Permanent Height Cards Please sign up in the office if you are planning to be measured for a permanent height card. Date and times will be set during the show.

Health Documents To ensure the health of our ponies and follow Oklahoma State Animal Health Regulations, ALL equines enering the grounds must provide the following 2 documents: • A negative Coggins test performed within 12 months prior to the show dates. Dates and results of this test must be shown on the health certificate.

• A printed copy of a 30 day Health Certificate.

Certificate must be dated within 30 days prior to the arrival and issued by a licensed veterinarian from the state of origin.

Camping Camping reservations should be made directly with the Expo Square RV Park. The RV Park is located on the northwest corner of Expo Square.

Camping is $40 per night.

Stall Information All ponies must have a paid stall. Pony stalls and tack stalls are $195.

Stall Reservations Stalling will be assigned as entries are received unless you are a congress sponsor and have received priority stalling.

No stall placement is guaranteed.

Entries must be received together in the same envelope for stalls to be assigned together (if space is available). Stalling requests can be made on the official entry form, but cannot be guaranteed.

Arrival

Paddock Procedure

Barns will be open for arrival on Thursday, July 8, 2021 at 8:00am. ABSOLUTELY NO ARRIVALS BEFORE THIS TIME. Ponies WILL NOT be allowed to unload prior to this time. Please be respectful of this facility rule.

• Exhibitors must check in at the paddock prior to their class. The only exhibitors allowed in the paddock area are those that are in the class that immediately follows the class currently in the arena. A handler is permitted to be in the paddock area with the exhibitor. No cones are allowed in the paddock area.

• All individual work classes will have a working order.

The working order will be posted on the horse show tracker app. Show management will call exhibitors to enter the arena in their posted order of go. Show management reserves the right to make changes to the order of go as deemed necessary. In classes in which an order of go has been posted, and no conflicts have been reported to the paddock, entries not entering the arena for in their posted order of go are considered to have missed their class and will not be allowed to enter the arena to compete.

• Absolutely NO LONGING is allowed in either the paddock area or warm up area directly adjacent to the paddock except as a warm up for the longe line classes.

• Barn calls will be made as a courtesy for each class.

It is the exhibitor’s responsibility to arrive on time for their class.

Departure Facilities must be vacated by MIDNIGHT, Saturday, July 17th, 2021.

Check-In Procedure Stall locations will be posted on the POAC National Congress page on Facebook. Absolutely no arrivals until after 8:00am on Thursday, July 8, 2021.

Upon arrival, please promptly unload your trailer and then move to the designated trailer parking area or to the campground.

Measuring of ponies will begin at 8:30am on Friday, July 9 in the Mustang Arena. Please bring your pony, registration papers, coggins, and health papers for each pony and check in at the table. After measuring and inspection, you will receive the inspection slip. This inspection slip will need to be turned in to the office in order to receive your packet and back numbers. If your pony has a PHC, you will NOT need to bring your pony to the measuring area. Please present the pony’s PHC, registration papers, health certificate, and coggins at the table to receive your inspection slip.

Upon receipt of your inspection slip, you may complete your entries at the show office, located on the lower level of the Ford Truck Arena.

Sportsmanship Any person acting or inciting or permitting any other to act in a manner contrary to the rules of the POAC or in a manner deemed unsportsmanlike, improper, unethical, dishonest, intemperate, or prejudicial to the best interests of the POAC shall be reported to the POAC and subject to disciplinary procedures.

Class Information

Novice

Point Designation

Any youth participating in the Novice classes must meet the qualifications and complete the Novice Youth Eligibility Application.

Any youth and adult exhibitors riding the same pony must fill out a point designation form prior to the start of the show.

Any pony being ridden in POA pointed classes, in the same event type must fill out a point designation form prior to the start of the show.

Membership All exhibitors and owners must be current National POAC members in order to show at the 2021 POAC National Congress show. Members may join at time of entry.

NSBA membership for owners and exhibitors will be required for all NSBA classes.

High Points The list of high points is located on page 30. A listing of classes that count towards each high point are located on pages 31 - 35.

Any NEW pony/rider combinations assigned a back number after the start of the show will not count toward any high point awards.

9 & Under Division 9 & Under youth cannot cross enter between the w/j (w/t) and w/j/l (w/t/l) classes.

19 & Over/45 & over Exhibitors, if eligible, are allowed to cross enter between the 19 & over and the 45 & over division.

National points are only awarded in the 19 & over division.

Non Pro Any individual participating in a POAC Non Pro class must possess a Non Pro card issued by the POAC. An application must be filled out and sent in allowing up to 2 weeks for processing.

Any individual participating in the color breed non pro classes, must possess a non pro card issued by their respective breed association.

Breeder Classes Mare and Foal, Get of Sire, and Produce of Dam require an additional entry form that must be completed at the Show Office. Post entries are permitted for these classes without late fees. Entry Forms must be completed, paid for, and turned in before class 30.

Cuts/Order of Go All cuts and orders of go will be posted on the Horse Show Tracker app. If you miss your turn in the order of go or your cut without a direct class conflict and without notifying show management, you will not be allowed to participate in the class.

NSBA Dual Approved Classes Multiple classes are dual approved through the National Snaffle Bit Association for the POAC National Congress including: Open, Non Pro, and Youth Western Pleasure, Hunter Under Saddle, Trail, Yearling and Two-Year-Old Longe Line, as well as Youth and Non Pro Equitation, Horsemanship, Western Riding, and Showmanship. These classes are identified on the show bill. All NSBA dual approved classes will award a Champion and Reserve Champion Medallion. Open Futurity Classes including the Rebekah Trout Hunter Under Saddle Futurity, the McClaren Western Pleasure Futurity, and the Color 5 & Under Western Pleasure Futurity will receive a trophy for champion. Pony Owner and Exhibitor must be current NSBA members. A Certificate of Eligibility or Stallion Incentive Fund License in the current owner’s name is required for all futurity classes. Memberships and Certificate of Eligibility will be available for purchase in the show office.

Error/Omissions Shall a typographical or other error occur in this booklet, the correct spelling or meaning shall be stubstituted as the context applies.

NSBA Color Breed Division

POAC Novice Division

Horses entered in the NSBA approved color breed classes at the POAC National Congress must be a registered solid or overheight POA or registered with IBHA, PHBA, PtHA, ABRA, ApHC, or APHA. A solid bred/breeding stock is considered a color horse only if the sire or dam has regular registry papers with one or more of the following associations: APHA, ApHC, ABRA, IBHA, PHBA and POA. PtHA solid registered is not considered a color horse unless it is also registered with one or more of the aforementioned breed associations. (see NSBA Rule 71)

The POAC Novice Division is open to POAC youth members who meet the program requirements as of 1/1/21. All POAC Novice Division classes are Walk/Trot /Lope. Please fill out and submit the novice form found on page 20 of this book.

NSBA ownership rules will apply to each of the NSBA Color breed classes at the POAC National Congress. For clarification, please see Rule 64 b. Eligibility. If the horse is being leased, lease paperwork must be received by NSBA prior to competition. Leasee and owner must be NSBA members. Only 1 lease per horse will be recognized.

The total number of POA points earned in any equitation or performance classes on any and all ponies/horses exhibited must meet the following requirements: 1) less than 1500 points if applying while in the 9&under division 2) less than 1000 if applying while in the 10-18 division 3) less than 20 points earned in total from AQHA, ApHC, APHA, PtHA etc. Points earned in any small fry program will not count towards the 20 points 4) Leadline, Hunter in Hand, Longe Line, In Hand Trail, Timed Events, Youth Driving, Costume, Most Colorful and Halter will not count toward eligibility requirements.

Owners and exhibitors must be NSBA members.

NSBA memberships may be purchased at the show. All horses entered in the Color 5&under Western Pleasure Futurity must have an NSBA Certificate of Eligibility. This may be applied for at the show. An NSBA Pewter trophy will be awarded in this futurity class.

If you Walk Trot in the POA division you must Walk Trot in the Color Horse Division and vice versa. If you Walk Trot Lope in the POA division, you must Walk Trot Lope in the Color Horse Division and vice versa.

If you show in the Walk Trot Division, you must choose the WT Division Showmanship class, if you show in the Walk, Trot, Lope, you must choose the WTL Division showmanship class.

A non pro card is required, from the horse’s respective breed, to be eligible to show in the non pro division.

All classes with a “C” preceding the class number are part of the color division. All other classes listed on the show bill are for registered POA’s only.

See pages 31 - 35 to see the list of classes in each color youth, non pro and open division and the corresponding high point awards that are available.

Six classes are included in this division. (Showmanship, Western Pleasure, Horsemanship, Hunter Under Saddle, Equitation, and Trail.)

A High Point and Reserve High Point will be awarded in this division.

An exhibitor that has won a POAC National Congress championship, or a class championship in another breeds premier show (AQHA Youth World, ApHC Youth World, APHA World Show etc), in a non novice class is no longer eligible for the Novice division.

POAC Youth Walk Trot Division The Youth walk trot classes are open to eligible POAC registered ponies and 18 & under exhibitors that meet the requirements listed in the walk trot program rules on the POAC website.

Six classes are included in this Division. (Showmanship, Western Pleasure, Horsemanship, Hunter under Saddle, Equitation and Trail. A High Point and Reserve High Point will be awarded in this division. Exhibitors may also enter Halter, Hunter In Hand, Yearling/Two Year Old In Hand Trail, Yearling/Two Year Old Longe Line, Driving, Timed Events, and Costume Classes.

Exhibitors may not cross enter into the corresponding lope class within the same show.

FUTURITIES

ALL FUTURITY & STAKES ENTRIES DUE BY 5:00PM THE DAY PRIOR TO THE CLASS All futurities & stakes pay out:

First Place - 40%, Second Place - 30%, Third Place - 20%, Fourth Place - 10%, and awards for 1st - 10th place Additional awards and added money for the highest placing youth and the highest placing Non Pro in the McClaren Western Pleasure Futurity, the Rebekah Trout Memorial Hunter Under Saddle Futurity and Color 5&Under Western Pleasure Futurity. NSBA winners in these 3 Futurity classes will receive an NSBA Pewter trophy.

Facility Rules Parking and Trailer parking Due to move-in congestion, please limit unloading time as much as possible. Trailers must be parked in designated secured trailer parking after unloading.

Fire Safety The use of electric, flame, or space heaters or air conditioners is prohibited in the barn area. Blocking access to, moving from grade level, and covering electric boxes is prohibited by the National Electrical Code.

Dogs and Pets Owners assume all liability for any pets brought to the show. All pets must be on leashes while on the grounds. No pets of any kind are allowed in the arena or make up arenas at any time. This also includes the concourse area in the show arena. As a courtesy to fellow exhibitors, pet owners are required to pick up and dispose of ALL animal waste.

Signs and Advertisements Bulletin boards are provided for the posting of signs, advertisements, and posters. Any sign posted on a painted surface is strictly prohibited

by Expo Square. A fine will be assessed for any violations.

Bikes, Scooters, Golf Carts Bikes, Scooters, Golf Carts, etc. must be parked on the street or in designated parking areas only. No bikes or scooters allowed in any entryways. Absolutely NO bikes or scooters allowed in the show office area, trade show area, or on the concourse of the Ford Truck Arena.

Wash Racks Animals are to be washed in wash racks only.

Bathing of animals in stalls, walkways, streets, or any other area is prohibited.

Soiled Bedding All soiled bedding must be disposed of in designated bins only. Please do not put bedding in trash cans.

Stall Area & Decorations The use of stickers on stalls and stall card holders is prohibited. Please utilize the stall card holders by using a 5”x7” card that will easily slide into the holder. All decorations must be attached using temporary set-ups and must be removed by the decorator prior to move out. Use of nails, tacks, or any similar material is prohibited.

Please exercise common courtesy and sensible judgement in regards to the placement of chairs and items that may block aisles.

No aisles may be closed off.

Show management reserves the right to ask any person whose equipment or decorations are creating a dangerous situation to move such items.

No smoking allowed in any of the barns or buildings.

Boot Scramble Saturday, July 10 after the Grand Entry - Ford Truck Arena Join us for a hootin’, hollerin’ time in the boot scramble race! First one to cross the finish line with both of THEIR boots on after digging through the pile, will be crowned the boot scramble winner and receive a $100 Cavendar’s gift certificate. Runner up will receive a gift basket.

2021 Pony Of the Americas National Congress 2021 Versatility Competition Thursday July 15, 2021 • Limited to the first 25 Pre-paid entries • Entry Fee - $75.00 • Open to riders 18 & under. No rider may show more than one pony.

• Entries received after the 25 spots have filled will be refunded.

• Each entry must show in all four (4) events. Versatility Pattern, Hunter Under Saddle, Western Pleasure, and Barrels.

• Each event will be judged in accordance with the POAC Offical Handbook.

• Ten (10) placings will be selected and awarded at the conclusion of each event.

• All necessary tack or appointment changes will be made in the arena. Each entrant is allowed 2 assistants for tack changes. Changes must be made within the five-minute interval between events. Removal of attire or tack before the five minutes start will result in elimination. No pony will be permitted to leave the ring after the Hunter Under Saddle event begins.

• There will be a meeting prior to the competition to review rules and procedures and determine running orders for the Versatility Pattern & Barrels. This mandatory meeting will be held at the conclusion of the show on Wednesday, July 14.

• The show committee cannot be responsible for lost or stolen items. All equipment must remain in personal cart at all times with the exception of saddles. Saddles not needed for certain changes can be left in the designated cart area. SADDLES ONLY. • Points will be awarded based on placings in each event. The winer of the versatility competition will be the pony accumulating the most points in the four (4) events comnbined. In the event of a tie, the following tie-breakers will be used in this order until the tie is broken - 1: Pony placing in the most events. 2: Pony winning the most events, then most seconds, etc. 3: Entry with the fastest time in Barrels.

• Unacceptable behavior and/or abusive treatment towards exhibitor’s horse or other exhibitors will result in immediate elimination.

I agree that these entries are made at my own risk and subject to the rules of this show and of the National POAC. I agree for myself and my representatives to be bound thereby. I further agree to assume and accept full risk of injury or damage to myself or property that may be sustained at the show. I waive any cause of action that I might or could have by reason of said damages to myself, my family or property against the facility owner, the POAC Inc. or any of the officers, directors or members of said association. I further agree that the POAC Inc. show manager has the right to interpret all questions or conditions in regard to dispute regarding interpretations of the proper color or height to show. No entry fees will be returned except by proper official certificate of illness of pony or rider by veterinarian or physician. Refunds issued with proper documentation will include only paid class fees minus a $15 processing fee if a veterinarian or physician submits an injury/illness report to POAC. I have read and understand all show rules and rules pertaining to this show from the Official POAC Handbook, supplements, and entry form information provided and have completed all necessary designation forms that are required for my entries. Every entry at this 2020 National Congress Show shall constitute an agreement and affirmation that all participants authorize the POAC (and/or any video company, agent, photographer or other individual or any entity authorized by the POAC to attend and photograph, tape or film this event) to market, sell, transfer, assign or otherwise make use of any photographs, likenesses, films, DVD, broadcasts and audition tapes (collectively the "Photo Rights") taken of the ponies, participants and any other aspect of the Congress Show while on the grounds of the show facility where the Congress Show is being held without compensation to any of such participants by the act of limitation, any claims to invitation of privacy, slander, libel, copyright, trademark or other intellectual property infringement, right to no publicity and similar claims.

Presentation of a signed entry blank, the first entry into the show ring as a participant, shall be deemed an acceptance of this provision. Further, any participation in the 2020 POAC National Congress Show shall be deemed to be acceptance of this provision. I further agree to cooperate fully and assist with any blood collection from my ponies, should they be selected for drug testing at this event, and have read and understand the current POAC Drug Rules in the POAC Official Handbook.
