Oaks revisions come to council tonight

William Schallert, a veteran TV performer and Hollywood union leader who played Patty Duke’s father — and uncle — on television and led a long, contentious strike for actors, has died.

Schallert died Sunday at his home in Pacific Palisades, California, said his son, Edwin. He was 93.

Citizens Bond Oversight Committee applicants sought Santa Monica College is seeking applications for the Citizens Bond Oversight Committee, which oversees the implementation of Measures U, S and AA, the 2002, 2004 and 2008 bond measures that are funding capital improvement projects at the college. The application deadline is Friday, May 20.

The vacancies are specifically for representatives of local business communities of Santa Monica and Malibu. Applications for additional members are encouraged.

Applications are available on the SMC website at: www.smc.edu/CBOC. To qualify for appointment, an applicant must be at least 18 years old; must not be a college employee or official; and must not be a vendor, contractor or consultant to the college.

The committee was established in spring 2002, as required by state law, to oversee the implementation of Measure U, the $160 million bond passed by an overwhelming 70 percent of Santa MonicaMalibu voters. The committee’s responsi-

bility was expanded to include oversight of Measure S, the $135 million bond measure passed in November 2004, and Measure AA, the $295 million bond measure passed in November 2008. The bond measures are funding a wide range of projects, including replacement buildings, seismic retrofitting, safety and technology upgrades, and more.

The SMC Board of Trustees will review all applications and make the final appointments.

passengers will be riding the Expo Line to our fair city. They bring with them the opportunity of new business for our stores, restaurants and ever growing list of theaters.

It’s the start of a new era in the city, and one that I hope is a harbinger of good fortune all around. Driving up Main Street this weekend, I enjoyed the transition at Colorado to 2nd Street and was impressed with how smoothly it worked.

Change and development is hard for most of us to accept and incorporate into our lives. I see people struggling in family court every day - divorces, child custody, finances - and the lesson I’ve learned is that the change is not the problem, it is the resistance to the change that causes the stress.

After all, change is eternal; nothing ever remains static. As our city embarks on a new mission, that of easy destination, we will have new challenges, and new opportunities arise.

Yes the increase in visitors will hopefully bring added revenue for businesses and the city, as well as traffic issues, logistics complications and questions of bandwidth. How much can we absorb of the larger Los Angeles community when midsummer crowds will explode and the beach becomes the escape zone from the inner city pressure cooker? We’re about to find out.

We will become a destination for good and bad reasons. Some will come to us to enjoy the benefits of living here, the Thursday night concerts, the cool summer nights and the ocean to surf. Others will come with other purposes in mind, we can expect more petty theft - that’s a result of more people coming through, and we can also expect more suicides and more traffic incidents on the tracks.

These last days of relative isolation from the rest of the city should be cherished. The city that we have known is soon to be no more. That may be a good thing, most change is good, if properly moderated. The influx of new visitors brings with it great potential.

And the flip side is also to be recognized, the rest of Los Angeles becomes more accessible. For those of us who travel downtown,

this new access portal provides us with greater opportunities to enjoy the benefits of living in a world class city. Being able to get to the Disney Concert Hall without driving in horrific traffic midweek may allow me to enjoy concerts that I would otherwise skip to avoid the 90 minutes sitting in a car to go 15.5 miles.

I rarely venture to downtown Culver City, even though I love the selection of restaurants, and movie theaters, but when it takes me 45 minutes to get from 14th and Pico to the 405/10 interchange, it’s just not worth it.

But now, what is a short train ride may cause me to explore more.

Do I miss the sleepy little town of Santa Monica, yes, yes I do. I wish the Pioneer Boulangerie was still around where I studied law outdoors and enjoyed my coffee and pastries. Would I prefer the funky coffee house that used to be Wednesday’s House to the corporate blandness that is Peet’s or Starbuck’s or Coffee Bean? Absolutely. Is there anything I can do about it? Nope. It’s gone. I have my memories, and today’s youth will have theirs.

To the young’uns of today they have their memory making moments. To them this is their city, at its best for them. So while we reminisce about the “good old days” let’s not spoil it for the youth. For them, they have new opportunities, and new adventures to be had. They have the whole of Los Angeles before them now, and it’s only a train ride away. As have we.

So in these last few days, let’s remember the past, and remember to put it away as we embrace the future - a future that may have many great things about it that we can’t envision yet. That’s the cool part of the future, it has options that are beyond our abilities to dream about.

Goodbye sleepy little town, and Hello Los Angeles. Welcome to the beach.

Editor: For those readers who believe there was a “mandate” or a “landslide” vote in favor of closing the Santa Monica Airport (2014 election LC vs. D), the following are some important facts you may not know: ■ As of November 2014, there were 64,625 registered voters in Santa Monica.

■ During the 2014 midterm election, Santa Monica saw a very low voter turn out.

■ With regard to Measures LC and D, LC received 15,434 “Yes” votes and D received 10,288 “Yes” votes. A difference of only 5,146 votes between the two measures in a City of nearly 90,000.

■ This can hardly be considered a “mandate” or a “landslide” vote as the anti-Airport crowd would like us to believe.

■ It’s also worthwhile to examine those numbers compared to votes cast for the top vote-getting City Council members. Not a single City Councilmember received more votes than Measure D. ■ Kevin McKeown, received only 10,138 votes, while Measure D received 10,288 votes; thus D received 150 votes more than McKeown, ■ Sue Himmelrich received only 9,262 votes, while Measure D received 10,288; thus D received 1,026 more votes than Himmelrich.

■ Pam O’Connor squeaked by with only 6,696 votes, while Measure D received 10,288 votes; thus D received a whopping 3,592 votes more than O’Connor.

Don’t be fooled by the anti-Airport, pro-development crowd who would like us to believe that a majority of Santa Monica residents want to see the Airport and all of its benefits eliminated. SMO is an asset to the community and it’s obvious from other recent letters to the press that I’m not alone in believing that it needs to be preserved.

But for those who knew Leo Castillo, the intersection will always bring painful reminders. And on the anniversary of his passing in a tragic accident, family members and friends of the late 16-year-old are feeling his absence as much as ever.

A memorial mass has been scheduled for 7 p.m. Tuesday at Saint Anne Catholic Church, 2011 Colorado Ave., in Santa Monica.

The service will culminate a year of grief for the people who knew Castillo, a Santa Monica High School freshman remembered for his positivity and easygoing personality.

In the evening of May 10, 2015, Castillo was riding a motorized scooter northbound on 26th Street. A car driven by a 73-year-old Los Angeles man hit Castillo and a friend as they rode through the intersection at Olympic Boulevard against a red light, Santa Monica police have said. Castillo was pronounced dead shortly thereafter. His friend was taken to a trauma center in critical condition.

News of Castillo’s passing hit hard at Samohi, where students wrote messages to their late friend and classmate on a poster placed in the breezeway between the school’s administration building and cafeteria. The Grant Elementary School and John Adams Middle School communities also mourned their alumnus.

At his family’s home, a framed photo of a smiling Castillo was surrounded by flowers, candles and his favorite snacks: Sour Patch Kids candy and pinkish-red Brisk drinks.

A few nights later, at the JAMS choir concert at Samohi’s Barnum Hall, a tune was dedicated to Castillo’s memory.

It “was a beautiful song and just knowing that it was dedicated to Leo Castillo was a tear jerker,” one attendee wrote.

Meanwhile, scores of people rallied to support his family financially. A Samohi student set up a GoFundMe crowdfunding campaign to raise $15,000 for funeral costs and other expenses. Born Jan. 27, 1999, Castillo was also memorialized in a slideshow that was shown during a lunch at Samohi. He spent time with his family and at the beach. He posed with a costumed Homer Simpson character and wore cowboy hats. He rode a horse as well as the Goliath roller coaster at Six Flags Magic Mountain. He sported caps for Los Angeles sports teams as well as the Oakland Raiders.

Imagine her surprise when she opened the front door of her Santa Monica apartment late one evening to find her landlord waiting outside, with an entourage of three people holding clipboards and cameras.

“Mr. Harrah, what a surprise!” she said.

She hadn’t seen him in years. “Is everything OK? Didn’t you get my rent check?”

“For $800?” Mr. Harrah replied. “Yes. I also got your new neighbor’s check for $3,000.” He walked past Sarah with the entourage right behind him. One of them, a gardener Sarah knew as Rudy, awkwardly held up a smartphone. Sarah realized Rudy was videotaping the visit.

“Well, I’ve been a good tenant for twenty years in a rent control apartment, so that’s my rent,” Sarah said. “What can I do for you?”

“Nothing. This is a routine smoke detector inspection,” Harrah said. After scanning the kitchen ceiling, he suddenly opened the oven door to see a half-full pan of lasagna from the night before. “Rudy, are you getting this?”

After the long, room-by-room, drawerby-drawer inspection of her apartment, Sarah was glad to see Harrah and his team finally leave. Later that night, as she was closing a drawer Harrah had left open, Sarah suddenly realized that he had never inspected the smoke detector after all.

The next day, she got a legal notice listing many different “violations” in her unit - and confirming that the visit had never been about the detector. Sarah had already felt like her privacy was violated, but now with the legal notice she was also scared that she might be forced out of her home.

The above is a composite of actual complaints filed by Santa Monica tenants with

the City Attorney’s Office. Claims of owners and managers entering apartments have increased in recent years. They raise obvious concerns about privacy - and harassment.

California law permits a landlord to enter a tenant’s unit only in a few situations: o in an emergency o to make necessary or agreed repairs or services (this includes required things like regular smoke-detector inspections) o to show the unit to possible buyers, tenants, or workers o to conduct a pre-move-out inspection Landlords and managers can’t just enter a tenant’s unit to “inspect” it.

Even if landlords have a valid reason to enter, they still need to give the tenant advance written notice - usually at least 24 hours. The notice needs to say the date, approximate time, and purpose of the entry.

(No notice is required if the landlord enters due to an emergency.)

Due to the increase in complaints about landlord entries, Santa Monica expanded its Tenant Harassment law to ban wrongful entries. The law now protects tenant privacy by prohibiting owners from entering or photographing a tenant’s home beyond the scope of a legal entry.

The City also increased the maximum penalty for each act of tenant harassment, from $1,000 to $10,000. So tenants like Sarah now have a better way to address misleading and invasive entries into their apartments.

The Consumer Protection Division of the City Attorney’s Office enforces the law and educates the public about tenants’ rights, fair housing, consumer protection, and other issues.

enforcement of its existing ethics rules. The report concluded actions by Councilwoman Pam O’Connor during the Riel situation could have violated the City Charter and the Council discussed their disappointment with her at their last meeting but chose not to pursue formal sanctions.

In discussing the City’s ethics provisions, known as the Oaks Initiative, Hueston’s team concluded the law is enforceable at the local level. The report said Council should take action to revise, refine and update the law to improve clarity. It recommended the Criminal Division of the City Attorney’s office pursue complaints or that the city hire a special prosecutor when necessary.

The May 10 item is limited to the revisions, refinements and updates.

According to the staff report, a revised definition of the term “public official” would include, but not be limited to, Councilmembers, Commission members, the City Manager and City Manager’s designees, and department heads and their designees. It would cover individuals that make the final approvals on the disposition of public benefits.

“The proposed guidelines would expressly exclude those making recommendations, acting within a series of requirement approvals but not making the last approval, persons approving as to form, content, process or execution only, and hearing officers who are not City employees,” said the report.

The proposal modifies the time period for defining a public benefit and provides a list of exclusions.

When defining illegal gifts, the revised rules would exclude gifts that are already prohibited by other laws or gifts provided by the city itself. Persons or entities receiving benefits would include anyone with a 10 percent stake in a company or those that acquire

a 10 percent stake. The law would not apply to the exercise of a ministerial duty or awarding of a public benefit made because of an emergency.

In addition to refining the Oaks rules, City Hall is also making it easier to report potential ethics violations via the establishment of a new reporting hotline. The public can now report violations by phone (844SM-ETHIC), email (santamonica@myeccho.org) or online (ethicshotline.org/santamonica).

Council adopted a values based code of ethics in November of last year and several councilmembers have asked for an easy way for the public to report potential violations.

Councilwoman Sue Himmelrich said she has seen the value of tip lines while working in the private sector.

“So in a $650 million, 2,000-plus employee enterprise such as Santa Monica, we would be irresponsible to not utilize the most effective form of detection and prevention known to us,” she said. “This, together with our more clear guidelines for accepting gifts and contributions under the Oaks initiative and the impending registration of lobbyist will shed sunlight on some of the opaque workings of our government. I am still looking forward to the implementation of financial reporting in checkbook level detail as has been implemented in many jurisdictions.”

In announcing the tip line, City Hall said staff is also coordinating a rollout of ethics resources for staff to help communicate the expectations.

“Examples of new resources include an Administrative Instruction outlining how ethics investigations will be handled, an intranet page with ethics use cases and other resources for staff, and ongoing training for all staff,” said the report.

And Westside letter carriers that have been part of the event for years, like Tim Thornton, co-coordinator of the drive here in Santa Monica, are already gearing up for the event.

“I have been a letter carrier in Santa Monica since February 1985,” Thornton said. “As a carrier I have been collecting the non-perishable food every year since the NALC National Food Drive started in 1993.

For the last six years Justin Landrum and I have been the coordinators here in Santa Monica.”

According to the NALC website, the national, coordinated effort by the NALC to help fight hunger in America grew out of discussions in 1991 by a number of leaders at the time, including NALC President Vincent R. Sombrotto, AFL-CIO Community Services Director Joseph Velasquez and Postmaster General Anthony Frank. In October of 1991 a pilot drive was held in 10 cities that proved so successful that work began immediately on making it a nationwide effort.

The website states that input from food banks and pantries suggested that late spring would be the best time for the drive, since by then most food banks in the country start running out of donations received during the Thanksgiving and Christmas holiday periods.

“A revamped drive was organized for May 15, 1993-the second Saturday in May-with a goal of having at least one NALC branch in each of the 50 states participating. The result was astounding. More than 11 million pounds of food was collected-a one-day record in the United States-involving more than 220 union branches. From Alaska to Florida and Maine to Hawaii, letter carriers did double duty-delivering mail and picking up donations. It just grew and grew from

that point.”

Thornton said that what makes the NALC drive unique from other drives is that it makes participation easier.

“People who wish to donate food don’t have to worry about loading heavy cans, bags, or boxes to the food bank. They just set them out near their mailbox and we will gladly pick them up and deliver them to the food bank. We will even be providing a bag to put them in, to be delivered the Wednesday or Thursday before the drive.”

Thornton said that in years past they have collected a fair amount of food in Santa Monica, but in 2013 (the first year bags were delivered to homes before the day of the drive) the food donations exceeded all expectations.

“Lots of us volunteered to stay late off the clock to collect, sort, and send the food to the bank. Of course we are grateful for any amount donated, but we all hope for another year like that.”

Thornton also emphasized how gracious Santa Monica’s regular participants are, stating that every year for the last five years one resident has donated a bottle of caviar.

The importance of the drive is evident to Thornton.

“In 2016 there are families with two incomes that are living paycheck to paycheck. There are many families that are one unforeseen incident away from not being able to put groceries in their kitchen. This is the largest food drive in the nation, and the collected food goes to local food banks. In Santa Monica our collected food goes to the Westside Food Bank at 1710 22nd St.” Thornton will tell you there is no prize or glory for the letter carriers who participate in the event.

“This food drive is voluntary for our carriers. We get nothing extra for it. We do it out of love for mankind.”

as a teacher to Dwayne Hickman and his pals in “The Many Loves of Dobie Gillis” and as the dad in “The Patty Duke Show.”

“The Patty Duke Show” (1963-1966) was challenging for Duke, who had already achieved stardom on Broadway as the young Helen Keller in “The Miracle Worker” and repeated the role in the film, winning her a supporting actress Oscar. (Duke died in March at age 69.)

In the television series she played a double role, as Patty Lane, a typical American teenager, and as her cultured cousin, Cathy, who lives with Patty’s family. Cathy was newly arrived from overseas, where, the theme song told viewers, she “adores a minuet, the Ballets Russes and crepes suzette.”

Patty just likes rock ‘n’ roll and hot dogs.

Schallert was cast as Patty’s harried father (and Cathy’s uncle), who was confused by the lookalike girls.

He was similarly frustrated as English teacher Mr. Pomfritt on “Dobie Gillis.” The show, which ran from 1959 to 1963, starred Hickman as a teenager comically yearning for the perfect girl, and a strong supporting cast including Bob Denver as his beatnik pal, Maynard. “You ready, my young barbarians?” Mr. Pomfritt would ask his students, comically pining for the days of corporal punishment in the classroom.

In 1979, Schallert was elected president of the 46,000-member Screen Actors Guild, an honor held at one time or another by James Cagney, George Murphy, Ronald Reagan, Charlton Heston and other screen notables.

Most of them had little to do but conduct meetings and issue statements. With Schallert it was different.

In 1980 he led the union as it staged a 13week strike over such issues as actors’ pay for films made for the then-new cable television industry.

He told the Los Angeles Times his message to actors was that “we have to respect ourselves as artists” and recalled the preunion days when actors were sometimes expected to work until midnight and be back at work six hours later.

Schallert was defeated in his bid for a second two-year term as SAG president in 1981 by “Lou Grant” star Ed Asner, who had strongly criticized the agreement the union had reached to end the strike. Asner ran into his own controversies as SAG chief by taking stands critical of U.S. foreign policy, and he decided not to seek a third term in 1985. He

was succeeded by none other than Schallert’s former screen daughter, Duke.

Schallert said in 2008 that his greatest accomplishment as SAG president was the formation of a committee for performers with disabilities.

“We had established committees for all of the various ethnic minorities, women and seniors. I’m a big beneficiary of that right now because I’m 85 and I still work.”

Among his later TV roles were guest shots on “Desperate Housewives” and “True Blood.” In 2008, he played Supreme Court Justice John Paul Stevens in “Recount,” HBO’s Emmy-winning dramatization of the 2000 presidential election.

In all, Schallert appeared in hundreds of movies, television series and specials, playing characters and walk-ons. He was a messenger in “Singin’ in the Rain,” a Union soldier in “The Red Badge of Courage” and an admiral in “Get Smart.” In addition to Justice Stevens, he played such real-life figures such as Gen. Mark Clark in “The War Years” and Gen. Robert E. Lee in “North and South Book II.” In an interview with the Los Angeles Times in 1966, Schallert lamented being cast as “the second man through the door,” or supporting player.

“I did come close to a lead once,” he said.

“This was a pilot I made for a series named ‘Filbert.’ But when the producers calculated the series would cost $75,000 per episode, they figured a top name would be needed in the lead to assure success. So they gave up the project. It was a hard pill to swallow.”

William Joseph Schallert was born in 1922, in Los Angeles. His father, Edwin, was drama editor of the Los Angeles Times from 1919 to 1958.

William spent his high school years in a seminary. After military service he graduated from UCLA and went to England on a Fulbright scholarship in 1952. He studied repertory theater and lectured on American theater at Oxford University.

In his early years he was a founding member of the Circle Theater in Hollywood.

The director was Charlie Chaplin, whose son Sydney was a cast member.

Schallert recalled that after a preview performance Chaplin would suggest a couple of things to correct. “When it was about five or six in the morning,” Schallert said, “Oona (Chaplin’s wife) would say ‘Come on, Charlie, let them go home. They’ve got a performance to do tonight.’”
