MESSAGE FROM THE CHAIR

Thank you for your continued investment

I kicked off my year at the helm of the Chamber asking everyone to celebrate our community. Celebration is something your Chamber does very well — after all, we do own a big pair of scissors and they get lots of use.

Look at the word “community” and you’ll notice its two components: “comm,” referring to what is common and what is shared; and “unity,” which is the place where things come together and are united with one purpose.

For nearly 107 years, that gathering place has been the Chamber. No matter our differences, when it comes to lifting up the Sioux Falls area we are all on the same team. The Sioux Falls Area Chamber of Commerce is the place where we strive for unity, where we seek compromise, where we work together for what is important to all.

It doesn’t come without vision or leadership or hard work; which thankfully, the Chamber has in spades. We have

a strong vision of what our community should be and we have dedicated volunteers and leaders who are willing to step up and make it happen.

Thanks to all of our 2,200 members we remain the area’s leading business advocate. In the past year, we have worked to educate our Chamber members about important issues that affect business at all levels of government. We’ve hosted educational workshops, created access to elected officials and plenty of networking opportunities.

the Sioux Falls City Council will vote on later this month. I commend our City leaders for dreaming big with our community’s wants, while continuing to meet our needs. We are fortunate that the Sioux Falls area remains on a path of growth and progress.

Planning and preparation is a Chamber mantra, as well. Our staff has been busy scheduling a host of activities for the new Chamber year that starts Oct. 1. We’re excited to have new committee volunteers and new board members join our ranks. We’re always seeking new members who know that a unified voice is stronger than a solo voice.

Author and professor Leon C. Megginson said “It is not the strongest of the

species that survives, nor the most intelligent, but rather the one most adaptable to change.”

Being adaptable has served the Sioux Falls Area Chamber of Commerce well in building our community. Thank you to all of our members for your continued investment in our community’s future and for allowing me to serve as your Chair of the Board this past year.

Night with Heroes set for October

The Sioux Falls Airshow is hosting the Night With Heroes on Oct. 5 as a way to bring aviation-related stories and individuals of exceptional merit to Sioux Falls. The goal is to inspire people to achieve their potential as well as learn about vital moments in American history.

This year’s Night With Heroes will benefit the Berakhah House, a non-profit residence care facility that helps homeless and at-risk veterans. Dick Rutan brings his story of personal courage, service, and gratitude to Sioux Falls, on Oct. 5, as part of the “Night With Heroes” series. Rutan, along with fellow pilot Jeana Yeager, became the first people to fly an aircraft around the

world without refueling.

Tickets cost $20 per person and can be purchased at the Washington Pavilion. The event will be held at 7 p.m. in the Belbas Theater. Rutan will also be signing limited edition art prints created by aviation artist John Mollison. These prints will be available for purchase.

The first Night With Heroes in 2010 featured four distinguished World War II fighter pilots and raised nearly $20,000 for the South Dakota Honor Flight program.

Travel writers learn more about Sioux Falls

The Sioux Falls CVB attended Travel Media Showcase Aug. 20-23 in Rockford, Ill. The Showcase offered a unique opportunity for top travel journalists and travel industry professionals to meet one-on-one, at a single location, for the purpose of exchanging information and developing personal contacts.

Travel industry representation included public relations or communications directors of convention and visitors bureaus, domestic and international destination tourism offices, major hotel chains, air-

lines, cruise lines, as well as entertainment attractions and gaming venues. Journalist representation included editors, staff and freelance travel writers, magazine and newspaper travel writers, broadcast travel journalists, as well as internet travel journalists and bloggers.

Along with access to exhibitor booths, the three-day program included two days of scheduled journalist/exhibitor appointment sessions, regional press tours, plus numerous other networking opportunities. The CVB met with 30 journalists.

Small Market Meetings Conference in Sioux Falls Oct. 6-8

Sioux Falls will host 100 meeting planners for the 2013 Small Market Meetings Conference (SMMC) Oct. 6-8. The CVB is busy preparing for the event as 200 attendees are expected, including suppliers.

Attendees will experience the Washington Pavilion for their opening ceremony with dinner on the stage of the Mary W. Sommervold Hall. The second night will showcase the city’s namesake with a reception at Falls Overlook Café prior to a downtown dine-around. On Monday, the CVB will show off the city with a drive tour of the new Sanford Sports Complex prior to stopping at a number of local attractions. All this, combined with networking opportunities, educational sessions and two days of prescheduled oneon-one appointments will make for a great conference.

The SMMC will be held at the Sioux Falls Convention Center and Sheraton Sioux Falls hotel. A welcome table will greet the attendees at Sioux Falls Regional Airport and again in the hotel lobby. The CVB is looking forward to hosting and showcasing Sioux Falls as a No. 1 destination for future conventions, meetings and events to meeting planners attending the show.

The Sioux Falls Convention & Visitors Bureau was one of 692 booths exhibiting at the American Society of Association Executives (ASAE) Annual Meeting and Exposition Aug. 3-6 in Atlanta. The show had more than 5,000 attendees, including 2,896 association executives present — the highest attendance number for association executives since 2008. ASAE is open to association professionals, federal government employees, higher education educators, independent consultants, corporate meeting

planners and attorneys.

Sioux Falls was represented by Assistant Director of Sales & Marketing Mattie Burnham, Sales Manager Alexa Steiner and Sales Assistant Erin Zimmerman. Burnham, Steiner and Zimmerman promoted the Sioux Falls CVB’s “Be Our VIP” program, which offers a complimentary site visit to meeting planners interested in booking future conventions, meetings or events in Sioux Falls.

Shriners to gather in Sioux Falls for 2014 convention

CVB Assistant Director of Sales & Marketing Mattie Burnham traveled to Duluth for the Midwest Shrine Association (MSA) Annual Convention, which will be held in Sioux Falls Aug. 21-23, 2014. This event is calculated to have an approximate $1.79 million economic impact to the city.

The Midwest Shrine Association is comprised of 14 regional chapters. The annual summer event allows the chapters to compete for best in chanters, bands, clowns, motorized units, pipes and drums, foot

patrols, horse units and much more. The chapters are from the surrounding states including Iowa, Minnesota, North Dakota, Wisconsin and the Canadian providences of Saskatchewan and Manitoba. The 14 chapters have a combined membership of approximately 20,000 Shriners.

The 2013 MSA Pardi Gras was held in Duluth Aug. 14-17. Average attendance has been between 2,000 and 2,500. The Sioux Falls CVB is excited to host the Midwest Shrine in 2014!

CVB to welcome pheasant hunters

The opening weekend of pheasant hunting season will bring thousands of pheasant hunters into the Sioux Falls Regional Airport for their annual hunting experience in South Dakota.

The Sioux Falls CVB will host the 16th Annual Hunter’s Celebration on opening weekend, Oct. 17-18 at the Sioux Falls Regional Airport.

The 11th Annual South Dakota Chapter of the World’s Largest Truck Convoy for Special Olympics will be at the W.H. Lyon Fairgrounds Sept. 20-21. The convoy will include big rigs from South Dakota and the region on a designated route circling Sioux Falls. Many truck drivers will be accompa-

nied by Special Olympics athletes. Concluding the parade, the event features a truck show, lunch, auction and presentation of awards at the W.H Lyon Fairgrounds.

CVB attends Connect Marketplace

The Sioux Falls Convention & Visitors Bureau attended the Connect Marketplace, in Milwaukee, Aug. 22-24.

The show is organized by Collinson Media and Events, which hosts three annual shows: Connect Marketplace focuses on associations; Collaborate Marketplace, focuses on corporations and took place in June in Denver; and the faith-based conference Rejuvenate Marketplace is coming up Oct. 22-24 in Daytona Beach, Fla. This will

be the second year the CVB will attend all three annual shows.

For the Connect Marketplace show, the CVB set up 30 prescheduled one-onone appointments from the 350 association meeting planners that attended the show. Planners present at the show represented association, government and SMERF (Social, Military, Educational, Religious and Fraternal) groups. The CVB came back with a number of leads and prospects.

Entrepreneurs, investors can connect at 10th Annual Innovation Expo

Registration is open for the 10th Annual Innovation Expo, an entrepreneurship conference that connects current and aspiring entrepreneurs to those service providers and financiers that can help launch their businesses. It will be held Sept. 16-17 in Sioux Falls.

Jack Dyvig, Sioux Falls Morning Optimists Club, was awarded Diplomat of the Month for July. Second place honors went to Julie Nelson, Great Western Bank, and third place honors went to Wendy Bergan, YMCA. Dyvig was also the recipient of the Ribbon Cutting Attendance Award and the “Go The Extra Mile” Award. Duane Noerenberg, Anderson Group CPA, won the Retention Award. Jill Niedringhaus is the Sioux Falls Convention & Visitors Bureau Receptionist/Project Assistant. Niedringhaus previously worked for the Sioux Empire Baseball Association. Alexa Steiner was promoted to Sales Manager at the Sioux Falls Convention & Visitors Bureau. Steiner was hired in March as the receptionist and was promoted in June to Sales Manager.

Dr. Mark Lee has been named the Public Affairs & Communications Director for the Chamber. In this leadership role, Lee will serve as the Chamber’s chief lobbyist and liaison to local government leadership in the Sioux Falls area. Previously, Lee was the Executive Dean of the South Dakota Public Universities & Research Center (University Center) since October 2001. Lee also served in educational leadership positions with Dakota State University and Truman State University (Kirksville, Mo.).

Kristen Stengel joined Furniture Mart USA as Advertising Manager, overseeing advertising and creative operations for its 33 retail stores located in South Dakota, Minnesota, North Dakota and Iowa. Stengel has extensive advertising experience, having led brand communication strategies for Subaru of America, Payless and General Mills. Her most recent position was with Carmichael Lynch, where she served as the Account Leader for Subaru of America. Stengel holds bachlor’s degrees in Journalism and Sociology from South Dakota State University.

Brad Kvalheim is the northwest region manager for Border States Electric (BSE). Kvalheim joined BSE in 1989 as an electronic service technician. In 1992, he became utility customer service representative and in 1995, Kvalheim became an account manager. He served as the branch manager in Sioux Falls and most recently was the northwest region utility sales manager for BSE. In his new position Kvalheim will be located in the company’s Bismarck location and oversee BSE branches in Montana, North Dakota, South Dakota, Wyoming and Colorado.

Kole Nordmann is the Project Director of the Sioux Falls Sports Authority. As Project Director, Nordmann will be responsible for assisting in coordinating and implementing activities to attract and secure sports-related businesses and events. Nordmann earned his bachelor’s degree in Sport Management from Wayne State College in 2010, and his master’s degree in Kinesiology and Sport Science with a concentration on Sport Management from the University of South Dakota in 2013. For the past seven years, Nordmann has gained experience filling a variety of positions with organizations such as the Sioux Falls Canaries and Omaha Nighthawks.

Thanks to Verizon Wireless and Corporate Teams, 30 members of the Boys & Girls Clubs of the Sioux Empire received new bicycles. The members were chosen based on attendance to the Club during the month of June. In addition, they also received helmets and bike locks. The bicycles provide needed transportation for Club kids.

CIP plans for continued improvements to quality of life

Later this month, the Sioux Falls City Council will be asked to approve the 201418 Capital Improvements Program (CIP) budget. As in recent years, this edition of the CIP has a strong focus on infrastructure needs, with the priority being adding capacity and improving traffic flow while maintaining existing infrastructure.

The 2014-18 proposed CIP would invest $429.1 million in the next five years in infrastructure, facilities, equipment and other capital improvements. By comparison, the 2013-17 program budget was $386.1 million. Only the first year of the program would be incorporated into the 2014 budget.

Proposed capital projects for the 201418 plan are primarily funded (50 percent) by sales and use tax. User fees from utility

funds make up 26 percent, state loans from the South Dakota Conservancy District make up 9 percent, storm drainage fees collected for capital construction and improvements to the storm drainage system account for 4 percent, as do other sources like platting fees, federal funds and other financing. The Entertainment tax levied by the city accounts for 4 percent and currently funds the Arena, Orpheum, Convention Center and Washington Pavilion. These percentages are consistent with the previous two programs’ funding sources. Bond funds are proposed for two projects in the 2014-18 plan: $7.7 million within the public parking fund for a downtown parking facility and $11.7 million of cultural/recreation bond construction for a new indoor aquatic center.

Community Indoor Tennis Center (CITC)

Total 5-Year CIP Funding: $500,000

Funding Source: Sales Tax Year: 2013

The Community Indoor Tennis Center was a scheduled Community Appeals Campaign in 2013. The Chamber Campaign ($1 million) and City funds ($500,000) are part of a larger campaign to build a seven-court indoor tennis facility in northwest Sioux Falls. The CITC will be available for use by the public year-round. City funding is being used to buy equipment and construct improvements within the facility, with the City retaining ownership of the equipment and improvements constructed with these funds. The facility is expected to break ground this month.

Northwest Fire Station

Total 5-Year CIP Funding: $2.33 million

Funding Source: Sales Tax Years: 2013 ($173,250), 2014 ($2.2 million)

Department Project Priority: 1 (2014-18 CIP)

A new fire station is planned for northwest Sioux Falls near Maple Street and Marion Road. Design is being done in 2013 and construction will take place in 2014. Operating impact includes adding 15 employees with a total personnel cost of approximately $1.2 million. The fire station is necessary to maintain adequate response times and service levels to the northwest area of the city.

Family Park Improvements

Total 5-Year CIP Funding: $564,000

Funding Source: Sales Tax Year: 2013

More improvements at Family Park include permanent restrooms, city utilities, shelters at both gravel parking lots, and paving the trails around the ponds.

Dog Park

Total 5-Year CIP Funding: $497,000 (West Side)/$497,000 (East Side), $307,000 (Spencer Park Improvements)

Funding Source: Sales Tax 2015 (engineering and construction West Side, plus engineering for East Side), 2016 (East Side construction), Department Project Priority: 20-22 (2014-18 CIP)

Dog parks rated highly in a 2011 Recreation Needs Assessment, in which 50 percent of respondents supported adding more dog parks in the city. A proposed park on the west side of Sioux Falls would provide a fenced-in dog park and ease the pressure on Spencer Dog Park and would be designed and built in 2015. A comparable park would be built on the city’s east side in 2016. Beginning in 2014, designs would be completed to enhance the Spencer Dog Park, with construction of new lighting, dog agility equipment and replacing the restrooms in 2015-16.

SCHEELS IcePlex

Total 5-Year CIP Funding: $1.5 million

Funding Source: Sales Tax Year: 2013

The Ice Sports Association was a Chamber Community Appeals Campaign in 2013 (read more about the successful campaign wrap-up on pg. 19). The Chamber Campaign ($1.54 million) and City funds ($1.5 million) are part of a larger campaign to build a three-sheet ice facility and associated improvements as part of Phase 1. City funds will be used to purchase equipment or other improvements for the facility, which will be available for use by the public year-round. The new complex will accommodate hockey, figure skating and recreational skating usage.

River Greenway Improvements

Total 5-Year CIP Funding: $3.658 million

Funding Source: Sales Tax

Years: 2013 ($83,000), 2016 ($325,000), 2017 ($3.25 million)

Department Project Priority: 1 (2013-17 CIP), 2 (2014-18 CIP)

Phase 3 of the Greenway and Riverfront Master Plan calls for more improvements along the riverfront, in conjunction with private development. In 2013, the canoe launch area will be renovated, designed and constructed. Future plans could include concrete river walls, stepped edges into the river, accessible raps and step access to the Greenway, pedestrian bridges, widened bike trails, lighting and landscaping improvements.

Aquatic Facilities Development

Total 5-Year CIP Funding: $19.475 million

Funding Source: Sales Tax ($7.7 million), Bond Funds ($11.65 million)

Years: 2014 ($19.361 million)

Department Project Priority: 1 (2014-18 CIP)

The 2013 Citywide Aquatic Facility Master Plan, developed by a consulting firm, identified a need for an indoor water facility. The proposed project provides for design and construction of a large, indoor community aquatics facility, funded by a combination of cash and bond financing. The City Council must first authorize and adopt a bond ordinance and the selection of the site will be determined after the outcome of the April 2014 election. If the City Council approves the project as part of the 2014 budget, there would be time after the April election to start bidding the project late next year.

Prairie Green Golf Course Improvements

Total 5-Year CIP Funding: $1.72 million

Funding Source: Bonds

Years: 2012-13

The new two-story clubhouse at Prairie Green features 6,500 square feet on each level. It includes a large multipurpose room, an expanded pro shop, and a concession area accessible from inside and outside the building. A large patio area outside the building looks out to the 18th green. The lower level houses a small instructional area and the golf carts, enabling staff to complete cart maintenance inside the building and out of view. Prairie Green’s old clubhouse was moved and reused at the Kuehn Park Golf Course and the non-ADA compliant clubhouse at Kuehn Park was removed. The project was funded with revenue bonds that will be paid back from golf course revenue.

roads Summit? September is “Go Orange for Hunger Action Month.” This September, Feeding South Dakota is encouraging people of all ages to participate in Hunger Action Month. This nationwide movement is an effort to raise awareness about the issue of

hunger and encourage communities to take action. Feeding South Dakota will be kicking off the month of September by encouraging individuals and businesses to share the official ‘30 Ways in 30 Days’ calendar with family, friends, and coworkers and to host a food drive.

Every year, Feeding South Dakota provides an estimated 100,000 individuals across the state with emergency food assistance; almost half of those served are children or infants. The need is real. Families, children, and seniors rely on Feeding South Dakota to fill their hunger needs.

SCHEELS IcePlex completes successful Community Appeals campaign

A successful Chamber-approved Community Appeals campaign raised $1.54 million for the Ice Sports Association, bringing the SCHEELS IcePlex one step closer to opening its doors and opening up more opportunities for people across the region to participate in ice sports.

When completed in 2014, the SCHEELS IcePlex will be a three-sheet community indoor ice facility featuring warm viewing areas, seating, locker rooms, skate rental, offices, restrooms, concessions and paved parking. It will be a year-round, selfsufficient facility located on 11 acres of land provided by Sanford Health, part of the Sanford Sports Complex just west of the Sioux Falls Regional Airport.

An examination of Sioux Falls’ current ice facilities clearly illustrates the need. There are only two indoor ice rinks in Sioux Falls, both of which operate only certain months of the year. There is no ice available in the summer months, and the city currently only has one rink operational during the month of January — the heart of the youth skating season.

Ground will be broken on the site in the fourth quarter of 2013, with the date still to be determined. When completed, the facility will have more than $8 million invested, with Phase 1 operational by September 2014.

The SCHEELS IcePlex will be owned and operated by Ice Sports Association (ISA), a 501(c)(3) nonprofit corporation cofounded by Zueger; Greg Starnes, Woods, Fuller, Shultz & Smith PC; and and Ben Graham, Bell, Inc. Primary user groups will be the Sioux Falls Youth Hockey Association and the Sioux Falls Figure Skating Club. It will also be open to the public through expanded recreational skating opportunities, public open skate times, birthday and corporate parties, broomball leagues, adult hockey leagues, learn-to-skate programs and possibly curling and other competitive ice events.
