Santa Monica’s lone Foster’s Freeze, real estate investor Chaz Dominici removes his aviator sunglasses, his eyes wide as he surveys his latest investment. Dominici, a large man with a barrel for a chest, starts dreaming big by, ironically, thinking small — really small. Dominici has just won approval from the Santa Monica City Council to build the nation’s first apartment complex with units that promise to be affordable, and coffinlike.
