City receives high marks in survey
Once again, the city received high marks from residents in our 2025 community survey. This latest survey, conducted by Polco, shows that 96% of residents rate the quality of life as either excellent or good. This places Shoreview as the top city in 20 of its local peer cities that Polco has surveyed.
These results continue a long-standing trend of high satisfaction rates that dates back to the late 1980s. Shoreview outperformed the national and local benchmark cities in the below areas (% excellent or good):

A Year of Progress for Shoreview
As we dive into 2026, I'm excited to kick off this year with a new feature in ShoreViews. Each issue, I’ll be sharing thoughts and updates on a variety of topics that the city is working on. You can also see more of my letters in the Shoreview Press each month.
For my first feature, I wanted to take time to reflect on the past year and review some of the city’s accomplishments. While our communications team highlights many activities throughout the year, there are also important yet less visible efforts happening every day. I’ll share some here but the full 2025 year in review is available at shoreviewmn.gov.
If you’ve visited city hall recently, you may have noticed a fresh look in some areas. Offices were renovated for the first time since the building opened 35 years ago. The new design has more shared spaces to promote collaboration, which helps us support our residents better.
Our technology staff continues making upgrades across city facilities. These improvements strengthen network security, support safety initiatives, and protect the city from costly cyber threats.
The community center also celebrated its 35th year. Meeting room and pool cabana rentals remain popular, and expanded marketing efforts have helped increase annual memberships.
We kicked off the city’s park system master plan with major projects at Bobby Theisen and Commons parks. The Bobby Theisen project included a new park building with restrooms and meeting space, court and soccer field renovations, a new playground, and more. A new park building with restrooms, expanded seating, and grills was added to Commons Park.
Housing and economic development remain critical to Shoreview’s long-term success. A major development was the Seven Lakes project, which was completed last year. This project brings Binks corporate headquarters and Fairview Health Services to Shoreview. PaR Systems, an existing Shoreview company, was also able to expand in this area. All three 150,000-square-foot buildings are fully occupied. This strengthens our tax base, supports high-quality jobs, and reinforces our reputation as a desirable place for business growth and investment.
The new Lake Johanna Fire Station is scheduled for completion mid-summer. Despite increasing call volumes, the department continues to maintain a median response time of just over five minutes.
Public works carried out essential infrastructure work, including snowplowing, sewer cleaning, water delivery, tree removal, and water main repairs. They also continued with several environmental projects like installing a solar array at our maintenance facility and hosting recycling events.
2025 Caring Youth Award Winner: Charlie Neuman
Charlie Neuman received the 2025 Caring Youth Award in November 2025. This annual award, created by the Shoreview Human Rights Commission, reminds us that anyone, no matter their age, can help form the foundation of our community.
As a senior in high school, Charlie's commitment to service has grown from helping neighbors as a child to becoming a deeply engaged community leader today.
At Flaherty’s Arden Bowl, Charlie is known not only for his hard work but also for his steady mentorship of young bowlers in the junior league. He brings that same energy to his roles on the Shoreview Community Foundation’s youth advisory board and the city’s parks and recreation commission, where he ensures that youth voices are part of important conversations.
Charlie has also made a meaningful mark at school by tutoring peers, contributing to curriculum updates centered on Native American history, and even testifying before Congress on ethnic studies. As a standout Academic Decathlon competitor, he has earned three Minnesota State Championships and the 2025 national individual title. When his team faced uncertainty, Charlie stepped forward to lead study sessions, recruit new members, and keep the program strong.
When asked what his favorite part of volunteering is, Charlie noted that it’s hearing great ideas that those he volunteers with have.
2025 Shoreview Citizen of the Year: Gene Nichols
A long-time Shoreview resident, Gene has truly made our community his home through his incredible dedication and service. For nearly 11 years, Gene has been an active member of the Shoreview Human Rights Commission— now serving as co-chair—where his leadership and compassion have helped shape important local initiatives.
Gene’s commitment to public service reaches far beyond Shoreview. He also lends his time and expertise to several organizations, including:

• MDH Maternal & Child Health Advisory Task Force
• Face2Face, Secretary Board of Directors
• Association of Non-Smokers–MN, Board of Directors
• Tobacco-Free Alliance, Co-Chair Board of Directors

• Past member of the Shoreview Community Foundation and Ramsey County Community Health Advisory Committee
One of Gene’s most impactful contributions has been his tireless advocacy to protect youth from tobacco addiction. He has testified at the city, county, and state levels in support of policies that safeguard children and teens—playing a key role in Shoreview’s decision to ban flavored tobacco products.
When asked what advice he’d offer to someone looking to get involved, Gene shared: “Get to know the mayor and city council, follow what’s going on in the city, and apply for a board that meets your interests.”

PFAS are a family of nearly 5,000 chemicals that do not break down and are pervasive in the environment. In 2021, several Minnesota state agencies came together to publish the PFAS Blueprint, which identified potential paths forward to prevent, mitigate, and clean up PFAS pollution across Minnesota. This presentation covers the progress made in the time since publication.

The program is a new way for residents of Ramsey and Washington counties to recycle food scraps from home! 2026 Annual Tree Sale

Residents can purchase up to 3 trees and 5 shrubs per household at wholesale prices. Watering bags are available for purchase with the purchase of a deciduous tree; one watering bag per deciduous tree can be purchased. Watering bags are not suggested for evergreen trees or shrubs.

Chokeberry
A cultivar of the native black chokeberry in a compact form. Small, white flowers in spring; dark green leaves turn red-gold in fall. Small clusters of black berries. Will spread by suckers.

Tree Watering Bag
The tree watering bag is a slow release watering system for trees. One watering bag holds approximately 20 gallons of water and drips 6-10 hours with two holes open, reducing watering frequency by 50% and reducing transplant shock.

This dynamic, 6-week fitness program is designed to get you ready and feeling your best for summer! Focusing on building strength, improving cardiovascular health, weight loss, and boosting confidence, the “Shape Up For Summer” class incorporates a 40-minute workout each week to sculpt your entire body. Basic nutrition coaching will be provided to help you meet your fitness goals.

Learn about the Swedish immigration in Minnesota. Keep an eye out for barn quilts and statues of Dala horses as you make your way through the rural countryside around Scandia. Your tour guide, Doug, has incorporated a variety of historic sites on this riding tour. Some potential stops are Swedish farmsteads, churches, cemeteries, schools, or museums. (Some sites are managed by volunteer organizations or are family operations that are subject to last minute changes.)

Rhythm Kids
Music Together’s Rhythm Kids is an energetic drumming–based music class for children ages 5 to 8, featuring weekly sessions filled with singing, movement, and rhythms from global musical traditions like West African Gahu, Japanese Taiko, and Brazilian Samba. Personalized high-quality tennis instruction for players who want to improve their court game. Summer rec soccer and t-ball/baseball leagues
Our leagues are held in collaboration with Arden Hills, Mounds View, New Brighton, and Fridley. Teams will have one practice and one game each week. Summer Discovery
Summer Discovery provides a fun and safe summer camp environment for your child. This program includes 11 weeks of childcare with the option to register for a specialty week. Select from three, four, or five days per week.

Nature Art & Science Camp
Kids will learn about art mediums through nature and how it connects to different science principles through our activities. Depending on the weather some of the activities we may do are making charcoal sticks, paint & dye color science, fiber weaving, animal footprints, and more! Kids will benefit from being able to creatively express themselves while also learning about art, science, and history. This class is a mixture of indoor and outdoor activities so make sure kids dress for the weather and wear closed-toed shoes! Kids will be able to take home most of their creations. Outdoor Survival Camp
Kids will learn survival skills through fun games and activities. They will leave knowing a wide variety of outdoor survival skills like the rule of three, how to signal for help, shelter engineering, fire science and safety, treating water, orienteering, and more! Plus, at the end of the camp they will get the chance to test out all their skills in a survival scenario and graduate from Survival Camp! The skills are not only great for a lost/survival situation but also for camping and outdoor excursions as well as teaching kids’ confidence, self-reliance, teamwork, and problem solving. Rhythm Kids Summer Camp
If your child loves music, our exciting summer camp is perfect for them! Over four mornings, children will explore music through drumming, singing, dancing, and creative art projects, inspired by global musical traditions. Green and White Volleyball Camp
Come join local high school coach, Tom Weko, for two weeks of learning the game of volleyball. Players will be grouped by grade and playing ability with a maximum 8:1 player to coach ratio. Fundamental skills will be taught based on age and ability. Contests and games will be held daily. Participants should bring knee pads, wide wristbands (optional), a water bottle, and a great attitude. Participants will receive a t-shirt.
