DIXON – Two years ago, 9 days of classes were canceled because of a teachers strike. This week, officials will be at the bargaining table, laying the groundwork to avoid a similar situation. And they’ll be bringing two tools to the table: a more flexible bargaining method and a head start. The 4-year contract agreed upon by the Dixon Public School District and the

Both sides will get together Thursday behind closed doors. “We are going to have our first interest-
based bargaining session on Thursday,” said Margo Empen, superintendent. “The facilitator will review the aspects of interest-based bargaining with us, and we will start going through the process.” Whereas both sides used traditional bargaining tactics during previous negotiations, this time around, both will use interest-based bargaining, in which the two parties collaborate to find mutually beneficial, win-win solutions. DIXON – The city is in talks to extend outgoing Interim City Manager David Nord’s contract through the end of the year. The City Council voted unanimously in October to hire East Moline City Administrator Cole O’Donnell to replace Nord as city manager. However, Nord’s contract expires at the end of November, and O’Donnell can’t begin full-time in Dixon until January. Not wanting to see an interruption David of manager Nord duties, Mayor Li Arellano Jr. said Monday that by the council’s next meeting Nov. 16, there would be a resolution to extend Nord’s contract through December. Cole Nord would O’Donnell still be entitled to 6 months of severance pay following the end of his employment. “That will make sure somebody’s at the helm,” Arellano said. “There are a lot of things scheduled to run through the end of the year. This gives [Nord] and the council a chance to tie up loose ends heading into the end of the year.” MANAGER CONTINUED ON A4
