WELCOME FROM THE RT HON THE LORD HUNT OF WIRRAL MBE

Chairman of the trustees of the Sir Edward Heath Charitable Foundation Welcome to this evening’s inaugural Edward Heath International Lecture, to be given by Dr Henry Kissinger, who is perhaps the pre-eminent foreign-policy practitioner, thinker and writer of our lifetime.

The Honorable Dr Henry A Kissinger KBE was born in Bavaria in 1923, leaving for the United States in 1938, where he became a naturalised citizen in 1943. After serving in the US Army from 1943 to 1946, he took undergraduate and postgraduate degrees at Harvard University, where he taught from 1954 to 1969 as Professor of Government and co-founder of the Center for International Affairs. He served as National Security Advisor to US Presidents Richard and Gerald Ford from 1969 to 1975, and as the 56th US Secretary of State to both Presidents from 1973 to 1977. He is author of 17 books, including three volumes of memoirs and most recently World Order (2014). He received the Nobel Peace Prize in 1973.

We are immensely privileged that Dr Kissinger has kindly agreed to share his latest thinking on geopolitics with us in a set of scene-setting remarks tonight, followed by a conversation between Dr Kissinger and Sir John Major, Prime Minister from 1990 to 1997, and questions from the �loor. These proceedings will be followed by dinner here in the splendid setting of the Banqueting House.

Tonight’s lecture is the initiative of the Sir Edward Heath Charitable Foundation, which I chair. The foundation - or ‘Ted’s trust’ as I like to call it - was established under the will of Sir Edward Heath (1916-2005), who served as Prime Minister from 1970 to 1974. It owns and manages Arundells, his beautiful home in Salisbury Cathedral Close, which we have opened to the public. If you have not already visited Arundells, I invite you to join the 70,000 who have already done so, where you will be impressed by its wonderful setting and outstanding artistic, political, musical and sailing collection.

As 2016 marks the centenary of Sir Edward’s birth, the foundation has launched the Centenary Campaign for Arundells, Education and the Arts, which aims to raise money to preserve Arundells as part of our common political heritage, and to enable both the house and the foundation to become a vibrant cross-roads for discussion, dialogue and international cooperation in �ields associated with Sir Edward's life - notably by extending bursaries to help young people to deepen their interest in international politics, music and the arts, and sailing and travel, and by organizing seminars, exhibitions and prizes in such �ields.

Sir Edward had an open, internationalist view of the world - re�lected not just in his advocacy of Britain in Europe, but in his �ight against appeasement as a student, his opening to China and his willingness to extend a helping hand to the Ugandan Asians when Prime Minister, and in his deep commitment to development, interdependence and mutual understanding as principles of global politics. In today’s world, where nations are turning in on themselves, these values have never been more important. It is in this spirit that the trustees of the foundation have been joined by a distinguished group of domestic and international patrons to support the centenary campaign, under the presidency of Sir John Major, including tonight’s speaker, Dr Kissinger.

The work we wish to do now and in the future requires money. A MESSAGE FROM THE RT HON SIR JOHN MAJOR KG CH PRESIDENT OF THE EDWARD HEATH CENTENARY CAMPAIGN

This year, 2016, marks the centenary of the birth of Sir Edward Heath - soldier, internationalist, reformer, musician, sailor and self-made man - the multi-faceted statesman who served as my party leader and then Prime Minister when I �irst entered British politics nearly half a century ago. To honour his contribution to public life, I am spearheading a group of Ted’s former parliamentary colleagues and friends to support an important charitable initiative that matters to us all. I invite you to join us in this exciting work.

The initiative starts with the man himself. We want to ensure that Ted’s lovely and remarkable house in Salisbury, Arundells - with its fascinating collection, beautiful garden and dramatic vista of the west front of the city’s great Cathedral - can remain open to the public in perpetuity, to be enjoyed by future generations as part of our British political heritage. As anyone who has been there will testify, the building, its contents and its setting all combine to make Arundells a very special place. The house is full of memories of the many roles Ted played over decades, working for Britain and the wider international community. It offers a slice of living history and a unique insight into the life and times of a successful global public �igure in the second half of the twentieth century.

In parallel, we are keen to ensure that both Arundells and the Charitable Foundation which owns it evolve as a strong and vibrant platform for discussion of the big international issues that so engaged Ted, and can develop as a source of support for young people who are keen to promote his great passions - for global dialogue and cooperation, music, the arts, sailing and travel. It matters to me that the coming generations can bene�it from the kind of opportunities in a meritocratic society which gave people such as Ted and myself such remarkable life chances in the past.

You can read about our plans inside this document and you can also learn about them by talking to David Hunt, Chairman of the Foundation, in person tonight or in the future. I hope that we can encourage you to give generously towards this terri�ic project. EDWARD HEATH AND THE CENTENARY CAMPAIGN

Edward Heath - the man and his mission Sir Edward Heath KG MBE (1916-2005) was a British parliamentarian for over 50 years and the �irst leader of the Conservative Partyto come from outside the ranks of the aristocracy or upper middle class. As Prime Minister from 1970 to 1974, he negotiated Britain’s entry into the European Community, played a leading role in the West’s opening to China, was the �irst British leader to establish power-sharing in Northern Ireland, and stood up to intense opposition by welcoming Ugandan Asian refugees from the régime of Idi Amin. As Lord Privy Seal in Harold Macmillan’s government and later as Prime Minister, he also played an important part in the politics of the Gulf and the creation of the United Arab Emirates.

After leaving government in 1974, Sir Edward, a strongly committed internationalist, continued to play an important role on the world stage, including as a key member of the Brandt Commission on North-South relations. He visited many countries and retained close personal links with successive generations of political leaders around the world. Outside politics, he had a remarkable hinterland, with an especially deep interest in music, sailing and art. He is the only Prime Minister (or other international political �igure) ever to win a major international sporting trophy whilst serving in of�ice - the 1971 Admiral’s Cup yacht race having won the Sydney to Hobart race two years before, as Leader of the Opposition.

Sir Edward died at his home in Salisbury in July 2005, determined that the charitable foundation established in his name, under his will, would ensure the ‘preservation and conservation of Arundells’, for the bene�it and enjoyment of the nation in perpetuity, as well as the accessibility of his personal papers, and enable Arundells to be used as a base for the promotion of the other charitable causes dear to his heart. The Trustees of the Sir Edward Heath Charitable Foundation remain committed to these objectives and are working actively to ensure this vision is realised.

Arundells - a place and a concept

Arundells is the beautiful house and garden adjacent to Salisbury Cathedral, located at 59 Cathedral Close, where Sir Edward Heath lived from 1985 to 2005. It was the only property he owned during his life. Dating from the thirteenth century and extended and enhanced in the early eighteenth century, Arundells boasts what Roy Jenkins once described as ‘one of the ten �inest views in England’.

Arundells is one of only two twentieth-century British Prime Ministers' homes open to the public in England, the other being that of Sir Winston Churchill at Chartwell in Kent. The house has been kept almost exactly as it was when Sir Edward lived there, with its fascinating collection of artistic, political, musical and sailing artefacts - including paintings by Churchill, given to him by the artist, a pair of Qing dynasty imperial vases presented by Mao Tse Tung, and pictures acquired during the course of his long life, by Augustus John, Lowry, Piper and Singer Sargent, among others.

Arundells is proving popular with individual visitors and visitor groups, both because of its historical and political relevance, and because of its intimacy, beautiful garden, regular exhibitions. Visitors seem to enjoy the informal but informative style of tours, with Arundells regularly coming very high in TripAdvisor ratings for visitor satisfaction with museums in Salisbury. School and university parties are increasingly attracted now that post-war politics features so prominently in politics and history curricula. The house also lends itself to small musical events, including the opportunity to use Sir Edward’s Steinway grand piano, bought with the money he received when he won with the Charlemagne Prize in 1963.

Arundells is both a place and a concept. Not only is it a remarkable piece of Britain's political heritage - one very important to safeguard in its own right - with signi�icant attractions for the public, but the house and the foundation which owns it also have great potential to develop as a vibrant cross-roads for discussion, dialogue and international cooperation in �ields associated with Sir Edward's life, notably in global politics, music and the arts, and sailing and travel.

Exhibitions In this spirit, the Sir Edward Heath Charitable Foundation has already begun hosting a series of exhibitions at Arundells: in 2014 on Edward Heath and Sino-British relations; and 2015 on Edward Heath the Soldier and Ready, Steady, Go: Images of Britain in 1965, the last a photo-exhibition to mark the 50th anniversary of the year Heath became Tory leader. Currently running is an exhibition Heath at 100: A Life in Cartoons.

Lectures

At the invitation of the Foundation, Sir John Major gave the �irst annual Sir Edward Heath Lecture in Salisbury in June 2015, coinciding almost exactly with the 800th anniversary of Magna Carta: the best preserved of the four original copies of that document is on display in Salisbury Cathedral, directly opposite Arundells. The second annual lecture was given by Michael Heseltine in Salisbury this July on The Heath Government in Retrospect: Memories of the Seventies and Lessons for Today.

Tonight’s inaugural Edward Heath International Lecture marks the launch of a parallel series of lectures, to be given by major international personalities in London.

An Arundells Academic Advisory Committee, bringing together leading experts on institutional and international affairs, is being constituted to advise on and support future exhibitions, seminars and bursaries.

Goals of the Centenary Campaign

The Trustees of the Sir Edward Heath Charitable Foundation now want to take this process further and are undertaking a fundraising campaign, launched in July 2016, to mark the centenary of Sir Edward’s birth.

The funds raised will be used both to preserve and enhance Arundells and its collection, and also to provide the resources to realise its long-term potential and the wider charitable aspirations of Sir Edward’s will, especially so that young people in the future can share in some of the opportunities which marked his life.

The Edward Heath Centenary Campaign for Arundells, Education and the Arts has been launched under the presidency of Sir John Major, another distinguished former Prime Minister. It already enjoys the patronage of an impressive group of international and national �igures, drawn from across the political spectrum and from the worlds of sailing, music and the arts. The distinguished list is set out at the front of this brochure.

Our Goals Between July 2016 and December 2017, the Centenary Campaign aims to achieve suf�icient funds so that the trustees can address these speci�ic goals: The house itself  to provide adequate funds for necessary repairs and improvements to be carried out at Arundells  to guarantee the long-term physical and �inancial health of Arundells

Using the house

 for exhibitions, seminars, lectures, and small concerts

 to invest in new facilities for Arundells to �lourish as a platform for international dialogue and debate, and as a meeting-point and crossroads for greater international cooperation

Prizes, bursaries and sponsorship

 to fund prizes and bursaries – particularly for young people – in the �ields of international affairs and twentieth-century politics, music and the arts, and sailing and travel. Sir Edward was greatly affected by his travels in pre-WW2 Europe as a young man. Music, sailing and travel were the subjects of three of Sir Edward’s books

Internationally

 to launch an annual award to a leading international �igure for his or her contribution to global political, economic, artistic or educational leadership

 to launch a global network of political houses, to enable political homes worldwide, especially those of twentieth-century democratic �igures, to develop closer cooperation, exchange of best practice and mutual marketing and promotion

WHY SUPPORT THE CENTENARY CAMPAIGN?

Supporting the campaign should appeal to those in the United Kingdom and the international community who are keen to mark the life, achievements and values of Sir Edward, both as a national leader and an international statesman, especially in respect of his signi�icant contribution to his country's standing in Europe and the world, and his commitment to international cooperation and the rule of law.

It should also appeal to anyone who would like to keep Sir Edward's beautiful house and garden open to the public for future generations - maintaining its fascinating and varied collection intact, in its natural home and so safeguard an important part of Britain’s political heritage. In the process, a global network of political houses will be built up, to help preserve such heritage sites worldwide.

A successful campaign will enable Arundells and the foundation which owns it to emerge as an important centre and hub for dialogue, debate, seminars, exhibitions, awards, prizes, bursaries and general sponsorship in the �ields of international cooperation and twentieth-century politics, as well as music and the arts, and sailing and travel.

THE TRUSTEES AIM TO RAISE, THROUGH THE CENTENARY CAMPAIGN, A SUM IN THE REGION OF £5 MILLION TO ENSURE ALL THEIR PLANS CAN BE ACHIEVED

How You Can Help Before we launch the Centenary Campaign more widely to grant-making trusts and other supporters, we are seeking to raise a number of gifts in order to set the pace. These gifts will provide the momentum that is essential if our target is to be reached; they will set us �irmly on the road to success and greatly encourage those we approach later.

Please study the table below and consider the level at which you would like to contribute. A wide range of gifts is shown as everyone’s circumstances are different.

Benefits for all taxpayers As the Sir Edward Heath Charitable Foundation has charitable status, we will be able to reclaim tax on all donations that UK taxpayers make to the campaign, increasing the value of the gift to the Foundation and decreasing the cost to them. The best ways of giving are generally:  By spreading payments over a number of years using a �irm pledge combined with the Gift Aid tax recovery bene�its (payments over four years are illustrated above, though this period could be longer)    

By a single gift or series of single gifts, using gift aid Through a company Through a tax-exempt charitable trust By a direct transfer of assets such as stocks, shares, property and works of art (Special arrangements can be made for US taxpayers).

For individuals

With the basic rate of income tax at 20%, for every £10,000 donated by Gift Aid, Arundells will receive an extra £2,500 at no cost to the donor. Recovering this tax is a huge bonus to us. For example, a payment of £30,000 by Gift Aid will be worth £37,500 to Arundells after tax recovery, but could cost a higher-rate taxpayer £22,500 or less.

Gift Aided donations – pledging support over a number of years

Very often, using the Gift Aid Scheme, spreading a gift over a number of years is the most effective way for many people to maximise their support. A �irm pledge enables you to spread the cost of your gift over a number of years and the Foundation to reclaim the tax you have paid.

Although there is no minimum period for a �irm pledge, we would ask you to consider a period of at least four years. Higher-rate taxpayers (40% and above) can also claim their relief. The gross value of a �irm pledge can help the trustees plan for �inancing capital projects.

Gift Aided donations - Lump Sums

Of course for those wishing to make a single gift or a series of gifts, the Gift Aid Scheme enables the Campaign to enjoy exactly the same tax recovery bene�it, increasing the value of your gift by 25%. If you choose to send a cheque to give by this method, we will send you the appropriate Gift Aid form for completion.

Donations by Companies

Companies are able to claim Corporation Tax relief on all donations to charities, including covenanted donations. So for a company paying corporation tax at 20%, the net cost of a donation worth £100,000 would be £80,000.

Gifts of Shares

Gifts of publicly-quoted shares, in addition to being exempt from capital gains tax liability, enable the donor to claim tax relief on the current value of the shares, making such gifts extremely tax-ef�icient. We would suggest you take advice from your �inancial adviser to determine the most appropriate manner for you to give in this way.

Other gifts Direct transfers of assets such as property and works of art do not incur capital gains tax and are exempt from inheritance tax.

Legacies

All outright gifts to the Foundation, including legacies/bequests, are exempt from inheritance tax.

Making provision in your Will enables causes you wish to support, or which you have supported in your lifetime, to bene�it from your generosity after your death.

Overseas Residents

You can only donate by Gift Aid if you pay United Kingdom tax. If you do not pay UK tax, you can still spread your payments over a number of years by making use of the banker’s order printed on the enclosed forms.

We have arrangements for US taxpayers to give tax-effectively.

Naming Opportunities/Designated Gifts

The wider project offers a number of opportunities for donors to associate their names, those of their families or companies with particular elements of the Campaign. Equally, we will of course respect anonymity. We will be very happy to discuss any ideas you may have.
