Cutting through the GST smog The historic GST is struggling to stay in step with needs and expectations. The ink was barely dry on the first draft, when it saw at least 11 amendments, and rates revisions of nearly 100 items. The decade-old effort towards ‘one nation, one tax’ was to unify the tax system, but the grim reality is, it repulsed companies, the worst-hit being SMEs, blew out growth prospects and failed to juice the economy. The Ministry of Finance, which celebrated GST’s successful rollout, is now sweating the gory details undertaking several markups and revisions to smooth out its kinks.The good news is, the GST Council is pushing for a quick and painless debate on the way forward.

With inefficiencies tumbling out by the day, the Council is moving swiftly to keep the chatter low and work with a singleminded intent to prune its structure. As we speak, the Council is considering lowering taxes on more products under the 28 per cent slab.

The changeover comes at a critical moment, but forces within the government seem unhappy with former revenue secretary Hasmukh Adhia calling for a complete overhaul to ensure the SMEs and common man aren’t burdened.

Officials are also hinting at bringing real estate, petroleum products and electricity under the GST ambit.

Given that India has a large MSME base, there’s an urgent need to standardise and simplify processes. This could make the learning curve stretch longer, but is unavoidable. While GST brought 27 lakh new registered entities into the tax net, just half file returns. Relaxation from monthly to quarterly filings for SMEs is welcome, issues involving invoices, delivery challans, and smooth rollout of e-way bill could further improve compliance.Considering the ongoing changes, it may well take a year for GST to get its final shape. For now, PM Narendra Modi’s biggest reform is bearing down on him, with the Opposition projecting GST as a code for chaos. But there’s no denying that the NDA government’s historic reform will outlast its tenure.

India-made 2017 Suzuki Dzire (Maruti Dzire) launched in Peru Suzuki has launched the new generation made-in-India Dzire in Peru. Like the Indian market, the ‘Swift’ moniker has been dropped, and the sedan is now called Suzuki Dzire. It is powered by a 1.2 L petrol engine available with two transmission options.

There are five variants on offer – GA manual AC, GL manual, GL AMT, GLX manual and GLX AMT. The GL trim includes front airbags, ABS with EBD, ISOFIX, air conditioning, front and rear power windows, central locking, an audio unit with MP3 player, USB, and Bluetooth support, multifunction steering wheel, and fog lamps.

The GLX trim adds hill start assist, 7-inch touchscreen, keyless entry, push-button start, reverse parking sensors, leatherwrapped steering wheel, au-

tomatic headlamps, and LED projector units with DRLs. Built keeping the length restrictions of the Indian market in mind, the Suzuki Dzire measures 3,995 mm long and 1,735 mm wide.

The GA trim gets 14-inch steel wheels while the GL and GLX trims get 15-inch alloys.

Powering the Suzuki Dzire is the 1.2 L K12 Petrol engine producing 82 HP and 113 Nm. Transmission

choices include a 5-speed manual and a 5-speed AMT (AGS).

Yamaha YZF-R15 v3.0 Spotted Testing In India

Yamaha has been selling the YZF-R15 v3.0 in Indonesia for a while now. It is expected to be launched in India, replacing the current R15 v2.0.

The new R15 sold abroad gets Yamaha R6-inspired styling and upside-down forks. Motive power comes from an all-new, more powerful 155cc liquid-cooled single with variable valve timing that puts out 19.3 PS of peak power, as opposed to the 17PS on the one sold here.

Other updates are LED headlamps, new digital instrument cluster and a slipper clutch. All these updates do drive up the price of the bike to close to Rs 1.7 lakh in Indonesia, far higher than the Rs 1.2 lakh (ex-showroom, Pune).

No person shall, while driving a vehicle, or while being conveyed in a vehicle, throw or deposit waste on any public road or on any private premises within the municipal area and no driver of a vehicle shall allow or permit any passenger in such vehicle

to throw or deposit such waste in a like manner. There are many other provisions with regard to maintaining cleanliness and hygiene in the city. As per the Bye-Laws, in case of any contravention of these Byelaws, fine ranging from Rs. 500/- to Rs. 10,000/- as provided in the Schedule -1 of the Bye Laws shall be imposed for each occasion of offence. In case repetition of the offence, the fine amount will be doubled.

The Secretary PBMC informed that there

will zero tolerance against the persons/firms who litter on public streets or fail to maintain premises clean. The process of imposing fines will be further intensified in next few days. PBMC has already issued a Public Notice on 24.10.2017 that special drives will be started from 01.11.2017 and more than 250 persons have been fined so far. In next few days, the markets at Junglighat, Delanipur, Haddo and BathuBasti area will also be covered.

Mass Dharna at Tiranga Park by CITU & INTUC in support of Mahapadav Port Blair, Nov 10: The thousands of workers who stormed the national capital and assembled at Parliament Street in the national capital Delhi, to participate in the first day of the three days ‘mahapadav’ on 9th November 2017, enthusiastically endorsed the call of the speakers to intensify the struggle against the anti worker, anti people and anti national policies of the BJPled government and prepare for a countrywide indefinite general strike if the government fails to concede their demands.

Workers from all over the country representing many sector - public and private, permanent employees and contract, casual workers, state and central government

employees, banks, insurance, telecom, railways, defence, and the various schemes of the government of India participated in the ‘mahapadav’ on the first day. The Mahapadav is being organised on 9th, 10th and 11th November, 2017 at Parliament Street, New Delhi to protest against government’s anti-working class policies.

In support of the Mahapadav, CITU and INTUC will jointly organise a Mass Dharna at Tiranga Park, Abderdeen Bazar, Port Blair on 11th November, 2017 (Saturday) from 3 p.m. onwards. A total of seventeen stake holders participated in the exercise including Indian Coast Guard, Navy, Army, Air Force, A&N Police, PMF, Forest, Fisheries, Customs, PMB, DSS and various intelligence agencies. Fishing community and coastal population were also part of exercise.

During preparation phase of the exercise, various community awareness programs were conducted to sensitise the fishing / coastal

community on security aspects. Special program on coastal security awareness was also relayed by All India radio on 08 th November, wherein District Collector and Coast Guard DIG appealed fishermen to act as eyes and ears for security agencies.

During the exercise, real-time situations were generated for all the participants for assessing their preparedness level and preparing them for contingencies. High level of security patrols were maintained at sea by Coast Guard

Yogi Adityanath plans to link Gorakhpur with Purvanchal expressway, will be India's longest e-way

The link expressway will start from Azamgarh on the six-lane Purvanchal Expressway and go till Gorakhpur. The Yogi government earlier added a 20-km link road to Ayodhya from the Purvanchal Expressway. The cost of the new link expressway is expected to be significant given high land prices in the area. UP government informed prospective bidders of the prefeasibility study on the Gorakhpur link expressway that the cost of land acquisition for the link road is expected to be worked out based on four times of the circle rates. “The tentative estimated length of

Gorakhpur Link expressway is about 90-110 km,” the UP government informed the bidders recently.

Awasthi said the new link road would also “serve three unserved districts”, including northern Azamgarh, Sant Kabir Nagar and southern Gorakhpur. “Right now, we have a national highway connecting Lucknow to Gorakhpur.

What is being proposed is that when the Purvanchal Expressway goes up to Azamgarh, from there we have a north-south connect to Gorakhpur. A bridge is being constructed on a major river, Ghagra, between Azamgarh and Gorakhpur and this link road can help connect it. Investigators retrieved CCTV footage where a person could be seen entering inside ATM room wearing gunny sack who later covered the ATM with cloth.

The miscreant later tried to break open the first ATM but failed.

Two more ATMs in which one is CDR machine were intact. The police has reportedly asked to keep the ATMs closed for two more days till the investigation continues.
