“Compact is pleased to announce our recent partnership with the City of Vestavia Hills. Inv. Miller joined Compact in June 2023 from Vestavia Hills Police Department and will be working with the students and families from the Vestavia Hills school district. Inv. Miller brings a wealth of knowledge from her years of experience as a law enforcement officer and will be an excellent addition to our team.”
Investigator Brown joined Compact in 2023 from the Shelby County Sheriff’s Office and is assigned to Shelby County Schools. He embarked on his law enforcement journey in 2019 when he joined the Shelby County Sheriff’s Office. Initially, he was assigned to the patrol division, where he engaged in various law enforcement duties such as responding to calls, conducting traffic stops, and ensuring the safety of the community.
In the fall of 2022, Inv Brown experienced a change in his career path as he was assigned to the School Resource Officer (SRO) Unit. This unit involves officers being placed in educational institutions to serve as a bridge between law enforcement and the school community. In Investigator Brown’s case, he was stationed at Chelsea High School, where he took on responsibilities such as building positive relationships with students, staff, and parents, ensuring the safety and security of the school environment, and educating students about law enforcement and safety.
Inv. Brown pursued a bachelor’s degree in Criminal Justice at The University of Alabama. This educational background provided him with a solid foundation in various aspects of criminal justice, including legal procedures, law enforcement strategies, and community policing. He is also a certified facilitator in Botvin Life Skills.
One notable aspect of Investigator Brown’s career is his passion for mentoring youth in Shelby County. This demonstrates his commitment to not only enforcing the law but also making a positive impact on the lives of young people in his community by providing guidance, support, and mentorship.
Overall, Inv Brown’s career path showcases his dedication to law enforcement and his desire to make a difference in the community, especially when it comes to fostering positive relationships with young individuals.

·Psychoactive Cannabinoids - Act 2023-169 (effective August 1st, 2023):
This Act prohibits psychoactive cannabinoids derived from or found in hemp, including, but not limited to, delta-8tetrahydrocannabinol and delta-10-tetrahydrocannabinol, from being sold, distributed, marketed to, or possessed by an individual who is under 21 years of age. Medical Marijuana not included.
·Smoking/Vaping in Vehicle with Child Under 14 - Act 2023-93 (effective August 1st, 2023):
This Act creates a secondary traffic violation that would make it unlawful for a person to smoke any tobacco product or to vape in a motor vehicle, whether in motion or at rest, in which a child aged 14 years or under is present in the vehicle.

Criminal Enterprise Enhancement –Act 2023-416 (effective September 1st, 2023):
Previously known as the Gang Prevention Act, this Act includes penalty enhancements for felonies related to advancing the interests of criminal organizations (including street gangs, domestic terror groups, etc.), mandatory minimum sentences for firearm possession or use during certain crimes and the certification of individuals aged 16 and older as adults under the Act.
According to the new law, an individual who meets three or more of the following at the time of the planning or commission of the underlying offense:
1.Admits to criminal enterprise membership.
2.Is voluntarily identified as a criminal enterprise member by parent or guardian.
3.Is identified as a criminal enterprise member by a reliable informant.
4.Adopts the style of dress of a criminal enterprise.
5.Adopts the use of a hand sign identified as used by a criminal enterprise.
6.Has a tattoo identified as used by a criminal enterprise.
7.Associates with one or more known criminal enterprise members.
8.Is identified as a criminal enterprise member by physical evidence.
9.Has been observed in the company of one or more known criminal enterprise members four or more times.
10. Has authored any communication indicating responsibility for the commission of any crime by a criminal enterprise.

· Educational presentations for schools, communities, parents, professional groups, and organizations that include: Drug Trends, Social Media/Technology, Parental Education/Information, Life Skills Training, & Vaping.
· Interventions to address: substance use/abuse, certain behavioral issues, and other youth at-risk concerns.
· Working with School systems and administrators to address concerns impacting our youth.
· Mentoring youth within our schools and organizations.
· Developing and assisting communities with prevention teams to address specific issues and promote awareness in their areas.
· Participate in local community outreach events.
· Compact also conducts nicotine cessations classes for juveniles.

My first year in I was patrolling my area around my businesses. As I was rolling through about 10:00 P.M., and something caught my eye in the glass front of the skating rink. I passed by and saw someone standing in the foyer. Knowing that no one should be in the closed business I blacked out my vehicle, rolled up into the parking lot, and called for units to surround the building. With half my shift there, to include my Sgt., I called for dispatch to contact a key holder while we held the perimeter while monitoring and waiting for the perps to run out. My Sergeant observed the person had not moved since we had been there. Upon closer examination, we realized it was a cardboard cut of none other than, Arnold Schwarzenegger. My sergeant immediately released radio traffic looked at me and me winked and said, “Great job HERO, keep up the good work”. From that point forward, I earned the nickname, “Terminator”.
Someone broke into the police station and stole all the toilets. Police say they have nothing to go on.
