hezidao, which began as an alluvial plain formed by t h e co nf l uen ce o f t h e Keelung and Tamsui rivers, was flooded for three days in 1963 during a severe typhoon that passed through Taiwan's landmass, resulting in a long-term restriction on development in the area by the Taipei City Government.

The passage of Typhoon Geleli, coupled with the intrusion of seawater during the high tide, and the large flood discharge of the reservoir, caused Shezi Island to be submerged in the water for three days.

As a result of the release of the Taipei Area Flood Control Plan, the Shezi Island was assessed as a flooding area and a development restriction order was imposed for a period of time until now.

1970

The embankments on both sides of the Keelung River are constantly being raised, claiming that they can meet the standard of protection against the 20-year flood frequency.

The new mayor proposed a new planning plan and held a referendum on local residents. Nearly 35 percent of residents voted for a new development plan. However, whether the low turnout rate can reflect the needs of residents remains to be determined.

2011 The New Taipei Area Flood Protection Plan was released. The area is planned to meet the 200-year flood protection standard by raising the embankment to 9.65 metres and raising the ground level of Shezi Island to 8.15 metres. It is estimated to cost $70 billion, with 16.2 million tonnes of fill, and will take 14 years.

A

report predicts that the low-lying Shezi Island will be the first area of Taipei to be inundated by 2050 due to rising sea levels.

Located on the edge of Taiwan's capital city, the area was restricted by the government after a severe typhoon in the 1960s caused flooding, and now there is a clear development gap between the Shezi area and the highly developed city of Taipei. It is now 50 years since the government didn't proposed a comprehensive development plan, and the area is plagued by inadequate infrastructure, poor transport links and unauthorised buildings.

he area is not suitable for general high-intensity development due to the frequent flooding risk. On the contrary, assuming that Shezi Island will be inundated and uninhabitable by 2050, this design aims to propose a new plan for Shezi Island that will transform the area into Taipei's largest landscaped green open space, where the plaza can be used for leisure and recreation, and where it can function as a flood storage pond to absorb transient rainfall and mitigate severe flooding in the event of a flood.
