Airport park a mixed bag

SM AIRPORT A seldom explored corner of Santa Monica came alive Sunday as hundreds of families flocked to the opening of Airport Park, eight-acres of open space that features the city’s first synthetic-turf soccer field, its third dog park, a children’s playground and a picnic area complete with massive grills for barbequing.

Parents sat in the shade and watched as their kids climbed on a jungle gym, tossed footballs through the air or frolicked with the family dog. Others spread out blankets on the soft grass and listened to music from the Belle Air Brass as lines formed for free food from local eateries.

Elected officials along with city staff were also on hand to share in the festivities as Santa Monica celebrated the first new city-built park to open in 24 years, a great accomplishment considering the lack of open space and high cost of land within the city limits.

“This is just beautiful,” said Deanna Hagan, who grew up a few blocks away from the Santa Monica Airport and remembers the area being relatively deserted. She was surprised to see so much activity in a place where she once was prohibited from going as a teen, and in fact had been busted by airport security for trespassing.

Adults get a kick

Thanks to the opening of the new, eight-acre Airport Park, there now is enough room to begin an adult soccer program.

The new park includes a three-acre, synthetic turf soccer field with lights that will allow adults to play at night during non-peak hours, said Barbara Stinchfield, City Hall’s director of Community and Cultural Services.

The lack of available space and the high demand for the youth soccer program has made it difficult to host an adult soccer program in the city.

“Nearly 2,500 youth participated in a soccer program in the city last year, yet once these youth become adults, they are left no opportunity for organized play,” a report to the City Council states.

Scheduled to begin in late spring of this year and run approximately 10 weeks, the Adult Soccer League pilot program will complement the city’s existing adult basketball, volleyball, and softball leagues, which have approximately 4,200 participants.

Sea animals COMMUNITYPROFILES STACY PERALTA wash ashore By the Associated Press

LOS ANGELES Rescuers worked Saturday to save more dead and dying dolphins and sea lions that have washed up on Southern California beaches, believed poisoned by a naturally occurring toxic acid.

A bloom of ocean algae that produces domoic acid may be responsible for killing or sickening dozens of the sea mammals, including birds, in recent weeks, environmentalists said.

On Friday state health officials warned consumers against eating certain locally harvested shellfish and seafood because they may be contaminated with the acid.

At least four sea lions were found Saturday on shores in Marina del Rey, Hermosa Beach, Redondo Beach and Venice, said Peter Wallerstein of the Whale Rescue Team.

"We've done at least 35 rescues in the past couple weeks," Wallerstein said. "The local marine care center is at full capacity and they are putting restrictions on how many animals we can bring in."

Local group assails Trump

SACRAMENTO Billionaire Donald Trump gave $10,000 to Gov. Arnold Schwarzenegger to help pay off his campaign debts, a little more than a month after the governor guest-starred on Trump’s TV show “The Apprentice: Los Angeles,” according to a campaign filing.

In an episode that aired March 18, Schwarzenegger hosted five of the show’s contestants in his private conference room at the state Capitol.

The governor denies any link between the donation and the television appearance, but some political watchdog groups are skeptical.

But before history was made that day, Peralta and his buddies from the Z-Boys team, representing the Zephyr and Jeff Ho Productions surf shop on Main Street, stared in amazement as the Del Mar Fairgrounds was crawling with skateboarders.

“It was as if all these foreign tribes from the country of California — not the state but the country — were brought together and [first] saw each other and didn’t know [one another] existed until that day,” said Peralta, now a 49-year-old documentary filmmaker living in Sunset Park.

Today the beloved surf shop where the ZBoys would gravitate every afternoon is gone and has been replaced by Horizons West Surf Shop, owned by Randy Wright. The building housing Horizons West Surf Shop and the original Zephyr shop has been nominated for historic preservation and its fate will be decided by the Landmarks Commission next month.

I’ve lived near the Santa Monica Airport as a renter and a homeowner for nearly three decades. I welcome Bill Worden’s letter about working together to improve the facility’s effect on its neighbors. That sure beats the simplistic “love it or leave it’‘ attitude embodied in the argument that “the airport was here before you were.’‘ Envision a residential street limited to cars and a few delivery trucks. Then the government opens the street to heavy trucks AND encourages them to use it.

The result: Danger, pollution and noise. It would be ludicrous to tell protesting residents: “You knew it was a street when you moved there.’‘ “The airport’‘ is not a static 5,000-foot strip of concrete. It now has jet operations — 18,000 a year -— it was never physically designed for. Yet there are still no true buffer zones around it. There is no way that large, fuel-laden jets should be using a relatively short runway with no end buffers or overrun zones. It’s a disaster waiting to happen. Unfortunately, while residents (and Rep. Henry Waxman) have appealed to the FAA for years about the growing problems, the FAA has NOT wanted to work with us.

The city is constrained by its 1984 agreement with the FAA, which controls flight operations. Meantime, a chunk of the taxes you pay for a commercial airline ticket help support such so-called “general aviation’‘ operations that now rival that of a commercial airport.

With an expanding LAX just eight miles away, there is no need for (or community benefit from) jet traffic at Santa Monica that has increased exponentially in the past 10 to 15 years.

The Santa Monica Airport Commission, on a 5-0 vote, recently made a reasonable, practical, recommendation for a buffer system that would provide a physical plane-capturing barrier at both ends of the runway and would effectively reduce the useable length of the runway. This would protect residents from an overrun and possibly decrease the number of jets, providing some relief from the fumes and noise that now engulf hundreds of homes and the children playing at the adjacent parks.

The City Councils of Santa Monica and L.A. should support this plan and push the FAA to approve it, through diplomacy if possible and legal action if necessary.

more than 1,100 units of low-income housing would have City Hall planners and politicians dancing with joy. Ehhhh! Wrong!

If anything, the news has been met by a gnashing of teeth. Using the same development standards created to make it easy and economically feasible for “nonprofit” public housing developers — specifically the city’s own Community Corporation of Santa Monica — to build low income housing, a private developer, NMS Properties, has unveiled plans for nearly a thousand, single room "affordable” apartments in the midcity area.

NMS already has five, four-floor buildings consisting of 933 low-income, or “deed restricted,” single room occupancy units (SROs) on its drawing board. These units are usually 400 square feet or less and renting for around $1100 per month, the singles are en-suite, as they say in the hotel business, with kitchenette and full bath — ideal for one or two occupants.

Over the last few years, City Hall has been changing zoning codes to facilitate public housing in many of the city’s multifamily and industrial neighborhoods. Citizen complaints about the greater height, increased density, less parking, lack of a retail stores on the ground floors and elimination of environmental and public review promulgated by the new codes were totally ignored. It was necessary to make construction of public housing economically feasible for developers like CCSM — or so we were told.

But, when Naum “Neil” Shekhter, whose for-profit, NMS Properties, took advantage of these same liberal codes to propose building more and larger "affordable” SRO projects, the roof fell in.

Recently, the City administratively approved (without public review) Shekhter’s proposed 100 unit SRO at Olympic and 20th Street, another nearby 65 unit market-rate SRO and about a half dozen smaller, deed-restricted SROs from local nonprofit developers such as Step Up on Second without batting an eyelash.

Shekhter’s plans for 623 deed restricted units on a recently purchased 3-acre plus parcel currently used as artist studios, lofts and post-production facilities at 3025 Olympic Blvd. (known as “Drescherville") ran red flags up the flagpole. The possibility of 145 more Shekhter SROs on Broadway east of Lincoln Boulevard made planners and politicians downright catatonic. Over 1,100 SROs are currently in the pipeline and suddenly, the city was being overrun with single-room apartments.

The city’s and the politically dominant Santa Monican’s for Renters’ Rights’ number one priority is more and more housing — especially low income, public housing. Therefore, City Hall’s negative reaction to Shekhter’s proposals is hypocrisy on a monumental scale.

Pleas for SROs specifically for working singles, seniors and even recovering homeless alcoholics (through the city’s vaunted “Housing First” program) have been ignored or dismissed as impractical in the

rush to build hundreds of multi-bedroom, public housing units for low income families. The city’s housing policy is so discriminatory against singles that CCSM routinely recruits families from all over Los Angeles County to apply for its multi-bedroom citysubsidized projects, here.

Because recent public housing has been built almost exclusively for families, Shekhter recognized a crying need for SRO housing and its profit potential.

The project he proposes for “Drescherville” is amid a no-mans-land of mostly industrial buildings far removed from amenities such as markets, laundries or cafes. Prospective tenants range from retirees and single working folks to Section 8 recipients and others on assistance.

The project’s impact on traffic and city services could be considerable. Based on government reports, the potential for these properties to become nasty, crime ridden tenements is high.

Last Tuesday, City Council quickly adopted an emergency interim ordinance that modifies development review thresholds, including a requirement for a development review permit for any development that exceeds 50 units. Obviously, this was done to head off or mitigate the number of and type of large projects Shekhter or future developers may have on their minds.

Only time will tell whether City Hall has created a bigger mess or performed a miracle cure. One thing’s for sure, some lawyers are going to make money.

The bottom line is that by ignoring the need for a balanced housing policy and by stacking the decks for favored public housing providers, city planners and politicians created a nightmare and it has bitten them on the behind.

Victimized again... a tooth for a tooth is no longer valid, because we are “civilized.” Crime victims must let the police find the accused, allow the prosecutor to bring charges against the alleged suspect in court, and hope for conviction by a jury to exact punishment.

The criminal justice process designed by politicians makes convicted criminals pay a debt to society—whatever that means— instead of paying a debt to the victims.

Victims, their families and taxpayers get revictimized by having to pay taxes for the police, the prosecution, the courts and the prisons. Victims of criminals get the short end of the stick, as this bureaucratic process, from assault to conviction, happens about 25% of the time.

Victims of criminals suffer from the loss of income and often need medical care. In Puritan times, a convicted criminal could be assigned as an indentured servant to victims and their families. A convicted criminal literally worked to personally pay for the costs of the injuries to victims and their families.

This approach fell out of favor as politicians introduced sentences with stiff penalties to “deter crime.” Next, sociologists determined that criminals could be “rehabilitated” while undergoing “reform” from their previous criminal ways. Restitution to crime victims and their families was lost in the shuffle of prisoner reform, so victims and their families were often left destitute.

In California, Governor Pat Brown addressed the issue of victim restitution in 1965 by creating the Victims Compensation Fund (VCP). The fund provides compensation to crime victims for injuries and other losses. The money is collected from convicted felons by mandatory court fines of up to $10,000. The funds are pooled for claimant awards based on need. Up to $70,000 in losses can be paid to a claimant, less reimbursements from insurance and other resources. In 2005, the VCP approved 40,342 applications and awarded $58.9 million in claims, for an average payment of $1,460 with a processing time of 74 days.

While the Victims Compensation Fund helps, there are restitution gaps. The program is based on a convicted felon earning an income while in prison or having assets that could be seized by mandatory court decree for victim restitution. With a conviction rate on arrests statewide of some 25% on major crimes, a large number of suspects pay nothing. Fortunately, victims can still get restitution from the pooled funds even if the

criminal is never caught.

The criminal program does not provide restitution in some cases, such as embezzlement, fraud or arson. Any potential recovery in these cases is difficult, even when the court authorizes the seizure and sale of illgotten assets upon conviction.

It’s time to bring back a modernized version of the Puritan indentured servant program.

A small step in the right direction is the California Prison Industry Authority, which manufactures goods for government agencies. The 6,000 prisoners working at those facilities receive pay from 30 to 95 cents per hour. Through court orders a portion is sent to the VCP, with some $700,000 going to the VCP victim restitution claim pool annually.

With 170,000 prisoners and a total budget of $7.4 billion, the California Department of Corrections could have prison labor cover the costs of incarceration and of reimbursing all crime victims. Even without the most violent prisoners, more than 6,000 prisoners are capable of working for more than 30–95 cents an hour.

The Prison Industry Authority needs significant expansion to encompass more manufacturing or other labor-intensive jobs and higher pay. With farmers decrying immigration raids drying up farm workers, there’s always farm labor at decent pay.

Yes, a fine line must be walked in the difference between decently paid prison labor and slave labor. However, with approved amendments, prisoners should not only earn enough to offset the costs of incarceration and victim restitution but also have enough left over to buy personal items at prison stores, send funds to their families, and have a small nest egg for when they are paroled or released after serving their time.

Californians must demand a deep review of punishment versus restitution and our criminal sentencing laws. More important, we must demand a vigorous review of the incestuous revolving criminal justice merry-go-round involving politicians, police, prosecutors and prison guards, who loathe a criminal justice fix that would put them out of work.

Construction crews are working in the alleyway behind 3107 Santa Monica Blvd. The alley will be closed to traffic. Detours will be posted at various sites during construction.

Big Blue Bus Transit Store Tenant improvements begin at the site of the Big Blue Bus Transit Store located at 223 Broadway. Improvements include a new building façade and construction rehabilitation.

Construction is scheduled until August.

Montana/Wilshire Storm Water Diversion Structures Construction for the installation of a debris removal and diversion facility at the intersection of Montana Avenue and Ocean Avenue is near completion. Construction for the installation of the diversion facility on Ocean Avenue and Wilshire Boulevard will continue and is scheduled for completion September. Traffic will be narrowed to two lanes going northbound and one lane southbound on Ocean Avenue at Wilshire Boulevard.

Access center construction Construction of a new two-story homeless services facility begins at 503 Olympic Blvd. for the new Access Center building. The sidewalk on Olympic between Fifth & Seventh Streets will be closed to the public except Samoshel residents.

Airport Park and Airport Avenue improvements Site grading, construction of new artificial-turf soccer fields, building a new playground, restrooms and dog park area, and reconstruction of a portion of Airport Avenue. On-site detour possible during street reconstruction.

Civic Center parking structure Construction continues on a new 900 space Civic Center Public parking structure, located on Fourth Street next to the public safety facility. Construction will require the closure of Avenida Mazatlan and the Fourth Street sidewalk. One lane on southbound Fourth Street is subject to closure while work is occurring.

Euclid park project Construction of a new public park. The project scope will consist of site grading and construction of a new play area (with swings and climbing apparatus), a new garden area, two small green lawn areas, three circular-shaped seating areas, and a trellis entry.

Construction is planned to continue until May.

Lantana east Relocation of an 18” storm drain will require street closure on westbound lane #2 of Olympic Boulevard, Monday through Friday, from 9 a.m. to 4 p.m. Relocation work will continue to April 2, 2007.

Marine Street utility undergrounding Marine Street Utility Excavation – Relocation and excavation of electric, phone, and cable equipment on Marine Street, between Lincoln Boulevard and Prospect Court. Parking limitations will be posted daily and detours may be announced as necessary.

Montana/Wilshire storm water diversion structures Installation of a Storm Water Diversion debris removal and diversion facility will begin August 7 at Ocean Avenue at Montana Avenue and Wilshire Boulevard. Traffic will narrow to one lane in each direction on Ocean Avenue at Montana Avenue. The pedestrian bridge to Pacific Coast Highway is closed and pedestrians will be detoured to pedestrian crossings on Ocean Avenue at Idaho and Palisades Avenues.

Pier rehabilitation project Deck boards in the upper pier parking lot will be replaced. Work is scheduled through May 30. The bike path underneath the pier will be closed until May 30. Minimum closure of parking lot area is anticipated.

Water main replacement Installation of a new water main complete with service connections. Detours and lane closures may occur, and will be posted at various sites during construction.

Lincoln Boulevard Asphalt & Concrete Improvements Asphalt and concrete improvements will take place on Lincoln Boulevard, from Pico Boulevard to the southern city limits. Construction is anticipated through May 15.

Montana/Wilshire Storm Water Diversion Structures Construction for the installation of the diversion facility on Ocean Avenue and Wilshire Boulevard is in process and is scheduled for completion in September. Ex-MLB employee provided steroids

SAN FRANCISCO A former New York Mets clubhouse employee pleaded guilty Friday to distributing steroids to major league players for a decade and has agreed to help baseball’s steroids investigators.

Kirk Radomski, 37, admitted providing anabolic steroids, human growth hormone, Clenbuterol, amphetamines and other drugs to “dozens of current and former Major League Baseball players, and associates, on teams throughout Major League Baseball,” San Francisco U.S. Attorney Scott Schools said in a statement.

He did not identify any of Radomski’s clients, and the names of players appeared to blacked out of a search warrant affidavit obtained by several news organizations.

“The distribution of anabolic steroids to professional athletes cheats both the paying public and the clean athletes and is a serious crime,” Schools said. “This investigation shows that distribution of performanceenhancing drugs continues to be an issue for sport in America.”

Radomski pleaded guilty in U.S. District Court to felony charges of distributing steroids and laundering money. He faces up to 25 years in prison and a $500,000 fine at his sentencing, scheduled for Sept. 7.

Friday’s guilty plea is the latest development in the steroids scandal that has plagued sports in recent years. It puts baseball back in the doping spotlight and surely will get fans wondering what names will follow.

As part of the plea deal signed Thursday, Radomski agreed to testify before a grand jury, if needed, and to cooperate in the ongoing federal probe of steroids in sports. He also agreed to meet with investigators from baseball’s own steroids investigation, led by former Senate Majority Leader George Mitchell.

“We are encouraged that the U.S. Attorney has insisted Mr. Radomski cooperate with Senator George Mitchell’s investigation as a condition of the plea agreement,” MLB president Bob DuPuy said. “We urge all personnel connected with Major League Baseball to come forward with whatever information they may have that will assist Senator Mitchell in his investigation.”

Mitchell issued a statement saying: “We look forward to working together with federal law enforcement toward our shared goal.”

Radomski’s lawyer, John F. Reilly of Long Island, N.Y., did not return a call for comment.

Radomski worked for the Mets for a decade, beginning in 1985, then used the contacts he made to go into business selling steroids and other drugs to ballplayers, according to his signed plea agreement.

According to court documents, Radomski became a major source of drugs for baseball players after federal investigators shut down the Bay Area Laboratory CoOperative in Burlingame, the center of a massive drug distribution ring shut down by federal authorities in 2003. And SI.com

reported cell phone numbers belonging to current and former MLB players already have been identified.

Radomski used the money to pay the mortgage on his home, which served as his base of operations for the steroids business. He made the deposits to a New York-based bank and sold steroids in person, over the phone and by mail, according to the agreement.

An FBI informant told federal agents about Radomski, the documents show. And on Dec. 7, 2005, the documents show, he received an order for steroids from someone in San Jose he believed was a friend of an earlier customer. He shipped two vials of deca-durabolin, an anabolic steroid, and testosterone to that address.

A week later, on Dec. 14, federal agents raided his house on Long Island and his dealing operation came to an end, the court documents say.

“A review of the deposits made into the accounts indicate numerous significant deposits from current and former Major League Baseball players, as well as some individuals affiliated with Major League Baseball players,” reads the search warrant affidavit, according to a person familiar with the affidavit who spoke on condition of anonymity because it had not been made public.

The affidavit also listed 23 checks worth more than $30,000 that federal investigators alleged were deposited by individuals associated with MLB into Radomski’s bank account between May 2003 and March 2005, the Washington Post reported.

The case is being handled by the same federal investigators who netted guilty pleas from BALCO founder Victor Conte and Barry Bonds’ personal trainer, Greg Anderson, among others. Anderson is in prison for contempt of court because he has refused to testify against Bonds in a related perjury investigation.

The New York Daily News was the first to report Radomski’s guilty plea, while SI.com, the San Jose Mercury News and the Washington Post were first to report details from the search warrant affidavit.

Barriers could stop illegal immigration

ORGAN PIPE CACTUS NATIONAL MONUMENT, Ariz. Within a few years, vehicles driving loads of illegal immigrants or drugs through the rugged terrain of Arizona’s southwestern deserts could largely be a thing of the past.

Already, 63 miles of vehicle barriers are in place on the Arizona border. Authorities look to have a total of 200 miles of barriers across the Southwest, mostly in Arizona and New Mexico, by the end of next year.

The aim is to take vehicles out of the equation for law enforcement agents combatting smugglers. Trucks, SUVs and other vehicles afford smugglers the easiest way to bring large numbers of immigrants or heavy

loads of marijuana from Mexico through vast, remote expanses of sun-baked desert.

“Using vehicles is going to help them accomplish their mission more effectively,” said U.S. Customs and Border Protection spokesman Michael Friel. “It’s faster, it’s quicker, they can get more individuals across than on foot.”

Authorities concede vehicle barriers won’t deter pedestrians — either illegal immigrants or backpacking drug runners.

But they also note that time becomes their ally in tracking and catching illegal crossers who have to hike across miles of rocky, hilly terrain to meet their rides on highways leading to urban areas.

The barriers being used now range from bollards — concrete-filled steel poles poking out of the ground at staggered heights — to

railroad rail welded horizontally onto concrete-reinforced steel posts to X-shaped rail barricades weighing up to 1,400 pounds.

That doesn’t include border fencing meant to stop pedestrians in more populated areas such as the Arizona communities of Douglas, Naco, San Luis and Nogales.

The lines of barriers have been going up for years as authorities have looked for ways to stop the influx of illegal immigrants into the four U.S. border states, of which Arizona’s 377-mile border is the busiest segment for illegal entries.

At Organ Pipe Cactus National Monument, the barriers put up along 29 miles of the park’s southern boundary at a cost of $14 million were a response to the 2002 killing of park Ranger Kris Eggle by criminals who had driven north while flee-

ing Mexican authorities.

Organ Pipe Chief Ranger Fred Patton said the fortifications completed last July have been effective so far at the 515 square mile park, which is already crisscrossed by hundreds of illegal roads cut by trucks and vans carrying migrants or drugs.

“It’s eliminated the vast majority of the vehicular smuggling that was taking place before,” Patton said. “We still get some, but comparatively, it’s not anywhere close to what it was.”

At this point, smugglers and other criminals can still circle around the Organ Pipe barriers to the east and west and drive in through other isolated stretches of the border.

But authorities are optimistic about what they’ll be able to do to stop it once fencing extends.

SAND CREEK MASSACRE NATIONAL HISTORIC SITE, Colo.

More than 142 years after a band described by a former U.S. senator as “thugs and drunks recruited from the streets of Denver” massacred 150 sleeping Southern Cheyenne and Arapaho Indians, a memorial to the tragic event officially opened on Saturday.

“They were satanic and atrocious,” said former Colorado Sen. Ben Nighthorse Campbell, himself a member of the Northern Cheyenne tribe who pushed through legislation creating the historic site. He said the volunteers who carried

out the attacks in a misdirected act of vengeance were anxious for some action before their enlistments were up.

The Sand Creek Massacre National Historic Site, located 160 miles southeast of Denver on Big Sandy Creek in Kiowa County, is meant to pay tribute to those killed in the Nov. 29, 1864, attack.

Seeking revenge for the killings of several settlers by Indians, 700 volunteers who had signed up to be soldiers for 100 days slaughtered nearly everyone in the village. Most were women or children.

Descendants of the victims were among at least 1,000 people at the dedication ceremony on the rolling hills of the southeastern Colorado plains. A mock village of 17 tepees

was set up in a stand of cottonwood trees along the creek, where historians believe the slaughter took place.

After a prayer and a blessing for the troops in Iraq, members of the Cheyenne and Arapaho tribes chanted and played drums. Tribal members who were veteran Army soldiers wore their camouflage uniforms as well as headdresses when they carried in the U.S. and tribal flags.

Keith Kvenvolden, 76, and his wife, Mary Ann, of Palo Alto, Calif., departed from a guided tour of historic sites in the southwest to attend. Walking a quarter mile to the mock village with the aid of a cane, Kvenvolden said: “I think it is a good thing. It’s interesting that it is happening at a time when America is being brutal in another part of the world.”

Army boss wants more troops

SCHOFIELD BARRACKS, Hawaii The Army’s new chief of staff said Saturday he wants to accelerate by two years a plan to increase the nation’s active duty soldiers by 65,000.

The Army has set 2012 as its target date for the force expansion. But Gen. George Casey said he told his staff to have the soldiers ready earlier.

“I said that’s too long. Go back and tell me what it would take to get it done faster,” Casey said in an interview with The Associated Press during a stop in Hawaii.

The general said he’d like to see the Army move forward the target date to 2010. His staff has submitted a proposal for the accelerated timeline, but Casey said he hasn’t approved the plan yet.

Casey, who became the Army chief of staff on April 12 after serving as the top U.S. commander in Iraq for two-anda-half years, visited the islands for a few days during a Pacific region tour to talk with soldiers and their families. He heads to Japan, South Korea and Alaska after Hawaii.

The general told a meeting of soldiers’ wives and husbands at Schofield Barracks that the Army was stretched and would be until the additional troops were trained and equipped.

In the meantime, Casey said one of his tasks was to try to

limit the impact of the strain on soldiers and their families.

“We live in a difficult period for the Army because the demand for our forces exceeds the supply,” Casey told the group. “It’s a national problem. Unfortunately it’s a national problem that we can’t fix like that,” Casey said, snapping his fingers.

Casey spoke to the soldiers’ families for about an hour. He spent half the time answering questions.

One woman with a young child on her lap asked if her husband’s deployments were going to stop getting longer.

She said his deployments used to last for six months in the 1990s but then started lasting 9 months and 12 months.

Two weeks ago, she heard the Army’s announcement deployments would be extended as long as 15 months.

“Do you honestly foresee this spiral, in effect, stopping?” the woman asked.

“That’s a good question,” Casey replied. “We have every intention of stopping the spiral at 15 months but I cannot look at you in the eye and guarantee that it would not go beyond.”

“We’re at war. There are no guarantees in war,” Casey said.

But the general also told the gathering he hoped the Army would be able to limit deployments to 12 months, and allow soldiers to spend two years at home in between deployments, once the force is expanded.

Another woman asked whether the Army was consider-

ing extending soldiers’ rest and relaxation periods, noting two weeks off in the middle of 15 months seemed too short.

Casey said the Army was looking at the issue. The general told the group their needs and concerns address matters that affect the Army’s readiness.

“It’s a different mind-set,” Casey said. “We have to train our leaders to think about the impacts on family in a way they may not have thought about.”

Defense Secretary Robert Gates in January said he was recommending to the president that the Army boost its active duty soldiers by 65,000 to 547,000. Casey said about 35,000 of those additional soldiers are already in place.

Gates also recommended that the Marine Corps increase its active duty force by 27,000 to 202,000.

Casey told The Associated Press he hadn’t read the opinion article by an Army lieutenant colonel that sharply criticized the way generals have handled the war in Iraq.

Asked if the officer, Lt. Col. Paul Yingling, may have put his career at risk by publicly criticizing senior leadership, Casey said he didn’t think generals should be thin-skinned.

“I hope his career is not in jeopardy,” Casey said in the AP interview. “We ought to be big enough to listen to that kind of stuff about ourselves.”

He said younger soldiers have criticized their leadership for “time immemorial” and sometimes that was because they only saw a small part of the bigger picture.

Each spring, trashy Anchorage turns into postcard pretty

ANCHORAGE, Alaska The moldy mattresses must go. Ditto for the worn tires, dented hubcaps, used coffee cups, fast-food containers and plastic grocery bags.

While Anchorage is postcard pretty in the summer, it’s trashy in early spring when the snow melts to reveal a bad case of the uglies in Alaska’s biggest city.

The trash and junk disappears — almost like magic every year — as hundreds of volunteers hit the streets to transform Anchorage from trashy to classy, just in time for the tourist season.

The big cleanup is from this Saturday

through next Saturday. It is coordinated by the Anchorage Chamber of Commerce in conjunction with the city, schools and dozens of businesses that donate their employees’ time and elbow grease. The chamber has been organizing the spring cleanup since 1968.

This year, an army of more than 600 volunteers is enlisted for the Citywide Cleanup.

Sponsors range from a luxury hotel to an oil field services company to a country radio station.

“It is very, very wonderful to see how the community comes together,” said Christy Andresen, the chamber’s cleanup coordinator. “It is important to showcase our city any way you can.”

Volunteers are expected to fill approximately 60,000 garbage bags with “your standard trash” during the weeklong cleanup, Andresen said.

Then there’s the other stuff found along Anchorage’s roads and highways. The list includes someone’s teeth, a paper bag filled with $140 and a coffin.

“It was empty, thank goodness,” said Mia Nistler, the customer service supervisor with the city’s Solid Waste Services.

Organizing for the cleanup begins in January when a committee of about 20 people meets to develop a plan of attack.

Businesses and groups begin lining up to take on certain areas. Once that is done, organizers target where there are gaps.

The Anchorage School District joins in with the “little sweepers program” where children help pick up trash for four hours.

Children will get a ticket for each bag they fill and an opportunity to get an Apple iPod Shuffle in a raffle.

The city coordinates the cleanup with free dump days, where it’s normal to see up to 200 cars and trucks lined up at the city’s transfer station. It gets so busy there are people on hand to direct two lanes of traffic and to keep cars flowing in and out of the transfer station.

Police also are on-scene in case tempers flare.

“You see everything on these days,” said Robert Hall, director of Solid Waste Services.

Whole Foods, Wild Oats promote locals

LAKEWOOD, Colo.

The 113-year-old Morning Fresh Dairy Farm didn’t even use barcodes on its bottles when a Whole Foods Market in Fort Collins, Colo. asked about offering the dairy’s all-natural milk.

Dairy general manager Matt Lucas began bringing the glass bottles himself from the Morning Fresh farm in Bellevue, Colo., 60 miles north of Denver. Until then, Morning Fresh had long made its name on home deliveries.

Since his Whole Foods deliveries began in 2004, Lucas estimated, his dairy’s sales have increased 20 percent. Morning Fresh now sells at least 1,000 gallons a week to supply a Whole Foods distribution center serving 10 stores.

“It’s a breath of fresh air to get involved with a group like that. They were so excited to get our product in their stores,” Lucas said.

By strengthening — or, as some farmers say, returning to — their commitment to local products, Austin, Texas-based Whole Foods and Boulder-based Wild Oats Markets Inc. are fending off big chains like Wal-Mart Stores Inc., Kroger Co. and Safeway Inc., which have expanded their own organic offerings and put pressure on the smaller “natural” grocers.

“With Wal-Mart barging into the lowerend organic sales, this is a way these other retailers can differentiate from what WalMart is doing,” said Dan Hobbs, a cooperative development specialist with the Rocky Mountain Farmers Union.

But fuel costs for shipping food are less for shorter trips, which in turn often require less packaging to preserve food. Buying local also shortens the time it takes produce to get to market, preserving nutrients and freshness, the Center for Food & Justice said in a

The grocery chain has launched a program to loan $10 million annually to help independent local producers around the country expand. When it held its first seminar in Colorado in February, it expected 70 growers to attend. Instead, about 130 came, said spokeswoman Cathy Cochran-Lewis.

“It’s a good opportunity for a lot of producers in this environment where the big chains have pushed prices with their buying

power,” said Marilyn Wentz of Prairie Natural Lamb in the plains town of Strasburg. “They have pushed prices so low, it’s really hard for smaller and medium-sized producers. This is one hope they have.”

Dressed in fleece vests and shorts, Whole Foods executives emphasized that barcodes that became required as Whole Foods grew are no longer needed; the company provides separate codes. Grower-producers, they said, can choose to supply a single store or a whole region.

“That’s absolutely huge for growers,” said Hobbs, a farmer with 15 acres in Avondale. He noted that was a major change from several years ago, when a cooperative was told by Whole Foods it would have to ship goods to a distribution center in Texas to sell to Colorado stores.

Whole Foods spokeswoman Ashley Hawkins said the company’s $565 million takeover of Wild Oats, which last summer launched its own program promoting local items, shouldn’t affect its local growers program.

Safeway and Kroger representatives did not respond to messages seeking comment for this story. Wal-Mart said it seeks local suppliers whenever possible.

“Our focus is the same as it’s always been: to make sure we have the quality products our customers want at a value,” Wal-Mart spokeswoman Karen A. Burk said.

Peralta goes from skater to filmmaker FROM CP PAGE 3 in a downturn — realized there were other skateboarders in the country.

“It existed in a vacuum,” Peralta said on Friday.

The championship was at the time considered to be the largest national skateboard competition in the sport’s revival, with a two-day event in this San Diego County city attracting more than 400 people. It was in this competition that the Z-Boys introduced the aggressive grinding style of skateboarding that has come to define the sport today.

Considered by many to have been an integral part of the Z-Boys, Peralta was only five years old when he first stepped onto a skateboard — a skateboard that had been discarded by one of his friend’s older brother. It was the early 1960s and the once booming skateboarding craze had just died down.

The moment he first jumped on that old skateboard, Peralta was hooked. He started skateboarding with the kids in his neighborhood, riding down to the local schools where he would later meet future Z-Boys teammates Tony Alva and Jay Adams.

“We skated literally not knowing if anyone on the planet skateboarded,” Peralta said.

As a youth, Peralta would skateboard with his imagination running wild, visualizing in his mind a scene where he would

Peralta calls the “60s paradigm.” The equipment used back then was primitive, giving skateboarders very little flexibility with how they could maneuver the board.

The skateboarding moves back then were gymnastic-like in nature, with one of the most popular routines being a skateboarder doing a handstand on his board.

What the Z-Boys brought to the competition was something Peralta calls the “70s paradigm” — radical and aggressive skateboarding.

Their performances at the Del Mar Nationals drew a mixed reaction from competitors and the audience.

“The young kids really thought we were something, they thought ‘wow, I want to be associated with them,’” Peralta said. “The status quo didn’t like us at all.”

The excitement from the Del Mar Nationals caught on and a year later, the first professional skateboard competition was held.

“We were in the front of the line and got a lot of opportunities,” Peralta said.

Slowly, the members of the team started leaving and Peralta became the last remaining member. He remembers the day when he told Ho that he was moving on.

“We remained friends after that,” Peralta said. “It was a sad thing because I idolized him. It’s a hard thing when a kid has to say to his mentor ‘I’m moving on.’”

“I was one of the up and coming kids,” Peralta said. “We were the next generation of surfers that were going to hold down the place.”

Peralta went on to enjoy a fruitful skateboarding career that ended at the age of 22.

For the next 10 years, Peralta spent “retirement” running the Powell-Peralta skateboard shop in Santa Barbara, a business that found and sponsored professional skateboarder Tony Hawk.

Film production was an area that caught Peralta’s attention shortly after he opened Powell-Peralta, creating a documentary in 1984 about skateboarding around the time the VCR debuted in American homes. He ended up selling 30,000 videos thanks to the advent of the VCR. Perhaps one of his most famous screen credits was as director and writer of “Dogtown and Z-Boys,” a 2001 documentary about the 1970s Z-boys team. He was also wrote the screenplay for the 2005 feature length film, “Lords of Dogtown,” and directed a 2004 documentary, “Riding Giants.”

Peralta is currently working on “The Baron Davis Project,” a joint project of Peralta and NBA star Baron Davis of the Golden State Warriors.

The film is a historical look at the African-American gang problem in South Los Angeles, Peralta said. Davis approached the former pro skateboarder a few years ago, interested in getting his foot into the film production world.

More than 32 years after the Del Mar Nationals, the Z-Boys have all gone their separate ways, but Peralta said he does occasionally communicate with his old friends.

“Now they want everyone to come visit. I think it’s great. It’s definitely been a long time coming.”

Many residents have been fighting for a park for more than 15 years, said Barbara Stinchfield, City Hall’s director of Community and Cultural Services.

“This is really the vision of the community,” Stinchfield said Sunday. “Community members identified this site about 15 years ago and they worked very hard and are truly the one’s responsible for its opening … We really have created a unique place. The airport has sort of this quirky identity and I think this park adds another dimension to it.

People really seem to enjoy it.”

Well, not everyone. There was a batch of residents from West Los Angeles, some of whom live directly across the street from the park on Bundy Drive, who are not so happy with City Hall. The group is upset because they are not allowed to use the dog park, a hot commodity for many apartment owners on the Westside who are looking for places for their dogs to exercise.

Currently only Santa Monica residents with dogs licensed in the city are allowed to use the dog park, angering some out-oftowners who spend plenty of money eating and shopping within the city and are looking for a little love in return.

Angeles City Councilman Bill Rosendahl, but so far nothing has been finalized. Like any new facility, city staff will monitor the dog park to determine the level of usage.

Then they will have a better idea as to how many permits they could issue to non-residents. Only 45 dogs are allowed in the park at one time.

“Our intent is not to exclude anyone,” Stinchfield said. “We have to find out what the usage is and then manage it accordingly.”

Despite the canine controversy, most

people seemed to be enjoying themselves, including young soccer stars Justin Chin, Dash Dennerline and Ben Lizendo, members of Santa Monica United, a youth soccer league. The three were playing a game of keep-away, anxiously awaiting a chance to try out the synthetic turf field.

Raiders part ways with wideout Moss Moss never really meshed with team, system in Oakland By the Associated Press

ALAMEDA The Oakland Raiders cut ties with Randy Moss after two unproductive seasons, sending the former Pro Bowl receiver to the New England Patriots on Sunday for a fourth-round draft pick.

Moss was disgruntled for most of his two seasons in Oakland, and said frequently last season he thought he’d be better off with another team. The 30-year-old wanted to be dealt either to New England or Green Bay and got his wish.

Moss said he was thrilled to be with the Patriots, who won three of the last six Super Bowls, and re-negotiated a contract that had two years left.

“I’m still overwhelmed and, at the same time, kind of star-struck that I’m part of this New England Patriots organization,” he said during a conference call Sunday.

Raiders coach Lane Kiffin wanted to deal Moss before next weekend’s mandatory minicamp. Moss had not participated in any of the team’s offseason workouts and the Raiders were unsure if he’d attend the minicamp.

"We felt this was the best scenario for both the Raiders and Randy," Kiffin said.

"We wish him nothing but the best."

With the Patriots, Moss will be teamed with three-time Super Bowl-winning quarterback Tom Brady, who now has plenty of talented receivers to throw to on offense.

New England has already added three other wide receivers this offseason: Wes Welker in a trade with Miami, and Donte' Stallworth and Kelley Washington as free agents.

New England began rebuilding its receiver corps last year after losing its top two

receivers from 2005. Leading receiver Deion Branch, after a contract dispute, was traded to Seattle the day after the season opener, in which he didn't play. Earlier, David Givens signed as a free agent with Tennessee.

The Patriots ended last season with Reche Caldwell, Jabar Gaffney and Troy Brown as their top three receivers. Brown is a free agent, while Caldwell and Gaffney are signed through the 2007 season.

Oakland gave up the seventh overall pick in 2005, linebacker Napoleon Harris and a seventh-round pick to Minnesota for Moss in 2005. Moss, who made five Pro Bowls in seven seasons with Minnesota, had 102 catches for 1,558 yards and 11 touchdowns with the Raiders. He had career lows last season with 42 catches for 553 yards and three touchdowns and expressed a desire to be traded.

"I know there are some things that I've done in the past," Moss said, "but I think that's all behind me. I'm really not living in the past."

While in Minnesota, where he spent his first seven seasons, Moss was fined $10,000 for pretending to pull down his pants and moon the Green Bay crowd during a Vikings playoff win, and also drew criticism for leaving the field with 2 seconds left in a regularseason loss to Washington.

He also bumped a traffic control officer with his car in 2002, verbally abused corporate sponsors on a team bus in 2001 and squirted an official with a water bottle in 1999.

He stressed Sunday that his frustrations with not winning affected him. His addition should improve the Patriots championship prospects.

"You're going to really see some things that you've never seen before," Moss said, "and when it does happen, don't say I didn't tell you."

The deal leaves the Raiders with Jerry Porter, Ronald Curry, Doug Gabriel and newly acquired Mike Williams as their top receivers.

Conan in charge He’s still two years away from replacing Jay Leno on “The Tonight Show,” but already CONAN O’BRIEN seems to be sizing things up.

“Have you planned any changes while ... you were looking?” Leno asked

O’Brien when the latter dropped by the late-night talk show Friday.

O’Brien reassured Leno, the show’s host since 1992, that he won’t be moving onto its Burbank set any time soon.

“It’s years away,” O’Brien quipped, adding that rather than succeed Leno in 2009 as planned, he’s decided to take the job Rose O’Donnell is leaving on daytime television’s “The View.”

HEAVY HITTER Former “American Idol” finalist JESSICA SIERRA was arrested early Sunday on felony battery charges for allegedly hitting a man on the head with a heavy glass at a cafe, police said.

Sierra, 21, was booked in the Hillsborough County Jail on a charge of aggravated battery with a deadly weapon. She was also charged with possession of cocaine and introduction of contraband into a correctional facility after officers found a small amount of the drug while searching her, police spokeswoman Andrea Davis said.

Sierra was released Sunday afternoon on $11,500 bail. There was no immediate indication if she had a lawyer.

The victim suffered a cut over his eye, but the spokeswoman gave no further information.

Sierra, of Tampa, was one of the hit show’s top 10 contestants in 2005.
