SACRAMENTO With empty pockets and maxed-out credit, California is debating whether it can continue honoring all parts of its social contract with the state’s most vulnerable residents. The state faces an unprecedented drop in tax revenue and a widening budget deficit amid the deepest recession in decades, prompting Gov. Arnold Schwarzenegger to propose cost-cutting steps that once seemed unthinkable. At stake are programs for the poor, elderly and frail, placing millions of people in the nation’s most populous state at risk of falling through a decades-old social safety net. Ending the welfare-to-work program for mothers and their children, which would affect some 546,000 families, and eliminating health insurance for 1 million children from low-income families are among the proposals that have generated the most criticism. The number of Alzheimer’s patients, disabled and other frail recipients of in-home care also would be greatly reduced under the governor’s latest budget proposal, leaving more than 400,000 people without such support. This week, Schwarzenegger acknowledged that his decisions will be painful for many. “I know the consequences of those cuts are not just dollars. I see the faces behind those dollars. ... I see the Alzheimer’s patients losing some of their in-home support services,” he told lawmakers. “It’s an awful feeling, but we have no choice.” California stands apart from other states,

SM BEACH Nick Steers was apprehensive, concerned that besides 12 hours crammed full of facts about 1930s era Hollywood, early Santa Monica beach culture and Georgian revival architecture, that he would still be stumped.
The Santa Monica resident had just undergone four weeks of intensive training with the Santa Monica Conservancy to prepare for tour guiding duties at the new Annenberg Community Beach House, learning about the history of the former estate of Marion Davies and the long and challenging process of turning it into the nation’s first public beach club.
Now it was opening day and Steers, 64, was making sure he got his facts straight. “They provided you with a lot of information so I was trying to figure out what information was going to be pertinent to the public that was going to be there,” Steers said during a recent interview. SEE CP PAGE 9
District officials remove one house at Samohi BY DAILY PRESS STAFF The Board of Education on Thursday voted to cut one house from Santa Monica High School’s celebrated House System, effectively transferring one principal to
Malibu High School and reducing several other positions. The board did elect to keep two advisers and one outreach specialist for at least another school year, a change from the superintendent’s original recommendation.
