For now, the answer is yes. The owner of J.T. Sales Store on Lowell Park Road has a berm next to a shed from which he sells firearms. The shed is behind his house; he has neigh-

bors on either side, and the berm is in front of a corn field. He sometimes will show buyers how to use a gun by firing into the berm. Sometimes, he uses the berm when target

shooting simply for pleasure. And there’s no Lee County ordinance prohibiting discharging a gun at a private gun range. “This is a private berm that I use to safely show customers how to use the gun,” Thomas said in an August interview. “There’s a lot of people who

ROCK FALLS – The issue of panhandling has returned to the panel responsible for bringing ordinances to the Rock Falls City Council. The city has fielded complaints about the frequent appearance of beggars in a few areas – particularly near the Walmart on First Avenue. Some city officials share their concerns. “We’re trying to bring in new business, and the first thing they see in town is a guy holding up a sign asking for money,” said Alderman John Watts, who is chairman of the ordinance committee. While it’s clear beggars are sending a message that wouldn’t meet with the Chamber of Commerce’s approval, trying to police the practice is a murky proposition. Even determining the legality of panhandling is complicated. The practice isn’t illegal, but if it is done too aggressively, it could result in charges ranging from disorderly conduct to battery.
