Voters approve four referendums Mt. Morris voters say yes to ambulance and fire department tax increases

Ogle County voters were apparently in the mood to loosen their purse strings when they went to the polls Tuesday, saying yes to four referendums that will raise their property taxes.

Mt. Morris Fire Protection District residents said yes very willingly to two referendums that will help maintain services for both the ambulance and fire department.

Voters approved the ambulance referendum by a vote of 347 to 93 and the fire question 327 votes to 110.

Both referendums asked for a tax increase of 10 cents, from 30 to 40 cents per $100 of equalized assessed valuation.

“I’m thrilled to know the community is behind the emergency services provided by the district,” said fire district board president Scott Diehl. “I’m very pleased. It would have been a real concern otherwise.”

The increase means the real estate taxes on a $100,000 home will increase by approximately $67 per year, not factoring in exemptions.

Fire district officials asked for their first increase in 15 years due to a shrinking tax base and escalating expenses.

Diehl said the district’s EAV has already decreased by $10 million since 2012 and could take another hit next year when the value of the shuttered Quad Graphics plant is expected to go down drastically due to its recent sale.

In 2012 the district’s EAV was $59.8 million. It dipped to $47.1 million in 2015 and currently sits at $49.3 million.

The former printing plant is presently assessed at $906,471, which gives it a fair market value of $2.7 million. However, it was sold last May for $200,000.

The fire department and its ambulance serve approximately 5,000 residents in portions of five townships — Mt. Morris, Pine Creek, Lincoln, Rockvale, and Oregon-Nashua — an area of 45 square miles.

The total budget for the district is $700,000 annually with ambulance fees bringing in approximately $260,000 per year.

Each referendum will generate $49,500, for a total of $99,000.

Oregon SRO City of Oregon voters approved a referendum for a tax hike to help fund the cost of a full-time school resource officer.

The measure asking for six cents per $100 EAV passed by a vote of 195 to 147.

“We’re very pleased that the community supported us having a school resource officer and being able to help out with the school district on that,” said Oregon Mayor Ken Williams.

The city and school district entered into an agreement last fall to create the position in the wake of an incident at Dixon High School last May when a student was taken into custody by an SRO after firing shots at a teacher during graduation practice in the gym.

Oregon Police Sergeant Randy Cropp assumed the SRO duties at Oregon High School on Jan. 3.

According to the agreement, the school district will pay 70 percent of the cost, and the city will pick up the remaining 30 percent.

Elsewhere in the county, voters in the Flagg-Rochelle Community Park District approved a $14 million referendum to build and equip a community center by a margin of 1,221 to 1,095.

Polo’s new police chief will be a familiar face to residents when he takes over next month.

The city council hired Polo resident Jon Mandrell Monday evening to replace retiring chief Kurt Cavanaugh who will step down on May 20.

The council also accepted Cavanaugh’s letter of resignation. “It has been a tremendous honor for me to serve the City of Polo and its citizens, “ the letter read. “On May 20, 1985, I started my police career in a Polo police uniform and on May 20, 2019, I end it in a Polo police uniform. This could not have concluded in the better way.�

Cavanaugh, a Polo native, has served as police chief since November of 2016. Prior to that he served

with the Illinois State Police for 27 years, retiring as a lieutenant in Criminal Investigations.

Mayor Doug Knapp thanked Cavanaugh. “It’s been a real honor and pleasure to have you as our chief,� he said.

Mandrell, 38, is a part-time Polo police officer and worked full-time for the Oregon Police Department from 2003 to 2009 before becoming a college instructor and administrator. “We appreciate the opportunity to have you as chief,� Knapp told him after he was appointed. “I’m looking forward to it,� Mandrell said.

He will be paid an annual salary of $65,000, the same as Cavanaugh.

Council forms Public Works Department

State trooper killed on U.S. 20 had local connections

BY VINDE WELLS vwells@oglecountynews.com After a sometimes spirited discussion, the Polo City Council voted 4-2 Monday evening to combine the Water & Sewer Department and the Street Department.

The council voted to form a Public Works Department that will include both departments and then appointed Kendall Kyker, who is currently Street Superintendent, as Public Works Director.

The change will take effect on May 1, the beginning of the new fiscal year.

Aldermen Jim Busser and Justin Grobe cast the no votes, while Phil Peterson, Troy Bothe, Keith Chesnut, and Randy Schoon voted yes to forming the new department.

The vote for Kyker was unanimous.

Busser unsuccessfully requested a closed session for further discussion before voting.

After the vote, Grobe said he voted no because he wanted more information before making a decision.

Mayor Doug Knapp recommended combining the departments.

“This is something I’ve wanted to do ever since I became mayor,” he said.

He said the budgets will remain separate and employees’ duties will remain the same, but the change offers more efficiency.

“This way we can utilize all the employees in different aspects,” he said on Tuesday. “They’ve always helped each other out. This will increase the harmony between the departments.”

The two departments have a total of five employees.

Knapp said the council has been discussing the change in closed session for the last month or so.

At the meeting, former Water & Sewer Superintendent Mike Gauthier asked why the change is needed when the two departments have always worked well together.

“I think it would be smoother if we operated as a Public Works Department,” Knapp said.

“It’s because they work so well together is one of the reasons for forming the Public Works Department,” Schoon said.

Former mayor Mark Scholl said he endorses the plan, but asked why the Parks Department is not being included.

“Because we’re considering forming a park district,” Knapp said.

Dee Mumford, whose husband Mike is the current Water & Sewer Superintendent, said the employees would have liked more information before the decision became final.

For example, she asked who will now get the call when an emergency occurs and make the decision what needs to be done.

She said her husband has taken emergency calls not only on weekends and in the middle of the night, but also when they have been on vacation in Alaska and Mexico.

Knapp said those calls will now go to Kyker.

“Mike has a huge responsibility because he has the [operator’s] licenses,” Gauthier pointed out.

Mike Mumford is the only city employee who holds the required state licenses to operate both the water and sewer systems.

Knapp said Mumford’s duties will not change, and he will be the Water & Sewer Operator under the Public Works structure.

BY VINDE WELLS vwells@oglecountynews.com The Illinois state trooper killed last week while making traffic stop in U.S. 20 north of Freeport had connections to Ogle County.

Trooper Brooke Jones-Story, 34, of Stockton, was the wife of former Mt. Morris police officer Robert Story Jr., who is a retired master sergeant with the Illinois State Police.

Jones-Story was a 12-year veteran of the ISP District 16, headquartered in Pecatonica and serving Boone, Jo Daviess, Stephenson, and Winnebago Counties.

She was killed March 28 in a fiery crash on westbound U.S. 20 just west of Illinois 75 while she was inspecting a semi tractor-trailer on the side of the road.

According to an ISP press release, Jones-Story pulled the semi over to inspect it at 11:24 a.m.

She was outside her squad car when she was struck and fatally injured at 12:20 p.m. by a semi trac-

tor-trailer that also struck her squad car and the semi she was inspecting.

The driver of the semi that struck Jones-Story has been ticketed for improper lane usage and a Scott’s Law violation.

Funeral services were held April 3 at Warren High School, where Jones-Story graduated in 2003.

Endangered Species Make a Comeback!

According to recent research, previously endangered species such as otters, polecats, and pine martens are making a miraculous comeback.

While each of these unique species has bounced back from near extinction in 1960, the only carnivorous mammal that seems to still currently be in danger of being wiped out is the wildcat.

Its Scottish population is put at risk from hybridization with domestic cats.

While the report came in February, it was released by scientists to the Vincent Wildlife Trust and the Centre for Ecology and Hydrology, in which they discovered that otters have near-

ly conclusively recolonized in Great Britain.

Both polecats and pine martens have expanded their ranges and appear to be thriving. Since the 1980’s, the badger population also seems to have doubled due to their legal protection in 1973 and protection of settings in 1992.

The recovered carnivores appear to have made a comeback because the harmful human activities have ceased.

All in all, carnivores have recovered in a way that would have seemed incredibly unlikely back in the 1970’s.

Kylie and Snowflake: An Unbreakable Bond Kylie Brown, an 8-year-old girl from Maine, is destined to be a wonderful mother.

She’s caring, kind, and already has a kid of her own: a duck that imprinted on her years ago and has since never left her side.

The duck follows 8-year-old Kylie everywhere, and even Kylie has come to believe the delusion that she’s the duck’s mother.

She’s even taught Snowflake how to read (...or at least not eat the words)!

Kylie’s family has tried to keep the duck outside, but Kylie is bound and determined to keep her duck with her.

The duck now wears a diaper and stays indoors.

Kylie also can’t be persuaded otherwise about her ‘child’, not even when Steve Hartman of CBS

tries to point out the obvious.

“I’m his mom,” Kylie told Hartman.

“You’re not really his mom,” Hartman replied.

Kylie disagreed. “Yep, I’m his mom.”

Every day at the bus stop, Snowflake the duck waits for his mother.

Kylie and Snowflake go sledding together, visit the beach with one another, and are constantly around one another.

What’s even better? Kylie has signed Snowflake up to be a therapy duck.

Their bond is immense, and the two are inseparable. Surely, they had a wonderful spring break together.

On Saturday, March 30th, from 2-8 pm at Barnacopia in Polo, many community members, including some students from PCHS (Patricia Plachno, Tessa Fitzgerald, Kennedy and Abby Yingling, among others) helped work a fundraiser to raise money in support of Kate.

There was a silent auction, food, DJ, raffles, and much more! They

had a lot of donations for the live auction, silent auction, and raffle, including a Cubs Bean Bag Toss game and endless gift baskets.

“Some volunteers sold shirts and other accessories for Kate,” said volunteer Tessa Fitzgerald. “When we first walked in, we bought meal tickets and then walked around to look at silent auction items.

“There were so many! They had all types of baskets and pictures, jewelry, gift cards. All of the items ended up selling at really high prices.”

March Madness takes over — in more ways than one

BY BETTY OBENDORF Curator Polo Historical Society It is March Madness in more ways than one. First, Kenneth fell again and has required much attention.

Our daughter Krista came down to help and she is interested in all the basketball games as much as we always have been.

Then the baseball games have started so we have added them into the mix.

I cannot get started on a new sport until the current one has been phased out. It is simply too much for my mind. So these last few days I have had mind madness.

Add to that the new Civil War

book and the culmination of 10 years of work. It is good to see it in print and we have had a very good response.

We have also been told that this is the first Civil War book written by women. Evidently this had been a man’s world.

Now comes the job of going from town to town so people are aware of what is available.

We already in May have three towns lined up for a presentation.

Kathy will have a power point and I will do the talking.

I am still putting the finishing touches of Wednesday night’s Polo Historical Society meeting.

We will look at Polo in 1945. That

particular year I was in seventh grade at the old Congress School.

This school was built in 1899.

This school had a cannon on the north side of the school. It had been a souvenir of the Civil War. It was scrapped for iron during World War II. How many of you remember that cannon? I do. The school was used for both elementary and high school.

On second floor in the middle of the building was the assembly hall.

This hall had seats for 125 people in those early years after it had been built.

In 1909 this new building, grounds, and equipment were valued at $50,000. Too bad something cannot

be done for this old relic.

Ten years before in 1888 we had the grand opening of the Polo Opera House. It could seat 900 people in its heyday.

It was a sad event when the beautiful brick façade was torn off to make more office space and to give it a more modern look. No one thought ahead.

The weather stays cold although earlier in the week on one of those warmer days I did do a little raking outside.

Any extra time I have had has been spent at the museum working on the computer or just picking up things that need to go in our files.

Always much to do there.

SUMMER MUSIC

Jamboree begins Friday, June 7 with The Jimmys With the long and wicked winter of 2018-19 finally loosening its icy grip, it’s time for another season of free live music on the historic campus in the center of downtown Mt. Morris.

The Mt. Morris Jamboree aims to please, as this year’s series brings a wide variety of music to 13 Friday nights for the eighth summer running.

The robins have returned to my yard, bringing nature’s music with them.

For God’s care of every creature, we are truly thankful. We can trust in His care each and every day. God is so good.

This morning in church, we were greeted by Martha Johannsen.

Our special music was a gift from Larry Riffle. Larry played “I’d Rather Have Jesus” on the harmonica, accompanied by recorded music.

We are so blessed to have such talented members in our church family.

Pastor Charlotte Hoppe led the children’s message for our young friends, Amelia, Kaitlyn, Laura, and Harper.

Charlotte continues to lead us through this Lenten season with meaningful and thoughtful sermons.

Kaitlyn has been part of a mentoring program as she prepares for her upcoming baptism.

Deb Ohlwine, Sandra Ford, Don and Vicki Hay, and Jim and Nancy Hopkins along with Charlotte are helping Kaitlyn on her journey.

This past Wednesday evening, a small group met at the home of Lyle and Sheryl Hopkins for a night of Faith at the Movies.

Attendees have watched a movie with a discussion to follow. Joining in the evening were Don and Vicki Hay, Sandra Ford, and Charlotte Hoppe.

James and Nancy Hopkins have recently returned from a trip to Arizona to see daughters, Amy Hopkins and Edie Klein, her husband, Dave, and their daughter, Hanna.

The trip included many family gatherings, celebrations, and

shopping.

While there, James and Nancy took a trip with their daughter, Amy, and her friend, Kenny to Prescott, Arizona.

The group toured the town and enjoyed lunch together before heading back home in Chandler.

James and Nancy’s son, Jim Hopkins, his wife, Dana, and daughter, Abigail, were visiting Arizona State University this week, too.

The group visited the school as Abigail will be attending there this fall.

James and Nancy, Jim, Dana, and Abigail, Amy, and her friend, Kenny, all met for dinner at Edie and Dave Klein’s home several times during their stay.

On a Sunday, James and Nancy, Edie, Dave, and daughter Hanna visited Dave’s father’s home for a birthday cookout.

The family celebrated Hanna’s seventh birthday.

During their visit, James and Nancy and family visited an aquarium and went to dinner at Texas Road House to celebrate

Hanna’s birthday. Everyone enjoyed spending time with family.

This past weekend, I finally put my outside Christmas decorations away.

The red bows have faded from the extended time in the weather. Most of the light strands have burnt out from the extra nights of lighting my front porch.

The old and worn-out items have been put away for now, just in time to make way for the new, fresh signs from nature.

This is the season to spring-clean all parts of our lives. It is time to put away the hurt and make way for forgiveness.

It is not an easy task to make those types of changes. We can do it because we know the beauty that will follow.

When we carry the love and forgiveness that we have received from God, we are made to weather any storm that comes our way.

I hope to see you next Sunday at our little church in the country.

Sauk Valley Community College, Dixon, invites prospective students and their parents to the Agriculture Open House on Wednesday, April 10 from 1 to 7 p.m. in Sauk’s West Mall.

The open house will give prospective students the chance to learn about

the eight different degree options in agriculture, talk with academic advisors to register for classes, and explore financial aid options including the agriculture externship program.

Tours of the main campus and agriculture facilities will be offered every

hour on the hour.

Students will have the opportunity to interact with current agriculture students during the college Q&A sessions, which will take place every half hour.

Sessions will include information

about the student-run farm, teambased learning, and other aspects that make the Sauk Ag Program unique.

Dog training classes in Oregon The Oregon Park District is offering dog training classes at Wiggly Park Dog Park.

Beginner Dog Training is an on-leash obedience class with trainer Bree Pazera.

“Bond with your dog while teaching them to be more confident and respectful,” said Tina Ketter, superintendent of recreation. “This class is perfect for dogs just starting out with training.”

Each dog handler must be at least 15 years and up. Participants need to bring a 6 foot leash, treats, and a choke or a pinch collar. Dogs must be

at least 6 months of age and the same handler should work with the dog through each class.

The class meets each Wednesday from 6-7 p.m. at Wiggly Park from May 1-June 5. An orientation will be held on Sunday, April 28 at 6 p.m.

The fee for the class is $50 for residents of the Oregon Park District and $60 for non-residents.

The Prairie Preservation Society of Ogle County’s annual banquet will be held on Sunday, April 28 at the Lorado Taft Field Campus, 1414 N. River Rd., Oregon.

Forest preserve to offer Fossil Hunt on April 13

The third annual Rockin’ River Fest on Saturday, June 15 will once again offer family fun and entertainment in the great outdoors along the banks of the Rock River.

The event will also provide those adventuresome, nature loving, competitive types with the chance to “bag” some cash, earn first place trophies, medals, and “bragging rights.”

The Toss ‘em Tourney offers cash prizes to the top three teams, and takes place right in the heart of the festivities with plenty of food and adult beverages on hand throughout the competition. This event will begin promptly at 4 p.m.

A complete set of rules for the game, as well as online registration, can be found through the RRF website. Day of event registrants may do so from 2 to 3 p.m.

Flex your muscles – and bragging rights – in the Tug Across the Rock.

Assistant Superintendent of Education, Janet Dahlberg will lead the hunt for limestone fossils of sea creatures from the Ordovician Period of 450 million years ago.

All the rock hammers and safety equipment will be provided, but participants can bring their own buckets or bags to collect their fossils.

Spring Fly Fishing Class April 23 & 25 The Byron Forest Preserve District will offer a two day Beginning Fly Fishing class on Tuesday, April 23 and Thursday, April 25 from 5:30 to 7 p.m. at the Jarrett Prairie Center in Byron.

This will be the fourth year that local fly fishing expert, Bon Piros, has taught this introductory class.

The first class will cover the basics of fly fishing and students will be practice casting. The second class will be fly fishing instruction on forest preserve waters that will teach catch and release principles.

The Byron Forest Preserve District will be offering a creek study walk at their Howard Colman Hall Creek Preserve on Saturday, April 27 from 9 to 10:30 a.m.

This free family event will feature guided tours to see the Illinois Big Tree Champion Eastern cottonwood, hands-on geology programs, tours of the recently restored oak savannas, grassland bird watching, wildflower walks, hay ride tours of the preserve and much more.

Inside the Fence Nachusa Grasslands Bison Tour - June 1 The Byron Forest Preserve District in cooperation with The Nature Conservancy’s Nachusa Grasslands will offer two “Inside the Fence Bison Tours” at the Nachusa Grasslands in Franklin Grove on Saturday, June 1.

Participants will meet at the Nachusa Grasslands Visitor’s Center located at 2075 Lowden Road, Franklin Grove.

The group will then be transported via open trucks for a guided tour to see the Nachusa Grasslands bison herd before the prairie grass gets too high to see the new spring calves.

In the fall of 2014, The Nature Conservancy brought a herd of 30 genetically pure wild bison from Wind Cave National Park in South Dakota to the Grasslands to establish the first wild bison herd in Illinois in nearly 200 years in order to complete their prairie ecosystem.

The cost for the program is $10 per person. Register early as space is limited by calling the Byron Forest Preserve District at 815-234-8535 extension 200.

There will be two sessions to choose from, one in the morning beginning at 10 a.m. and another in the afternoon starting at 1 p.m. Each session will last approximately two hours.

KB TOUGH RUN

WWII VETERAN

The KB Kick Off Party will be held on Friday, April 19 from 5 to 8 p.m. at the Tipsy Hog, 101 S. Third St., Oregon.

Guest bartenders, including Rebecca Hazzard, Jenny Boyden, Erin Folk, and Tina Ketter, will be ready to serve beer, cocktails and soda.

Tips from the bar and profits from the 50/50 raffle support the startup expenses of the annual KB Tough Run event.

Only 16.7 percent of voters turn out for April 2 election

BY VINDE WELLS vwells@oglecountynews.com Overall, voters didn’t appear to be significantly disgruntled with the status quo at Tuesday’s Consolidated Election, as they cast their ballots for newcomers and incumbents alike.

Oregon voters ousted one incumbent, and voted in two each of newcomers and incumbents in a city council race separated by only 61 votes.

Voters favored the newcomers somewhat, however, giving Timothy Krug 260 votes and Melanie Cozzi 258.

Incumbents Kurt Wilson and Terry Schuster were re-elected with 209 and 231 votes respectively.

Long-time commissioner Tom Izer was defeated, earning just 199

votes in his bid for another fouryear term.

Mayor Ken Williams garnered 244 votes in his unchallenged bid for election to a second term.

Three incumbents were re-elected to the Oregon Park District Board.

Mark Tremble was the top vote-getter with 451, Stephen Pennock received 374, and Scott Stephens received 364. Challenger Wes Sosa was unsuccessful, garnering 303 votes.

In Forreston, two incumbents and one newcomer were elected to the village board from a field of six candidates.

Newcomer Monty Cotter was the top vote-getter with 137. Incumbents Ken Vinnedge and Gary Buss received 127 and 94 votes respectively.

They defeated newcomers Mark Schweertman with 75 votes, Don Cook with 46, and Bill Freeman with 18.

For the Forreston Public Library Board, Janet Cotter received 148 votes and Kimberly Brown got 92 to win six-years terms. Candidate

Ogle County Clerk Julie Huber was defeated with 87 votes.

Polo alderman Randy Schoon was re-elected to his seat in Ward 3 with 90 votes, defeating former alderman Cheryl Galor, who received 25 votes.

D.J. Sanders ran unopposed in Ward 1 and gained 56 votes. No candidates filed for the open seat in Ward 2.

Mt. Morris Village Board incumbents Phil Labash and Jeffrey Pennington were reelected with 269 and 262 votes, respectively, and newcomer Chris Kolling received 255. All three ran unopposed.

In a tight race for the Leaf River Village Board, two incumbents were

defeated by three newcomers.

Timothy C. Morris was the top vote-getter with 38, Bradly Plock received 32, and James Green got 30, to defeat Shirley Poggioli with 25 votes and Paul Detmer with 22.

Low Voter Turnout Turnout was just 16.7 percent overall, with one precinct, Forreston 2, reporting that less than four percent of its registered voters coming to the polls.

Ogle County Clerk Laura Cook said she was not surprised by the low turnout.

“I was predicting 17 percent,” she said. “I think many people don’t even know about these elections because they don’t get the media attention that some of the others get. However, this is one of the most important elections because it affects you directly as a person and your tax dollars.”

Election tabulation went smoothly, Cook said, with at 52 precincts counted and results posted by 9 p.m.

Breanna Kloster drove in three runs for Forreston, going 3-4 with 3 RBIs and a triple. Alexus Houston was 3-4 with 2 RBIs and Kara Erdmann was 2-4 with a double.

Polo 16, Orangeville 7: The Marcos picked up a road NUIC win behind three RBIs each from Colton Gunder, Ramsey Shroyer and Joey Bardell.

Polo scored three runs in the top of the first, four in the second and three in the third to take a 10-0 lead.

After the Broncos answered with three in the fourth, the Marcos added two in the sixth and four in the seventh.

Shroyer pitched 3 2/3 innings and struck out five. Gunder pitched 3 1/3 innings and struck out seven.

By the way, the 20-plus years of Coke deals at Oregon would make for an interesting column.

Should school districts promote sugary products? By accepting hefty payments, they have been become an advertising arm for the soft-drink industry.

Powerade, Coke’s sport drink, is seen as an aid for hydration. But, it is also high in sugar.

I’m not going to get into a debate or question the scientific merits of its electrolyte replacement, but I’m content with ordinary tap water for hydration needs on 15-20 mile runs.

Please, we also need to eliminate bottled water as much as we can for our environment’s sake. Guess, that’s another topic too.

Actually, when it comes to beverages as a whole, I feel they are overrated for what they provide.

Now, I’m not suggesting you to give up your coffee. Just be wary of how unhealthy some of these frappes and lattes are.

In regard to eating fast foods or processed items, that has become a norm of society.

Today’s parents do not seem to have the interest or want the bother of cooking at home. Pick it up at McDonalds or buy it pre-packed from the store.

Decades ago, mothers did not have the same home conveniences, but still managed to make meals for the family. Relatively fewer people went out to eat and store-bought processed foods weren’t as common as today.

Believe me, it was a huge deal when TV dinners hit the market back in the 1960s.

Unfortunately, with all the processed items and high-calorie fast foods, we’re harming our bodies.

Another thing I was told by my college professors was to be wary of fad diets. Certainly, we’ve seen a ton of these come and go, offering instant weight loss.

They might work for a while, but the pounds invariably come back on and there may be adverse side effects incurred.

As nutrition students, we were told that fad diets are not based on

scientific research. But, scientific research is boring and people want a quick fix, even though there is flimsy evidence to support fad diets.

One easy way to eliminate calories without giving up flavor is to slowly wean yourself from foods high in fat.

Don’t go cold turkey on mayonnaise, but start putting less of it on your turkey sandwich.

The same with things like butter, pancake syrup or other condiments, or discarding the hamburger fat before putting it in chili or BBQs. Over a year’s time, you’ll be surprised how much a difference these small incremental changes make.

And, that is what a diet is – a lifelong experience.

How about using herbs and spices to season a dish instead of loading it up with salt.

There are so many tips to eat healthier without sacrificing taste, but are people willing to devote the time and effort to do this?

The more we eat, the larger our stomach gets and the more it needs to be filled, creating a vicious cycle that is hard to break. How about satisfying our cravings with more fruits, vegetables and whole grains instead.

Probably the simplest approach to all of this is balance and moderation.

An eye exam is a good idea, especially if things are starting to look a little fuzzy around the edges.

ow about food talk today?

After being named one of the judges for the upcoming What’s Cookin’ event at Barnacopia, many people have approached me and were surprised to learn of my background in food service.

Sports writing is a more of a hobby, whereas doing chef work and studying nutrition was my career path. Though I have been retired for several years, I still have a passion for the culinary world.

Sometimes, I wonder if poor nutrition habits are a factor in high-school injuries and athletic performance?

This country has more availability to foods and beverages than ever before. Why is it that we aren’t as healthy as we used to be?

Here are a few thoughts on the matter: Young people develop poor eating habits because of exposure to fast foods, sugary drinks, processed foods and fat-laden items.

This isn’t earth-shattering news, but bears repeating. It’s really quite simple to identify the main culprits and even educating folks on their dangers.

To get young people off the junk is a much harder task. They have been brought up on it and the producers of these products make it so much easier to consume than healthier

Native gardens is topic of Wild Ones program The Wild Ones program on Thursday, April 18 will be presented by Susan Carpenter, native plant gardener at the University of Wisconsin– Madison Arboretum.

The meeting will begin at 7 p.m. in the lower level of the Physical Education Center at Rock Valley College, 3301 N. Mulford Rd., Rockford.

Carpenter will speak on Gardens Full of Life: Inspiration and Challenges.

With experience in plant ecology, ecological restoration, and science education, she works with students and community volunteers to maintain and monitor a four-acre garden that represents the plant communities of southern Wisconsin.

She leads a conservation project involving students and the public in documenting and studying native bumble bees, including the endangered rusty-patched bumble bee, Bombus affinis.

Once men get to the table, their similar goals and struggles seem to make more sense in light of their relationships and lifestyles.

Three local libraries (Oregon, Mt Morris and Polo) are providing space for men’s groups to gather and achieve.

A library has many books and we have everything to gain from them, as well as from stepping back from our screens and building a sense of community.

Once we establish a group rapport, our collective wisdom proves extremely valuable and the results are inevitable.

In conclusion, I’d like to echo a T.S. Elliot quote shared from Oregon library director Hilaree Lombardo, “The very existence of libraries affords the best evidence that we may yet have hope for the future of man.”

Heightened enforcement of “distracted drivers” With National Distracted Driving Awareness Month starting on Monday, the Illinois Department of Transportation, the Illinois State Police and more than 100 city and county law enforcement agencies are reminding drivers to put down their phones and focus on driving.

In April, motorists will see increased patrols and enforcement zones across Illinois to ticket drivers using handheld devices.

“On any given day, you can glance into the next vehicle and see a driver texting, talking or scrolling through social media on their phone,” said Cynthia Watters, bureau chief of IDOT’s Safety Programs and Engineering. “If your attention is anywhere other than on the road, you’re

driving distracted, and it can be deadly.”

Over the past decade, distracted driving has become one of the leading causes of vehicle crashes.

According to the National Highway Traffic Safety Association, 3,166 people died in motor vehicle crashes involving distracted drivers in 2017.

“The Illinois State Police has suffered greatly this year with the loss of three of Illinois’ finest law enforcement officers. We have had 16 squad cars struck this year while on incident, with all emergency lights activated. Among the 16, two resulted in unnecessary and preventable tragedies,” said ISP Acting Director Brendan Kelly.

“How many of these incidents

could have been avoided if motorists were simply paying attention?

Please show that you care about our troopers, all emergency responders, and your fellow citizens. Respect and obey all traffic laws and please, do not drive distracted.”

Illinois law prohibits the use of handheld electronic devices for any purpose, including talking, texting or using apps. Drivers under 19 are prohibited from using any electronic devices, even handsfree.

Follow these steps to keep everyone safe: • If you need to text, pull over and park your car in a safe location.

• Identify a passenger as your “designated texter.” Ask them to respond to calls or messages.

• Do not engage in social media scrolling or messaging while driving.

• Put the cell phone in the trunk, glove box or back seat until you arrive at your destination.

The Distracted Driving Awareness Month campaign is supported through federal funds administered

by IDOT. It dovetails with IDOT’s comprehensive multimedia campaign, Life or Death Illinois, which highlights the incredible responsibility of each driver to make good decisions to keep our roads safe and to decrease the number of lives lost each year.

She was also issued citations for no insurance, improper lane usage, and possession of cannabis. She was transported to the Ogle County Jail where she was held in lieu of bond.

Tyler Bunting, 28 of Leaf River, was arrested for domestic battery and reckless conduct after deputies investigated a report of a physical domestic at 1:46 p.m. in the 6,000 block of North Leaf River Road. He was transported to the Ogle County Jail and held in lieu of bond.

Jonathan Reyes, 19, of Elgin, was arrested for driving with no valid driver’s license a traffic stop at 8:46 p.m. in the 20,000 block of East Illinois 64 for an equipment violation. He was transported to the Ogle County Jail where he was held in lieu of bond.

Two juveniles, 11 and 15, were taken into custody after an investigation into several incidents of vandalism on River Road in the Byron area. The juveniles were released them to their parents.

April 1 Shawn McCarty, 42, of Urbana, was arrested for driving on a revoked license and speeding after a traffic stop at 11:48 a.m. in the 4,000 block of South Illinois 26. McCarty was transported to the

Ogle County Jail where he was held in lieu of bond.

Akin Rasa, 43, of Ottumwa, Iowa, was arrested for driving while license suspended and no valid driver’s license after a traffic stop in the 2,000 block of North Freeport Road. He was transported to the Ogle County Jail where he was held in lieu of bond.

Blake Bakkala, 19, of Machesney Park, was arrested on an outstanding Ogle County warrant for failure to appear.

He posted $50 full cash bond and was released from the Ogle County Jail with a return court date of April 29.

Norma Delgado, 39, of Rockford, was arrested on an outstanding Ogle County warrant for driving while license suspended. She posted $3,000 (10%) bond and was released from the Ogle County Jail with a return court date of April 26.

We must work together to create hope for the future of crime victims’ services.

Our efforts cannot succeed without the contributions of local law enforcement, victim

advocates, prosecutors, probation and parole officers, child and family services, community leaders and members, educators, coaches, parents, and others.

When victims feel understood and supported, they are more likely to seek services, which leads to a stronger and more resilient community.

Communities’ investment in

crime victims expands opportunities for victims to disclose their victimization, connect with services, and receive the support they need.

To create a future where all victims are served and their voices heard, we must continue making victims services more accessible, welcoming, and culturally sensitive.

HOPE of Ogle County: Services for adults, teens, children National Crime Victim’s Rights Week and Child Abuse Prevention Month offers an opportunity to provide the community with information about HOPE’s services to children who experience domestic violence in their home and who are the young victims of abuse from trusted people.

Five million children are exposed to some form of family violence over their entire childhood (0-17 years).

Children who experience abuse are at higher risk to develop behavioral or emotional difficulties such as withdrawal, aggression, depression, anxiety, and various physical complaints.

Another major concern is that children in domestic abuse situations do not have tools to recognize red flags of unhealthy relationships.

Children living with domestic violence significantly alters a child’s DNA, aging them prematurely 7-10 years.

Children may also struggle with trust issues, communication barriers, unhealthy relationships, self-esteem issues, poor concentration, learning barriers, and much more.

Those who grow up with domestic violence are six times more likely to commit suicide and 50 percent more likely to abuse drugs and alcohol.

In the month of April we want to bring awareness to National Child Abuse Prevention Month and National Crime Victims’ Rights Week begins Sunday, April 7.

As a community we need to advocate together for all victims.

The Youth WORKS program was created to address the specific needs of youth in Ogle County pertaining to violence, delinquency, and access to services.

In the 2018 Illinois Youth Survey, 46 percent of Ogle County eighth

graders said they had experienced one or more types of bullying in the last year, and 7 percent of 10th graders report they have experienced physical aggression from a dating partner.

Lutheran Social Services of Illinois believes that prevention plays an important role in keeping youth safe and healthy.

S e r v i c e s offered by Youth WORKS can be done in many different ways.

Some of these options are through distribution of the Youth Resource Guide, presentations on violence prevention, family forums, and email newsletters.

We need your help! Youth WORKS is looking for individuals that would like to make a difference in their

community.

Whether you are a parent, student or a resident, everyone can take part in the activities that Youth WORKS will be planning.

CASA – 15th Judicial Circuit is a non-profit, volunteer organization that advocates for the best interests of abused and neglected children within the Juvenile Court system in Lee, Carroll and Ogle Counties.

CASA is instrumental in fulfilling society’s most fundamental obligation by making sure a qualified,

compassionate adult will protect and fight for a child’s right to be safe, to be treated with dignity and respect and to learn and grow in the safe embrace of a loving family.

What does it take to be a CASA? Commitment to children, objectivity, responsibility, communication skills, the ability to talk with different kinds of people, some of whom will be wrestling with difficult problems, about 8-15 hours a month, must be 21 years of age or older.

No special experience is required.

CASA volunteers come from all professions, educational backgrounds and ethnic backgrounds.

Shining Star: victims to survivors Rockford Sexual Assault Counseling One in four girls and one in six boys will be sexually abused by the age of 18.

More than five children die every day as a result of child abuse.

Our mission at Shining Star Children’s Advocacy Center is to transform victims of child abuse into survivors.

This mission is achievable through the early identification of child victims, by holding offenders accountable, providing victims and families with competent advocacy and counseling services.

Each year, Shining Star Children’s Advocacy Center serves more than 150 children from Lee and Ogle Counties.

The CAC, located in Commerce Towers in Dixon, provides a coordinated multi-agency approach and prompt response to child abuse investigations by bringing together specially trained team members

from the CAC, law enforcement, Department of Children and Family Services (DCFS), prosecution offices, and medical and mental health field.

The Shining Star program reduces the number of times children are subjected to interviews - significantly minimizing emotional trauma to children and their families.

Further, this team approach facilitates victim recovery and can strengthen the chance for successful criminal prosecution through improved investigations.

Support to the victim and family continue after the interview process through criminal justice advocacy, support groups, and counseling services.

Rockford Sexual Assault Counseling provides free, confidential services for survivors of sexual assault and abuse and their significant others.

Our Ogle County office is located at 412 W. Washington Oregon.

Services include individual and group counseling, medical advocacy, legal advocacy, and prevention education.

We can also provide professional training to agencies, schools and businesses interested in some aspect of sexual assault education and prevention.

Rockford Sexual Assault’s mission involves advocacy and counseling for survivors of sexual violence and educating children and the general public with the goal of reducing the risk of victimization.

Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

The presence of contaminants does not necessarily indicate that water poses a health risk. Source of Water: POLO Based on information obtained in a Well Site Survey published in 1994 by the Illinois EPA, several potential sources are located within Contaminants Detected 1,500 feet of the wells. The Illinois EPA has2018 determined Regulated that the Polo Community Water Supply's source water is not suspectable to contamination. This determination is based on a number of criteria including; monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and available hydrogeologic data on the wells. Furthermore, in anticipation of the U.S. EPA's proposed Ground Water Rule, the Illinois EPA has determined that the Polo Community Water Supply is not vulnerable to viral contamination. This determination is based upon the evaluation of the following criteria during the Vulnerability Waiver Process: the community's wells are properly constructed with sound integrity and proper siting conditions; a hydraulic barrier exists which should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the community's wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this system ground water supply.
