Nonprofits to fight to the death for funds from City Hall Styled after ‘Hunger Games,’ contest will pit seniors, teens,

the blind against each other

CITYWIDE Nonprofits will have to compete for grant funding from City Hall by proving their worth in a new “survival of the fittest” format mirrored after “The Hunger Games,” city officials announced.

Each nonprofit will split up into teams of no more than five and be given a chance to grab tools and supplies needed for survival which will be left in a cornucopia-like piece of public art in the Civic Center Auditorium.

They then have five days to incapacitate the competition using whatever means necessary. The team with the most members standing at the end of the period will win the grant funds for which they applied. Losers who survive will be asked to leave the city.

The new model is necessary as public funds become more scarce, said Roody Gould, Santa Monica’s city manager.

“The end of the redevelopment agency and very expensive, public and embarrassing court loss to the Federal Aviation Administration over Santa Monica Airport have resulted in extreme deficit situations, the likes of which this city has never seen,” Gould said.

“We recognize that Santa Monicans wish to support their favorite nonprofits, and we want to be responsive to the desires of our citizens. This is the best way for us to discover who is truly deserving of our money.”

The new method also relieves city officials of future administrative duties involved in overseeing other nonprofits and sending out rejection letters because it provides a conclusive end to any grant request.

No longer will nonprofits be allowed to appear before the City Council until the wee hours of the morning, which will save on electrical bills and help meet the city’s sustainability goals, Gould reasoned.

expands upon the existing Lifeline program, allowing service providers with support from the Human Services Grant Program to hand out Bluetooth earpieces that clip over the helix of the ear.

The visibility of the earpieces makes it more likely that passersby will think a mentally-ill homeless person is merely chatting with someone on the phone,

providing cover and reducing the stigma associated with schizophrenia, said Jack Macero, head of OCPP, a lead service provider in town.

Now I plan to go for a joy ride and do some sight seeing. I’ve been to 48 states by riding the rails, and I plan to see the other two before settling down to this undue reward. I’m mad. About what, I’m not quite sure. I know it’s something, though. I have this undying urge to complaint about something. Is it the Santa Monica Airport? Traffic?

Development and construction? The dreary overcast at the beach of late? My own inadequacies? The plastic bag ban?

The L.A. Marathon street closures? The corrupt City Council?

People walking on the beach bike path? Too many buses on Ocean Avenue? Malfunctioning, cancerous SmartMeters?

Vegan restaurants? Personal trainers and their boot camps in Palisades Park? Appetizers priced at $15?

I can’t quite think of what it is right now, but when I do I’ll be sure to let you know.

Traffic relief brings traffic congestion Editor: While walking down Colorado Avenue at Lincoln Boulevard the other day I noticed how far back cars were piled up. Traffic stretched from Broadway to Interstate 10 — all because of construction on the Exposition Light Rail Line.

As I ate my lunch, I thought to myself how ironic it is that the rail line, which is supposed to relieve traffic, is creating gridlock Downtown. Everywhere you turn there’s a detour or a bunch of red brake lights.

I’m concerned about what traffic will be like when it’s up and running.

With six major hotels on the drawing boards along with close to 2,000 apartments pending in nearly three dozen smaller projects, traffic congestion is going to hit critical mass no matter how much the politicians try to persuade us — and ultimately force with guns drawn — to walk, ride a bicycle, board a bus or hop on one foot.

Add the traffic impacts of the new Expo Light Rail with up to 24 trains per hour crossing north/south streets and I’ll guarantee this fair city’s traffic will be completely jammed most of the time.

I’ve been hearing rumors for months that a whole new circulation element was being created to resolve present and future congestion. In snooping around City Hall last week, I found out that a massive realigning of city streets was in the works.

The new plan promises to provide improved access to Downtown Santa Monica where visitors can better enjoy a “world class” shopping experience, restaurants and entertainment. Merchants support the plan because they say it would reduce the stress now associated with traveling and parking.

Their research shows that visitors will be in a better mood to spend more money.

Although details of the new “One Way is the Right Way” congestion reduction plan are still being worked out, here are some key features.

Five major east-west streets will become one-way westbound to facilitate getting into the Downtown area. They are Montana Avenue, Wilshire, Santa Monica, Olympic and Pico boulevards.

Broadway and Ocean Park Boulevard will stay bi-directional. Colorado Avenue will become an exclusive bicycle/pedestrian thoroughfare from Ocean Avenue to 20th Street along the Expo Light Rail alignment.

Visitors will be able leave Downtown via Main Street, Ocean Avenue, Broadway and Ocean Park Boulevard or catch Interstate 10.

“With only westbound lanes operating, eastbound lanes can be used for wider sidewalks, landscaping, dedicated bicycle lanes, a jogging path and additional on-street parking,” the plan states.

OK. We’re going to remove eastbound traffic lanes on major thoroughfares and use them for a whole bunch of street amenities.

We’re not increasing the traffic carrying capacity of westbound streets. And, by diverting eastbound traffic to the remaining streets, we’ll double the number of cars and trucks on these remaining streets. How is that going to reduce traffic congestion?

Yeah. I know. It’s counter-intuitive. Y’all know consultant double-talk when you hear it.

And we’ve been hearing an awful lot of it lately.

NORTH OF MONTANA MEGA-MANSION LIKELY

That controversial “House of Rock” at 2009 La Mesa Dr. is back in the news.

Word on the street is that the “house,” along with two adjoining properties, have been purchased by mid-Eastern oil multibillionaire Sheikh Abdul al-Fussi Yerbouti, who plans to build his U.S. summer home there. The Sheikh paid top dollar — well over $45 million — for the three properties.

The 11,000-square-foot “House of Rock”

was on the market for $22 million. It had attracted nationwide attention last year when neighbors complained that it was being used for loud parties, charity fundraisers and musical events. The 1926 mansion had been extensively remodeled with “rock ‘n’ roll” themed rooms.

The Sheikh, who has estates in London and Dubai, plans to demolish everything on the three lots and totally rebuild. When one looks at the size of the Sheik’s proposed dream house, the earlier fighting over “loud noise and wild parties” may pale by comparison.

Sheikh Yerbouti is planning to construct a totally new compound consisting of a Persian style, mega-mansion and an adjoining complex of offices and staff housing. The main house will be very tall — seven floors — complete with extended balconies and hanging gardens overlooking the Riviera Country Club.

Minarets 130-feet tall will sit on each corner of the gated estate. Because the Sheikh has four wives, recreational facilities for their 18 children within the compound are imperative. A giant, 40-foot high water slide will feed into an Olympic-sized swimming pool and a 22-stall underground garage will house Yerebouti’s Ferrari collection.

Because he pays his staff minimum wage, the Sheikh is requesting that the on-site apartments for office workers, housekeepers and concubines receive credit as low-income housing.

Neighbors are in shock. I asked Madeline Winterbottom (who lives across the street) what she thought of the project. “I’m in shock,” she replied.

I ran into council persons Glean Davis and Pan O’Connor last Thursday. They both acknowledged that the project was huge by any residential standard, but they liked the Middle-Eastern exterior design and the 18 units of affordable housing. They said they’ll support Yerbouti’s proposal.

Then, they drove off in black and red Lamborghini Adventadors — both vehicles had gold-plated “I. C. Yerbouti Exotic Cars” license plate frames. Zoom, Zoom.

Administrators at St. John’s Health Center finally announced they’ll build a 450stall parking garage on their campus, after all.

Although an on site garage was supposed to have been a part of a 1998 development agreement, two years ago Health Center honchos received City Hall’s permission to lease off-site parking instead. But, those leases were recently terminated.

The lack of adequate parking space has resulted in horrendous parking shortages around the Health Center.

Under the terms of a new agreement with City Hall, only neighbors will be allowed to park in the new structure scheduled for completion in 2016 — and for free, too. In return, Health Center visitors and employees will continue to park on surrounding streets.

down into the seabed to set the foundation, disrupting delicate ecological habitats.

Environmentalism has always been a hallmark of Santa Monica, but even locallybased nonprofits Heel the Bay and Natural Resources Defenders Council have signed off on the deal saying that having Geary’s work a part of the Santa Monica Bay is enough to override any concerns regarding the planet.

“People like celebrities,” Heel the Bay director Mark Golding said. “Anything that will bring notoriety to the bay helps us in our efforts to reach out to the philanthropists of the world. We’re currently working to have Frank headline one of our star-studded fundraisers.”

“This is perfectly in line with what we have in mind to re-brand the pier,” said Jay Ferdinan, the executive director of the Santa Monica Pier Corporation, the nonprofit that serves as steward of the tourist attraction.

“We’re trying to jazz this place up and Frank’s help goes a long way.”

Though all of the technical details haven’t been worked out, the mere presence of Geary and his sparse sketches were enough to earn approval from the council with a 7-0 vote.

“I’m just geeked to meet Mr. Geary,” City Councilman Terry Allday said. “I’ve always been a big fan and am happy to approve whatever that genius has in mind.”

The hotel itself will stand at the end of the 103-year-old landmark and rise 30 stories. It will feature 475 rooms and an observation deck for pier visitors. It was designed to invoke images of a lighthouse with a whimsical twist. Geary said he was just balling up wads of paper when he dreamed up the complex.

“It’s, you know, just something I came up with,” Geary said. “Not a lot of thought went into it, I just went to the well on this one.”

Geary is also the creative mastermind behind a planned hotel at the corner of Ocean Avenue and Santa Monica Boulevard, overlooking the beach. As opposed to the Faremont Mirmont Hotel redevelopment just north on Ocean Avenue from the Geary project, the famed architect’s mere presence has won over planners and residents alike, while the Faremont is mired in a public relations war with its detractors.

It seems that everything he touches turns to gold.

“I’m not too fond of development,” said Diana Gerdon, a member of Santa Monicans for a City With No Development, “but, if Geary’s name is associated, we can make an exception.”

The Civic Center Auditorium got a new lease on life Tuesday when the National Rifle Association announced it would donate the millions needed to rehabilitate the building in exchange for naming rights.

The City Council voted to close the landmarked structure in last October in response to the loss of the Redevelopment Agency, which would have funded the $200 million needed to make seismic retrofits and restore the building to its former prominence as an event space.

The NRA has agreed to fork over all of the cash needed in exchange for monthly gun shows and the right to rename the facility the “National Rifle Association Lodge.”

Improvements will include a retractable stage which can double as a demonstration space, and lockers for NRA members to stow their weapons.

Landmarked statue finds new home Santa Monica’s first and only landmarked sculpture began a long trek to its new home in the capital of North Korea on Monday.

“Chain Reaction,” a 26-foot-tall sculpture in the shape of a mushroom cloud, was purchased by former basketball star Dennis Rodmin for “his BFF” Kim Jong-un, the leader of the Communist country whose nuclear ambitions are exceeded only by the bellicosity of his rhetoric.

“I saw it and I just thought of Jong-un,” Rodmin said. “It would look great on the lawn outside the presidential palace.”

City officials greeted the news warmly, believing it to be the perfect solution to the tricky problem of coming up with the $900,000 needed to repair the statue, which had never seen even basic maintenance over the course of the 20 years that it stood on the Civic Center lawn exposed to the sea air.

“This really ties up all of the loose ends,” said Jessica Cusak, cultural affairs manager with City Hall and long-lost sibling to John and Joan. “The statue will be repaired and the city will get that monstrosity off of its property.”

Christmas canceled Santa Claus says Santa Monica has been naughty.

The City Council’s decision earlier this month to ban the use of fire places and to cap chimneys because of concerns about the smoke generated causing cancer and birth defects has made the “right jolly old elf” get downright nasty.

St. Nick issued a bulletin Sunday saying he will not deliver presents in Santa Monica because of the ban.

“What is Christmas without me sliding down someone’s chimney?,” Santa said.

“People don’t realize this, but it’s hard to find parking in Santa Monica for my sleigh and the reindeer. A roof is pretty much it, and a chimney is the most time-conserving way of getting at the Christmas tree.”

Santa said he will continue to deliver gifts to all the good boys and girls who live in rent-controlled apartments without chimneys.

City officials are reconsidering the ban.

TINY FROM PAGE 1 claustrophobic,” said Dominici, CEO of WelthCorps Investments, who imagined the concept during a stay in Tokyo, where Japanese business travelers have been sleeping in “capsule hotels” for as low as $20 a night. The new trend in tiny rooms has even caught on in posh Manhattan, where at the Pod Hotel in pricey Midtown one can rent a room for just $89 a night that includes a hip, boutique look, flatscreen TVs and iPad docking stations.

Size does matter, especially when it comes to real estate.

In Santa Monica, where available land is scarce, rents have been rising dramatically, as have housing prices, forcing those who work in the city by the sea to move inland. That increases commutes and traffic, which in turn reduces productivity and contributes to global warming.

The solution is building housing more people can afford.

But with the loss of redevelopment funds last year, City Hall is struggling to find cash and is looking at all avenues, including increased parcel taxes and a fee on new development.

“It’s critical that we continue to fight free-market forces and engineer a just housing environment in Santa Monica,” said City Councilman Kevin McKewin. “Without diversity, were just a bunch of yuppies living by the beach.”

Dominici believes he has the answer. Tiny units with few frills but a comfy bed — all for $450 a month. Granted, the development is located next to Santa Monica Community College and the City Hall-owned cemetery, but Dominici pushes that it is only 2-miles from the beach, and it’s affordable.

The plan is for a 30-foot tall building with 300 pods and six restrooms with three showers each. No parking is required for the development but Dominici is planning a 20-space parking garage that will feature electric-vehicle hook-ups and a natural-gas fueling station for alternative vehicles. Skateboard and bike parking will also be included.

Dominici says he has already leased half of the units. One future tenant, Tyler Dylon, is a 26-year-old barista at the Dogtown Cafe on Main Street who also attends SMCC. He’s

a business major and said he knows a great deal when he sees it.

“It’s close to my school, work and a lot of the new bars and restaurants on Pico, so it’s perfect for me,” he said. “I’m still in college, so who am I trying to impress? I still eat Top Ramen five nights a week. The only thing is, it looks a little

cramped. It shouldn’t be a problem.”

Macero has proposed expanding the program to include a pair of Lululemon yoga pants for women and khakis for men to better emulate the look of a seaside Santa Monica resident out for a stroll in Palisades Park, but the idea has met with resistance from those who believe they still need some warning before approaching a potentially dangerous schizophrenic.

Tight funding axed the idea before it got off the ground.

Although it would be possible to pay for the new technology out of the existing Universal Service Fund, which service carriers pitch in for directly, name brand yoga pants would be simply too expensive, said Darrell Yates, a representative of the Sightline program.

Members of the Homeless Liaison Program also raised concerns that they might not know who to harass under the new system.

Misty NoKetchum of the Convention and Visitors Bureau, however, was thrilled with the idea.

The presence of so many mentally ill homeless in the Downtown and beach areas has been a major problem for Santa Monica’s brand, often scaring high-spending tourists from out of town away from local

businesses and into Venice where “people are normal.”

“As they say in this business, perception is reality,” NoKetchum said. “If we can give the illusion that these people are just regular Santa Monicans coming back from their 3 a.m. Bikram yoga class, all the better for the city.”

Officials also believe that it will be more sanitary for those without access to regular showers or the ability to wash their hands, as they will not have to press the dirty phone to their ear and can instead leave the earpiece in all day long.

No studies have yet been done on the impacts of constant Bluetooth use, and opponents of SmartMeters, electrical meters and cell phones themselves have come out against the plan, calling it a willful attempt on the part of the government to cull out the homeless.

“I cannot believe that you would so recklessly endanger the lives of these individuals,” said Bernise Darton, a vocal opponent of wireless technology who believes the presence of smartmeters on the streets is slowly turning Santa Monicans into the walking dead.

People often ask me what to do if a landlord does not make repairs to a rental unit. Let me start with something a tenant should not do.

DO NOT T WITHHOLD D RENT Under certain limited circumstances, a tenant may withhold rent. But, it is never a good idea to withhold rent. If a tenant does not pay the full rent, when due, the landlord would most likely serve the tenant with a three day notice to pay or quit.

Once a three day notice to pay or quit expires, the landlord does not have to accept the money even if the tenant offers the full amount.The landlord can refuse the payment and proceed with an unlawful detainer action (eviction case).

An unlawful detainer action is very stressful.Also, the tenant would have the expense of litigation costs and probably attorney fees.A tenant does not have to retain an attorney to defend an unlawful detainer action, but it would be very wise to do so.

If a tenant loses an unlawful detainer case, the tenant would be evicted and owe all of the back rent and possibly the landlord’s attorney fees and litigation costs. Further, the unlawful detainer judgment would probably appear on the tenant’s credit reports as well as reports kept by landlord agencies which could make it difficult to rent a new home in the future.

For all of the above reasons, a tenant should never withhold any rent.

GIVE E LANDLORD D A LIST T IN N WRITING The first thing a tenant should do is give the landlord a list in writing of items which need to be repaired.The list should be hand-delivered or mailed to the landlord.The tenant must keep a copy of that list and keep track of when and how the list was delivered to the landlord (the specific date when the list was mailed or hand-delivered).

A tenant must give the landlord a reasonable period to make repairs.What is a “reasonable period”is defined on a case by case basis.Usually,a tenant should give the landlord 30 days to make repairs.But,if the condition is serious (i.e.:no electricity, no hot water,hole in the roof),a reasonable time would be much shorter.

A tenant should list all items which need repair, in detail.

Failure to notify the landlord of a specific problem may prevent a tenant from being compensated later for the defective condition.

CONTACT T GOVERNMENT T INSPECTORS If the landlord does not make the repairs within a reasonable period, the tenant should contact appropriate government inspectors.

In Santa Monica, the first office to be contacted should be the Santa Monica Code Compliance Department: (310) 458-4984.

The Code Compliance Department will not come to a rental unit to perform a general inspection.The tenant must have a specific list of items which need repair.

In addition to the Code Compliance Department, a

tenant should call the County of Los Angeles Department of Health Services.To arrange for an inspection, a Santa Monica tenant would call: (310) 665-8484.

The advantage of government inspectors is that the government agency may order the landlord to make repairs.Also, if the tenant is in trial with the landlord (or a hearing with the Santa Monica Rent Control Board), the government inspectors’ reports may be admissible as evidence.

PETITION N FOR R RENT T DECREASE E If the landlord does not make the required repairs, a tenant may file a petition for rent decrease.The petition is filed with the Santa Monica Rent Control Board, located in Santa Monica City Hall, 1685 Main Street, Room 202, Santa Monica, CA 90401; (310) 458-8751.The petition for rent decrease may be filed 30 to 180 days after service of the written notice to the landlord of items which need repair.

If the petition is granted, the rent will be reduced. But, the rent reduction is prospective (from that point forward).The Rent Control Board does not have the authority to award any money to compensate the tenant for past conditions or reduced services.

SMALL L CLAIMSS COURT T If a tenant wishes to be compensated for the defective conditions or reduced services in the past, the tenant would have to file a lawsuit.A suit could be filed in superior court.Although an attorney is not required for superior court, it is likely that the landlord would retain an attorney.When one party has an attorney and the other does not, it is a big advantage. If the tenant retains an attorney, the expenses might make such a suit in superior court impractical.

Usually, the most economical way to proceed is to file a lawsuit in small claims court.A person can sue in small claims court for up to $7,500.00.And, there are no attorneys in small claims court.Thus, the expenses are greatly reduced.

CONSULT T WITH H AN N ATTORNEY Even if the tenant is not going to retain an attorney on a fulltime basis, it is usually a good idea to at least have a consultation with a tenants’ rights attorney, especially before filing suit in small claims court or filing a petition for rent decrease.
