STERLING – The city is seeking a federal grant that could help residents pay for hooking up to city sewer service. Engineering firm Willett, Hofmann & Associates is helping the city apply for a Community Development Block Grant through the U.S. Department of Housing and Urban Development. During a June 29 special council meeting, a public hearing was conducted for the project that would be at least partially funded with the grant money. There was no comment from the audience. Plans are to extend the sewer system in several areas: Folkers Road from

Fourth Avenue to Fifth Avenue; Fifth Avenue from Folkers Road to Grobe Road; Grobe Road from Fifth Avenue to Sixth Avenue; and Sixth Avenue from Lynn Boulevard to East 21st Street. City Manager Scott Shumard said the cost of the sewer work is estimated at $584,345. He is hopeful the city could be off the hook for the project.

“There is a legitimate chance that we can get all of the work paid for through the grant,” Shumard said. The block grant program is wide-ranging in scope, and it has socioeconomic, job creation and housing components. To determine municipal grant awards, HUD uses a complex formula that measures community need and obstacles to future growth. Willett, Hofmann Vice President Matthew Hansen said the city would pursue a grant in the competitive category because it has benefits for low- to moderate-income residents. “This grant would allow residents to apply for financial assistance to hook up to city sewer,” Hansen said. DIXON – Over the past 10 years, city crews have had to repair the Palmyra Avenue water main 11 times because of breaks. City officials are hoping a grant will be just the fix. The council voted 4-0 to ratify a resolution supporting pursuit of a $230,227 federal Community Development Assistance Program grant and committing to a $76,743 local match. If obtained, the grant would cover 75 percent of the city’s costs on a project that could begin as early as 2016. PALMYRA CONTINUED ON A4

STERLING – A water main upgrade planned by the city’s water utility will trigger a small road resurfacing project. The council Monday approved a reconstruction agreement between Illinois American Water Company and the city that calls for the city to reimburse the utility for any road work that goes beyond what would be necessary to do the water main work. The utility is replacing the water main beneath West LeFevre Road. That work would usually warrant only about a 6-foot patch of resurfacing, but because the road is in such bad shape, the city decided to fix a larger area.
