proved they’re working hard for this great nation and for his family, and he’s proved he’s a good human being, why not live legally here in this country?” Sotelo said. “We’re waiting for a positive answer from our senators.”

Immigrants whose families were separated during immigration raids are hanging all their hopes on the possibility of comprehensive reform.

Tony Wasilewski, a Polish immigrant living on the outskirts of Chicago, saw his wife deported to Poland on June 8. She took with her the couple’s 6-year-old Americanborn son fearing he was too young to be away from her.

The separation turned a good life into a nightmare, Wasilewski said, his voice breaking as he told his story.

“I want to bring my family back to America, and I want to protect families that are in the process of deportation,” he said. “I’m going there to try to talk to our leaders, our congressmen, our senators. We need a change.”

Wasilewski is also joining a caravan of about 100 immigrants, clergy and other supporters on a 10-city tour that culminates with a June 20 rally in Washington.

After the letters are written and phone calls made, many immigrants turn to God. On Sunday, Catholic dioceses around the country took part in a day of prayer for immigration reform. Bishop Oscar Solis led Mass at Our Lady Queen of Angels Church in downtown Los Angeles, drawing 250 worshippers.

Bill would eliminate skirting of the rules

SACRAMENTO With a jab at a political rival, a Republican lawmaker introduced legislation Wednesday to prevent candidates from getting around state campaign contribution limits by simultaneously running for state and local offices.

Assemblyman John Benoit, RRiverside, drafted the language in response to a decision by former Assemblyman Russ Bogh, R-Beaumont, to form campaign committees to run for the state Senate and the Riverside County Board of Supervisors.

Bogh, who was termed out of the Assembly last year, had raised $93,025 and spent $90,482 for the county supervisor’s seat as of last Dec. 31, even though the election isn’t until 2010.

Dec. 31 was the cutoff date for the most recent campaign finance reports. The next reports are due the end of July.

Bogh also had $314,385 on Dec. 31 in a separate account for a 2008 race for the Senate seat now held by fellow Republican Jim Battin of Palm Desert. Battin will be termed out next year unless voters modify term limits by approving an initiative that’s intended for the Feb. 5 presidential primary ballot.

Benoit also will be termed out next year and has announced plans to run for Battin’s seat. He had $296,390 in cam-

paign money on hand on Dec. 31.

Benoit contends that Bogh, by forming the county campaign committee, is exploiting a loophole in Proposition 34, the set of state campaign contribution limits approved by voters in 2000.

Those limits prevent most donors from giving more than $3,600 per election to a candidate for the Legislature. But Riverside County, like most California cities and counties, has no contribution limits for its offices.

An Associated Press review earlier this year found that only 13 of California’s 58 counties and 96 of its 478 cities limit the size of donations. Local races can attract enormous sums of money — in some cases hundreds of thousands of dollars per candidate, according to an AP sampling of local campaign finance records from the 2005-06 period.

The free-for-all nature of local campaign fundraising has allowed Bogh to raise as much as $10,000 from donors to his supervisorial campaign, including the state prison guards’ union and two casino-owning Indian tribes.

So far, 14 contributors have given Bogh more money than allowed under Proposition 34, according to Benoit.

Roman Porter, a spokesman for the state Fair Political Practices Commission, said state law does not prevent a candidate from simultaneously raising money for state and local offices.

The air tanker, which can create a fire line three-quarters of a mile long in eight seconds, demonstrated its prowess Wednesday.

The Victorville-based jumbo jet, which debuted last year with a limited evaluation contract, won praise in fighting six wildfires in California and one in Washington.

The contract means the jet will be available immediately, rather than on a callwhen-needed basis.

“This is going to be a great tool,” said Mike Padilla, the agency’s chief of aviation.

“This aircraft has the speed and capacity to go to any fire in California.”

Orange County aims to cut film commission funding Supervisors voted to cut funding to the Orange County film commission but keep promoting the tourism council.

The board on Wednesday unanimously rejected a $60,000 funding request from the film commission, which lures Hollywood film, television and commercial shoots to the county.

Private funding is expected to keep the commission alive, however.

The board voted 4-1 to give the tourism council the $150,000 it was seeking. The tourism council’s mission is to draw visitors to the county.

The Board of Supervisors meets June 26 to adopt its final budget.

MALIBU A federal lawsuit is in the works against the city of Malibu and Los Angeles County alleging that the two government agencies are responsible for the overwhelming presence of pollutants in Malibu Creek and at least three local rivers.

The Natural Resources Defense Council (NRDC) and Santa Monica Baykeeper, a pair of non-profit environmental organizations, submitted an intent to file a lawsuit on May 31, the first step in moving forward with federal litigation, forcing both the county and the city to clean up the Santa Monica Bay. Both groups claim the city and county are in violation of numerous federal and state laws protecting the environment, citing the Water Pollution Control Act, also known as the Clean Water Act, and the California Ocean Plan. The non-profits allege that the county and city have been

discharging contaminated stormwater and urban runoff into a so-called area of “special biological significance.”

The notice gives both the defendants exactly 60 days from the initial filing to avoid litigation.

Researchers with Santa Monica Baykeeper examined reports submitted by both the county and the city of Malibu from the past five years, finding they were in violation of federal and state water quality standards.

The intent of the lawsuit is to force local agencies to move from writing

reports about clean water to actually taking action, said David Beckman, a staff attorney for the NRDC. “In the past, entities like the counties could claim compliance with the Clean Water Act without showing they cleaned up water,” Beckman said.

The lawsuit came as a surprise to city officials in Malibu, who are currently working on a Clean Water program of their own.

“The city is disappointed to be hit with the letter by surprise,” said Christi Hogan, the city attorney. “We’ve spent an enormous amount of public resources and efforts in putting together a Clean Water program and consider ourselves among many Californians that want nothing more than to clean up the state water waste and ocean.”

It was a similar response from county officials, who say they are disappointed that a partner in many county efforts to clean water, the Santa Monica Baykeeper, had chosen litigation.

“Our staff is often side-by-side at the table with the Baykeeper working on water quality solutions, so the announcement did come as a surprise,” said Mark Pestrella, assistant director of the county’s Department of Public Works. melodyh@smdp.com

Free self-defense classes for the public The Santa Monica Police Department is offering free, self-defense classes to any adults who live, work or attend school in Santa Monica. The SMPD Defensive Tactics Team will teach an abbreviated version of the Krav Maga system of self-defense, which is taught to all officers and non-sworn personnel. Krav Maga, a system of self-defense that instructs students how to use personal body weapons and intuitive reactions rather than relying on strength, is considered easy to learn, regardless of age, gender or physical fitness.

The four-hour class will be offered on Saturday, June 26, from 8 a.m. to noon, and from 1 p.m. to 5 p.m. Registration is open until June 16, or until the classes are full. Supervisors spend $2.3 million to beef up trail system The Los Angeles County Board of Supervisors has announced approval of $2.32 million in grant funding to help purchase six parcels of prime open space in the Santa Monica Mountains to expand the county’s hiking and equestrian trail system. The money comes from competitive grant awards under the Natural Land for Trails program funded through Proposition A, a park and open-space measure approved by voters in 1996.

The projects are: • Lindero Creek — $200,000 from Prop. A to the city of Agoura Hills completes funding for an $1.8 million package to purchase 18 acres for a city park with hiking trails.

• Upper Topanga Canyon Trail Connection — $320,000 to the Mountains Recreation and Conservation Authority completes funding for a $425,000 package to purchase eight acres for a trail connection between Summit to Summit at Henry Ridge Motorway.

• Cold Creek Trail — $300,000 to the County of Los Angeles Parks and Recreation Department completes funding for a $400,000 package to purchase 266 acres for trail development in the Cold Creek Preserve Area, owned by the County and managed by the Mountains Restoration Trust.

• Cold Creek High Trail — $500,000 to the Mountains Restoration Trust for the purchase of the 99-acre Ty Sisson property as part of the remaining 145 acres identified for open space and trail acquisition for the Cold Creek Restoration Plan, encompassing 520 acres.

• Upper Solstice Canyon — $500,000 from Prop. A to the National Park Service completes funding for a $1.6 million package to purchase 80 acres considered a “critical acquisition” in the Upper Solstice Canyon.

• Corral Canyon — $500,000 to the Trust for Public Land toward the funding of a $4 million project to purchase 199 acres in Corral Canyon adjacent to Malibu Creek State Park, surrounded on three sides by public property.

Youth services center has to go Pico Youth and Family Center to relocate to new location in town

PICO A youth services center that aims to steer some of the city’s troubled teenagers away from a life of gang violence is being forced to hit the road.

The founders of the Pico Youth & Family Center (PYFC) were recently served with a notice declaring that their lease would not be renewed after Sept. 30. Now, youth center Director Oscar de la Torre is searching for a new location to house operations for a non-profit that has served 107 youths within that past fiscal year.

Created on the heels of a rash of shootings in the Pico Neighborhood in the late 1990s, the Pico Youth & Family Center promotes diversity and peace through programs geared towards local youth, the majority of whom are students at Santa Monica and Olympic high schools.

The center is credited with providing an alternative for teenagers who might otherwise fall victim to a future of gangs and violence.

“If we save one youth from committing a crime, the positive impact to the quality of life of our residents is tremendous,” de la Torre said. “We want these types of programs at PYFC to grow and flourish.”

Perhaps what is most disappointing to the founders and the people they serve about the move is the amount of time and money invested into making the PYFC their own.

Approximately $40,000 went into renovating the PYFC space at 828 Pico Blvd. prior to its grand opening in 2002. The 2,000square-foot unit was originally one huge space, completely devoid of any subdivisions.

The unit was redesigned to include four office spaces, a recording studio, two separate computer areas and a recreation room.

In order to improve the new space to accommodate the needs of the kids at PYFC, the City Council honored a request by de la Torre on June 12 to provide an additional $50,000 to the youth center’s budget. The center is funded by Saint John’s Health Center and Santa Monica city government.

The youth center’s budget for the current fiscal year is reported to be $330,000.

De la Torre estimates that approximately $20,000 will go toward the purchase of new sound equipment to upgrade the center’s music production operations. The remain-

ing $30,000 will be used to renovate the youth center’s new home.

Pacific Bower Corp., based in Los Angeles, sent a letter to the Pico Youth & Family Center on June 4, notifying both de la Torre and PYFC President Hilda Garcia that the lease for their suite will not be renewed after it expires on Sept. 30.

The property management company has been entering into one-year leases with PYFC since the center opened in 2002, a practice that is uncommon for Pacific Bower Corp., said Nazy Efraim, the managing agent.

“We asked them numerous times if they wanted to renew, but they wanted to do a one-year lease and hadn’t notified us they wanted to renew within the specific time required to let us know,” Efraim said on Thursday. “We are making arrangements to lease a space to new occupants.”

Efraim added that she is on the look out for locations that could potentially accommodate the PYFC. Several spaces in the immediate area have been checked out, including an approximately 5,000 square foot space on Lincoln Boulevard that once housed the Westside Chronicle, de la Torre said.

Upon entering Suite 9 at 828 Pico Blvd., guests are greeted by farm worker activist Cesar Chavez, Malcolm X and Guatemalan leader Rigoberta Menchu, their paintings hanging from the lobby, providing inspiration to the youth served at the innovative center.

On a typical weekday afternoon after local schools let out, the PYFC is filled with the chatter of young folks. From the back of the unit, hip hop lyrics flow freely from the mouths of aspiring music producers and artists, currently working on the second volume of the PYFC album.

CLOSING TIME: The Pico Youth and Family Center was recently notified by its property management company, Pacific Bower Corp., that the landlord was not going to renew its lease. Youth center officials are now searching for a new place to call home after its lease expires on Sept. 30.

Monica High School, was drawn to the youth center two years ago at the encouragement of some friends. He has walked to the center from school nearly every day since.

The aspiring music producer says he is frustrated, mad and sad at the news that the place he loves will have to relocate, hoping that it will be able to stay close to his school.

After losing a family member and good friends Eddie Lopez and Miguel Martin, all

victims of shootings, Ayala said his mother has been “paranoid” about her son leaving the house, afraid that he will be the next one to go.

But the center has helped Ayala steer clear of the path to gang life, keeping his mind focused on music.

The event gets rolling at 9:30 a.m. on July 4. Participants will march from City Hall south on Main Street to Marine Street.

“We wanted to hold it early in the morning on the Fourth because it is not intended to draw people from out of the community,” Brand said. “There are plenty of events people can go to in other communities, but this is a Santa Monica event ... It truly has been a community effort putting this together.”

Those interested in entering a float must fill out an application, which can be downloaded at www.opa-sm.org/parade.

The parade is free. The owner of the best decorated wagon will win a surfboard from ZJ Boarding house. Other prizes will be handed out to others as well, including the person with the most patriotic bicycle.

While parades were once a staple in Santa Monica, during its early days up until the 1950s and 60s, they have since fallen out of favor and become a thing of the past. The parades that did occur after that, including the Constitution Day parade and the Festival of Chariots, were produced and sponsored by private individuals or groups, including Hare Krishnas and a local window washer, said Trinie Garcia-Valdez, community use administrator for City Hall.

“I believe we used to have a parade on Ocean Avenue, but that was before my time,” Garcia-Valdez said. “I’ve been with the city for 12 years.”

There are parade routes identified by the City Council and a comprehensive events ordinance to ensure safety.

“People have always wanted some kind of signature event for the Fourth,” GarciaValdez said. “The college has fireworks, but that takes place the Saturday before the Fourth, and then we did some things with

our own fireworks show, like moving it to the early morning and calling it ‘Dawn’s Early Light,’ but that wasn’t successful.

“We just haven’t been able to find a good signature event,” she said. “If this (parade) is successful, we could see it becoming an annual thing.”

A person who remembers a time when parades were common is Councilman Bob Holbrook, a lifelong resident who used to arrive early every year for the Christmas Parade down Wilshire Boulevard.

Holbrook said people used to turn out in droves for the parade during the 50s.

“It was like a mini-Rose Parade with floats, people on horses,” recalled Holbrook, who plans to drive his Model-T Ford in this year’s parade. “I remember a lot of people used to turn out. You had to get there early to claim a spot.”

Santa Monica High School used to sponsor homecoming parades with kings and queens riding on convertibles with football players and the marching band.

“I’ll bet there hasn’t been one since the late 50s,” Holbrook said. “It was fun, but as streets become more crowded with cars, it becomes more difficult to have these events and I think that was what cut down the number of parades.” kevinh@smdp.com

“Over the past 33 years, SMC has had no major incidents to speak of, no alarming events like the one our nation recently experienced involved horrific acts of violence against students and faculty,” DeSalles, said. “You can say that we’ve been lucky and you can also say that we’ve been protected and watched over by a caring, thoughtful and deliberative administrator who has single-handedly made it her life work to plan and appropriately respond to any and all threats to our well-being.”

Miller said the possibility of an attack on campus never concerned her. She knew it could happen, but she had confidence that her department would respond appropriately if such an event were to occur.

“It was in the back of my mind,” Miller said. “It can happen anytime, anywhere. We are an open campus and people are free to walk through when they please ... but we have a very large presence on campus, not just in the parking lots and structures. We have officers patrolling around and on foot walking through campus, making contact with people so I felt very confident in that.”

Instead of being concerned about violent acts, Miller said her biggest worry was making sure bushes were trimmed and areas well lit. Petty theft continues to be a major program for officers as students steal from other students.

“It really is a crime of convenience,” Miller said. “People believe they can leave something and come back to it in a few minutes, but unfortunately, they cannot. The temptation is just to great for some.”

Sheriff’s Academy. Her instructors were tough, verbally tearing candidates down to weed out the weak from the strong while preparing future officers for the harsh realities of the streets.

“They played with your head,” said Miller, who was lured into law enforcement by her brother, an officer with the Huntington Beach Police Department. Today, her son is a member of the Sheriff ’s Department.

“They really wanted to make you think less of yourself, so that you’d give up. I would have hated to prove them right, so that just gave me even more motivation to prove them wrong. It was a trip to be able to deal with everything they handed you and take it graciously and stand up for yourself.

They taught me a lot about how I didn’t want to be. I told myself that I would never treat anyone that way and that had a positive impact on me.”

Miller gives a lot of credit for her success to her family and those at the college who supported decisions made by her and her staff. With their help, she was able to build a first-class department that entered into support pacts with

the Santa Monica and Los Angeles police departments. She rapidly modernized the department with current weaponry, vehicles, radios, dispatch support staff and ongoing professional training for police officers.

“I give credit to all those who worked with us over the years,” Miller said. “We had a lot of different personalities, but everyone knew their purpose at the college … and helped make people feel comfortable and safe.

Administration was very Johnny-on-the-spot to respond to our requests. It was a good working relationship all around.”

Now that she’s retired, Miller promises that she will not be looking over the shoulder of her successor, whomever that may be.

“It’s tempting to say that I will become a Monday morning quarterback, but I won’t,” Miller said. “Right now I’m committed to taking care of my mom …It’s an honor to be able to do it. After all, she took care of all of us.” kevinh@smdp.com

A SHOW OF FORCE

The campus and its police force have changed dramatically since Miller first arrived at SMC. At that time, the college had just created its own police force, consisting of two people, including Miller, who made history at SMC as the college’s first female officer, sergeant and chief.

Before that, the campus, which had roughly 12,000 students, was patrolled by a private security force. Today, there are 15 officers and 51 parking security officers and a student body of more than 30,000.

Revived Raiders Oakland’s personnel moves gives team a renewed optimism

ALAMEDA The Oakland Raiders ended their offseason workouts with a very different look than the group new coach Lane Kiffin had at his first practice in March.

JaMarcus Russell and Josh McCown have become the top quarterbacks, Randy Moss has been shipped out and the offensive line has undergone constant tinkering.

The team’s voluntary minicamp ended Wednesday and the next time the players take the field for practice will be when training camp opens in Napa on July 27.

“I think we learned they’re willing to compete and they’re willing to practice the way we want to practice,” Kiffin said.

“They’re willing to put in the time and effort the things we need them to do. We think we came out of this thing with great results as far as the way they have accepted the things that we need them to do.”

The biggest developments since Kiffin first took over is at quarterback. The Raiders used the No. 1 overall draft pick on JaMarcus Russell of LSU and have been impressed so far with what they’ve seen from him. Russell has shown off his strong arm and has worked on learning the offense and managing the game.

He has split time evenly the past two weeks with McCown after Andrew Walter, who started eight games last season, went down a knee injury that will sideline him until training camp.

“Coming out that first day I was kind of anxious, a little nervous,” he said. “Coach gave me the plays over the phone, almost three hours a day before I came up. Before that I never knew how it would be that first day out. I kind of got the hang of it now.”

Russell said he’s improved both mentally and physically since his tentative first practice May 4 and will spend the next six weeks talking with coaches and studying the playbook.

His coaches and teammates have already seen some of the progress.

“He’s getting better and better,” McCown said. “Especially this last week or so. I think he’s starting to reach a comfort level with what he’s doing. ... He’s made

drastic improvements the last week or so.”

Much of the focus in the offseason moves and in the practices has been on improving an offense that scored only 12 touchdowns last season. That ineptitude was a big reason the team finished 2-14 and coach Art Shell was fired after the season.

Kiffin has brought in an entirely new offensive coaching staff and overhauled much of the offense through trades, free agency and the draft.

“Obviously there is a huge emphasis on the offense because of the new system coming in and so many positions unsettled,” Kiffin said. “There are so many guys to look at — so many new guys as well, not just guys who have been here. ... That is obviously the big emphasis.”

One of those trades sent Moss to New England after two disappointing seasons in Oakland. The signing of free agent Travis Taylor followed and he is in the mix to be a starter, along with Jerry Porter and Ronald Curry.

Porter, the team’s leading receiver in 2004 and ‘05, has been a regular at offseason workouts after skipping them last year as part of a feud with Shell. Curry led the team in receiving last season and has picked up from there in offseason workouts.

The offensive line was one of the biggest problems last season, allowing a league-worst 72 sacks and opening few holes in the running game. Offensive line coach Tom Cable has brought his cutblocking schemes from Atlanta, forcing players to learn techniques other than those taught by Shell and Jackie Slater last year.

“Everything is real clear,” lineman Robert Gallery said. “Go out and do things the way we do it well in a friendly system that is going to help us be the best we can be.”

As much as teaching new techniques, the offseason practices have also given Kiffin and Cable a chance to see players at different positions.

Ducks’ Carlyle rewarded By the Associated Press

ANAHEIM Anaheim Ducks coach Randy Carlyle signed a one-year extension Wednesday to guide the Stanley Cup champions through the 2008-09 season.

“Randy has been the perfect fit for this organization with his hardworking, aggressive style,” Ducks general manager Brian Burke said Wednesday. “He has been a major factor in the success we’ve had the past two seasons.”

The Ducks became the first California team to win the Cup when they finished off the Ottawa Senators 4-1 in the championship series last week.

Anaheim won its first Pacific Division championship with a 48-20-14 record for 110 points, setting franchise records in several statistical categories including wins, standings points and goals.

The Ducks have a regular-season record of 91-47-26 since Carlyle was hired in 2005.

Anaheim beat Minnesota, Vancouver and Detroit to reach the Stanley Cup finals for the second time. They lost to New Jersey in seven games in the 2003 finals.

Out of sync LOU PEARLMAN was forced out of hiding Thursday after being expelled by Indonesian authorities and turned over to the FBI. He was flown to Guam to appear before a judge, officials said.

Pearlman’s arrest on one felony count of bank fraud ended several months of hiding for the boy-band mogul, who created the Backstreet Boys and ‘N Sync. He also faces several lawsuits and two involuntary bankruptcy proceedings, but hasn’t responded to court subpoenas and doesn’t have an attorney in either bankruptcy case.

“We expect that he will be returned to Florida,” said Steve Cole, a spokesman for the U.S. Attorney’s Office in Tampa.

Pearlman was also involved in airplane charters, talent scouting, restaurants and other ventures.

Banks are hounding Pearlman and his companies for more than $120 million, according to bankruptcy court documents. It wasn’t entirely clear how he allegedly committed bank fraud in the federal charges, which were filed in a criminal complaint March 2 and sealed until Thursday.

However, court documents filed by the Florida Office of Financial Regulation and in lawsuits against Pearlman allege he created a fake accounting firm that prepared bogus statements for investors.

Federal and state authorities raided Pearlman’s home and offices in February.

The FBI forwarded information about Pearlman to Indonesian authorities. He was deemed an “undesirable visitor” and thrown out of the country.

Pearlman was apprehended at a hotel on the resort island of Bali, the FBI said.

Pearlman lost control of

several companies in February when a state judge appointed a receiver to take over the books.

The receiver, Jerry McHale, said Pearlman appears to have defrauded about 1,000 individual investors of more than $315 million.

Pearlman allegedly sold a bogus savings-account plan promising large dividends, then transferred payments to himself, his associates and across his companies.

Soneet Kapila, the court-appointed trustee in the bankruptcy cases, said the arrest should help authorities sort through

Pearlman’s confusing financial picture.

“I’m looking forward to seeing him on American soil,” Kapila said. “I’m anxious to see what he had in his possession, where he was located, and how anything he had in his possession will help me locate the assets.”

Pearlman’s books are convoluted and incomplete, investigators say.

He apparently created more than 100 companies — a separate one for each business venture — but treated them all as one by blindly transferring assets and paying bills.

FOXY BROWN IS BEING GOOD FOXY BROWN, threatened with jail after being accused of violating probation that stemmed from an assault case, was restored to probation in good standing Thursday by a Manhattan judge.

“I’m going to restore her to probation,” Criminal Court Judge Melissa Jackson said over objections by a Probation Department lawyer. “There’s no necessity for the court to monitor her.”

Over the past two months, the 27-year-old rapper has kept appointments with her probation officer, gotten permission before leaving the state, passed her drug tests and attended required anger management classes, Jackson said.

“I see a positive probation report here,” Jackson told Brown. “It was a real struggle to get you onboard. I want to see you finish this sentence and go on to a happy life.”

Brown, in a brown-andturquoise sundress and taupe stiletto heels, smiled and thanked the judge.

Attorney Mathilda Leo of the Probation Department noted that two months had passed since Brown seemed to have improved her attitude. She suggested the judge should wait another two months before restoring Brown to probation.

Her misdemeanor assault plea deal included a requirement that she get permission before leaving the state.

Fabolous cleared of charges A judge has dismissed illegal weapons charges against FABOLOUS that put the Brooklyn rapper behind bars for a night last October.

Fabolous was arrested Oct. 17 after he was treated for a minor gunshot wound following a wild night at Justin’s, a Manhattan restaurant and club owned

by Sean “Diddy” Combs.

A prosecutor said Thursday that authorities were unable to prove that Fabolous, 27, or three codefendants were the owners of two loaded handguns found in a car in which they had ridden.

“He’s more relieved than happy,” the rapper’s lawyer, Alberto Ebanks, said Thursday. “He should never have been here in the first place.”

Trouble at the celebritystudded nightspot began when someone snatched a $50,000 chain off the neck of then-Boston Celtics point guard Sebastian Telfair.

Gunfire later broke out in a parking lot near the restaurant. Fabolous was hit in the right thigh, then escaped the scene with three other men in a Dodge Magnum sport utility vehicle.

While he was being

treated at a hospital, police searched the vehicle and found two handguns, a .40 caliber and .380 caliber semiautomatic.

Neither gun was registered, and police said the serial number on the .380 had been scratched off.

“There were four guys in the car,” Ebanks said. “My client jumped in the back seat of the car after he was shot. It was not the car he came to the club in.”

Ebanks suggested in October that Telfair and Fabolous were victims of robbers who were targeting the club’s high-profile clientele.

“These were people

preying on celebrities,” Ebanks said at the time, “and my client was obviously targeted because he is a high-profile celebrity and platinum-selling artist.”

Detectives had Telfair view police lineups with suspects in the chain theft, but he failed to identify anyone.

Fabolous, who was born John Jackson, was in the courthouse Thursday, but stayed outside the courtroom after his lawyer told him the case was being dismissed.

His latest hit, “Make Me Better,” is one of the top rap singles in the country.
