Overview In 2016, Slidell Memorial Hospital and Ochsner Health System entered into a Joint Operating Agreement (JOA) to work together in eastern St. Tammany Parish. Each organization retains full ownership of its name, assets and operations, and the SMH and Ochsner Boards maintain all current powers, rights and duties. The focus of the JOA is to work together to benefit our community and our patients.

This is the first agreement Ochsner has made in a community where there is already an Ochsner hospital, making this a unique collaboration between two full-service hospitals 1.8 miles apart.

Through an integrated environment, we can collaborate with leadership, physicians and staff to share best practices, expand services and implement advanced, patient-centered technology.

Vision Ochsner and Slidell Memorial are focused on delivering the highest quality, coordinated, patient-centered care in the community at a more affordable cost, positioning both organizations for success in the new healthcare environment.

The Sones Family Hospitals are, by their very nature, places where healthcare professionals come to work every day wanting to make a difference in their patients’ lives. It’s that focus on others that is often the aspect of medical care that most stays with those who benefit from it in their time of need.

For Rachel and Brad Sones, having Rachel’s C-section at Slidell Memorial Hospital brought them into a team of healthcare professionals who are working together to make that difference in the lives of the community. Little did Rachel and Brad know how important this would be to them.

Brad remembers how well everything went with the C-section. The baby was born healthy. But a few hours later, as the nurse brought the baby in, he watched as his wife reached for her new daughter.

To the immediate concern of the nurse, Rachel was unable to move her right arm even as her left arm reached out to hold her baby. Rachel had suffered a stroke.

Immediately, SMH’s stroke protocol went into motion. They were soon joined by a team including nurses, doctors and technicians from both SMH and Ochsner.

People came from several areas to help Rachel: Labor & Delivery, ICU, Nursery, Obstetrics, Pulmonology, Neurology. Some from SMH, some from Ochsner, each according to special expertise to fill Rachel’s needs.

It took the collaboration at the heart of the relationship between SMH and Ochsner Health System to bring the care Rachel needed.

After the life-saving treatment for the stroke, Rachel’s physical rehabilitation began at SMH. It even included one-on-one support from a fellow stroke survivor. Then Rachel went to OMC – NS’s Inpatient Rehabilitation Facility to continue to recover. The staff there remarked on their first impression of Rachel: Determination to get stronger. And they noted the high level of support from her family.

“I think Rachel’s recovery is a miracle. And many of us witnessed that miracle,” said SMH ICU Nurse Jody Campo, RN. Sometimes, healthcare providers never really know if they made a difference in their patients’ lives. This time, the entire team knows they made a difference that day.

A Year in Review Back and Spine Center Ochsner and Slidell Memorial’s Back and Spine Center brings a multispecialty team approach, personalized treatment plans and advanced procedures to Northshore residents.

SMH Heart Center Expansion SMH and Ochsner added a third Cardiac Catheterization Lab at the SMH Heart Center, as well as Impella Technology, the world’s smallest heart pump to support patients’ hearts during high-risk procedures.

Provider Recruiting SMH and Ochsner added 451 physicians and nurse practitioners in the region since January 2016, increasing access in Orthopedics, Primary Care, Neurology, Gastroenterology, Physical Medicine and Rehab, and Interventional Cardiology.

Ochsner and SMH Increase Entry Level Pay Rate To improve the overall financial well-being of employees, Ochsner Health System and SMH took steps to invest in our teams, raising the entry level pay rate to $12.00 per hour.

SMH Board of Commissioners Approves Bond Refunding Issue The SMH Board approved a refinancing of 2009 General Obligation Bonds, the latest in a series of refundings in recent years, resulting in savings to taxpayers of more than $2,302,000. The new bond rate, 3.05%, will allow the interest savings to be passed to the taxpayers in Wards 6, 7, 8 and 9 in St. Tammany Parish in the form of a faster payoff of the bonds.

Investment in New MRI Technology Ochsner added a new, more advanced MRI to its imaging services at Ochsner Medical Center – North Shore. The new technology will benefit patients in specialties such as Orthopedics, Neurology, Gastroenterology, Hepatology and Urology.

Kerry Tirman Becomes CEO of SMH and OMC – NS Following a 6-month national search, and with the guidance of a joint SMH and Ochsner subcommittee, the SMH Board of Commissioners selected Kerry R. Tirman, JD, MBA, FACHE, CPPS, to replace long-time SMH leader Bill Davis as Chief Executive Officer. Under the terms of the Joint Operating Agreement, Mr. Tirman became the CEO of the Slidell Division, including SMH, Ochsner Medical Center – North Shore, related clinics and outpatient facilities.

St. Tammany Parish Sheriff’s Office Blue Connect Product Launch Leaders from St. Tammany Parish Sheriff’s Office (STPSO), Ochsner, SMH and St. Tammany Parish Hospital worked with Blue Cross Blue Shield of Louisiana and HUB International to develop Blue Connect, a program that would provide cost savings and high-quality healthcare to employers and employees. This collaboration results in a cost savings of approximately $500,000 annually for STPSO, and employees get access to a full range of healthcare facilities.

Healthcare Highlights: 3 Years of Growth

By the Numbers: In 2018, 23,486 appointments were made by patients in MyChart using Epic, a best-in-class electronic medical record system, allowing for increased care coordination between SMH | Ochsner providers while also empowering patients to manage their own health.

87 TeleStroke patients received

critical intervention at SMH, avoiding devastating effects of a stroke, thanks to the Ochsner TeleStroke Program.

Together, SMH | Ochsner has hosted over 600 community programs, classes and initiatives, educating nearly 49,000 people in 2018.

The Battistella Family Like so many people in our country, the stroke that nearly took his life came without warning, delivering a devastating blow to Coach Greg Battistella. It happened as he was in the midst of coaching the Lakeshore High School football team in what had begun as just another normal game.

Fortunately for Coach Batt, when he collapsed on the sidelines due to a massive stroke, the medical situation was diagnosed immediately by a team doctor who was there at the game. Dr. Timothy Riddell not only instantly recognized the stroke but also knew the best chance for survival would lie in getting Coach Batt swiftly to an emergency room with the specific skills, expertise and technology needed to give immediate, life-saving treatment to stroke victims.

Thanks to the unique relationship between Ochsner and Slidell Memorial Hospital, Dr. Riddell knew that answer for Coach Batt was waiting for him at SMH’s Emergency Department. There, led by Dr. Andrew Pizza, the ER team swung into action. They swiftly conducted a CAT Scan and all other needed diagnostic tests as they treated and stabilized him.

Then they moved Coach Batt on to the next facility for surgery. All in less than an hour.

His wife Rachel and daughters Caitlyn and Kendall learned he had only a 50/50 chance of survival.

In the end, though, this beloved member of the community did more than just survive—thanks to the urgent, coordinated work of healthcare professionals combined with the support and encouragement of his family and community each step of the way.

After the surgery and a short inpatient stay, Coach Batt began a regimen of physical therapy and rehabilitation needed to enable him to regain strength in his affected arm and leg. The care he received at Ochsner – North Shore’s Physical Therapy department, under the care of Medical Director Gollamudi H. Reddy, MD, was just what he needed if he was to fulfill his own determination to return to coaching. The therapists, Coach Batt says, were amazing—in large part because they wouldn’t let him give up. To the therapists, one of the great things keeping Coach Batt going was the support from his family and friends. Added to that, they say, was Coach’s own faith he was going to get better. Less than three months later, he was playing golf, an amazing feat in such a short time.

Coaching is “my personal rehab,” Coach Batt said then. He never stopped caring and working hard to return to his players. For their part, the players decided if Coach Batt could fight as hard as they saw him doing every day, then they could fight just as hard to win their games, Dr. Riddell said. That fighting spirit earned them a trip to the Mercedes-Benz Superdome, where they capped off a perfect season with the Class 4A Championship game.

“Often times these instances don’t always result in good outcomes,” says Dr. Pizza. “Coach Batt is someone we look back on as a success. It feels good to see him walking and talking. This is why we do what we do.”

Looking Toward the Future Now, healthcare is about integrated, team-based delivery. Doctors, clinics and hospitals working together to promote healing. We have set the structure base for future healthcare delivery models.

Plans On the Horizon Adding New Services in Lacombe Ochsner, SMH and St. Tammany Parish Hospital are working together to repurpose the closed facility in Lacombe, now the Northshore Medical Complex, into a post-acute care facility for those requiring a longerterm approach to care. Services such as a Rehabilitation Hospital and Extended Care Hospital are now open to patients.

Fighting Opioid Abuse Louisiana is the sixth-highest state for written opioid prescriptions. Ochsner Health System started an opioid stewardship program in 2016, allowing prescription data to be accessed by physicians to check on how often, and in what states, patients are getting prescriptions for opioids. The program also includes advanced pain management guidelines and a medication dosage “calculator� for emergency room doctors. As the platform is rolled out in more regions, the Northshore aims to join the fight against opioid abuse.

Increasing the Number of Healthcare Providers Together, we are working to bring more providers to our community to increase access to care locally. Recruiting is ongoing for Family Medicine, Pulmonary Critical Care and Interventional Cardiology, specifically, and we will continue to evaluate the needs of the community to target primary care and specialized providers.

Implementing Epic Hospital-Wide at SMH While the SMH clinics began utilizing the Epic electronic health record in 2017, SMH is rolling it out to all hospital patients in 2019, fully connecting healthcare between SMH, Ochsner and related outpatient facilities.

Through the patient portal, called MyChart, patients can connect to their health records, book appointments, communicate directly with providers—any time, anywhere.

Offering Direct-to-Employer Solutions Working with its healthcare partners, including Slidell Memorial, Ochsner Health Network has developed comprehensive employer solutions to help lower costs, boost employee wellness and integrate services to offer accessible, high-quality, convenient care. Ochsner has worked with its insurance partners to create Blue Cross Blue Connect and Humana Total Care, narrow network products that pass savings along to employers and provide many benefits to employees.

Saving More Lives with TeleHealth Programs To reduce the devastating effects of a stroke for patients visiting the SMH Emergency Room, we implemented the Ochsner CareConnect 360 Telestroke Program in 2016. In addition to these services, we also expanded TeleHealth Programs to include TeleICU at SMH, and Avasys e-Sitter to prevent inpatient falls at OMC – NS and SMH. We recently added TelePsych to the Northshore campuses, and plan to increase utilization in the coming year. These telecommunications services bring life-saving expertise to patients here on the Northshore.

Key Facilities

SMH Heart Center The SMH Heart Center has the most experienced cardiologists in the region and consistently ranks first in offering cutting-edge services to patients. Through our collaboration, we are able to better meet your healthcare needs by ensuring even more services and enhanced technology are available locally including advanced cardiac procedures, diagnostic cardiac catheterizations, peripheral vascular studies and coronary bypass surgery.

Decreased the Door-to-Balloon times to an average of 47 minutes, well below the national quality goal average of 90 minutes. This means that even if patients arrive at the OMC – NS Emergency Room and they have to be transferred to SMH to receive interventional services, they will still be in a Cath Lab undergoing a life-saving procedure in less time than it previously took each facility on its own (previously 57 minutes at SMH and 74 minutes at OMC – NS).

Increased combined Cath Lab cases by 115%.

To support the anticipated volume, we made a $2.5 million investment to add a 3rd Cath Lab at SMH and Impella® technology, the world’s smallest heart pump to support patients’ hearts during high-risk heart procedures.

Expanded heart surgery on-call to 24/7 coverage: SMH Campus: Interventional and Surgical Cardiology, for heart attacks, cardiac arrest and other complex procedures, and Cardiac and Pulmonary Rehab Ochsner – North Shore Campus: Non-invasive services that do not require surgery, for diagnostic stress tests and other less complex procedures.

Back and Spine Center Ochsner and SMH orthopedists, neurosurgeons, and physical medicine, pain management and rehabilitation specialists comprise the expert team who works together at the Back and Spine Center on the Northshore. This state-of-the-art facility, opened in 2018, provides a comprehensive program dedicated to offering the region’s best care for back and neck pain, so people of all ages can get back to doing what they love.

If you suffer from sudden or chronic back or neck pain, that does not automatically mean you need surgery to get relief.

Our comprehensive team, including a dedicated nurse coordinator, works together to design a personalized treatment plan—from diagnosis to rehabilitation and recovery. At this Slidell location, patients will receive a full evaluation of back and neck pain, including cervical and lumbar disc herniations, spinal fractures and scoliosis.

The Back and Spine Center provides a range of treatment options, starting with non-surgical physical therapy or steroid injections. If surgery is needed, surgeons offer minimally invasive, advanced surgical approaches, allowing for better results and less recovery time.

Physician referrals are not needed for initial appointments, and same-day appointments are available, giving patients quick access to pain relief when they need it.

SMH Regional Cancer Center As a decades-long leader in cancer treatment our patients have access to an expert team of specialists from all disciplines and state-of-the-art technology, as well as after-care, education and support—all under one roof.

That’s why we’re able to treat 98 percent of all cancers.

The SMH Regional Cancer Center is recognized by the Commission on Cancer from the American College of Surgeons as a Comprehensive Community Hospital Cancer Program. Fewer than half of all hospitals in the United States receive this top designation.

Through our collaboration with Ochsner Health System, oncologists from both organizations are now co-locating at the Cancer Center, and all of our patients have access to ongoing clinical trials. For more than 70 years, Ochsner has been dedicated to cancer research and new cancer treatment development—and offers more clinical trials than anywhere else in the region.

Cutting-Edge Technology Stereotactic Body Radiation Treatment (SBRT), is a revolutionary, high-dose radiation aimed at different angles to target tumors with precision while minimizing damage to healthy cells, to treat lung and liver cancers. SBRT has similar cure rates to surgery with much lower morbidity/mortality rates; for some patients, SBRT can be used instead of surgery.

SMH brought the first image guided radiation therapy (IGRT) system to Louisiana. IGRT can target tumors precisely without damaging nearby healthy tissue. Higher doses of radiation can be delivered directly to tumor cells, while normal tissues are better protected.

The IGRT is powered with RapidArc technology, a breakthrough in the delivery of targeted radiation. The treatments are so rapid that each session lasts just a few minutes, and they don’t require the recovery time required for more invasive procedures.

Community Involvement

Community Involvement In the commitment to keep our community healthy, SMH and OMC – NS provide several free or low-cost community health programs. Together, we are working to help you stay well.

Lunch and Learn Lunch and Learn is a free, monthly series focused on educating the community on current healthcare issues. A light, healthy lunch and free blood pressure screenings are provided to participants. Through our collaboration, we are able to provide the community access to elite medical professionals and valuable, life-saving educational material.

Together we have grown this series, hosting between 70-90 community members each month.

SMH and Ochsner provide speakers for free presentations that vary in length from 20 to 60 minutes. To arrange a speaker for your next meeting, call Community Outreach at (985) 280-8529 three to four weeks before your event.

Fit As a Firefighter 13 years of educating and empowering our youngest community members!

Slidell Memorial Hospital, Ochsner and St. Tammany Parish Fire Protection District 1, team up to offer a summer nutrition and fitness program open to all children ages 8 - 13. Located at Camp Villere in Slidell and sponsored by the SMH Foundation, this week-long camp offers fun activities to teach children the importance of embracing a healthy, active lifestyle. With help from a host of community groups, campers are educated through a variety of interactive activities and classes including:

Fire Truck and Ambulance Tours In 2018, we hosted a total of 121 campers. Through our collaboration we are continuously working to improve the camp experience and offer new, exciting camp activities. In 2019, due to its high popularity, we have expanded the camp age limit and max number of campers to 140.

This highly successful camp has made a lasting impact on the children within our community, with many campers returning to volunteer as camp counselors after aging-out of camp.

Choosing Healthy Options and Choices (CHOP): Educating over 300 children in our community!

SMH and Ochsner work together to teach the CHOP program, which is funded by Ochsner Auxiliary, to children on the Northshore. It aims to empower youth to make healthier eating choices and equips them with the skills necessary to successfully navigate the kitchen. This 6-session program teaches the skills necessary to prepare healthy meals at home. The recipes prepared show how you can still eat your favorite foods and be healthy just by making a few small changes.

Students learn basic cooking techniques: Knife skills and safety Food Safety Proper measuring and calculations Meal planning Boiling, simmering, sautéing and baking Students also learn useful nutritional information: Importance of consuming enough fruit and vegetables How to lower intakes of fat, sugar and sodium Proper portion control

Community Health Needs Assessment (CHNA) Every three years area hospitals take part in a Community Health Needs Assessment, a regional study to address the needs of our community as required by a federal statute established within the Affordable Care Act. Slidell Memorial Hospital and Ochsner work together to prioritize unmet needs, creating an implementation plan to guide future healthcare services, community benefit contributions and programming efforts. The CHNA identified these key health needs, and SMH and Ochsner are working together to implement the listed strategies to meet these needs.

Behavioral Health (Mental Health & Substance Abuse)

Strategy 1 • Improve awareness and access to providers and facilities in the community.

Strategy 2 • Improve awareness of resources for alcohol dependency.

Strategy 3 • Increase awareness of resources for opioid usage and educate community on dangers of opioid use.

Health Education

Strategy 1 • Increase sexual health awareness and knowledge by providing resource material in the community.

Strategy 2 • Increase health education and awareness of available resources.

Chronic Disease

Strategy 1 • SMH and Ochsner will provide biometric screenings and educational information regarding healthy

behaviors throughout the year.

Strategy 2 • Increase the number of healthy options available at local restaurants and other food venues.

Strategy 3 • Provide education to schools and community on chronic diseases such as hypertension and diabetes.

Slidell lost a great leader, Chief Nursing Officer Cheryl Woods, in 2019. Through Cheryl’s servant leadership style, she encouraged and supported her team to continually advance their education and professionalism.

Cheryl embraced challenges such as being the first Ochsner hospital to go-live on the Epic electronic health record (EHR) platform. She also led the team in becoming the first hospital within a 5-state region to attain the HIMSS 7 certification for the adoption of EHR technology, paving the way for the rest of the system to achieve this designation. As a proponent for higher education, Cheryl also returned to academia and obtained her Doctor of Nursing Practice degree in 2017. Her doctoral project on Just Culture has now been adopted Ochsner system-wide. Cheryl embodied leadership and made it look easy. She was a resource and a mentor to many staff and leaders throughout Ochsner Health System. Her enthusiasm, dedication and warmth will be greatly missed.

Bill Davis, MBA Former Chief Executive Officer, Slidell Memorial Hospital and Ochsner Medical Center – North Shore In 2018 we experienced a major leadership transition, as long-time CEO Bill Davis moved out of his leadership role in Slidell. Bill meant a lot to our organizations, and his leadership brought us the partnership between SMH and Ochsner. It was Bill’s steady, strong leadership that has allowed the partnership to grow and thrive throughout our community.

Over the course of his 17-year career with SMH, Bill was the driving force behind many significant initiatives affecting culture, programs, services and community outreach to fulfill our mission to this community. He is a major reason our community has come to know SMH for its health experts and efficient, compassionate care.

Bill joined SMH in January of 2001 as Chief Financial Officer. He assumed the role of CEO in March 2012. As CFO, he led a turnaround of the hospital’s finances, moving the hospital from a $12 million loss in 2001 to an income of $776,000 in 2002. As CEO, he led a cultural change at SMH, improving the hospital’s employee morale and leading SMH to receive national ratings recognition. In 2016, he was named CEO of the Slidell Division and expanded his oversight to include Ochsner Medical Center – North Shore. His efforts solidified the strategic agreement with Ochsner and the subsequent reorganization of services in Slidell to more effectively serve our patients.

Walter J. “Dub” Lane, Ph.D. Former Chairman, SMH Board of Commissioners In August 2019, Dub Lane finished out his final term on the SMH Board of Commissioners, a position he held since 2006. Throughout his 13 years on the Board, Dub truly served in any capacity needed, including Chairman, Vice-Chairman and Secretary/Treasurer, as well as serving on several sub-committees, including the Capital, Quality, Finance, Executive, Joint Conference, Master Facility Ad Hoc, and the OHS/SMH JOA Strategy and Oversight Committees. As a healthcare economics expert, Dub has brought a wealth of knowledge and guidance to Slidell Memorial. He was a driving force behind the hospital’s Joint Operating Agreement with Ochsner, leading SMH and Ochsner – North Shore to a better financial position to provide greater access to services for the patients in East St. Tammany.
