2025 BUDGET MAINTAINS ESSENTIAL SERVICES
At the September 15 meeting, the city council adopted a preliminary 2026 tax levy of $18,902,796. This is an 8.65% increase from 2025.
The preliminary tax levy and corresponding capital budgets are designed to maintain essential services and programs including:
• Public safety (Ramsey County Sheriff and Lake Johanna Fire Department)
• Maintaining existing services, programs, and infrastructure
• Park maintenance and improvements
• Building inspections
• Community and economic development
• Community center operations and recreation programs
Value-added services
The increase in the city tax levy is mostly attributed to fire services, including a new fire station, police services, investment in current staff, and new positions to accomplish city council priorities.
There are three new positions included in the 2026 budget for fire services. These positions are important to maintain the expected level of service. There is also a tax levy for the new fire station. The increase in police services is primarily related to the negotiated police contract. The contract better aligns the police wages to be more competitive with other departments. The budget includes investment in the city’s current staff, after a compensation and class study was completed in 2024. Maintaining high-level staff is necessary to keep city services running smoothly. Lastly, there are three new proposed positions in the 2026 budget:
• A sustainability intern to assist with the city council's sustainability goals, including developing a climate action plan and implementing the energy action plan.
• A part-time recreation coordinator to help expand recreation offerings and address the needs of Shoreview’s changing demographics by fostering inclusive, responsive programming that reflects the diversity of our community.
• An executive assistant to take on many of the dayto-day clerical duties currently performed by the city manager and assistant city manager. This will enable them to focus on the strategic priorities of the organization.
The tax levy will have an estimated city tax impact of $11.72 per monthly on the average value home.
A budget public hearing is scheduled for Monday December 1 at 7 pm in the city council chambers.

• Provides guidance on the management of Snail Lake.
*The city is now taking applications for these groups. All openings are for February 1, 2026 - January 31, 2029. We also have student openings for the bikeways and trails committee and environmental quality committee. Students must be a sophomore, junior, or senior and live in Shoreview or attend one of our three high schools. Student terms are through graduation.

A new chapter in advanced manufacturing has officially begun in Shoreview. Binks, a leader in fluid handling technologies, celebrated the grand opening of its new 120,000-square-foot global headquarters on July 15.
The event was a milestone for the company and the Shoreview community, reinforcing the city’s reputation as a hub for innovation, talent, and technology-driven growth.
“Shoreview was selected for its access to the marketing, product development, and electronic manufacturing talent needed to deliver Binks’ technology-forward strategy,” said Fred Sutter, CEO of Binks, in a July 15 press release.
The state-of-the-art facility consolidates Binks’ former locations in Blaine and Oakdale into one dynamic site, now serving as the company’s Controls Center of Excellence. The move allows Binks to centralize product design, development, and advanced manufacturing operations in line with their mission to power the smart factories of the future. It follows the company’s purpose-driven philosophy, “The Binks Way,’ to empower employees, accelerate innovation, and ensure customer-focused decision-making.
The new facility features cutting-edge automation, including advanced powder coating and painting systems, designed to scale production capacity tenfold. With jobs spanning CNC machining, electromechanical assembly, product development, and more, Binks is creating highly skilled career opportunities that strengthen Shoreview’s local economy.
The Binks facility is located at the Seven Lakes campus, where Deluxe offices were until 2020. The 50-acre site has several new office and industrial buildings under development and many already leased.
In addition to its headquarters in Shoreview, Binks maintains a strong national footprint with operations in Tennessee, and Michigan, and continues expanding globally across Europe and Asia.
Shoreview Down Payment Assistance Program for New Home Buyers
New home buyers in Shoreview can qualify for up to $30,000 in down payment assistance. Low-interest loans are available for homes under $425,000.
Amortizing: For buyers with incomes below 120% of the Area Median Income, you can get up to $30,000, with low interest, paid back in monthly payments.
Due on Sale: For buyers whose incomes are at or below 80% of the Area Median Income, up to $20,000 is available in a due-on-sale loan with 0% interest and no payments, paid back when the home is sold, transferred, or no longer owner-occupied. Additional funds, up to a combined total of $30,000 may be used.
• Applies to single-family homes, townhomes, duplexes, and condominiums within Shoreview city limits.
• Property must be owner-occupied as a primary residence.
• Purchase price may not exceed $425,000.
• Buyers must attend homebuyer education.
• Buyer may not have owned a home within 3 years.
• $25 application fee
• There must be a minimum contribution of 3% of the purchase price paid by or on behalf of the borrower.

Applications for a new license must be submitted before January 1. Licenses can be renewed if the property is up to code, the utility bill is current, and no conduct issues are not present.

Shoreview is home to a new ground-mounted solar array! Installed this summer next to city maintenance facilities and Hwy 96, this project adds solar to help power our buildings and benefit our community now and into the future.
Shoreview is one of 18 local governments across the state to receive grants from the Minnesota Department of Commerce Solar on Public Buildings Program to install solar power. The grant covers about 60% of the costs and the city will receive a 30% credit through the federal direct pay tax credit. Cedar Creek Energy installed the 100 panel system in August.
Benefits of the Solar on Public Buildings Program:
• Adding solar reduces energy costs.
• Our local economy benefits from investments made in expanding our energy infrastructure, and from adding clean energy jobs, like solar installations.

Sarah Larson Lilac Lane
Sarah started with native and pollinator friendly plant gardens in her backyard. This year she replaced a section of their front yard with native plants. The newest garden is already established and full of yellow and orange blooms. And she’s already planning where to put the next garden. So far, she’s converted 58 square feet from lawn to gardens with 102 native flowers and grasses.
Five years ago, Deb received a grant to install a curb cut raingarden. The Masters live at the end of the block where rainwater used to come rushing down the gutter carrying debris and pollutants into a storm drain that discharges directly into Kerry Pond behind their house.
Now, the first flush of water is diverted into the raingarden which filters the water before it enters the groundwater. The plants are well established and create a beautiful space that provides habitat for countless pollinators.
Jaana Iverson Bridge Street
Jaana saw an opportunity to spread her love of flowers beyond the retail plant store where she used to work. Her parents have a corner lot that was all grass along the boulevard. Over the past few years, she has turned it into a stretch of flowers, vegetables and plants that attract the attention of neighbors who ooh as they walk by, and of butterflies and other pollinators who visit for a meal or a rest.

Reducing Salt Use at Home
Have you ever gotten ocean water in your eyes or mouth? It’s not a very pleasant feeling. While it can be fun to visit the salty ocean, here in Minnesota, we want to keep salt out of our waterways. Using excess salt harms plants and animals, pollutes our water, damages buildings, and corrodes vehicles, roads and bridges. Once you put salt down, it doesn’t go away. Instead, it travels into our lakes, rivers, streams, and wetlands, putting aquatic life at risk and endangering our freshwater resources. Salt also alters the composition of soil, slows plant growth, and weakens the concrete, brick and stone that make up our homes, garages, bridges, and roads.
An easy way to reduce salt use is to use grit instead! Grit provides traction on slippery surfaces and can be swept up and reused for years. Watershed districts and management organizations are working with a variety of vendors to provide free grit to residents throughout the Twin Cities metro area. Follow the tips below if you use salt on your driveway or walkway:

• Salt is more effective and less is needed when used after clearing snow Choose the right product

• A standard coffee-sized cup of salt is often enough to cover a typical driveway

• Salt on dry pavement is not doing its job and can be swept up to use again

Located nearby in Roseville, the facility opened this year with regular hours Tuesdays through Saturdays. When thinking of holiday gatherings and gifts, consider ways to reuse and cut down on waste. REMOVE ASH TREES NOW
Now is the time to make a plan for removal of your ash tree if you have not been treating it. Property owners are being asked to remove untreated ash trees on private property by the end of 2025.
Ash trees are being infested by emerald ash borer (EAB), an invasive insect that attacks and kills ash trees native to Minnesota. Treating ash trees with an insecticide trunk injection is effective when it is started early as a preventative strategy. Most trees that have not already been treated are too heavily infested for treatment at this time.
Tree companies doing work in the city are required to have a city license which provides proof of liability insurance. The city does not have funding to assist with tree removals on private property

Learn To Play Mah Jongg
Retired teacher and avid Mah Jongg player, Tarri Lavine, will bring you into the world of Mah Jongg. Mah Jongg helps maintain good brain health, memory and opportunities to socialize. Mah Jongg is similar to Gin Rummy but played with tiles instead of cards. Tiles and handouts provided.
Beginner Mah Jongg
Learn rules, strategies and etiquette while playing the game. The class will be taught using previous National Mah Jongg League cards.

AARP Smart Driver
AARP trained volunteer instructors teach you techniques for safer driving. Most insurance companies offer discounts for completing the class, which must be taken every three years to maintain the discount. The eight–hour course is no longer required.

International Holocaust Remembrance Day
Ken Engel will share the story of his parents who survived the Holocaust. The stories of Holocaust (Shoah) survivors transcend time and remind us of the constant need to be vigilant citizens and to stop injustice, prejudice, and hatred wherever and whenever they occur.
Ken is an active member of the Jewish Community Relations Council of Minnesota and the Dakotas. He leads training for survivors, children/grandchildren of survivors, community activists and lay members on how to effectively and comfortably share their stories. He serves as Chair of CHAIM (Children of Holocaust Survivors Association in Minnesota) and as a council member of Generations of the Shoah International, the world’s largest Holocaust survivor family organization. Passionate about remembrance and education, Ken is dedicated to ensuring future generations understand the history and lessons of the Holocaust.

Kids Corner Preschool offers full-day pre-kindergarten and half-day preschool classes to help your child start their learning journey. With a mix of fun games and drills, this class will help participants gain the strength and confidence to stand on their own while introducing preliminary skating moves and techniques.
Snowplow Sam | Ages 4 – 10
Participants will learn to skate in a safe and fun environment. This class introduces preliminary moves that will help develop the familiarity, coordination and strength needed to maneuver on skates.
Levels 1 – 3 | Ages 6+
Our leveled classes encourage participants to trade in hesitation for excitement as their confidence grows with each stride. Participants will focus on skills that build their agility, balance, coordination and speed.
Helpful tips for skaters: lace skates more snugly in the middle of the shoe than at the top or bottom for best support. Skates should fit correctly – don’t use skates that are too big. Keep the blades sharp. Wear one pair of light weight wool or synthetic socks. Cotton socks are not suitable for skating. If a child does not meet the basic requirements of the level registered for, the instructor will adjust the child’s level.
Helmets and skates: for safety, all participants are required to wear helmets. Bike helmets are acceptable. Helmets and skate rental are NOT available at the rink.
