Who is Leading Milwaukee’s Black Lives Matter Movement?

The movement grapples with limited resources and organizational challenges ::BY EVAN RYTLEWSKI

lack Lives Matter started in 2013, as an online campaign in the wake of George Zimmerman’s acquittal for the Trayvon Martin shooting. It wasn’t until a year later, however, with the April 2014 police shooting death of Dontre Hamilton, an unarmed 31-year-old man sleeping in Red Arrow Park, that the movement truly took root in Milwaukee.

Since then the city has repeatedly found itself at the center of the national debate about law enforcement’s treatment of black men and women. In August 2016, the conversation intensified following the fatal police shooting of 23-year-old Sylville Smith, which led to two nights of violent unrest in the Sherman Park neighborhood and fires that torched eight businesses. Those burned buildings serve as daily reminders of the turmoil. Meanwhile, Milwaukee is also the home base of one of Black Lives Matter’s most outspoken antagonists, Milwaukee County Sheriff David Clarke. A frequent Fox News guest and a speaker at the 2016 Republican National Convention, he’s labeled the movement a hate group and “the enemy,” and even likened it to ISIS. Yet, for as deeply as the movement resonates here, unlike Chicago, Detroit, Minneapolis, Cleveland and even Kalamazoo, Milwaukee doesn’t have its own official Black Lives Matter chapter. Instead, the cause has been picked up by a network of loosely allied organizations, activists and faith groups, all working toward similar goals, but not necessarily with the same priorities. Contrary to the image that detractors like Clarke present of Black Lives as a top-down political operation, in Milwaukee, at least, the movement is about as grassroots as it gets. Every organization involved is free to break ranks or fine-tune its messaging as it sees fit.

That decentralized structure comes with some tradeoffs, though. As evidenced by a sold-out racial justice summit last weekend at Alverno College—presented by the Wisconsin Unitarian Universalists and featuring organizations as varied as Milwaukee Inner-city Congregations Allied for Hope, America’s Black Holocaust Museum, the ACLU, RidRacism MKE and Ex Fabula—the movement has plenty of community support, yet many of its key players are working around scarce funding and organizational challenges.

The energy around Black Lives Matter is abundant, organizers say. The resources to capitalize on that energy, less so.

Red Arrow Park’s Wake-Up Call

If there’s an unofficial face of Milwaukee’s Black Lives Matter movement, it’s Maria Hamilton, Dontre’s mother. After her son’s death, she founded the organization Mothers For Justice, and has become a kind of firstline responder following police-involved shootings, speaking on behalf of the victims’ bereaved families. It’s a life she never expected, but one that she adjusted to quickly.

Along with other mothers of police shooting victims, last year she campaigned with Hillary Clinton and spoke at the Democratic National Convention. Her son Nate, meanwhile, cofounded the Coalition for Justice, which has led peaceful protests throughout the city.

Dontre’s family members weren’t the only ones mobilized by his death, however. The Red Arrow Park shooting served as a wakeup call for citizens from all corners of the city, including Markasa Tucker, a member of the Coalition for Justice and the lead organizer for UBLAC (Uplifting Black Liberation and Community), a coalition of women and trans activists.

Tucker says UBLAC is focused on creating awareness, and giving people the tools they need to create political change. “Some people are not politically engaged,” she says. “They don’t know what their county supervisors do, or what their aldermen do. We want people to know we have the power to put these people in office and work for us.”

Although she speaks with the fluency in social justice issues of a lifelong organizer, Tucker only became active in the cause after Dontre’s death. It has since become something of a full-time job for her—behind motherhood and her actual, paying 9-5 job. “It gets dicey,” she says of her schedule, explaining that many of her peers in the movement face the same challenge. “Let’s say an activist works at a school,” she says. “During the day they’re a teacher, and during the afternoon they’re an activist, but because they have a full time job their capacity is reduced.”

Since funding for community organizations is already scarce, and since many organizers work out of their own pocket, Tucker believes it’s unlikely Milwaukee’s civil rights groups will ever come together under a completely unified umbrella.

“We would love to see a central body that can come together and connect people,” Tucker says. “That’s always been a challenge in Milwaukee. People try to do it, but there are so many issues here that we have to deal with that people get stuck on the one issue they are working on, whether it’s trying to feed people, addressing criminal justice reform or working on youth outreach. There hasn’t been the research or the funding to try to pull together one organization to do all that work.”

Fred Royal, president of the Milwaukee chapter of the NAACP, sees the movement’s problem less as a leadership vacuum and more as a leadership traffic jam. “I think that is part of Milwaukee’s challenge, that we have a lot of folks that want to be leaders, and we don’t have enough folks that want to collectively rally around issues without being out front,” he says.

The Milwaukee NAACP has been leading its own push to improve relationships between police and the black community. Along with more than a dozen local organizations calling themselves the Community Coalition for Quality Policing (CCQP), the group has requested that the Milwaukee Police Department adhere to a problem-oriented approach to policing, which encourages data-driven police tactics and working with the community to fix the root problems of crime hotspots. “If you can’t get buy-in from the organization that is charged with enforcing public safety, then you’re kind of at a standstill,” Royal says.

Royal describes the CCQP’s conversations with the police department as a negotiation, and says so far it’s been a cordial one. “They’re receptive to the idea of having community input on a public safety plan,” he says, “and they’re very receptive to improving police-community relations.”

Milwaukee Police Chief Ed Flynn has endorsed problem-oriented policing, but the CCQP’s hope is to have the department assessed by Michael Scott, Director of the Center for Problem-Oriented Policing, to see how effectively and faithfully it’s implementing these practices.

“Our police chief feels that he is doing problem-oriented policing and says he’s getting recognized for it, so he feels like he’s going above and beyond,” Royal says. “That’s why we want to bring in Michael Scott to verify whether he is or not.”

Where White People Come In

Presciently, the First Unitarian Society of Milwaukee purchased two Black Lives Matter banners. The first was stolen shortly after the congregation hung it in early 2015. The second one was slashed at the cords, but not so badly that it couldn’t be re-hung. The church raised it to prevent vandals from getting at it again.

The congregation didn’t make the choice to endorse Black Lives Matter lightly, explains Mary Devitt, the Justice Building Innovator for Black Lives Matter through the National Unitarian Universalist Service Committee (yes, she knows her title is a mouthful). Some First Unitarian members had marched with the Coalition of Justice, and a few had been arrested at those protests, but it was only after considerable discussion that the predominant-

ly white church opted to take an official stand on the issue.

“So we made the decision to work within the white community for education on antiracism,” Devitt says. “We find a foundation in the theology, values and principals of our Unitarian faith, which believes in justice and dignity for all lives. Of course, we would never say ‘all lives matter,’ but if all lives are ever going to matter, then black lives need to matter, and right now they do not have the same value in the country given the way they are treated by the system.”

Their outreach requires a stomach for uncomfortable conversations. “I think there’s a lot of fear,” Devitt says. “We’ve been addressing that in our workshops. It’s a lot of different kinds of fears, including fear of the unknown.

If you live in a community like Milwaukee with the kind of segregation we experience, people just don’t have familiarity with people who don’t look like them.

“And people are afraid to be clumsy, to say the wrong thing, or to make things worse,” Devitt continues. “They’re afraid of being confronted by very righteous anger and what to do about that. They’re afraid of being confronted by their own imperfections and injustice, and having to learn that maybe they’re not as good as they hoped they were.”

Perhaps the most important thing about being a white ally to Black Lives Matter, Devitt says, is not making the movement about yourself. “White people are not leading the cause, nor should they be,” she says.

It was at the request of black leaders that organizer Stephanie Roades started a local chapter of Showing Up For Racial Justice (SURJ), a predominantly white group aligned with Black Lives Matter. The benefits of having a separate group are two-fold: It spares black organizations the burden of having to educate white people—and, let’s be honest, having to continually re-explain the distinction between “black lives” and “all lives”— while also giving white allies a safer forum to be more open about their own thoughts and biases, even if it means putting their foot in their mouth sometimes.

“Whether it’s consciously or subconsciously, we’re all at some level racist,” Roades says. “The simplest thing is to just get over it.

Sometimes people compare it to an AA meeting, where you have to admit that, ‘Yes I am white, and yes, I benefit from white supremacy.’ It’s not about whether you’re good or bad.

We’re not interested in that binary. It’s about acknowledging the fact that there’s a system that’s been in place for a long time that benefits whiteness.”

For newcomers who may be resistant to that message, Roades has adopted a blunt icebreaker. “The first thing I like to say people,” she says, “is, ‘Look, I’m racist, too.’”

CHRIS ABELE’S LAND SALE POWER THREATENS OWLS, FLYING SQUIRRELS ::BY DENNIS HUGHES

S

anctuary Woods is a pristine woodland situated between County Grounds Park and the Milwaukee Regional Medical Center (MRMC) in Wauwatosa.

The land is owned by Milwaukee County and was originally preserved over 100 years ago to provide a natural retreat for patients at the nearby mental health hospital.

Beyond its therapeutic benefits, the 60-acre plot is also an exceptional natural habitat for a variety of unique animals, including owls and flying squirrels.

Despite over a century of solitude, Wauwatosa Mayor Kathy Ehley has recently expressed anxiety that the Sanctuary Woods is no longer protected land. She responded to this threat by making it her goal to “protect beloved green space.”

Ehley’s concern begs the unanswered question—who does the Sanctuary Woods need to be protected from? Surprisingly, the answer is County Executive Chris Abele.

One of the unprecedented powers granted to Abele by his predecessor and ally, Scott Walker, was the authority to sell any non-park county land with the approval of only one individual, either the elected County Comptroller or an appointee recommended by the mayor (or village president) from the municipality where the land is located.

The County Executive lobbied for his enhanced land sale power (“power”), which was authorized without public input in a last-minute amendment to Wisconsin’s 2015 Biennial Budget.

In January 2016, it was revealed that Abele’s broad power also enabled him to sell 43 Milwaukee County Parks and thousands of acres of additional land that was not technically zoned as a “park” by local municipalities.

Despite Abele’s authority over Milwaukee County land, City of Wauwatosa leaders can work to protect Sanctuary Woods. The Mayor could recommend a land sale representative that supports preservation. Ehley chose Susan Eick to serve a two-year term in October 2015, but Eick has not expressed an opinion on the sale.

The City Council has the ability to change the current “Special Use Medical Area” zoning for Sanctuary Woods to a “park” designa-

tion, which would shift control of the land back to the Milwaukee County Board.

After the scope of Abele’s power was revealed, the neutered County Board responded with a resolution to request that the Parks Department seek municipal rezoning of those 43 parks as well as all “agricultural land, marshland, forests, and any other parcels not currently zoned as parkland” that is “controlled by the Parks Department,” which was signed by the county executive on Feb. 8, 2016.

The timing was crucial because County Executive Abele was in the midst of a reelection campaign against State Senator Chris Larson, who won their primary election on Feb. 16, 2016, despite being severely outspent, by making park investments the centerpiece of his campaign.

Abele’s staff responded with indignation to Larson’s criticism that the County Executive intended to sell county parks. Communications Director Melissa Baldauff stated that the County Executive “has no current or future plans to sell parkland,” and that “[a]ny such claim would go entirely against his past record during his time as county executive to acquire and protect more parkland.”

No such promise was made to protect county forests, and for good reason�Abele has played an instrumental role in the plan to develop Sanctuary Woods since 2015.

In December 2015, the Wauwatosa City Council approved a no-bid contract with Graef, Abele’s favored design firm, which has recently been awarded contracts to plan the future of the Mitchell Park Domes, Lake Park’s Ravine Road Bridge, and the monumental Lakefront Gateway project.

The City’s stated goal was to create a Life Sciences District Master Plan (“Plan”) covering a 1,200-acre area that includes Sanctuary Woods.

Graef’s $200,000 contract was funded by a partnership between the City of Wauwatosa and Milwaukee County.

Wauwatosa’s contribution was $150,000.

A total of $50,000 was paid directly from the City. The remaining $100,000 came from tax increment financing (TIF), a common practice of funding development by utilizing the projected increase in future tax revenue that is expected to result from said development.

Wisconsin Statutes limit the use of TIF funds to one-half mile outside of a designated district, here, the UWM Innovation Campus.

The timing and form of Milwaukee County’s $50,000 contribution to Graef’s contract was suspicious.

In 2016, a $25,000 payment was authorized less than one month after Abele’s reelection through a public Intergovernmental Cooperation Agreement.

In contrast, the County’s 2015 payment of $25,000 was never made public.

Even Comptroller Scott Manske, Milwaukee County’s top accountant, was unaware of the payment. “We cannot find any payment to Wauwatosa for a similar amount for 2015,” he stated. In response to a recent records request, Manske received confirmation from Wauwatosa that “no payment is outstanding from Milwaukee County on this project.”

Further research revealed a November 2015 transfer in the amount of $25,000 from the Department of Administrative Services (DAS) to MRMC that represented the County’s original contribution to the Graef contract, which was confirmed by Abele’s office.

Comptroller Manske explained that the secret payment was “not a contract for the Comptroller’s office to review, and thus report on to the [County] Board.” Therefore, the public was not made aware of that transfer prior to Abele’s reelection, or ever, until now.

Milwaukee County’s hidden 2015 payment, passed through MRMC, was especially curious because it was initiated before the Wauwatosa City Council voted to approve Graef’s contract, which further demonstrates Abele’s integral role in the plan to develop Sanctuary Woods.

Graef’s plan was first revealed at a special meeting of the Wauwatosa City Council on Jan. 17, 2017, which drew hundreds of local residents who demonstrated their support for the protection of their cherished Sanctuary Woods.

The subsequent public forum on Feb. 7, 2017, also drew an overflow crowd, which erupted after Milwaukee County’s DAS Director, Teig Whaley-Smith, acknowledged for the first time that County Executive Abele’s land sale power could allow Sanctuary Woods to be sold overnight.

The Department of Administrative Services has played a key role in the land sale because Sanctuary Woods was transferred from Parks Department control to DAS in order to avoid the County Board resolution Abele signed in February 2016.

Concerned citizens will have their first opportunity for public comment about the Plan on Thursday, April 6, from 5:30-8:00 p.m. at Hart Park. Comments can also be sent directly to those with the power to sell Sanctuary Woods: County Executive Chris Abele, Comptroller Scott Manske, and Wauwatosa’s land sale representative, Susan Eick.

Walker Out of Sync on Drug Treatment ::BY JOEL MCNALLY

L

ife was a lot simpler for Republicans back when they were free to launch an all-out, full-scale, scorched-earth War on Drugs without having to worry about their own kids or anybody else they knew getting wiped out as collateral damage.

They didn’t do anything to reduce drug use and abuse in society, but they sure built a lot of prisons and filled them up, permanently destroying millions of lives primarily in poor, minority communities by creating widespread lifetime barriers to legitimate employment that go with prison records.

The original War on Drugs of Presidents Richard Nixon and Ronald Reagan was every conservative politician’s dream. It became the driving force behind the incarceration of massive numbers of African Americans and Latinos along with an occasional white jazz musician.

Those enormous racial disparities in incarceration were a handy excuse for denial of voting rights, job discrimination and continuing racial inequalities of all kinds.

That is until sons and daughters in white communities began dying of heroin overdoses and opioid abuse. Sometimes, even the sons and daughters of white politicians. Suddenly, drug addiction was no longer just a convenient tool for political oppression. It became a fullfledged societal crisis!

Here’s the thing, though. There’s absolutely no reason not to welcome that changing political attitude. Sure, it’s totally hypocritical. Sure, it shows how little the horrors experienced in poor, black neighborhoods matter to shallow, white politicians until those problems start affecting their own communities.

Just because treatment instead of prison for drug addiction is long overdue doesn’t mean decent people everywhere shouldn’t encourage it. Start emptying out all of those prisons filled with non-violent drug offenders to save lives and lots of money.

Just how far many Republicans have come in joining the fight was demonstrated when one of the final death blows to the horrific Republican health care plan of Donald Trump and Paul Ryan was removing the requirement that insurance companies cover such “essential health services” as drug treatment.

Suburban Philadelphia Republican Congressman Brian Fitzpatrick, opposing the plan, said his top concern was “the impact on the SHEPHERD EXPRESS

single most important issue plaguing Bucks and Montgomery Counties, and the issue that I have made my priority in Congress: opioid abuse prevention, treatment and recovery.”

Other Governors Expanded Health Coverage

The same issue was cited by many of the 31 governors, including Midwest Republicans John Kasich of Ohio and Rick Snyder of Michigan, who expanded Medicaid coverage under the Affordable Care Act. They stood to lose billions of dollars and be forced to throw millions off Medicaid coverage under the Republican plan.

Wisconsin Gov. Scott Walker has always been out of sync with the majority of the nation’s governors by refusing to expand Medicaid coverage in his state even when it was covered 100% by federal funds under so-called Obamacare.

Instead, Walker revised his state’s BadgerCare plan to cover fewer poor people under Medicaid while costing state taxpayers hundreds of millions of dollars more.

Walker didn’t want to co-operate with the Affordable Care Act during his short-lived, ill-fated run for the presidency, but the tortured logic he used publicly was to warn that someday some really bad people might take over the federal government and shut off federal funds to help people in Wisconsin.

And, of course, Walker turned out to be absolutely right. That’s the first thing Trump and Ryan tried to do. But it’s on the related issue of drug testing that Walker is really caught between the old Republican attitude of punishing people in black and Latino neighborhoods who use drugs and the new enlightened Republican support for providing assistance to white, middle-class families swept up in the “opioid epidemic.”

Walker’s making all the proper public noises, setting up a task force on opioid abuse, “an issue that affects people all across the state.”

He’s also cynically seeking permission from the Trump administration to drug test poor people seeking Medicaid that bears a striking resemblance to the same sort of drug testing he’s advocated previously to justify denying food stamps and unemployment benefits to people desperately in need.

Drug treatment is promised, but there doesn’t appear to be any serious new funding for drug treatment on demand for those who need it. My wife, Kit, ran a successful drug treatment program as an alternative to incarceration for women in Milwaukee County. I know how difficult it is to keep building on small successes to reduce the harm of drug addiction in people’s lives.

It’s much easier to set up for failure people who’ve never known much success in their lives. We need to keep a close eye on politicians whose primary concern is cutting government services by throwing people off programs that feed families, help them survive loss of employment and provide health care.

But, by all means, reverse the devastating public policy that imprisons people with drug addictions instead of providing health treatment.

How Average Citizens Saved Obamacare

T

here were many reasons why Trump/Ryan Care failed beside the fact that it was a terribly naïve piece of legislation that would have pushed 24 million people off of their health insurance, but would have accomplished Paul Ryan’s main objective of cutting the tax on the very wealthy that is part of Obamacare. One can also blame the Freedom Caucus that seems unable to govern and only able to oppose everything.

There was one major reason that their plan failed that has gotten very little attention: people organized and made their voices heard. Now, you can organize demonstrations to make your voice heard and turn out large numbers of people and see few results, but when it is strategically done, it can have a very major impact; that’s what happened with the health care fight.

Trump tried to negotiate with the Freedom Caucus, which essentially consisted of Trump making a series of concessions to the extreme right wing of the Republican Congressional Caucus to try to pick off about 15 or 20 of their members.

Trump was not concerned about the content of the Trump/Ryan bill and barely understood it. The bill actually failed at what Trump promised he would do with health care during the campaign. He said that he would create a great piece of legislation that would provide insurance to more Americans, provide better coverage and do so at a lower cost. The Trump/Ryan bill failed on all three counts.

What Trump really wanted was the victory of repealing Obamacare and replacing it almost anything, even Ryan’s naïve bill. Hence, it was not hard for him to make a series of concessions to the far right. The problem that he had was when he made all of these concessions, he began to lose the mainstream Republicans, primarily from the suburban communities. The news outlets covered this fact, but said little about why the Republican leadership could not control the moderate wing of their caucus.

The facts are finally coming out, one story at a time or one Congress member at a time. While Trump was bargaining with the Freedom Caucus, the voters back home in the districts of moderate Republicans were getting organized and getting much more assertive. Concerned citizens slowly became much better organized and made their voices heard in a very strategic way by overwhelming town hall meetings and other gatherings in the districts of moderate Republicans and some conservative Democrats. They often didn’t quit until they forced their Congress member to pledge not to support this bill that would have repealed Obamacare and eliminated insurance for 24 million people currently getting insurance.

As Trump made the concessions to try to buy off some of the Freedom Caucus, the folks back home were educating their neighbors and holding their Congress member’s feet to the fire. Despite Trump and Ryan’s efforts, we are still a democracy and the voters are still the bosses. Without this pressure back home on one Congress member at a time, Trump could probably have continued to make concessions and pick up votes from the Freedom Caucus with few moderate members defecting.

Organizing works if it is done in a smart and strategic way. This victory to preserve Obamacare belongs in large part to those average citizens who pressured their local Congress member back home and, hopefully, this is just the first victory against the Trump/Bannon/Ryan agenda. American citizens should be proud that they fought strategically and won.

hic Underground Lounge’s unique location on the lower level of the building on Jefferson between Wells and Mason adds to the allure of the jazz and blues club and is reminiscent of the basement lounges in New Orleans. This lounge is nothing fancy, but has so much to offer: its dark and steamy atmosphere, the hue of the blue lights glowing from the well-stocked bar and live music from various artists. It’s a destination for a fun-filled night.

Chic Underground Lounge has many nightly specials, and a fantastic happy hour Wednesday through Friday. Happy hour includes $5 special martinis, $4 house wine, specials on domestic and imported beers and food baskets ranging from $6-$8.

Housekeeper Crockery Offers Old World Locally Made Kitchenware ::BY SHEILA JULSON

ny dedicated home cook can appreciate good quality kitchen gear. The types of pots and pans used can make a difference in recipe prep time, ease of tasks and even the outcome of a meal.

As today’s palates return to the pure, minimally processed foods of yesterday, Port Washingtonbased Housekeeper Crockery has assembled an offering of Old World artisan kitchenware hand forged by American craftspeople and free from toxic coatings and fillers.

Housekeeper Crockery founder and writer Sara Dahmen came up with the idea for the company while she was researching her historical fiction novel, Dr. Kinney’s Housekeeper. Many of the book’s scenes are set in the kitchen, which piqued her interest in the cookware of yesteryear.

She sought out artisans in Wisconsin that forged handmade pure cast-iron and copper, but that proved more challenging than anticipated; most of those arts had faded with time.

“It took over a year of research and prototypes, questions, traveling and phone calls just to get products made here in the United States,” Dahmen said. She eventually found Texas-based House Copper to hand-forge her copper pots and bowls.

During her endeavor, Dahmen has become knowledgeable in metallurgy and can quickly explain the difference between real copper cookware and the legions of imitators sold at big-box stores. “Those products are actually not cop-

per. Most are essentially just stainless steel pots coated with a thin gauge of copper that will eventually wear or pop off the stainless steel, since those two metals conduct heat differently. I use pure copper, and not an alloy. Other places doctor up their copper with boron and zinc and other metals to keep the copper from popping away from stainless steel, but it still won’t bond. You cannot bond a ferrous to a non-ferrous metal,” she said firmly.

Housekeeper Crockery’s three-quart and twoquart pure copper pots are lined with tin, because like copper, tin transfers heat fast and it bonds molecularly with copper. Dahmen notes there’s a learning curve with cooking with tin-lined pure copper, since it heats faster than metals most people are accustomed to cooking with. Dahmen recently added a durable five-quart copper bowl to the Housekeeper Crockery copper line.

Dahmen found a Kaukauna, Wis.-based company to hand-pour her eight-inch cast iron skillets. Customers can get their cast iron skillets already seasoned with organic flax seed oil, but Dahmen also offers raw oiled skillets for people who want to season their cast iron themselves.

The raw oiled skillets are fired and coated with just enough oil to keep out any moisture so the skillet won’t rust before arriving to the customer.

Housekeeper Crockery also offers handmade mixing bowls created by Rowe Pottery, a women-owned business in Cambridge, Wis. There are also wooden spoons whittled by a husbandand-wife team in Indiana. The spoons are not treated with any substances. Since no kitchen is complete without a few good dish towels, rounding out the Housekeeper Crockery line are 100% cotton towels embroidered by a craftswoman in New York.

Dahmen expresses optimism that mindsets are slowly changing and more people will see the value of investing in a couple of good quality, safe kitchenware pieces made to last. “Everybody’s time is worth something, and everybody’s life is worth something. When you create a product that helps people make a living with their talents, that really means something and makes a big difference,” she said.

‘Welcome to Budweiser Park, Home of the Wisconsin Brewers’?

The name change that (fortunately!) never happened ::MATTHEW J. PRIGGE he opening of Miller Park in April 2001 was the culmination of a near-14-year drive by the team to replace Milwaukee County Stadium. It was an often tumultuous process that aroused a number of proposals for the stadium and its financing. But it also spurred a couple of little-remembered suggestions that would have greatly altered the identity of the Brewers and their home ballyard. he first rumblings for a new stadium started back in 1987, when the Greater Milwaukee Committee undertook a study that would eventually recommend that County Stadium be replaced. By 1990, the Brewers had proposed that they would pay for the construction of a new $120 million ballpark if the public sector picked up the infrastructure costs required by the project—estimated at $60 million. In April 1991, with the state about to introduce its first-ever scratch-off lottery tickets, a baseball-themed lottery ticket was proposed as a means of raising the $50 million. The plan was to have the Brewers in their new home by 1993.

But the use of state funds to finance what would be a privately owned stadium brought about some contentious debate in Madison. Legislators from outside the Milwaukee metro area were wary about sending their dollars to the city for a project few of their constituents would ever use. As a means of making the deal more palatable, some suggested that the team change its name to the Wisconsin Brewers. The moniker was first proposed

by Rep. Harvey Stoner, who pitched the idea to Brewers

VP for marketing Dick Hackett. Hackett was less than enthusiastic about the idea.

“It hasn’t been considered,” he said of a name change.

“I would say never.” Rep. Judith Robson of Beloit seconded the change as a requirement of any state funding for the new park. The Milwaukee Journal also backed the plan, writing in an editorial, “If Gov. Thompson is accurate in saying the Brewers are a statewide team with statewide support, they should have nothing less than a statewide name.” The Sentinel, however, mocked the idea. In addition to pointing out that Robson has cited the New York Yankees as a state-named team, they blamed Madison’s alleged anti-Milwaukee bias as the true motivation behind the proposal. “But,” the paper wrote, “considering how much money city taxpayers send to Madison, Milwaukee State Capitol has a certain ring to it.”

The new stadium drive lingered until 1994 when the Brewers began to insist that they could not survive in Milwaukee without assurances of a new ballpark. In the summer of 1995, as the team and local pols tried to secure some kind of state financing for the project, the name change issue reemerged. Rep. Mark Meyer of La Crosse wrote a letter to Gov. Thompson, urging him to

support a rebrand should state funds go to the stadium.

“We already have the Florida Marlins, the Colorado Rockies, the Minnesota Twins and the Texas Rangers,” Meyer wrote. “Why not the Wisconsin Brewers?” His plea, however, fell on deaf ears.

That fall, the state assembly and senate voted narrowly to create a five-county sales tax to help finance the stadium. The selling of the stadium’s naming rights would also provide a portion of the building funds. Just after the approval of the tax, an article appeared in the Milwaukee Journal-Sentinel that caused a mild panic in the Cream City. Anheuser-Busch, producer of Budweiser and owner of the St. Louis Cardinals, was “intrigued” by the possibility of acquiring the naming rights to the new stadium. Placing the Budweiser name on a stadium to be located within sight of the Miller Brewery would have been a bold move—and one not unlike other A-B incursions into Millerland. In 1981, the brewery bought the rights to the giant, rotating square sign atop the Clark Building in Downtown Milwaukee. Miller waited for seven years for A-B’s lease on the space to end before they bought it themselves (today, it still shows an ad for Miller products). A-B also sponsored the University of Wisconsin Marching Band and built a large pavilion at the State Fair grounds. They even advertised in Brewers game programs (even thought their products were not sold in the stadium).

Fortunately, “Budweiser Park” became no more a reality than did the “Wisconsin Brewers.” In March 1996, Miller paid more than $40 million for the naming rights to the new stadium. Their lease on the title expires in 2020.

ballerinas to wear point shoes. It inspired his storyline but Bournonville wanted equal opportunities for male dancers and a strong role for himself.

So he created James, a Scotsman who, engaged to marry Effie, dreams of a beautiful sylph on his wedding day. When he wakes, she’s there. He abandons Effie for a life with this spirit. The village sorceress Madge gives him a scarf, which she says will turn the sylph human.

The end is tragic, the tale quintessentially romantic.

When I mention that this view arose in response to the catastrophe of the French Revolution, Bjørn agreed: “It has a lot to do with politics. There are many ways to interpret it and I always like the dancers to have freedom to see their own story in it. What of Madge, this dark creature who is guilt, the dark side of the pursuit of ideals, the consequence of James’ choice to leave Effie?

She’s more real than the sylph who belongs to the world of dreams.”

Old Meets New on Milwaukee Ballet Stage THE CLASSIC ‘LA SYLPHIDE’ DOUBLE -BILLED WITH ‘SANS PLEURER’ ::BY JOHN SCHNEIDER ne of history’s oldest existing ballets and—for a moment—its very newest, will stand hand in hand embodied by Milwaukee Ballet’s dancers with live orchestral accompaniment. August Bournonville’s La Sylphide, classical in style and romantic in view, premiered in Copenhagen in 1836. Timothy O’Donnell’s resolutely contemporary Sans Pleurer (Without Crying) premieres at the Marcus Center for the Performing Arts on April 6.

CLASSIC BALLET

“There is one older ballet that survives with its original choreography but it’s rarely performed,” says Dinna Bjørn, one of the world’s few experts on the Bournonville style and tradition. She’s here to teach La Sylphide to the dancers—not just the moves and their meaning but the roots. She learned Bournonville as a dancer with the Royal Danish Ballet (RDB), the company he directed and for which he made many works. The RDB kept La Sylphide intact, passing it from generation to generation. Bjørn retired from dancing, spent 12 years as artistic director of the Norwegian National Ballet and seven as director of the Finnish National Ballet.

Now she teaches La Sylphide from memory to companies across the planet.

“I feel the responsibility,” she says, “especially nowadays when all the companies bring in dancers from everywhere, which is wonderful, but it’s even more important that those who know specific styles are teaching them. Every dancer is trained in one kind of program— so when you do this with the leg you automatically do so-and-so with the arm. Suddenly to break that habit can be very difficult.”

I had the honor of watching her teach and stage several scenes. The style is light with an especially graceful use of the shoulders and upper body against rapid footwork. It’s never grandiose. It supports expressive acting and a personal relation to the music. Bournonville spent three years with the Paris Opera Ballet and his style is based in an early 19th-century French style now lost.

While in Paris, he saw a ballet about woodland sylphs, or fairies, starring the great Marie Taglioni, among the first

“Right now in this world of social media you get so desensitized that nothing has an impact. So I think right now art is so important because it’s this other way of expressing something that we’re not desensitized to,” says O’Donnell. “I’m so blessed to have this platform to share things that I think are important. I don’t want to just put nice steps to music; I think that’s a wasted opportunity to communicate.”

A male friend’s bout with depression led O’Donnell to study the illness. “Men often don’t get diagnosed because they don’t have the emotional strength to talk about how they feel,” he says. “So they only go to doctors when they have physical symptoms, which often come from depression. The suicide rates for young men are so much higher than for young women. As time went on, I became interested in how we got to that point, how we raise men. It’s such a normal thing to say to a young boy, come on now, be a big boy, don’t cry. Still, in this modern culture, we’re brought up Milwaukee to be warriors, whether we Ballet know it or not.”

La Sylphide So Milwaukee Ballet’s multitalented resident & Sans Pleurer choreographer worked (Without Crying) with nine of the company’s April 6-9 male dancers to examine Marcus those realities in personal Center for the terms. Sans Pleurer transPerforming Arts lates as “without crying.” It’s a non-linear, non-narrative exposition of contemporary maleness. Fellow resident choreographer Petr Zahradnícek created a set that is part locker room, part jungle gym, part brain. The dancers wear suits with symbolic red linings. “I didn’t want the clichés of what you’d expect male dancers to be doing,” O’Donnell says. “There are two ways to see it: that all the men are manifestations of one character and his emotional states or that they’re individuals in their community.”

Along with his brother Ray, Dave Davies was the co-founder of one of the most pioneering rock bands of the ’60s, The Kinks, influencing generations of young bands with his infectiously scuzzy guitar riffs on songs like “You Really Got Me.” Since The Kinks split up in 1996, Davies has concentrated on a solo career, recording occasional albums, including 2014’s Rippin’ Up Time, which was timed for a release in conjunction with The Kinks’ 50th anniversary. The Davies brothers have long held that tensions between the two would likely prevent The Kinks from ever reuniting again, though in late 2015 Ray did join his brother on stage to play a song, so stranger things have happened.

The Psychedelic Furs @ Potawatomi Hotel & Casino, 8 p.m.

The Psychedelic Furs’ roots date back the late ’70s, when they emerged from England’s booming post-punk scene, but most listeners associate them with a very different era. Thanks largely to Pretty in Pink, the title track for the John HughesMolly Ringwald smash teen movie, the Furs will forever be synonymous with the ’80s. The group broke up in 1991 before reuniting a decade later, but 16 years later that reunion has yet to yield a new studio album. Maybe that’s for the best: It ensures that they remain, as always, stuck in the ’80s.

“My Favorite Murder" @ The Riverside Theater, 8 p.m.

The podcast world is filled with shows about dark, grisly crime tales, usually told in unflinchingly gruesome detail, but no other podcasters are covering this territory quite like Karen Kilgariff and Georgia Hardstark, the chatty hosts of the hit podcast “My Favorite Murder.” The show is as much about the hosts and their BFF chemistry as it is about the murder tales that they often detour away from for long stretches. Between the jokes, the hosts have also openly discussed their own issues with anxiety, depression and substance abuse, and that openness has helped them cultivate a community of devoted fans who have likened the show to therapy. It’s a sign of how vast their audience has become that this show was moved from the Pabst Theater to the larger Riverside Theater.

A pair of albums for Lost Highway Records in the early ’00s established North Carolina singer-songwriter Tift Merritt as one of the most promising of the new class of alt-country artists, but recent albums have taken the songwriter in some unexpected directions. Her aptly titled 2008 album Another Country was recorded after a long holiday in Paris and introduced a leaner sound, and 2010’s See You on the Moon was even more stripped down and direct. Subsequent albums have featured guests like My Morning Jacket’s Jim James and Andrew Bird. Her latest, Stitch of the World, was released earlier this year on Yep Rock and produced by Iron and Wine’s Sam Beam (who also lends some guitar and backing vocals) and includes some guest guitar from Marc Ribot.

SATURDAY, APRIL 8 JC Brooks and the Uptown Sound w/ Mood Vertigo @ Shank Hall, 8 p.m.

A lean, mean and highly unlikely cover of Wilco’s “I Am Trying to Break Your Heart” helped put Chicago soul revivalists JC Brooks and the Uptown Sound on the map. The group has also enjoyed some of the finest TV placement that the Fox network has to offer.

For years, their poster has been on the wall of “New Girl” character Nick Miller’s bedroom (actor Jake Johnson is a fan of the band who appeared in the video for their track, “Rouse Yourself,” alongside Aubrey Plaza). Fans of the band can expect to hear some new material from them at this show. Earlier this year, they released their latest album of foot-stomping Memphis soul, Neon Jungle.

Chris Head & The Honchos w/ Cow Ponies @ Kochanski’s Concertina Beer Hall, 9 p.m.

Americana is just a starting point for Chris Head & The Honchos. From there, the group spirals off into power-pop, country and roots rock, imagining what Big Star might have sounded like if Alex Chilton had been born in the Midwest instead of Memphis, Tenn. For this show, the group will celebrate the release of their latest album, Chicken Wire, on a bill that will also feature another local act with a similar love for rock ’n’ roll and country, Cow Ponies.

For Alton Brown, cooking is a science, quite literally. On his long-running Food Network program “Good Eats,” he whimsically explained the many chemical reactions that make tasty food possible, often with the help of props and puppets. Since concluding that show in 2012, he’s carried on as the Food Network’s most knowledgeable correspondent, appearing in a variety of programs and competitions and hosting the channel’s most insane show, “Cutthroat Kitchen.”

For this return appearance to the Riverside Theater, Brown is promising “songs, new comedy, new puppets and bigger and better potentially dangerous food demonstrations.”

With a little help from a red-hot Jack White, Electric Six scored one of 2003’s most memorable singles with “Danger! High Voltage,” a timely slab of infectious dance-rock.

The Detroit group wasn’t able to parlay the excitement around that song into lasting mainstream success, but they’ve maintained a loyal fan base through rigorous touring and a steady output of reliably fun (if less than groundbreaking) albums, which have doubled down on the group’s manic, four-on-the-floor grooves while also exploring darker, more rock-based territory. Their latest record, last year’s Fresh Blood for Tired Vampyres, frequently nods to the digital sounds of ’80s pop and synth-rock.

Folk music doesn’t mean the same thing to Ben Chasney as it does to other people. For nearly 20 years, Chasney has recorded all kinds of ornate, sprawling, demanding and almost-always-worthwhile psych music with his primary recording project, Six Organs of Admittance, consistently finding news way to pair acoustic folk music with digital sounds and drone. The group’s latest album is this year’s Burning the Threshold, and, like the dozen or so albums before, it rewards patience.

This year, blues music lost yet another one of its legends when blues singer, songwriter and harmonica player James Cotton passed away at age 81 after a long career highlighted by collaborations with Muddy Waters and Howlin’ Wolf. This tribute show will feature members of the James Cotton Band guitarist Tom Holland and drummer Jerry Porter, along with a cast that includes harpist Blue Rick, bassist Mike Scharf and keyboardist Sumito Ariyo Ariyoshi.

ne thing that really appealed to me about The Violet Hour was the genre of magical realism and the fact that it’s a comedy,” says Renaissance Theaterworks Co-Founder and Artistic Director Suzan Fete about this play. “I’ve always been drawn to stories that are rooted in reality but incorporate fantastic or mythical elements. This will be the first comedy that I’ve directed in my 30-plus years of theater.”

Shakespeare Raw: Much Ado About Nothing

Lest you think that attending a William Shakespeare play would just be too boring and high-falootin’ for your tastes, Boozy Bard Productions offers just the right thing to dispel you of such silly notions. So, how do they bring the lofty and artsy down to earth? A group of actors with not much more than a furtive knowledge of Much Ado About Nothing pull character names from a bucket to learn who they’ll be playing. Thus, each actor has perhaps five minutes to get into character and go from there, scene after scene, to the end of the play. Much Ado is a comedy to begin with; we can only image what this unique approach will do to it!

Post Comedy Theatre

The eponymous “Post” here refers to Robert Post, once described by Matt Lauer (longtime co-host of NBC’s “The Today Show”) as “insane…completely insane.” The SMPAC welcomes Post for his one-man variety show of “hilarious, poignant, physically dazzling and meticulously crafted sketches” that are populated by “bumblers, dreamers and cartoonish heroes of every stripe.” Post serves as his own emcee throughout his show and, whenever he ducks off stage, video clips of his travels around the world and ensuing quirky encounters keep the audience entertained.

Cole Porter’s 1934 musical comedy Anything Goes, populated with colorful characters and filled with witty songs, docks in Marquette Theatre. The producers of “Star Trek: Voyager” turned for inspiration to one of literature’s oldest stories, The Odyssey. Like those Greek mariners, the crew of the starship Voyager faced unknown dangers on a perilous homeward journey.

The box set “Star Trek: Voyager—The Complete Series” contains all 172 episodes (plus bonus material) on 47 DVDs. Running for seven seasons from 1995 to 2001, “Voyager” was the first Star Trek series to employ computergenerated imagery. It owed something to Star Wars in its production values but was rooted storywise in Gene Roddenberry’s universe. “Voyager” starred Kate Mulgrew as Captain Janeway, a no-nonsense Star Fleet commander (with a sympathetic human side). Like other successful Star Trek iterations, it included an instantly identifiable cast of crewmates—human, extra-terrestrial and holograms alike. Two crews actually: the Voyager plus the remnants of a rebel ship who agree to work together in the common cause of survival.

Art Marries Technology at UWM’s Peck School New perspectives on display at Kenilworth Open Studios ::BY TYLER FRIEDMAN

L

ast year, the University of WisconsinMilwaukee was designated a university of “highest research activity” by the Carnegie Classification of Institutions of Higher Education. This coveted “R1” status is shared by a mere 114 colleges and universities in the U.S. As is evident from its annual Kenilworth Open Studios, UWM’s Peck School of the Arts is a major part of the institution’s research culture. On

Saturday, April 8, from 11 a.m. to 3 p.m., more than 100 students and faculty from the Peck School will be on hand to display and discuss their interdisciplinary, socially conscious and utilitarian work.

Chris Willey, Lecturer in Digital Studio Practice and First Year Program, marries art and technology to cultivate empathy. In his newly founded Immersive Media Lab, Willey and his students are developing content for virtual and augmented reality. “As an artist, my goal is to share stories that have an empathetic base,” Willey explains, “I want us to be better, together.” Virtual though the reality may be, this technology has shown the potential to grant new perspectives by allowing us to walk a ways in someone else’s shoes; for instance, in the case of one 360 video, the tattered shoes of a Middle Eastern refugee.

During the Open Studios, visitors will be able to dip their toes into a virtual reality. A rig running Google’s Tilt Brush will be set up in the fifth floor Immersive Media Lab. The program allows you to paint in three dimensions, yielding an experience at the intersection of painting, sculpture and animation that Willey irresistibly describes as “eewy gooey, lush and cinematic.”

“I feel that cartoon art is the hardest to make because it’s really abstraction,” says Tim Decker. “A great artist copies life. A great cartoonist caricatures life.” Decker has a résumé that lends credence to such a bold assertion. His background includes work on “The Simpsons,” “Alvin and the Chipmunks,” the first Teenage Mutant Ninja Turtles film and as an animation director at Disney. As Senior Lecturer of Animation in UWM’s Film School, Decker’s current task is shaping the animators of tomorrow in classes such as Character Development, Advanced Animation and Puppetry.

“This is one of the only schools that houses all of the arts together,” Decker says. “It is really important that students be exposed to the different arts.” He points to the importance of musical elements for his field: “Animation and puppetry are all about rhythm, timing and beat. When you animate something, it has to move with rhythm. If the timing is off, it doesn’t have soul.” Decker

has put his puppetry students to the test with a music video assignment. During the Open Studios, the students will be working on a video set to B.B. King’s “Ain’t Nobody Here But Us Chickens” taking place (where else?) in a chicken coop with “Muppet puppet” (i.e. foam-based) chickens and foxes.

With the pedagogical zeal characteristic of highly accomplished professionals, Decker looks forward to the Open Studios chiefly as an opportunity to recruit his next cohort of students.

Senior Lecturer of Community Arts Raoul Deal is well ahead of the curve when it comes to recruiting. Ten high school students are an integral part of Deal’s team, which is in the final stages of a mural project begun in February 2016. The 85-foot mural recounts the history of the United Migrant Opportunity Services (UMOS) in Milwaukee with depictions of figures like activist Jesus Saras, pivotal events such as Mexican Fiesta and themes including the role of women in the movement.

For Fatuma Mohammed, a junior at Rufus King High School, working on the mural has been an empowering experience. “Minorities have been seen as voiceless,” she says. “This mural is a way of giving voice to ourselves.”

Trey Savage began working on the mural as a high school student but graduated early and is now double majoring in psychology and art at UWM. For Medalia Santos, who lives in Shorewood and is of Puerto Rican descent, the UMOS mural has been both educative and inspiring. “I go to a majority white school where we haven’t learned any Hispanic history.” Despite the nature of the work, as an expression of solidarity, Santos elected to forego working on the mural on a Day Without Latinos. Deal beams with pride when he recalls being shortstaffed.

The mural is to be installed on the Butters Fetting building at First and Mitchell on Saturday, May 20, but during the Open Studios it will still engulf the gallery walls of Kenilworth Square East’s ground floor.

Wisconsin Literary Luminaries: From Laura Ingalls Wilder to Ayad Akhtar

Brat Pack’s Andrew McCarthy Explores Teen Angst in ‘Just Fly Away’

In Wisconsin Literary Luminaries, Jim Higgins acknowledges that others mining the Badger State for a similarly compact book on notable writers could have produced something entirely different. Although Wisconsin has never been recognized as especially fertile ground for literature, dozens of prominent writers in several genres can be cited. Higgins, a Milwaukee Journal Sentinel editor, chose 10, from epochal environmentalist Aldo Leopold through Pulitzer-winning dramatist Thornton Wilder and provocative contemporary playwright Ayad Akhtar. Along with chronicling their careers, Higgins sometimes plays advocate—for example, arguing against Wilder’s dismissal by that great obscurantist, Harold Bloom. In at least one case Higgins’ fandom determined an inclusion—the superb science-fiction writer Cordwainer Smith, who may have been born in Bay View but had few memories of Milwaukee. Higgins’ enjoyable survey is valuable for showing how the work of some Wisconsin writers has been kept alive in the medium of theater, supported by the Milwaukee Repertory Theater and other local companies. In 500-plus pages, Buildings of Wisconsin catalogues significant structures in every corner of the state from landmarks to less-recognized edifices. The entries, arranged by region and municipality, encompass everything from half-timbered barns to Holy Hill, from Baroque to postpostmodern. The Milwaukee section acknowledges the city’s Teutonic architectural heritage—“There were few cities of its size in the country between 1860 and 1920 that had as many professional architects per capita as did Milwaukee”—and includes the Wisconsin Gas Building and City Hall along with many churches, private homes and businesses. The one-story clapboard Town of Milwaukee Town Hall in Glendale shares space with the University Club Tower and the Annunciation Greek Orthodox Church. The descriptions are succinct and sometimes witty. Jaymes Mansfield, a Drag Queen’s Story ::BY PAUL MASTERSON

O

n March 24 “RuPaul’s Drag Race” opened its ninth season to a record number of VH1 viewers. Cream City’s audience was abuzz with rapt anticipation, too, for among the 14 competing queens, Milwaukee’s own Jaymes Mansfield would sashay across the stage. She was the second Milwaukee contestant to appear on the pinnacle platform of America’s drag artistry. Trixie Mattel appeared in season seven and placed sixth.

Sadly, Mansfield wouldn’t get that far. In fact, she was the first to “sashay away.”

Still, her achievement was in getting there.

Having auditioned five times, her moment had finally come. Among the hundreds upon hundreds of queens auditioning each season, appearing on “Drag Race” is a well-earned crown unto itself.

But, for all the interviews and promos, Mansfield’s backstory barely got a mention.

It’s worth exploring, especially since it reflects the empowering influence of some Milwaukee institutions from the Alliance School to the Milwaukee Art Museum and their roles in inspiring our LGBT artists to realize their dreams.

The narrative really begins when Mansfield came out as gay. It was sophomore year in high school. The bullying began immediately. But,

there was an alternative, the Alliance School, a welcoming MPS charter school for LGBTs and other bullied students. Mansfield explains, “I heard about Alliance and went there. After that I never had fear of going to school. I will praise that school to the end of time. What they do there is beautiful.” And it was there where the school’s art program under Jill Engel-Miller offered both an escape and a means for personal expression. Collaborating with the Milwaukee Gay Arts Center, the Alliance School exhibited students’ works at the Gay Youth Art Show.

Mansfield entered felt dolls. One found its way into Joe Pabst’s art collection. It’s a Lady Godiva doll created in homage to the stripperactress-writer-bombshell Liz Renay, star of John Water’s movie, Desperate Living, who, in 1974, notoriously streaked naked down Hollywood Boulevard. (Mansfield, by the way, while channeling her namesake Jayne Mansfield, looks suspiciously like the classic Liz…) Soon thereafter, still other puppets were displayed at Milwaukee Art Museum’s Scholastic Art Awards Exhibit and awarded a prestigious Gold Key. Then, in 2012, Mansfield debuted in drag at the LGBT Community Center. I first saw Mansfield (accompanied by an armed puppet) in early 2013 when she performed Julie Brown’s ’80s teen tragedy parody song “The Homecoming Queen’s Got a Gun” at an MGAC cabaret. She reprised the number on the PrideFest’s MGAC Stage that summer.

The rest is history, or herstory. Speaking of which, beyond “Drag Race,” Mansfield has embarked on a YouTube career that includes drag costume, make-up and hair tutorials, movie reviews and a Drag Herstory series. In the latter, Mansfield tells the previously untold story of past drag personalities like Lori Shannon of the sitcom “All in the Family.”

Commenting on her brief “Drag Race” stint, Mansfield reflects, “It freaks me out. The recording was a year ago. Watching my awkward phase of puberty on camera I realize how far I’ve come. Despite the shortcomings, I’m ultimately happy with the experience. I didn’t pretend to be something I wasn’t.”

::BY LAUREN KEENE lot can happen in three years. It’s enough time to elect a new president, legalize same-sex marriage and witness more than a few major celebrity deaths. It’s also enough time for a band to find success, step away from the spotlight and figure out what their next step is.

For Whips, the last three years have been full of changes that inevitably influenced their second full-length album, The Ride. The fourpiece garage rock outfit consists of vocalist Ashley Smith, guitarist Christian Hansen, bassist Tyler Chicorel and drummer Andy Mrotek.

The band is something of a Milwaukee supergroup. In the mid2000s, Smith and Hansen played together in art-punk band Red Knife Lottery. After opening slots for bands like Paramore, the band called it quits in 2010. Hansen maintained his presence on the Milwaukee music landscape playing guitar in Fever Marlene and Hot Coffin. In late 2012, he approached Mrotek, of the famed pop-punk group The Academy Is…, to drum for a new project. Fellow veteran Chicorel (of Space Raft and Call Me Lightning) was enlisted to play bass after Hansen asked former bandmate Smith to sing.

In October 2013, the band released their debut EP, Year One. The five-song track list foreshadowed Whips’ signature rock sound. Though the band has only three instrumentalists, they have a knack for creating extremely full-sounding songs. Of course, Smith’s voice acts as an instrument of its own—deep, loud and impossible to ignore. The band’s sound is rooted in melodic punk and garage rock, often yielding comparisons to early Yeah Yeah Yeahs.

After finding success with Year One, they released their first full-length album, Turn It On, at the end of 2014. Post-release, the band laid pretty low. Their shows have been few and far between, and they plan their sporadic performances with audience appreciation in mind. Rarely do their gigs fail to pack venues with large, excited crowds. Their Milwaukee fan base has only continued to grow in size. At the same time, the band has grown in life experience.

The musicians are all in their early 30s—pivotal years that tend to be turning points in young adults’ lives. This tendency is no exception for the members of Whips. Smith followed her longtime dream of opening vintage store Alive and Fine.

Mrotek got married. Chicorel found success with his nonWhips projects, including playing a rally for Democratic presidential candidate Bernie Sanders with Space Raft.

The time not completely devoted to the band was time well spent. After a three-year wait, Whips finally released their longawaited second album, The Ride. Smith says that the band’s growth period has definitely impacted the album thematically.

“We’ve all had so many personal life changes in those three years,” she explains. “I think we’ve all grown as people, and with that, as a band. Like any relationship, we’ve had our ups and downs. I think you can hear all of that on The Ride.”

Whips maintain their irresistible garage rock sound on The Ride. Their playing has only become even sharper and more refined, a feat for a group of musicians who have been around the block plenty of times. The first single, “Goldmine,” is everything fans love about Whips: a heavy dose of rock ’n’ roll pairing fast and loud drumbeats with Smith’s raucous vocals.

“I would say the underlying themes of ‘Goldmine’ are definitely revisited on other songs. It’s a ripper, and sometimes you wanna come in hot,” says Smith about the album’s lead single.

“I feel like every song has its own identity and equal place within the album.”

The group’s sound remains so consistently sharp because they work very Whips well together, both as musicians and Saturday, as a songwriting team. They pen songs April 7, 9 p.m. together instead of relying on one primary songwriter. After the bareCactus Club bones are complete, the song idea is recorded and Smith works on refining the lyrics.

On “Testify,” the band experiments with varying song structures. “It is the most diverse in terms of geography,” says Mrotek. Clocking in at almost five minutes, the alternate arrangements add dimension to the track. “Ms. Terry” is the poppiest track on the album, highlighting both Smith’s vocal chops and Hansen’s guitar abilities.

“There are some real rockers and some slow burns on The Ride,” explains Smith. “I don’t know if that is distinctly different from Turn It On. It’s hard to be objective on my end. Every song has its own individual life and vibe. The Ride is a similar collection [of songs], but more mature.”

Whips play an album release show on Friday, April 7 at 9 p.m. at the Cactus Club, 2496 S. Wentworth Ave. The band will be joined by Slow Walker and Surgeons in Heat.

MUSIC::ALBUMS Paul Kaye and The Blues Cartel Playin’ It Cool Paul Kaye was so dedicated to blues that he left New York City and planted roots in Chicago. That dedication is evidenced on his debut album, Playin’ It Cool.

Kaye has played with such giants in his genre as Honeyboy Edwards and Buddy Guy. His approach to guitar playing incorporates techniques associated with his adopted Windy City and mixes it up with recollections of Mississippi’s trance blues ala Junior Kimbrough and some bottleneck jamming to affect the feel of Hawaiian steel guitar. Kaye and his Cartel aren’t reinventing any wheels on Cool, but it’s worth some leisurely spins for listeners already fond of modern blues.

Les Amazones d’Afrique République Amazone (REAL WORLD) The all-female Les Amazones d’Afrique have a message about the often painfully unfair status of women in their home countries of West Africa. Language barriers will limit the reach of their words, but not their music. One of the more successful Afrobeat recordings of recent years, République Amazone features razor-sharp production that honors African choral traditions while plugging the rousing harmonies into snappy beats, funky guitar licks and, at times, even an echo of the Middle East brought long ago to the African coast by Arab traders.

Corky Siegel’s Chamber Blues Different Voices (DAWNSERLY RECORDS) The Siegel-Schwall Band was one of Chicago’s “white blues” pioneers along with Paul Butterfield and Mike Bloomfield. As early as 1973, Siegel-Schwall recorded with the San Francisco Symphony, a direction Corky Siegel continued to follow in his solo career. On Different Voices, the blues harmonica player works with a jazz saxophonist, an Indian percussionist and a string quartet—often to good effect. The songs occasionally suggest the sort of thing George Gershwin might have done had he lived post-Porgy and Bess.

What is the mission of ZIP MKE? Our main mission is to engage and involve others to represent the people and places in all 28 ZIP codes in order to broaden our scope and perspective, while attempting to change the perception of the city. We want to change the perception of Milwaukee from one of segregation or isolation, and find the strengths of our city.

Why did you decide to start ZIP MKE? The big reason why was because I believe we don’t look at each other enough. We are all caught in our own little bubbles and don’t see each other on real human levels. I believe this is one of the biggest problems we face in the world today. So we at ZIP MKE are trying to harness the ubiquity of the camera to try to show Milwaukee in a different way. The genesis moment of the project was August 13, 2016 at Sherman Park. I was disgusted by the way that people were talking about the situation, and about how many people felt hopeless. I don’t want to wallow about the Sherman Park incident anymore, because I don’t want that picture of Sherman Park to be the only one that exists.

ZIP MKE Looks at Milwaukee Neighborhood by Neighborhood OFF THE CUFF with DOMINIC INOUYE ::BY EVAN CASEY

he police shooting in Sherman Park last August shook a lot of people in Milwaukee. It also shook Dominic Inouye, who lived just a few blocks from where the incident occurred. Inouye decided to do something about it. He started ZIP MKE, which began as an online project and moved to physical galleries of photos submitted

by Milwaukeeans that portray every ZIP code in the city and can be seen at multiple Milwaukee Public Library locations. Inouye is also excited to begin walkthroughs with residents through specific Milwaukee communities while sharing photos and stories along the way. Off the Cuff recently spoke with Inouye about why he chose to start this project and what he hopes to do along the way.

How did this project move from just you, to having collected more than 1,100 photos from multiple people?

Originally the idea was to put pictures on a website, but then I thought we could all contribute to it through crowdsourcing. We wanted people to submit photos to our online gallery and we got a ton of photos in just a few months. The next step was partnering with the Milwaukee Public Library, who is hosting five of our exhibits. We are able to use this space to make it public. We want to figure out how to get people to take action after seeing these exhibits in order to broaden their perspective. We want to make this project emotionally moving in order to get people to take action.

How do people react to it when you tell them about it?

Many people latch on when they hear about it. The more I tell people about it, the more they get it. Some people need a nudge to get out of their comfort zone in order to make some kind of change in their city.

Why do you feel this project is important now?

The city is wide and there are more than 600,000 people who live here. For any one of us to make any one assumption without knowing them is wrong.

Lately I have asked who our intended audience is. It’s fine if the only people coming and seeing these photos are people who are already of like mind, but we want to reach and move the people who are scared or ignorant or already have assumptions. This project is to help see each other in a different way.

ecently, in Dubai (the largest city in the United Arab Emirates), Dubai Civil Defense started using water jetpacks that lift firefighters off the ground to hover in advantageous positions as they work the hoses. Also, using jet skis, rescuers can avoid traffic altogether by using the city’s rivers to arrive at fires (and, if close enough to a waterway, can pump water without hydrants). Even more spectacularly, as early as this summer, Dubai will authorize the already tested one-person, “Jetsons”-type taxis for ordinary travel in the city. The EHang 184 model flies about 30 minutes on an electrical charge, carrying up to 220 pounds at about 60 miles per hour.

In March, jurors in Norfolk, Va., found Allen Cochran, 49, not guilty of attempted shoplifting, but he was nowhere to be seen when the verdict was announced. Apparently predicting doom (since he had also been charged with fleeing court during a previous case), he once again skipped out. The jury then re-retired to the jury room, found him guilty on the earlier count and sentenced him to the five-year maximum. Residents along those two miles of Franklin have long complained, but the city kept rejecting pleas for a lowered limit.

’m Art Kumbalek and man oh manischewitz what a world, ain’a? You know, what with these despotic days we’re having in the Land of the Free, sometimes a guy or gal really has to take a break from watching the news, reading the news, listening to the news, thinking about the news. And so the other night I drifted on the ocean of channels flooding my TV and landed on reruns of the late ’60s numero uno hit, “Rowan & Martin’s Laugh-In.” And later, I dreamt about it. It went something like this: A man and his dog are shipwrecked on a deserted island. After a few days he decides to reconnoiter the island. He discovers that the only other inhabitants are sheep. He recalls how his farm buddies would brag how they would screw sheep for kicks and he says to himself: “I’ll never be that desperate.”

Sooooo, a few weeks pass and he can’t get those sheep out of his mind, so soon he’s sneaking up on the flock. Just as he’s about to pounce on a really cute one, his dog grabs his leg and won’t let go. He snaps to, and thanks the dog for keeping him from making a fool of himself. This same scene happens every night for a month and the guy is really getting pissed at the dog.

The four men sipped their martinis and couldn’t help but notice three other guys at the end of the bar who didn’t have a drink in front of them, and hadn’t ordered anything the whole time they were there. One man gestures at the three without drinks and asks the bartender, “What’s up with them?”

Bartender says, “They’re from Wisconsin. They’re waiting for happy hour.” Ba-ding!

Da Da Da da-da Da Four retired guys are walking down a street in Sun City, Ariz. They turn a corner and see a sign that says “Old Timer’s Bar: ALL DRINKS 10 CENTS!” So they go inside, and the old bartender says in a voice that carries across the room, “Come on in and let me pour one for you! What’ll it be, gentlemen?”

The bar seems to be fully stocked, so the men all ask for a martini. In short order, the bartender serves up four iced martinis—shaken not stirred— and says, “That’ll be 10 cents each, please.”

Finally comes the day the teacher enters but instead of seeing “penis” on the blackboard, reads the following, “Hey Teach’, lesson for the day: The more you rub it, the bigger it gets.” Ba-ding!
