BY MELODY HANATANI LOS ANGELES While some commuters on congested Los Angeles freeways should get some relief, those on the Westside may feel stuck in a rut. The California Transportation Commission (CTC) has made its choices from 149 projects proposed by the state Department of Transportation and regional agencies to improve state highways. Close to $2.8 billion will be spent on 43 projects statewide — but just three are in LA County and none have much bearing on Westside traffic. “Only 12 percent has been allocated to L.A. — that’s pretty startling,” said Santa Monica Mayor Richard Bloom. Despite the fact that 28 percent of all Californians live in LA County and suffer from the most congested highways in the state, the county was recommended to receive less than 12 percent of the $2.8 billion in funding. DOWNTOWN LA Any last bit of hope that Kenneth McDavid had of becoming a filmmaker was dashed in one moment. Walking in an alley in the 1200 block of Westwood Boulevard in Westwood on June 21, 2005, McDavid’s life was cut short when he was struck and killed in a hit-and-run crash. Today, his accused killers — 76-year-old Santa Monica landlord Helen Golay and her alleged accomplice, 73-year-old Olga Rutterschmidt, of Hollywood — will stand before a judge in a long-awaited preliminary hearing, anticipated to last approximately two days. The case of the so-called “Black Widows” has attracted worldwide attention for its crime drama-esque storyline. The women were arrested in May and charged with federal insurance fraud for allegedly collecting millions of dollars in life insurance payouts following the mysterious deaths of two homeless men

— McDavid, 50, and Paul Vados, 73, both of whom were killed in similar hit-and-runs. Vados was struck on Nov. Paul Vados 8, 1999, while in Kenneth McDavid an alley in the 300 block of North La Brea Avenue in Hollywood. Those federal charges were dropped in the summer when murder charges were filed against the women on July 31. Behind the intriguing story of the two women, whose makeup clad mug shots have been plastered across news outlets worldwide, is the story of McDavid, a victim who migrated to SEE WIDOWS PAGE 13
