This year has tested our region – from mass layoffs of civil servants, harassment of our immigrant neighbors, and extreme political polarization, to economic struggles and rising housing costs. In the face of this, it is more important than ever to come together in our shared work for more inclusive, connected, and sustainable communities.
Thanks to your generous support and involvement, we’ve made real progress this year. We won housing that keeps working families in their communities, streets that prioritize people and the environment, and community plans and development that foster connection and inclusion. We’ve organized dozens of happy hours, walking tours, and forums that brought people together and inspired you to testify to your local decision-makers. We have a terrific network of partners and supporters, and continue to make progress toward the vision in our Blueprint for a Better Region. None of this would be possible without your support.

Grounded in our shared vision for attainable housing, diverse transportation choices, and stronger, more resilient communities, we achieved real wins for our communities.

Sonya led a campaign that won unanimous Fairfax County Board of Supervisors approval of a plan for an 850-home, walkable, mixeduse development to replace an obsolete office building and acres of parking in Oakton.
Cheryl teamed with partners to advance mixedincome housing on the DC Chevy Chase Library site. Eight development teams pitched stunning visions of 100+ new affordable homes with a new library, community center, and public spaces.
Carrie and her team at Montgomery for All mobilized partners to testify in support of and help pass the Council’s More Housing N.O.W. initiative.

Becca strengthened our engagement with interfaith housing advocacy and other prohousing organizations and created an unsurpassed database of housing legislation and research to support our legislative initiatives.
Bill teamed with partners for key transportation reform bills in Maryland – to incentivize transitoriented development, reduce greenhouse gas emissions, and establish a prioritization system – and won reconsideration of the I-495 Southside Express Lanes project.
Angela organized a sold-out screening of “Fault Lines,” a documentary on housing issues, followed by a panel discussion with Northern Virginia leaders. The event fostered vital dialogue among neighbors, advocates, and regional leaders about housing affordability and the region’s future.
Elena fired up our digital outreach and engagement with our supporters, including increasing our LinkedIn impressions fivefold.
We are advancing policies and projects that foster connected and sustainable neighborhoods across the region.

Transforming an obsolete office building into a vibrant neighborhood

Winning exciting options for a new Chevy Chase library with housing
Partnering with community advocates to transform the old Chevy Chase library site into a new civic core with modern public facilities and affordable housing, we’re excited to report that eight teams of committed housing providers and creative architects are now competing to win the project!
Together with partners, we won unanimous county approval for mixed-use redevelopment of the obsolete AT&T office and parking lots in Oakton (Fairfax County). Featuring 850 new homes (including affordable and workforce units), retail spaces, pedestrian and bicycle connections, parks, and preserved trees, it will create a vibrant, livable community.
“This pattern of development reduces driving and greenhouse gas emissions and toxic air pollution, and increases walking, biking, and transit trips,” Stewart Schwartz, CSG’s Executive Director.
“Don’t just take our word for it – studies by the region’s Transportation Planning Board have confirmed these transportation results,” Bill Pugh, AICP, CSG’s Transportation & Climate Director.

Advancing a peoplecentered vision for Duke Street in Alexandria
We mobilized public support for a new vision for Duke St in Alexandria – a transit-oriented community with bus rapid transit and a street safer for all users, better connecting neighborhoods, supporting local businesses, and improving transportation options.

Championing an inclusive future for DC
We’re mobilizing supporters for DC’s Comprehensive Plan update, a longterm strategy for growth, land-use, housing, and transportation to shape development over the next 25 years. We seek a more inclusive, walkable, and thriving city with a range of housing prices, predictability in building form, and a simplified development process.
As housing remains a top concern for residents in the region, we continue to advocate for policies and projects that ensure attainable housing options are available near transit and jobs.

Winning “More Housing N.O.W. ” in Montgomery County

We helped mobilize public support to win approval of 120 mixedincome homes on the old Franconia Government site in Virginia. This public land makes it possible to add very affordable housing with access to transit.
Working with Montgomery for All and partners, we won approval for the More Housing N.O.W. package to increase housing options in sustainable locations and support first-time homebuyers and our workforce.
Its main provisions allow multi-family housing on lots along county corridors, expedite and subsidize office-to-residential conversions, and provide an additional $4 million in funding for first-time homebuyer down payment assistance.
“This is a major win for smart and sustainable growth, allowing us to create more of the homes our workforce needs without long commutes, increased vehicle emissions, and environmentally damaging sprawl,” Carrie Kisicki, CSG’s Maryland Housing Advocacy Manager.

Grounded in public support, we encouraged the Falls Church City Council to unanimously approve an ordinance that made it easier to build Accessory Dwelling Units, including backyard cottages or separate apartments within the main house.

245 affordable apartments approved at Glenridge Purple Line station
Teaming up with community voices, we won unanimous approval by the Prince George’s Planning Board for 245 affordable apartments at the Glenridge Purple Line station. New homes that will provide housing for low- and moderateincome households with reduced transportation costs.
By supporting safe and sustainable transportation options, we build a more connected and resilient region.

Demonstrating the need for better solutions on the Beltway

Supporting local advocates to finally win the removal of M-83
Working with generations of residents and partners, we won removal of the unbuilt Mid-County Highway Extended (M-83) from Montgomery’s plans. This marks the end of a decades-long effort to halt an outdated proposal that would have destroyed forests and streams while failing to address traffic.
VDOT proposed extending toll lanes across the Wilson Bridge into Prince George’s. CSG and partners made the case that we should not make a multi-billion dollar decision based on a study that begins with the conclusion “to extend toll lanes,” fails to study traffic impacts on connecting roads, or risks blocking future Metrorail development.
We convinced officials to exclude the project from the region’s Visualize 2050 transportation plan, leaving opportunity for better, near-term fixes like bus lanes, and for future Metrorail and transit-oriented development.
“Virginia and Maryland now have the opportunity to develop better, more sustainable, and equitable solutions for the 495 Southside corridor,” Bill Pugh, AICP CTP, CSG’s Transportation and Climate Director.

The draft “Go Prince George’s” Master Plan for Transportation now fully incorporates the Urban Street Design Standards we won last year. The plan would support road redesigns featuring lower speeds, narrower roadways, improved pedestrian facilities, dedicated bike lanes, and some bus lanes.

Supporting WMATA’s Better Bus Network
We’re proud to have supported WMATA’s Better Bus Network, a transformative bus overhaul, the largest in decades. This year’s first phase introduced higher frequency, more direct routes, and a new numbering system, leading to improved access to jobs.

Gerry Connolly spearheaded replanning of Tysons Corner and DunnLoring/Merrifield. He expanded local bus networks and won the Metro Silver Line. In Congress, he advocated for Metro, Metrobus, and our federal workforce. CSG awarded him our Livable Communities Leadership Award in 2009.

Former Fairfax Supervisor Cathy Hudgins championed transit and transit-oriented communities, Silver Line Metro, Tysons’ transformation, affordable housing, and the One Fairfax policy. CSG awarded her our Livable Communities Leadership Award in 2016.

Robert “Bob” Youngentob, a founding partner of EYA, built some of the region’s bestknown inclusive, mixed-income communities under the motto “life within walking distance®.” He cared deeply about our community. CSG awarded Bob our Livable Communities Leadership Award in 2018.

Jeffrey Norman was a committed public servant, champion of walkable communities, a DC Advisory Neighborhood Commissioner, and a member of the Ward3Vision steering committee, supporting people-first environments across DC.
This year, our events brought people together to connect and take action. From community celebrations to site tours, each gathering was an opportunity to move our mission forward.

In April, at our Livable Communities celebration, we honored the City of Falls Church and Mayor Letty Hardi for their smart growth leadership, creating thousands of new homes (including affordable options), offices, retail, and grocery stores.

In September, we hosted a sold-out screening of Fault Lines, a documentary on the human stories behind San Francisco’s housing crisis. Our panel of regional leaders reflected on our own challenges and opportunities for addressing housing affordability.

We also recognized Federal workers –our friends, neighbors, and fellow Americans – with our Community Hero Award, for their tireless efforts in making our world safer, healthier, and more prosperous.

Our annual Smart Growth Social, held in October at Eastern Market, was a night of connection and community. Held a day before Halloween, this popular event brought together the DC region’s urbanists, community activists, and public service professionals.

In June, CSG donor Jim Epstein hosted a house party for donors to discuss housing and sustainability solutions with Cheryl and with Anya Kamara of Somerset Development, while enjoying panoramic DC views.

Our guest speaker, Alexandria Mayor Alyia Gaskins, inspired the nearly 200 attendees to work for housing, safer streets, and inclusive communities. Mayor Gaskins is exactly the kind of smart growth leadership our region needs to realize the vision of CSG’s Blueprint for a Better Region!

In 2026, our focus is clear: to build on the progress we’ve made and continue fighting for a more inclusive and sustainable region. Below are among our top priorities for the coming year.

Create inclusive, vibrant communities with good access to transit
• Support transformation of commercial corridors and their acres of parking lots into mixed-use, walkable, transit-accessible communities with a diversity of housing.
• Support buildout of development at Metrorail stations and a network of transit-oriented communities in order to reduce sprawl, driving, and climate emissions.
Provide abundant, affordable housing options in accessible locations for all
• Support zoning reforms at the local and state level to increase housing supply, especially near transit – including missing middle housing.
• Support increased funding for affordable housing at the local and state level as well as affordable housing on public land and land owned by houses of worship.
Offer convenient, safe, and sustainable transportation choices
• Support road diets and redesigns to improve safety for everyone who bikes, rolls, walks, rides, or drives.
• Support more funding for frequent, fast, reliable, and affordable public transit.
