City Administrator’s Update

Dear Residents of Omro,

Isn’t it amazing that it’s March and we ’ ve been blessed with beautiful weather! The weather has my wife and I anxious for gardening, biking, hiking, and simply enjoying events outside. I won’t put away the snowblower quite yet as we all know, we live in Wisconsin where it can be 70 one day and winter storm the next!

I’ve been in my role now for five months which is hard to believe. As I reflect on the past five months, there has been a significant amount of learning. There have been several individuals making visits to City Hall to talk to me in person which is phenomenal! I encourage more discussions and always welcome anyone to visit us at City Hall.

Spirit Funds Springview Acres

The City of Omro was awarded $343,000 through Winnebago Counties Spirt Funds. These funds will be used to replace water and sewer mains extending from north to south under the Fox River. This project will be a multi-generational improvement to the quality of water for the City of Omro.

Rock the Block

We have been working closely with Habitat for Humanity of Oshkosh to bring Rock the Block to Omro’s north side this year. You’ll find more information about the program in the newsletter.

City of Omro Common Council has approved the developer’s agreement and plats for the addition of Springview Acres north of Kwik Trip on the east side of the city. This development will bring 16 new homes to Omro. We are excited with the growing partnership with Habitat for Humanity of Oshkosh.

Lucky Coin Grab

It’s been exciting to see the local businesses get together to host the Lucky Coin Grab event. I hope everyone was able to get out and enjoy the event. If you were out during the event, you may have recognized Lucky the Leprechaun! Thank you again to all who participated!

Omro Munici-Pals School Spotlight

I am excited to announce the launch of the City of Omro’s podcast Omro Munici-Pals. This podcast will focus on the partnerships the city has with local organizations, nonprofits, Winnebago County, departments within the city, etc We will be highlighting a pal once a week which they will tell us their origin story, how they got to be where they are now, what’s coming up that we should know about, and more. Once episodes are released, they will be available on our website and Spotify.

The school district has been busy these past few months. Thank you to all who volunteered during the Flyway Conference Solo/Ensemble festival. The festival had over 500 performances! Also, a huge congratulations to the many teams that have made it to State these past few months. Your city is proud of the Foxes! I hope you all enjoy the upcoming spring break!

We're excited about the progress and positive momentum in Omro, and we look forward to continuing our work to make our city an even better place to live, work, and play.

City of Omro Ordinance requires all dogs and cats be licensed each year by MARCH 31ST. The fee is $10.00 for pets that are spayed or neutered and $15.00 for pets that are not If a license is not purchased by March 31st, there will be an additional $5.00 late fee.

Proof of rabies vaccination is required in order to obtain a dog or cat license. Your vet can provide you with a certificate of rabies, which has all the information we need to license your pet.

If you no longer own the pet currently registered with the City, the pet is deceased, or you have moved outside of the Omro city limits, please notify City Hall at 685-7000 so we can update our records.

Licenses may be acquired at Omro City Hall, 205 South Webster Ave, Monday through Friday from 8:00 a.m. to 4:40 p.m.; dropped in the box outside City Hall; or mailed in.

New trees were planted in Scott Park last autumn, thanks in part to the contributions of some generous donors.

These trees will enhance the park's scenery for present visitors and future generations to appreciate.

BECOME AN ELECTION INSPECTOR

The City of Omro is looking for hardworking citizens of Winnebago County that have a dedication to democracy and protecting voter rights to work as election inspectors at the polls on election days Election Inspectors play a vital role at voting sites. The experiences at the polls can be highly rewarding, challenging, interesting and personally satisfying The City Clerk will provide a minimum of six hours of paid ($9.00/hr) training over the 2024-2025 term. Citizen involvement is essential to conduct open, accurate and fair elections in Wisconsin. VOTER REGISTRATION REQUIRED

[By mail] Up to 20 days before the election. Registration forms should be mailed to your municipal clerk. You can start your voter registration form online at http://myvote wi gov Your form must be printed, signed, and mailed or delivered, to your municipal clerk. You must always provide a Proof of Residence document when registering If you are registering by mail, you can use any of the forms of Proof of residence except a residential lease.

ABSENTEE BALLOTS (EARLY VOTING)

[Complete Online] You must be a registered voter to request an absentee ballot Visit the https://myvote.wi.gov/ site for more information on how to register online and apply for an absentee ballot online Even though you may apply online, you must still provide proof of registration with your voter registration and photo ID with your absentee ballot request. [Request by Mail] Download the Absentee Ballot Request Form (EL-121) Complete the form and mail it to your municipal clerk's office. The application must be received by the clerk no later than 5:00 PM on the Thursday before the election in order for an absentee ballot to be mailed to you. A copy of your voter ID must be submitted with the absentee ballot request in order for the ballot to be mailed to you

Clerk’s office absentee voting starts officially at 8:00 AM on the third Monday prior to each election and ends at 5:00 PM on the Friday before the election City Hall regular office hours are Mon-Fri 8:00 am through 4:30 pm. If ballots are available you may vote earlier in the office of the City Clerk by appointment or in office availability. When voting in office you do not need to fill out a form requesting the absentee ballot. No absentee ballots may be taken from the clerk's office to vote at home [Deadline for Returning Absentee Ballot] The completed ballot must be received by 8:00 pm on election day in order for your ballot to be counted. DO NOT place your ballot in the overnight drop box in front of city hall The ballot should be returned via mail so that the ballot is tracked throughout the postal system and in the WisVote Voter System. If you are hand delivering your ballot it must be handed directly to the City Clerk or Deputy Clerk by you personally in order for your ballot to count. Failure to return an absentee ballot may result in removal from the future absentee ballot list. All of these directions are to uphold the integrity of the election process.

Rock the Block Oshkosh *IN OMRO* is coming soon!

The purpose of the program is to get neighbors and the greater community to work together to improve their city. Rock the Block is a volunteer-driven, community-based effort to improve curb appeal while assisting residents with upkeep and needed home repairs. Rock the Block is presented by Habitat for Humanity of Oshkosh in partnership with the City of Omro Community and Economic Development, and the Omro Area School District through generous grant funding and local sponsorship.

2024 projects will be limited to homes North of the Fox River (with 2025 projects South of the river to follow)

A tipping fee is the fee paid to dispose waste in the landfill. This is factored into taxes each year

Per ton, the tipping fee cost for trash is $53 while the cost for recycling per ton is only $5.

A single recycled plastic bottle saves enough energy to run a 100-watt bulb for 4 hours.

Recycling 1 ton of paper is equivalent to saving 17 trees and saves up to 3 cubic yards of landfill space

Cross Connection Control

City Of Omro has implemented a Cross Connection Control Program which will be affecting all businesses and property owners in the City Hydro Corp, a consulting firm will be inspecting all business, and public buildings over a two year period starting with notices being sent out in early to mid-March. Residential property owners will be inspected by Omro Water Utility personnel during water meter replacements. You may pick up a brochure at city hall with more information

Why Are We Doing This?

In 1974 Congress passed a law known as the “Safe Drinking Water Act” (SDWA). SDWA was put into place to establish national standards for drinking water This law authorized the United States Environmental Protection Agency (US EPA) to set national health-based standards for drinking water to protect against both naturally-occurring and man-made contaminants that may be found in drinking water US EPA, states, and water systems then work together to make sure that these standards are met Amendments were made to the SDWA in 1986 and 1996. You can read more about U.S. EPA and the SDWA at the EPA website The SDWA is enforced in the State of Wisconsin under Department of Commerce s Comm 82 41 and the Department of Natural Resources s NR 811 09

Clear Water Elimination Program

Clear Water (Rain Water) Entering the Sanitary Sewer System “Clear water entries” can best be explained by defining the two categories that cause the problems in our sanitary sewer system, namely infiltration & inflow

1. Infiltration-refers to the accidental entry of clear water, mainly storm water, into the sanitary sewer system through defective sewer pipes, pipe joints & manholes. Defects are the result of structural failure, deterioration & aging. The City has conducted many sanitary sewer rehabilitation projects to correct infiltration problems within our sewer system’s pipes & manholes This is an ongoing process

The City urges residents to take voluntary measures to eliminate any clear water connections which discharge into the City’s sanitary sewer system from their property. Residents who are aware of or have a suspicion of any such connections may call the Utility Department (685-7025) for advice on confirmation or correction of the connection Voluntary action by residents will result in earlier correction of problems &, most of all; will reduce the wet weather load on our sewer system & sewage treatment plant.

Community understanding of the seriousness of this problem is especially important for this program to be effective. This program will require cooperation between the City & property owner. When an illegal connection(s) is located & verified on any property, a representative of the City will advise the resident or owner of the most economical method which could be used to eliminate the clear water connection. If voluntary action cannot be obtained through cooperation of the property owner, we will have to proceed with enforcement actions. The problem needs to be handled at the source of the inflow connections. These inflow connections, which discharge into the sanitary sewer, are illegal by City ordinance & by the State Plumbing Code & will have to be located & disconnected

The ultimate goal of these efforts is to obtain a savings to the taxpayers by reducing the treatment of clear water at the sewage treatment facility. This will be a major step toward the control of pollution to the waters of Lake Winnebago, & the elimination of basement back-up problems during periods of heavy rainfall

Cooking Grease

The Omro wastewater department would like to remind residence that they should refrain from pouring cooking grease down the drain While the grease is a liquid when warm, it becomes a solid when it cools and reaches your sanitary sewer and over time will accumulate and can cause a blockage in your lateral or the City’s sewer main in the street. This could cause an expensive sewer back up for you or your neighbor and it’s difficult to remove. Let your cooking grease cool and dispose of it in the trash

2. Inflow-refers to the direct connection of downspouts, roof drains, foundation drains & sumps pumps to the sanitary sewer system Based on flow data compiled during wet weather periods, we have sufficient evidence that inflow sources, existing on private properties are contributing unacceptable amounts of clear water into the sanitary sewer system. In only a matter of minutes, these inflow sources create an overloading of the sanitary sewer mains & an undesirable impact of millions of gallons of clear water on the sewage treatment plant During these periods, our sewerage treatment plant is pushed to near capacity, costing you, the taxpayer, unnecessary charges that could be avoided. Public Works & Utilities

Clean Landfill

Our clean landfill, Webster Landfill, will be accessible starting sometime in April, weather permitting For your convenience, you may also stop by City Hall and check out a key MondayFriday from 8am-3:30pm. Have your ID available. All keys must be returned by closing and cannot be held overnight. There are a limited number of keys, so we ask that you have your yard waste loaded and ready to go to the landfill before you come and check out a key. All brush and grass items must be taken to Webster landfill. The Department of Natural Resources has encouraged us to have all material ground into compost which is available to the public at no cost Rocks, dirt and concrete will still be taken to the landfill on Hwy 116. Remember: both landfills are for City of Omro Residents Only!

Clean Up Week

Each year the first full week of May is set-aside for City Wide Clean Up. This year ’ s cleanup will be May 6th thru May 11th

During this week only, Webster Landfill will be open from 9am – 6pm, Monday-Friday, as well as Saturday morning from 8 until noon, for City residents to dispose of their unwanted items. There will be no curbside pickup. Please take note of the following items which will not be accepted: Tires, batteries, oil, paint, cardboard, or any chemicals; white goods that contain Freon (such as, refrigerators, air conditioners or dehumidifiers); TV’s microwaves and computer items. No trailers longer than 8ft will be allowed to dump You must be able to unload in 5 minutes or less, otherwise the line gets backed up No construction material will be accepted

Weed and Grass Clippings

All grass clippings from lawn mowing or other sources are not allowed to blow onto, or accumulate on any public street in the City Grass clippings can wash into storm sewer inlets and affect drainage. All Omro residents are responsible for maintaining their lawns, grasses and noxious weeds to a length of no more than 8 inches lawns, grasses and noxious weeds exceeding 8 inches adversely affect public health and safety These grasses and weeds emit pollen and other discomforting bits of plants, constitute fire and safety hazards, interfere with public convenience and adversely affect property values If you have already received a letter addressing the length of your grass, remember you will not receive another. If the City must mow the lawn, you will be charged $120.00 per hour for mowing. Any part of an hour will be charged as an hour. You also will receive a citation from The Police Department.

Spring Storytime & Babytime

Storytime begins on March 12 & runs through May 7! Tuesdays at 9:30 am children (3-5) & caregivers can stop by for 30 minutes of stories, crafts, songs, & rhymes to grow their little brains! Storytime is a wonderful time to practice the five foundations of early literacy: talk, sing, read, write, & play! New faces are always welcome!

Babytime begins on March 14 & runs through May 9! Thursdays at 10:00 am babies (0-2) & caregivers can stop by for 30 minutes of stories, songs, lap bounces, & rhymes! We are fortunate to have a boy & a girl Scouts BSA Troop in our community as well as a family Cub Scout Pack!

Scouting helps Omro & surrounding area youth develop academic skills, self-confidence, ethics, leadership skills, & citizenship skills that influence their adult lives. The tradition of Scouting in Omro can be traced back to the 1930s!

Omro Scouts participate in numerous community service opportunities, outings, & camping events throughout the year where they learn many new skills, make friends, & have an awesome time!

Omro invites you to take part in the Omro Memorial Day Parade.

It doesn’t require elaborate floats or entries You can march with American flags; dress up in red, white and blue; decorate a wagon or bike and ride through as a family; or do anything that would demonstrate patriotic pride.

After the parade, join us at the Memorial in Scott Park for a special dedication ceremony

Parade Policies:

For the safety of children, no throwing candy from floats or vehicles. Feel free to walk along the parade route and hand out candy.

All animal entries must have shovels on hand for clean-up.

All car clubs are limited to 6 vehicles, must line up 2 by 2, & be decorated to theme

All Business entries are limited to 1 vehicle only & must be decorated to theme. There will be no bumper-butting allowed at anytime for the safety of the children.

All entries not conforming to the above rules will not be allowed in the parade.

I understand that the City of Omro or any other organization sponsoring or cosponsoring the Omro Memorial Day Parade are not responsible for theft, accidental loss, bodily injury, or damage incurred prior to, during, or immediately after the parade I also understand that any damage or injury of spectators or their property caused by any entry, or people associated in any way with any entry, will be directed to me personally

There will be no bumper-butting allowed at anytime for the safety of the children.
