DOWNTOWN A man on probation for assaulting a transient in Santa Monica last December was arrested Tuesday in connection with the murder of a 37-year-old homeless man found on a bench in Palisades Park over the weekend.

Using video footage caught by downtown security cameras Sunday morning, detectives with the Santa Monica Police Department identified Joshua Dante Chiaromonte, 32, as the prime suspect. After a photograph of Chiaromonte was put on a police bulletin Monday, officers assigned to the Third Street Promenade were able to identify him. Chiaromonte was already in custody, having been arrested by SMPD just hours after the murder for trespassing and a probation violation. He was transported to the LAX Courthouse for those charges, and subsequently arrested for the murder of Reza Homabadi Tehrani in Palisades Park. Detectives will present the case to the Los Angeles County District Attorney’s Office today, according to SMPD Lt. Alex Padilla.

“We still need witnesses to come forward if they have seen this guy or remember him being in any altercations the morning of the murder,” Padilla said. “We would like to see if we can get any more information to present when we file the case.” Tehrani’s bloodied body was discovered by a passerby on Sunday, CHIAROMONTE shortly before 8 a.m. Police said he was lying on a park bench near the Senior Citizen Center with a large gash on his forehead. CITY HALL After keeping his mouth shut for more than half a year regarding the financial matters of the Santa MonicaMalibu Unified School District, former Chief Financial Officer Winston Braham is appears ready to talk. Mayor Pro Tem Herb Katz and some of his fellow City Council members are looking to place an item on the June 12 agenda that would set aside time for Braham to speak before the council, Katz said Tuesday. Braham abruptly resigned from his post as the assistant superintendent of business services and chief financial officer on Nov. 28, 2006 amid rumors that he disagreed with the direction in which the district was headed financially, taking particular exception to an impending 5-percent teacher salary raise. A few weeks later, during a Dec. 14 Board of Education meeting, Braham signed a settlement agreement that included a confidentiality clause barring him from speaking about financial matters related to the district. Last month, the confidentiality agreement barring Braham from speaking was lifted, but a separate clause that would penalize Braham if he made any disparaging remarks about the district remained.
