State to aid with railing repairs IDOT’s share still is being worked out BY RACHEL RODGERS rrodgers@saukvalley.com 815-625-3600, ext. 5529 @rj_rodgers

DIXON – The state will help pay to repair the corroded Galena Avenue Bridge railings – the cost of which has quadrupled – but how much it will chip in is being determined. The city has a maintenance agreement that covers upkeep of the bridge, while fixing design or structural flaws is the state’s responsibility. It’s difficult to determine whether the corrosion is the

Holding the contractor financially liable likely isn’t possible – the statute of limitations for such action usually expires after 10 years, he said. When the bridge was reconstructed in 2002 and 2003, the former City Council opted for decorative railings to be

installed – against the Illinois Department of Transportation’s recommendation for a more standard approach. “[IDOT] recommended the city not to do this, and [said] that there’s not as much life expectancy with the decorative railings,” Arellano said. RAILING CONTINUED ON A5

Nolan Wegner (left), 6, learns about music notes during his vocal lesson with Jon McLemore, 39, at Rock U School of Music on Thursday evening in Dixon. The school has about a dozen students and offers half-hour classes from 4 to 8 p.m. Monday through Thursday. It could expand its hours and its group offerings, depending on demand.

Duo seeks students of all talent levels for new music school BY CHRISTOPHER HEIMERMAN cheimerman@saukvalley.com 815-625-3600, ext. 5523 CHeimerman_SVM

DIXON – Nolan Wegner had a sore throat Thursday evening. His voice teacher, Jon McLemore, had a backup plan. Flashcards? Check. Dry-erase board? Check. A tender blend of smarts, humor and sensitivity? Check, check, check. “If you want to try singing,

that’s great,” said Jon, 39. “But we don’t want to push it and damage anything.” He would know. Before he and his wife, Ashley, 30, opened Rock U School of Music, they recorded an LP and toured March through August as the duo Thistle and Lace – along with their two dogs and two kids, Olivia, 4, and Leola, 2.

STERLING – The city is discussing two options for paying for costly stormwater sewer projects, but roads and the riverfront could change the conversation. City Manager Scott Shumard gave a detailed presentation of the city’s stormwater drainage system problems, including possible solutions, at the Oct. 3 City Council meeting. Flooding attributed to aging and inadequate infrastructure, increased use of tiling in farm fields, sump pumps, and heavy rains is a big problem in many areas of town. It also is becoming more challenging for the city’s sewer department to avert a water emergency at the sewer plant and lagoon. COSTS CONTINUED ON A10
