Each year, ACEC Indiana surveys member firms on salary information for engineering and other staff positions as well as benefit packages. 42 firms responded to the 2023 survey

Participating firms received the survey results for free, and nonparticipating member firms are able to purchase the findings for $1,000 and $2,000 for non-member firms. Scan the QR Code to purchase the results!

Diversity & Inclusion

The Committee hosted the 16th annual Diversity and Networking Fair last Fall with one of the best turnouts for attendees and exhibitors, including 200 attendees Loftus Engineering, Inc was presented the 3rd ACEC Indiana Diversity Award at the Engineering Excellence Awards banquet in April 2023. The Committee, together with the Workforce Development Committee, hosted a program to highlight the unique issues relating to Immigration and Visa Sponsorship from the employee and employer perspectives Sixteen member firms attended the event, which included a member keynote speaker presentation, panel discussion and breakout sessions to detail the pathways and specifics of the journey Committee Chair: Greg Quebe, SJCA

Education

During National Engineer’s Week, 100 presentations were given at 30 different elementary, middle, and high schools across Indiana Presentations reached 15 counties and were given by 90 volunteers The committee also awarded $17,850 in scholarships from funds raised during the ACEC Indiana Annual Scholarship Golf Outing After a record number of applicants (22), the scholarships went to seven students from four different Indiana colleges This year also saw the first award of the new Diversity Scholarship, for which there were 9 applicants Finally, committee members spent time developing framework to better improve future relationships with schools across the state Committee Chair: Kate Kreienkamp, Clark Dietz

Environmental Business

The Environmental Business Committee partnered with both IDEM and IFA to discuss environmental regulations and funding programs related to member’s interests The Committee met quarterly, both in person and virtually, with IDEM and IFA to discuss permit changes, Environmental Rules Board activities, and infrastructure funding. The Committee cohosted the annual Water Opportunity Conference with the Funding Sources committee which covered IIJA implementation, MS4 model ordinances, INDOT post-construction Water Quality Standards, changing Wetlands Regulations, and more Committee Chair: Bob Page, HNTB

Funding Sources

With the implementation of the Bipartisan Infrastructure Law as well as Revised Lead and Copper Rule, the Funding Sources Committee’s work was important to keep member firms up to date and provided feedback to agencies The Committee provided feedback regarding Lead Service Line Inventory requirements and funding program as well as SRF

Preliminary Engineering Report Guidance The Committee met quarterly with representatives from the Indiana Finance Authority (IFA)/State Revolving Loan Fund, IFA/Water Resources, Indiana Office of Community and Rural Affairs, US Department of Agriculture, IU Public Policy Institute, and Indiana Brownfields Program Committee Chair: Jill Curry, Curry & Associates

Government Affairs

IDNR

Due to the long session and budget year, the Government Affairs Committee was very busy for almost five months The results from ACEC’s interests were mixed – we won some, we lost some Winners were preservation of transportation funding, highway workzone safety, and in the water resources and aviation industries. Most disappointing was the upheaval of the Fire Prevention & Building Safety Commission and failure to include special Structural Inspection requirements. Professional Licensing legislation required attention to keep standards in place, as well Committee members remained actively engaged on about 15 bills to the very end through conference committee to preserve and protect the interests of member firms This summer, the Committee will seek involvement in studies on the future of funding for transportation and the implementation of the workzone safety bill Also, look for practice guidance to be distributed to membership as it relates to construction in a floodplain.

The IDNR Committee partnered with the Division of Water to provide recommendations for updates to the IDNR modeling guidelines. This initiative will continue through 2023 with updated chapters of the guidelines posted as they are approved Ongoing coordination regarding the LOMR process has continued to provide clarifications on the new IDNR administration of the process and association with the floodway permitting The Committee has provided suggested edits for clarification of IDNR wildlife crossing guidelines and has initiated a subcommittee to work on the development of general license for linear transportation maintenance activities within a floodway

INDOT

ACEC worked with INDOT on many initiatives impactful to our industry. A system for reducing page limits on LOIs was developed and will be implemented by INDOT in Q2 of this year, aligning pursuit efforts and time demands on INDOT scorers, with project size and type A new system weighing the impact of past performance on RFP selections is well into development through a joint working group with INDOT The intent is to ensure INDOT’s goal is being met to select the highest qualified firms with an established quality work history with INDOT, while continuing to provide opportunities for firms that are newer to the market An ACEC/INDOT working group is exploring opportunities for reducing contracting timelines, particularly for amendments Finally, a new prequalification “146 –Bridge Inspection Subconsultant” was developed with INDOT to facilitate capacitybuilding within the bridge inspection industry Committee Chair: Michelle Gottschalk, CDM Smith

Indy DPW

The Committee worked productively through a year of transition among some key personnel changes within the Department and built strong relationships As a result, several tasks were accomplished within five subcommittees. It included two successful annual workshops on Designer and RPR issues that were held in-person with Indy DPW staff and member firms presenting on pertinent topics The Standards Subcommittee in conjunction with DPW staff worked to make much needed updates to the DPW Stormwater Design Manual and this collaboration resulted in multiple updates to the stormwater documents which were recommended to the Board of Works for approval by both ACEC and DPW staff. The Committee Chair provided testimony in support of the mayor ’ s historic infrastructure budget on behalf of ACEC Indiana The work continues with on-going collaboration on other Design Memo’s and process updates Committee Chair: Chris Miller, United Consulting

Membership Engagement

The Committee continued in its efforts to encourage and enhance engagement among its member firms. To this end, the Committee organized numerous events during the year, such as an Emerging Professionals Workshop in January, aimed at fostering client interaction and networking This workshop featured a panel of clients who participated in an interactive Q&A session, followed by roundtable discussions The Committee also hosted the annual Project Management Forum, which included Breakout Sessions on several hot topics for PMs Additionally, the Committee updated the scoring rubric and application for the Young Engineer of the Year Award, as part of its ongoing commitment to impartial and equitable scoring and selection of applicants

The QBS Committee maintained its focus on continuing outreach to educate clients and industry partners about the benefits of QBS

QBS

Volunteers presented at the ACEC Emerging Professionals Webinar, IWEA Conference, AIM Webinar, and ISPE-Indiana reaching well over 175 stakeholders. A deep dive into the non-municipal market was started as well with research and further discussion about engaging and promoting QBS to the vertical, education, non-profit, and private development communities The Committee strived to update their current presentation offerings to feature a new client guide for statement of qualifications from development through to award.

Workforce Development

The Vertical Committee focused on updating and improving Indiana’s building codes The Committee worked with a state senator to introduce SB 333, which would revise Indiana Code language to allow adoption of the International Building Code Chapter 17 Special Inspection and Tests Unfortunately, these efforts faced strong headwinds from powerful interest groups. The influence of these groups was able to stall SB 333 in the 2023 legislature. Additionally, the Committee worked to share the importance of technical expertise in the Fire Prevention and Building Safety Commission and testified on behalf of the engineering profession on HB 1575 The Committee will continue to work to advance updated building codes with the newly appointed Commission and other stakeholders.

The Workforce Development Committee remained focused on a continued need for experienced staff in all areas of engineering, survey and construction The outcome of the latest Strategic Plan identified the priority for ACEC to add a staff member focused on workforce development to champion this initiative The Committee dedicated time to discuss potential programs and non-dues revenue generators The Committee researched possible grant opportunities for the workforce position. Finally, the Committee connected with Ascend Indiana and hosted an informational webinar with the full ACEC membership to share the opportunity to tap into the hiring network Committee Chair: Willie Hall, CrossRoad Engineers, P.C.

The Program graduated the 19th class of participants in this in-depth management training program for potential firm managers and owners, which included 26 individuals from 19 firms.

Participants attended four two-day sessions throughout the year that cover a wide range of industry and business-related topics These courses are led by individuals to address business management, presentation skills, sales, contracts and liability, and ownership experiences.

The 2023 Engineering Excellence Awards recognized 22 engineering achievements based on uniqueness, originality, technical complexity, social and economic value, and public awareness The Grand Project Award was presented to Butler, Fairman & Seufert and the City of Shelbyville, IN for the Shelbyville Downtown Redevelopment.

The overall goal was to stir development, promote community connection, enhance historical significance, and prioritize pedestrian usage The unique Build-Operate-Transfer (BOT) delivery method was used, promoting the collaboration of many professional disciplines toward optimizing the final design in less than a year Through total reconstruction from storefront to storefront, the Public Square and approaching blocks were modernized. Traffic patterns were reimagined to enhance pedestrian use, infrastructure was replaced to current standards, overall parking was increased, historical features were given center stage, and attractive public spaces were maximized to enhance use and promote commerce.
