OPCC helps Israel combat homelessness BY KEVIN HERRERA Daily Press Staff Writer

TEL AVIV, Israel It had been more than two decades since Debby Maddis lived here, and from the look of it, the years hadn’t been kind. While there was evidence of progress and development, with large construction cranes dotting the skyline, on the streets below Maddis could see all the signs of poverty and despair. There were women standing at street cor-

ners with musical instruments, begging for money in exchange for a song. Oftentimes, Maddis was approached by men looking for a handout. It was during these moments that Maddis, the associate director of OPCC in Santa Monica, realized that Tel Aviv was not the same city she remembered. “It was surprising and very striking for me to see homeless individuals on the streets,” Maddis said. “I had lived there 25 years ago at a time when the government took care of the social issues and there was a strong socialist movement. There was universal health care

and other programs, and they still do, but now there are signs of poverty everywhere, which I had not seen before.” For at least 900 Jews in Tel-Aviv, and others across the country, Israel is no longer the land of milk and honey, but rather a harsh place to exist as unemployment has risen along with the number of destitute immigrants. Although the image lingers, both at home and abroad, of a country with a strong socialist legacy, the state welfare apparatus has begun to strain and buckle, according to observers.

In 2003, one in six families lived in poverty, including 25 percent of all children, according to a report by the Knesset committee on social gaps. This poverty is what brought Maddis to Tel Aviv last month. An expert in breaking the cycle of homelessness, Maddis was included in a joint mission to Israel with the Tel Aviv/Los Angeles Partnership Task Force on Poverty, Food Insecurity and Employment.
