Port Blair, Jan 07: Hundreds of Bitumen drums have been left unattended by Andaman Public works Department at New Pahargaon and various other areas. For road

construction these drums were dropped in some vacant lands near the road construction sites but surprisingly even after finishing the works these drums were not removed from the site.

At day time due to

heat, Bitumen comes out of these drums due to leakages and spread in large area, which ultimately becomes a death trap for livestock.

Everyday one can see livestock struck in these bitumen traps and crying for (See page 8)

The concept of the project involves, boating, musical fountain , Laser show , stimulator theater, rain/ sun shelters, public convenience, water slides, food kiosks, benches, lighting, improved walk ways , a small open air theater (Amphi Theater) to promote local talents in the field of song, drama, etc. Any development being taken

Priyanka Gandhi attends Congress meet at Rahul’s home, creates a flutter The Congress on Tuesday sought to play down the presence of Priyanka Gandhi in a meeting of party leaders at the residence of her brother Rahul, that has caused much speculation about the political future of Priyanka Gandhi.

“Priyanka Gandhi is a member of an important political family. May be she is not seen as participating in active politics but she is an active member of Congress for long. She has her own opinions on political issues and she has been discussing them with party workers from time to time. What is so surprising if she has talked to senior leaders of the party on these issues?” Congress General Secretary Janardhan Dwivedi told reporters at the daily AICC briefing.

India test-fires nuclearcapable Prithvi-II missile NEW DELHI: India on Tuesday morning test-fired its nuclear-capable Prithvi-II missile, which has a strike range of 350-km, from the integrated test range at Chandipur off the Odisha coast as part of “a scenario-based live launch training exercise’’.

“The launch, conducted by a missile unit of the Strategic Forces Command (SFC), was flawless and achieved all its targeting and technical parameters. The aim of the exercise was to validate our readiness by undertaking launches in various contingencies,’’ said a defence official.

Prithvi was initially supposed to be a 150-km “tactical” battlefield missile with conventional warheads but later its role was expanded to include the “strategic’’ one as well with 500 to 1,000-kg nuclear payloads. The surface-to-surface missile is now equipped with “improved high accuracy navigation and manoeuvring systems”, say officials.

The SFC, in turn, was created in January 2003 to manage the country’s nuclear arsenal. While the different Prithvi variants are the short-range missile in its inventory, the longer range requirements are met by the Agni-I (700-km), Agni-II (2,000km) and Agni-III (3,000-km) missiles.

India is also planning to conduct more tests of the 3,500-km Agni-IV and the over 5,000-km Agni-V, which is a genuine ICBM (intercontinental ballistic missile), to prepare them for induction by 2016 or so. Agni-V brings the whole of China — including its northernmost city of Habin - and Asia as well as parts of Europe, Africa and Australia within its strike envelope.

DRDO chief Avinash Chander, on his part, has declared that India can even

develop a nuclear-capable missile with a strike range of 10,000-km, rivalling China’s DF-31A missile that can hit targets 11,200-km, but does not see the operational need for it given “the existing threat perceptions”.

The lack of a longrange submarine-launched ballistic missile (SLBM), however, remains a big gap in India’s nuclear deterrence capabilities. But some progress is expected on this front as well with 750-km K15 SLBM slated for test-firing when the country’s first indigenous nuclear submarine INS Arihant goes for “sea trials” later this year.

Coast Guard Apprehends Taiwanese IGNOU announces admission to DEA programmes Fishing Vessel from Andaman Sea

Port Blair, Jan 07: Indian Coast Guard Ship Varad whilst patrolling in area apprehended a Taiwanese fishing vessel for unauthorized operation in Indian EEZ under the Maritime Zone of India (MZI) Act, 1981. The vessel was reported to be engaged in transshipment of fish catch from the Deep Sea Fishing Vessel (DSFV) operating under Letter of Permit (LOP). The vessel was inter-

cepted within the Maritime Zone of India by ICGS Varad and was boarded for investigation on 03 Jan 14. During the investigation by the Ship’s Boarding Party, it was observed that the vessel was fitted with an Automatic Identification System (AIS) showing details of another Indian vessel. The fish catch onboard was also found to be in excess of declared quantity.The vessel was es-

corted to Port Blair for detailed investigation by Coast Guard, Indian Navy, Fisheries Department, Port Management Board and MMD. A joint investigation was undertaken at Port Blair inner anchorage on 04 & 05 Jan 14, wherein the Department of Fisheries confirmed that the vessel is an active Tuna Long Liner and not a Carrier Vessel as reported by the agent.

EDITORIAL.....

Retired, not tired There is an old saying that you can tell an IAS officer but you cannot tell him much. Bureaucrats have such a vast treasure of experience, insights and opinions that these tend to overflow. To be able to get a sentence across to such a worthy is often an achievement in itself, leave aside trying to move the heavy furniture in his head and get him to see another point of view.Since a civil servant worships continuity, when he retires he resists this change with all his might. Not willing to be consigned to the archives like a frayed, old file, he is ready to queue up for a second innings. In this new role he promises to completely change the bureaucratic paradigm, transforming from a person suggesting a difficulty for every solution to becoming the solution for every problem!The most easily accessible resource of government these days is a retired civil servant willing to contribute his time to public service and adorn a post-retirement position as a regulator, stimulator, facilitator et al. These committed souls, paid a pittance during almost four decades of hard labour, under arguably some of the most stressful conditions, are willing to offer their services for more of the same.

Post-retirement assignments, with their growing popularity, compete with writing memoirs in the pecking order of priorities of civil servants in their golden 60s.

While autobiographers at least have the opportunity of leaving out the terrible things they did and boasting of the good things that they should have done but did not, the office seekers appear motivated solely by a pious motive to give back to the community, society and the country!When God created bureaucracy, clearly he did not foresee its potential to expand, multiply and proliferate. After centuries of unbridled growth, when bureaucrats adorned office for a lifetime, it was left to Otto von Bismarck, the man of blood and iron, to cap their immortality by introducing the practice of pensioning off civil servants.

A very important skill that the civil service has acquired since, which has been considerably refined in India, is how to raise this age ceiling. The reputation and honour of a bureaucrat amongst his family, wellwishers and peers depends critically on the importance of his post-retirement perch. Those who get attractive assignments are often more respected and envied than even the most successful career achievers.

Since civil servants retire to a fairly comfortable lifestyle, financial reasons also cannot explain this propensity to be re-employed.

There is unanimity that the lifelong bureaucrat is an Indian innovation. Many schools of thought abound to explain what motivates the Indian bureaucrat to volunteer to be a perpetual work machine.

There may be a few whose accomplishments are weighty enough to make it impossible for government to dispense with them. However, such compelling cases of public interest are extremely rare.Closer scrutiny throws up the real reasons for the arrival of the evergreen civil servant. When a man retires, his wife gets twice the husband but only half the income as pension.

Most wives will not tolerate this double whammy and off the husband goes scurrying for work. Again there are those who retired on the job, have never done an honest day's work in their life, and belatedly suffer from pangs of guilt and the desire to make amends. Finally, there is a large category which looks at this as an opportunity to cling on to the trappings of power and status, retain the car and bungalow, while escaping almost all work and accountability.Since service conduct rules do not apply to retired officers, dizzy heights can be scaled by crawling when asked to bend!

What's certain is that the sinecure industry, with its great value to both bureaucrats and politicians, will continue to thrive even in times of the global downturn. No policy, stimulus or incentive is needed for fostering its growth.

This cockroach crawls after 49 million year break New York: That a species of cockroach found only in text books has made an appearance after a 49-million-year hiatus can actually make the skin of the strongest man crawl! Uprooting earlier theories, a shocking discovery has found the cockroach in the genus Ectobius back in motion. It was the most common cockroach inhabiting a large region, from northernmost Europe to southernmost Africa till 49 million years ago.

Four ancient Ectobius species were recently discovered in the Green River formation near Rifle, Colorado, in deposits that are about five million years older than the Baltic amber (that itself is about 44 million years old).

“Nearly 65 years ago, several entomologists in the northeastern US noted that four species of Ectobius known as Ectobius Kohlsi - were present in North America," said senior author Conrad Labandeira, curator of fossil arthropods at the Smithsonian's National Museum of Natural History in Washington. “It was always assumed that these

four newcomers were the first Ectobius species to have ever lived in North America. But the new discovery in Colorado proves that their relatives were here nearly 50 million years ago,” he added.

According to the study, the discovery also mirrors the biogeographic history of the horse.

Horses occurred in the New World and became extinct during the late Pleistocene (the Pleistocene epoch began about 1.8 million years ago and lasted untill about 11,700 years ago) ecological crisis.

Horses, attached to human habitation, were subsequently introduced to North America by early Spanish explorers about 11,000 years after their demise, said the study appeared in the journal Annals of the Entomological Society of America.

This particular species is named after David Kohls, who lives near Rifle in Colorado and has been a collector of fossil insects and plants from the nearby Green River Formation.

"Filmfare awards is an experience in itself. This is the first time that I will be co-hosting the awards, I am very nervous," the 31-year-old said here Monday at a press conference for the forthcoming event.

As part of their anchoring, the two actors will present the future of Indian cinema in a fun way at the awards ceremony.

"I have not done it much, but Ranbir and I have been working very hard to make sure it will be lot of fun to show you the future of what we think cinema should be, which will obviously be a little mad and lots of fun. So, it's going to be a really exciting time," Priyanka said.

By end of 2014, we shall be a polio free country. Feel proud to

drew his inspiration from Noel Grant and Billy Cobham. In 1990 at Mumbai’s Rang Bhavan, he actually shared the stage with Billy Cobham.

Shivamani also has a music band named “Asia Electrik” with Nilathri Kumar, Louiz Banks and Ravi Chari.

He also plays at another world music band named “Silk & Shrada.” Sivamani has performed many places like Dubai, Moscow, New York, Doha and Toronto. During the Mumbai Festival 2005, CocaCola India invited him to perform at the Limca Fresh Face 2005 event, where he created melody from Limca bottles. He has also done a world tour with A.R. Rahman and collaborated with him for ‘Bombay

Dreams’. He has also been a part of a musical group called ‘Shraddha’, comprising Shankar Mahadevan, Hariharan, U. Srinivas and Loy Mendonsa. He has also played drums for many notable film score composers and many well known Indian films like Roja, Rang De Basanti, Taal, Lagan, Dil Se, Guru and Kabul Express.

He per formed drumming during the IPL Championships in 2008 and 2010 and enthralled the spectators.

Manasi Scot is a well known Indian singer, professional MC and an actress, best known for her live performances and composing the album of Sanjay Gupta’s ‘Acid Factory’.

Blood Donation Camp by A&N State Social Welfare Board Port Blair, Jan 07: A blood donation camp was organized by the A&N State Social Welfare Board in collaboration with Subash Welfare Association in the conference hall of A&N State Social Welfare Board on 7.1.2014.

Mr. S.K.Chugh, Director, Department of Social Welfare , A&N Administration was the Chief Guest on the occasion , while Mrs. Ratna Kannan , Chairperson, A&N State Social Welfare Board presided over the function. Mr. Karikalvalavan, President, Subash Welfare Association represent his N.G.O. The programme was inaugurated by lighting the traditional oil limp. Mrs. Ratna Kannan in her welcome address expressed the necessity of do-

nating blood as it saves the lives of people who are in need of it.

She further said that donation of blood is of great value and one unit of blood is recouped within 6 days of its donation. She welcomed the donors and blessed for their humanitarian help to the society. Mr. Karaikalvalavan in his brief speech thanked Mrs. Ratna Kannan for extending all necessary help and encouragement to the newly formed N.G.O. Subash Welfare Association. Mr.S.K.
