As youth, we must continue to engage and be critical of what is happening in our society, actively participating in online discussions, especially in trying times when the government sometimes uses it as an excuse to oppress and neglect its very own citizens. The absence of a proper healthcare system and the right kind of education during this pandemic is the government's fault. Therefore, it is only right that we demand these necessities
In this critical time, we, the youth, have a responsibility to advocate for our rights and the well-being of our fellow citizens The pandemic has laid bare the shortcomings of our healthcare infrastructure and the need for a more adaptable education system By actively participating in discussions and calling for change, we can push our government to prioritize the health, education, and overall welfare of its people We must hold them accountable for their actions and demand the improvements our society urgently requires

Executive Summary
During the five-year term of the Sangguniang Kabataan of Dila, the youth's capability was tested to champion democracy and good governance within its administration and under the #BagongSK as the first batch of the SK reform law -The RA 10742 Amidst the absence of concrete guidelines, SK Dila continued to persist in proving that good governance for the people and the community is attainable. An administration that is honest, capable, and possesses integrity; governance for programs initiated by the youth, for the youth, and with the youth
Within five years, SK Dila conducted various gatherings for consultations on the Comprehensive Barangay Youth Development Plan and Annual Barangay Youth Investment Plan (ABYIP). These efforts resulted in concrete programs that addressed the interests and needs of the youth in Barangay Dila. A total of 59 Implemented Programs and Projects, 5 Awards and Recognitions, 8 Major Youth Consultations, 2 Major Lobbied Ordinance, and 48 Special Meetings and Sessions.

When COVID-19 swiftly took over the Philippines, the country’s attention focused on how the pandemic would put our economy in danger. How fast can we recover? How can our economy bounce back? But at the sidelines, watching meekly as they go unnoticed, is where our future really is- the Filipino youth. Access to quality education was already an ongoing battle long before the pandemic struck, and now, that need has never been more important. In our small community in the humble town of Bay, Laguna, this challenge of fighting for universal access to education is in danger.
The Sangguniang Kabataan of Dila, along with the youth volunteers of Bay, Laguna, formulated the second installment to Project Karunungan (PK) entitled, “Project: Karungungan Sa Nagbabagong Hamon ng Panahon” with the aim to bridge the gap of learning through helping the targeted beneficiaries of public school students for both elementary and high school.
More than preconceived resources needed by the students in the blended learning set-up of the Department Of Education, the project has emphasized the value of community consultation with the help of the institutions involved, the public schools, and stakeholders In this set-up, the PK was able to offer answers to the evolving needs of public school students in Brgy Dila, helping teachers to deliver quality education and making it free and accessible for all in the time of the pandemic

In 2020, the education of the youth was greatly affected by COVID-19 due to the guidelines implemented by the government to prevent the spread of the disease There was a shift from face-to-face learning to online and modular settings in schools While the intention was to prevent the spread of the disease, many were not prepared, especially for online learning, particularly those who did not have access to the internet
Because of this, SK Dila launched, under the Project Karunungan program, the establishment of 5 Educational Hubs with free Wi-Fi connections for students and teachers

Four Educational Hubs were strategically set up in four different zones in barangay, while the main hub is located at Bay Central School. In addition to free Wi-Fi, the main hub also offers free printing services for those who need to print their modules

Even before the pandemic, many households in our barangay were struggling to meet the needs of their children's education, especially when it came to school supplies The pandemic exacerbated this situation due to the lack of livelihood opportunities resulting from the pandemic. Furthermore, there was a change in the mode of teaching in schools, which added to the concerns of students and their parents
Under the Project Karunungan program, SK Dila launched the distribution of school supplies to approximately 1,218 youth beneficiaries in the barangay This is a significant help, especially for parents facing hardships. For the students, it serves as inspiration and a symbol of hope that despite our ongoing battle to make education accessible to all, fellow youth are there, ready to assist in achieving our dreams.

To assist in this situation, SK Dila, together with Youth Volunteers, launched free tutorial lessons for the youth to provide them with guidance in their studies. Despite the pandemic, it did not hinder young people from having the opportunity to learn and continue their education. It also served as assistance to those who lost their jobs due to the pandemic, as they became volunteer tutors receiving an allowance for their service. This benefited around 15 students in 2 major schools in Barangay Dila.
Adapting to the new mode of teaching in schools due to the pandemic was not easy for students. The setup shifted from face-to-face learning to online or modular. Because of this, students were compelled to study their lessons on their own

The youth have had to adapt to changes in the mode of instruction, quarantine protocols, and other aspects that have altered the way of life for everyone To alleviate the burden on the minds of young people, SK Dila launched the Community Playground under the Project Karunungan program in response to the challenges brought by the times They organize fun activities for the youth. It is a creative way to provide young people with the opportunity to relax while also learning skills for their well-being. This project aims to encourage young people to pick up books and read, with the goal of inspiring them to further their literacy skills.

Alongside this is the responsibility of honest and truthful sharing of information With the proliferation of spaces and means for spreading information, it is crucial to provide young people with the right knowledge to become productive contributors in shaping their community.
Hence, the "Bayan Mo Ipatrol Mo Journalism Workshop" was launched for the youth of Barangay Dila to further enhance their knowledge and train them to become defenders of press freedom.
This is an important tool for addressing youth issues and supporting other community issues as well.

At the height of the pandemic, SK Dila launched the Brgy P2P Service to provide services to citizens in need of transportation This is in response to the lack of passenger vehicles due to the quarantine protocols that have been implemented. Due to the success of the program, the said SK Dila project was included in the Collection of Good Practices released by the Bureau of Local Government Development (BLGD) of the Department of Interior and Local Government

But because of the number of buyers, the queue at the market is getting longer and some are afraid of getting the virus and being exposed. Because of this, SK Dila thought of launching Talipapa Online where products can be ordered online and delivered to the orderer's house. With its implementation, the fear of exposure to the virus was not only reduced. It also benefits livelihoods affected by quarantine protocols such as farmers who are direct suppliers of Talipapa Online.

Project Karunungan Conclusion as SK Dila Flagship Program Sangguniang Kabataan has always been linked to sports and education, it was just meer “donation of supplies”, but not SK Dila in Bay, Laguna -- stepped up the augmentation program for schools and was able to foster bayanihan spirit in the time of a pandemic
Project Karunungan’s second installment initiated the shift of PK to an evolving, multisectoral, collaborative education program spearheaded by youth leaders in the community who ambition to have inclusive and free education for all at all times. It was quite a feat to bring together private and public entities, individuals and groups, traditions, and innovations working together to uplift the education system experienced in the remote areas of our country, especially during the time of the pandemic. There was no easy obstacle working during heightened health protocols and restrictions but Project Karungan came through -the SK Dila together with Bay Central Elementary School, Galvez High School, Globe Telecom, National Bookstore PH, Purok Leaders, Youth of Bay, Laguna, and.
Having a 0.36% dropout and a 100% turnout of enrollees, 1,117 educational kits and devices distributed -- PK is a success! These results alone can determine PK’s success, but in addition to that, PK believes that it has reached more hearts than minds After a series of IECs, parents are more confident in their understanding of the new normal modalities; they can grasp new terminologies more easily Teachers and school officials find the light through SK; they can depend not only on donations but also on contributions of the mind (suggestions and exchange of opinions). Big companies became of bigger help to villages in the Philippines. And lastly, Schools and Homes are once again alive for education and its continuity amidst a pandemic
The Project Karunungan sa Gitna ng Covid-19 Pandemic has yet to fully fight for true democratized education for all. Our small community in Barangay Dila has been working together towards free education for all. Education for lifelong learning skills, for our youth, and a collective contribution to our nation-building As our future relies on Filipino youth, the Sangguniang Kabataan of Dila, along with the youth of Bay, Laguna will continue to offer answers to the evolving needs of students in Brgy Dila to attain quality education, making it free and accessible even if we surpass the COVID-19 pandemic
