SILICON VALLEY’S NEXT ACT: Keeping the region the center of The Internet of Things

Since 1886, the San Jose Silicon Valley Chamber of Commerce has been serving the greater community—giving businesses a place to connect, convene and champion. And over the last 129 years, few regions in world history have created more wealth than the Silicon Valley. hit a new high in 2014, as investments totaled $47.3 billion, a 62% increase over 2013. California was once again the overwhelming winner, claiming $28.6 billion, and a large part of that money ended up in Silicon Valley. Silicon Valley is home to nearly 25 Fortune 500 companies – including Facebook, Apple, Intel, Google, eBay, IBM, Cisco Systems, and Hitachi – is the nation’s leader in patent filings, and is one of the strongest business producing areas in the world. Nestled in the heart of Silicon Valley is the picturesque city of San Jose. Named one of the fastest growing cities in America by Forbes Magazine, San Jose is the third-largest city in California, and the tenth largest in the United States. Situated on the Southern Peninsula, it is the seat of Santa Clara County and the center of a large and expanding metropolitan area bordered by the Santa Cruz Mountains on the west and the Diablo Range on the east. San Jose has been nicknamed “the Capital of Silicon Valley” and boasts the largest population in the region. From 2010 through last year, Santa Clara County ranked fourth statewide in population growth, and the city of San Jose officially topped one million residents. Silicon Valley’s job growth is the driving force behind the steady population increases, which has been accelerating since 2010, and employment numbers are well above pre-recession levels. As a result, the total number of jobs in Silicon Valley has grown by 14.4%. As one of the highest income regions in the country, Silicon Valley boasts the biggest share of the nation’s high-growth, high-wage sectors, and San Francisco and San Jose both recently topped the Milken Institute’s list

of best performing cities. Highlighting the cities where America’s jobs are created and sustained, San Francisco claimed the No. 1 ranking, and San Jose claimed 4th place. Success in San Jose isn’t limited to Fortune 500 companies though, businesses of all sizes – even small, family-owned mom and pop shops – find that San Jose is a great place to call home. Strategic Growth When it comes to the tech industry, location matters. There isn’t a better location to live and work than San Jose, and city officials are working hard to keep development on pace with growing business and residential demands. Current growth has taken a slow, consistent approach for decades. In 1950, San Jose had 95,280 residents and covered only 17 square miles. It was at that time city leaders started looking ahead and through an aggressive growth program, annexation efforts saw the city grow to 495,000 residents and cover 136 square miles by 1969. Today, San Jose’s growth continues at a steady pace. The San Jose 2020 General Plan has policies in place that require new development to be compatible with existing neighborhoods, and the city’s growth control measures ensure that the city develops within set parameters. That means existing neighborhoods maintain consistent levels of city services and don’t have to compete with new subdivisions and developments for parks, libraries, police, and fire protection. As San Jose continues to look ahead, the Knight Foundation is also assisting the city’s growth with a cutting-edge program called GreenTRIP. A certification program for residential development that offers free transit passes, car-share memberships, and other incentives that reduce driving, GreenTRIP reduces the

INCENTIVES
 These incentives and programs help encourage business and employment growth in San Jose: North San Jose Traffic Impact Fee Reduction —Aims to promote near-term industrial development of 100,000 square feet or more in North San Jose by offering companies a reduction in traffic impact fees. Downtown Commercial High-Rise Incentive— Encourages commercial high-rise development in downtown with a reduction in construction related taxes for projects over 150 feet tall. Reduced Construction Taxes on Tenant Improvements—Fosters tenant improvement and occupancy of Office and Research and Development space throughout San Jose. Expedited Review—The City offers expedited review times in the Planning Entitlement Phase, Building Plan Check Phase, and Inspection Phase.

need for parking, lowers the cost of building, gives new residents more choices for getting around, and frees up more space for things that can increase a community’s quality of life factor. If San Jose implements GreenTRIP strategies as it develops its next 120,000 homes, it could reduce the cost of construction by $2.4 billion. Immediate savings aside, GreenTRIP could help city leaders retrofit San Jose from a city that was built for automobiles into a city that is built for people. The Heart of San Jose As with many cities across the United States, San Jose has had to fight the trend of downtown decentralization. Facing competition from shopping malls, office parks and suburban areas all the way up the Peninsula, San Jose has worked closely with public and private partners to ensure continued expansion and development. Focusing on the downtown area as a desirable place to work as well as a great place to live and play, city leaders are seeing a healthy number of projects in various planning and construction stages. Much of the downtown new development is actually redevelopment, knocking down or reusing sites that were once lower density, and turning them into higher density buildings. That trend is scheduled to continue as San Jose marches towards an estimated 1.3 million residents in 2040. There are a number of arts and cultural venues in the downtown area, and the Downtown Association is continually working to expand on that. Monitoring area amenities and creating ways to improve the overall urban experience, the Downtown Association frequently partners with developers and city officials to bring local improvements and recreational destinations to area residents. With events ranging from Music in the Park to a Downtown Farmer’s Market, downtown San Jose has proven to be an ideal place for Millennials and Empty Nesters alike to live, work, and play. Nathaniel Echeverria, Business Development Manager with the San Jose Downtown Association, notes several current projects moving San Jose forward. One South Market’s overall design resonates with geometry and has a neat retro feel. A 23-story mixed-use redevelopment project, consisting of 312 multi-family attached units and 6,000 square feet of commercial space, One South Market is situated on one acre at the corner of Market Street and Santa Clara. The building is within walking distance of numerous high tech firms, as well as shopping, restaurants, St. James Park, San Pedro Square, and the SAP center.

The Pierce is another mixed-use redevelopment project that will have 234 multi-family attached units and 9,480 square feet of commercial space on approximately two acres. Located in the SoFA District, The Pierce features a textured, modern design that fits in with the established single-family-home neighborhood behind it. Keeping neighbors in mind, the project is seven stories at its highest point along South Market Street, and drops back to the equivalent of two stories in back, preserving light for the adjacent neighborhood. While some developers in downtown San Jose are targeting the high-end, tech-worker market, the Symphony House is targeting students at San Jose State University. The 119-unit apartment building redevelops a parking garage on North Sixth Street at East Santa Clara. The completed building will be seven stories, with construction complete in time for the 2015-2016 school year. According to Kristinae Toomians, Acting Project Expediter for the San Jose Planning Division, there are several additional large-scale residential construction projects worth noting in the downtown area and greater San Jose including Centerra, another mixed use high-rise containing 347 multi-family attached units and 11,353 square feet of retail; Village Park, which will have 649 units on 10.81 acres; Silvery Towers is another mixed use high-rise which will contain 612 multi-family attached units and 15,820 square feet of ground floor retail within dual 21 and 22 story towers. “These high-density mixed-use projects are focused in the City’s growth areas and along transit corridors, as called for in our Envision San Jose 2040 General Plan, meaning we’re meeting the demand for residences, jobs, and urban amenities in a smart way that minimizes traffic and greenhouse gas impacts,” said Rosalynn Hughey, Assistant Director of Planning, Building and Code Enforcement. Government facilities are also expanding to meet the growing San Jose population and the Superior Court of California Family Justice Center is slated to be complete in early 2016. The 20-courtoom Family Justice Center will replace six leased facilities and consolidate all family-related services. The new eight-story building will be located at the edge of St. James Park and will be light and airy inside, with tall ceilings, lots of windows, a grand staircase, and places for children to play. Commercial and Industrial Progress Construction development and redevelopment projects aren’t limited to residential construction or projects exclusively in downtown San Jose. Toomians also reports several large-scale commercial and industrial construction projects happening outside of the downtown area. On a commercial front, AC Hotel is constructing a 210 room, seven-story hotel; Aloft Hotel is constructing a 175 room, five-story hotel; Skyport Marriott is constructing a 321 room, seven-story hotel; and a new 145,000 square foot Bass Pro Shop, along with 257,296 square feet of retail is under construction at the southeast corner of Almaden Expressway and Chynoweth Avenue. When it comes to industrial projects, there are also several projects of note including the Samsung Semiconductor Headquarters, building a 636,145 square foot research and development office complex; 101 Tech Place is building a 666,000 square foot research and development office complex; and SuperMicro is making the move to San Jose and constructing the first phase of their headquarters with


a 182,000 square foot research and development complex, with a planned second phase consisting of an additional 562,600 square feet. “The City is working to address an imbalance in San Jose’s jobs-to-employed residents ratio, meaning that more of our residents commute out of the City than stay here to work. In fact, San Jose is the only city in the nation’s largest 20 cities with more nighttime residents than day-time workers,” Hughey said. “More of our land resources need to be retained for employment uses to correct that – so that we have more revenue for the services we provide to our many residents. That’s why the City offers incentives to attract companies to locate here.” The many projects under construction in a resurgent Silicon Valley have also been beneficial for the construction trades. Josue Garcia, the CEO of Santa Clara & San Benito Counties Building & Construction Trades Council, sees local workers busier than they have been in several years. “There is a lot of work happening in the Bay area, both in the private and public sectors. School districts and colleges continue to pass bond measures, and that with State bond initiatives will keep the construction industry moving.” Best Bet in Silicon Valley While San Jose has a strong urban core and thriving downtown, the city is also known for its suburban quality of living. San Jose has miles of open creeks, rivers, and waterways, and both the Coyote and Guadalupe rivers run through the city. These creeks and rivers create a network that spans the City and Santa Clara Valley. The city’s numerous parks and green spaces provide critical habitat for native plants and animals, and give residents ample

opportunities for outdoor recreation. New businesses and residents can move into San Jose and immediately have a number of resources available to them, from a wealth of business development and growth tools to a community with a rich variety of civic, cultural and community organizations and activities to get involved in. Ultimately, Hughey finds San Jose is not only a great place to do business, it’s fast becoming a destination. “Companies are coming here for more than incentives. With our international airport offering more flights, a downtown growing in vitality, a new national league soccer stadium, the ongoing popularity of the SAP Center – this is spurring hotel demand as San Jose increasingly becomes a destination city for commerce and entertainment.”

ilicon Valley and the surrounding area are undergoing remarkable job and wage growth. Those with advanced skills are poised to benefit from the fast-pace and expanding economy. According to a report from the Milken Institute earlier this year, both the greater Silicon Valley and San Francisco markets dominated the list of cities reaching measures such as wage growth, job growth and gross domestic product. To achieve career mobility and higher wages, earning a credentialed, advanced degree such as an EMBA from an established and trusted source can bring a lifetime of paybacks.
